Abstract

The lack of representation of women in the Regional Head Election (Pilkada) of Banjarmasin City is an important issue that needs to be studied in depth. This research aims to analyze the factors causing the low number of women politicians endorsed by political parties in the Pilkada contest. This study uses a qualitative approach with data collection techniques through in-depth interviews with women politicians, representatives of political parties, and political observers in Banjarmasin City. The results of the study indicate that the political recruitment process carried out by the parties is not fundamentally gender-discriminatory, but the barriers faced by women are structural, social, cultural, and personal. These obstacles include the lack of party support, logistical limitations, low electability, and the strong influence of social norms that still doubt the leadership capacity of women. In addition, the implementation of the 30 percent quota for women's representation has not been effective. The conclusion of this study indicates that women's representation in regional elections still faces complex challenges that require serious attention from political parties, the government, and society to create more inclusive and gender-equal political participation.

Abstract

The electability of Minangkabau women in the House of Representatives has shown inconsistent development since the beginning of the post-reform democratic period, despite women holding an important role in the Minangkabau matrilineal cultural structure. Historically, West Sumatra has been among the provinces with the lowest levels of female representation in the House of Representatives. From the 1999 to 2014 general elections, no more than one woman was elected in any single term, and in some election periods no woman managed to gain a seat in parliament. However, the 2019 legislative elections marked the most significant change in two decades: three Minangkabau women won seats simultaneously, the highest number recorded since the reform era. This research aims to trace the historical development of Minangkabau women's electability from 1999 to 2019 and to analyse the key factors that enabled their electoral breakthrough in the 2019 legislative elections. Using a literature-based qualitative approach, this article traces the development of Minangkabau women's electability across this period and examines the factors that enabled the breakthrough in 2019. The findings show that the increase in the success of female candidates in 2019 was primarily driven by access to political capital — such as elite networks and party support — and strong social capital resources associated with community legitimacy and family reputation. This research concludes that matrilineal status does not necessarily translate into electoral gains for women, and that sustainable political representation relies heavily on structural, partisan, and resource-based dynamics.

Abstract

Era milenial telah berkonsekuensi pada lahirnya berbagai perubahan yang begitu cepat. Pada gilirannya, Pemerintah dituntut untuk mampu beradaptasi dan merespon perubahan tersebut agar mampu memfasilitasi kesejahteraan dan pembangunan ekonomi yang berkelanjutan. Dalam konteks inilah pemerintahan yang dinamis (dynamic governance ) menjadi sentral dalam menjawa tantangan yang dihadapi oleh pemerintah saat ini. Apa yang dimaksud dengan konsep dynamic governance? Mengapa konsep ini penting? Bagaimana prakteknya yang efektif? Artikel ini akan mencoba mendiskusikan jawaban atas pertanyaan- pertanyaan tersebut.

Abstract

This research is intended to study community participation in village development planning in Bandung regency, West Java Province. The question raised is related to community participation in Sayati village, Margahayu sub-district; Nanjung Village, Margaasih District; Margamukti Village, Pangalengan District; and Ciburial Village, Cimenyan District, Bandung Regency, West Java Province. Participation is intended more to explore the process of involvement in expressing opinions, opportunities in expressing opinions and opportunities in implementing policy planning and development programs in the four selected villages. In this study, researchers used the Arnstein ladder model developed by Hart as the grand analysis theory in this study. In this study used a qualitative method so that the main instrument is the researcher himself. The technique used in this study is observation which is completed with in-depth interviews conducted with key informants and making field notes about events that researchers encounter in the field. The results showed that, community participation in village development planning in accordance with formal procedures for the formulation of development planning in Bandung Regency, community participation in village development planning which only took the form of physical presence and community participation in village development planning which only took the form of participation ideas and ideas alone by ignoring participation in physical presence.

Abstract

Penelitian ini dimaksudkan untuk mengkaji implementasi kebijakan pembebasan pajak Bea Perolehan Atas Tanah dan Bangunan (BPHTB) terhadap peserta Program Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kabupaten Belitung Timur Provinsi Kepuluan Bangka Belitung. Fokus analisa dalam penelitian ini adalah mendokumentasikan unsur –unsur dalam implentasi sebuah kebijakan publik berdasarkan konsep Jones yang terdiri dari tujuan, sasaaran, waktu, desain program dan metode pelaporan. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif . Teknik pengumpulan data dilakukan melalui interview, observasi dan studi pustaka dengan penegakan teknik triangulasi untuk menegakkan analisa. Hasil penelitian mengantarkan pada simpulan bahwa dalam penentuan tujuan dan sasaran telah memperhitungkan kepentingan jangka panjang dan skala yang lebih besar baik dari sisi administrasi maupun ekonomi, bukan hanya kepentingan pemerintah daerah tetapi kepentingan masyarakat dan pemerintah pusat. Di sisi lain, penetapan target waktu untuk merealisasikan pembebasan BPHTB bagi nominator perlu untuk dikaji kembali dengan mempertimbangkan jumlah objek pajak dan kondisi sumber daya.

Abstract

Fenomena politik kekerabatan pada perhelatan Pilkada Serentak di 270 wilayah di Indonesia paa 9 Desember 2020 kembali terjadi, bahkan dengan tren peningkatan yang cukup signifikan jika dibandingkan dengan Pilkada Serentak 2015. Banyak pihak bersepakat bahwa fenomena politik kekerabatan merupakan salah satu sisi gelap demokratisasi di era reformasi Indonesia saat ini. Secara khusus, artikel ini bertujuan untuk menjelaskan serta menganalisis berbagai faktor yang telah berkontribusi pada munculnya fenomena politik kekerabatan pada Pilkada Serentak 2020. Selain itu, menjelaskan pula tentang konsekuensinya terhadap proses demokratisasi yang sedang berlangsung di Indonesia. Untuk menjawab pertanyaan tersebut, Penulis menggunakan metode kualitatif dengan studi literatur sebagai teknik pengumpulan data. Hasil analisis data menunjukkan bahwa tren politik kekerabatan dengan berbagai variannya merupakan implikasi logis dari disfungsi partai politik serta kuatnya pragmatisme partai politik dalam meraih kemenangan kontestasi elektoral. Karakter utama dari kekuasaan yang self-perpetuation dan dampak dari “name recognition” atau “brand name advantage” yang berkelindan dengan pragmatisme partai politik dan publik pemilih yang permisif juga diyakini telah berkontribusi signifikan terhadap maraknya politik kekerabatan. Sistem Pilkada yang candidate centered dan ketiadaan regulasi yang dapat memitigasi praktek politik kekerabatan juga menjadi penyebab penting lainnya dalam peningkatan tren politik kekerabatan ini pada Pilkada Serentak 2020. Praktek politik kekerabatan berpotensi mengakibatkan proses demokratisasi di Indonesia gagal dalam memfasilitasi potential benefits yang dijanjikan, jika tidak ada upaya memitigasinya.

Abstract

This study examines the empirical experience of indigenous village autonomy in Indonesia as normatively regulated in the 1945 Constitution and the recent 2014 Law on Regional Government. The prolonged debate by many on the issue has mainly focused on how autonomous indigenous villages have actually been due to various forms of state intervention (also referred to as "stateization"). This study specifically identifies a number of empirical practices of autonomy in the Desa Adat Intaran of Bali Province. The case study provides a fertile ground for a variety of information related to the subject matter amidst the recent developments in the COVID-19 pandemic recovery efforts and the strong resistance of village communities to the LNG Terminal development project on Mertasari Beach by the Central Government and Bali Province in 2022 within the territory of Desa Adat Intaran. This study is particularly important in terms of adding current data and information to the current debate on the practice of indigenous village autonomy in Indonesia. This research utilizes qualitative research methods with a series of interviews, Focus Group Discussions as well as literature studies as data collection techniques. Triangulation techniques were also used to validate the qualitative data. The study argues that there has been noticeable state intervention in the implementation of autonomy of Desa Adat Intaran both in terms of institutions, programs and the allocated village budget. This finding confirms that there is a large gap between normative indigenous village autonomy and actual practice.

Abstract

This article aims to describe and analyze the political behavior of the Nasdem Party elite ahead of the 2024 Presidential Election in Pangkep Regency. This research is motivated by the phenomenon of the departure of party cadres that occurred in Pangkajene and Kepulauan (Pangkep) Regency, South Sulawesi. The method used in this article is a qualitative research method with a phenomenological approach. The results of this study indicate that the elite of the Pangkep Nasdem Party tend to show accommodating political behavior. Although the elite of the Pangkep Nasdem Party tend to only follow formal party instructions, the communication pattern built by the elite of the Pangkep Nasdem Party is inclusive and open, both communication to leaders at the level above them and leaders at the level below them. The elite of the Nasdem Party provide space for its cadres if they have different interests to determine their own choices at their own risk. The elite of the Pangkep Nasdem Party also show less political pragmatism. The nomination of Anies Baswedan as presidential candidate and Muhaimin Iskandar as vice presidential candidate is not based on the lure of positions or seeking positions by the Nasdem Party elites but solely because of the party's decision and the vision and mission carried by the Presidential and Vice Presidential Candidate Pairs.
