The use of E-Government in achieving good governance has been done by government to serve citizen nowadays. However, not all local government were able to implement it. PeGI that has been used as a benchmark to check government’s readiness rate in implementing E-Government can’t describe all process that need to be assessed in developing local E-Government. Moreover, the emergence of social problems, such as organizational culture and human resource management which inhibits maturation of local E-Government. Therefore, it needs one general maturity framework which capable to guide local government to develop their own E- Government and able to address social problems that arise. This study is the incorporation of previous research results using meta-synthesis method combine with best practice, primary in COBIT 5 that has been adjusted to address a factor of social problems. The design framework begins with identifying the business principle of local government, stakeholders, concerns, requirements, and obstacles; thus, produced a model of maturity framework that has six types stages, eight types dimensions, four types main categories and 69 types sub-category of assessment processes. In the end, after the framework was tested and evaluated, we can conclude this framework already comply with PeGI’s result. From local government who had the best PeGI’s result, they had main problem in social issues and in documenting process. For local government with very low PeGI’s result, they had common constraints related to IT (low understanding of IT governance and IT management, lack of infrastructure, human resources, and understanding how to use IT Master Plan).

The failure of e-Government in a number of sector units happened because the implementation of e-Government is not easy. The old paradigm assume that e-Government is simply by installing a computer makes the implementation of e-Government failure. In fact, the success of e-Government is influenced by various factors called Critical Success Factors (CSFs). This study aims to map CSFs that influenced implementation of e-Government into two term of both technology and non-technology factors. The results showed a 67 CSFs of e-Government implementation identified was successfully mapped into seven dimensions ITPOSMO (Information, Technology, Process, Objective, Staffing & Skill, Management and Other Resource).

Knowledge is one of the important assets for organization. Managing knowledge properly will enable the organization to achieve its objectives effectively and efficiently. Since risk of failed implementation of Knowledge Management (KM) might occur, organization needs to measure their KM Readiness beforehand to successfully implement KM. This study is intended to measure KM Readiness in government agency, namely Directorate of Bilateral Negotiations in Ministry of Trade. The research model for measuring KM readiness was developed based on previous relevant studies. KM enablers, individual acceptance, and KM SECI processes were used to develop the model and research instruments. KM Readiness in government agency was measured by accommodating factor analysis in research model. Data were collected from 53 employees as valid samples. The result shows that KM Readiness level of the Directorate of Bilateral Negotiations in Ministry of Trade is "ready but needs a few improvement".

Distance learning is supposed to provide not only independent learning activities but also two-way interaction and collaborative learning based on inquiry model to control students' learning. E-learning is one of the platform to implement two-way interaction and inquiry model. Universitas Terbuka (UT) is the first open distance education university in Indonesia. This paper will study and visualize participation in discussion and interaction on the virtual learning environment (VLE) UT using Social Network Analysis (SNA). This paper also used a questionnaire to detect knowledge sharing behavior (KSB) in the Collaborative Learning Environment (CLE) based on Social Presence, Perceived Online Attachment Motivation, Perceived Online Relationship Commitment, and Altruism indicators. For the perception of students and evaluation about e-learning UT, we use Yilmaz's Transactional Distance. The results of the measurement network in forum discussion can detect that the tutors are most important, and who are mostly reply to other student's posts or which students' post are mostly commented by others. Personal/Informal network shows that students tend to interact only with students on same location registered region office.

Data mining is a process of analysis of the large data set in the database so that the information obtained will be used for the next stage. One technique commonly used data mining is the technique of classification. Classification is an engineering modeling of the data that has not been classified, to be used to classify new data. Classification included into any type of supervised learning, meaning that it takes the training data to build a model of classification. There are five categories of classification that is statistically based, distance-based, based on the decision tree, neural network-based and rule-based. Each category has many options classification algorithms, some algorithms are frequently used algorithms Naive Bayes, nearest neighbor and decision tree. In this study will be a comparison of the three algorithms on case studies of electoral decision making clothing patterns. The comparison showed that the decision tree method has the highest level of accuracy than Naive Bayes algorithm and nearest neighbor, reaching 75.6%. Decision tree algorithm used is J48 with pruned algorithm that produces models of decision tree with leaves as many as 166 and 255 magnitude decision tree.

The role of technology in supporting knowledge management is very vital. The knowledge repository system is the foundation of knowledge management and its implementation. Knowledge sharing, discovery, and other knowledge processes will be more accessible through a proper knowledge repository system as an organizational knowledge base. This research explored various approaches employed by practitioners and researchers in designing a knowledge repository that allowed people to study and implement the knowledge repository as needed. A Systematic Literature Review (SLR) method proposed by Kitchenham was used to answer three research questions; (1) how is model knowledge storage in an organizational repository developed? (2) what tools can help create a knowledge repository? (3) What features should be present in a knowledge repository? The repository storage model was confirmed to be mainly represented in the ontology model. Furthermore, the technologies for creating knowledge were Protégé and Neo4j graph-based databases. In addition, features that were mostly applied in the knowledge repository system included data catalogs, search, API, knowledge management, visualization, rule-based and case-based reasoning.

Research in the field of e-learning is currently experiencing rapid development, especially due to the covid 19 pandemic. The application of e-learning in the world of education is currently the main thing and requires evaluation of its use. This study aims to determine the evaluation of models and trends in the development of e-learning (Learning Management System). Applying the Kitchenham approach, this System Literature Review (SLR) uses three main databases including Science Direct, ACM, SCOPUS. The final result obtained 38 articles published between 2016 and 2021. From this SLR, it was found that there were 7 criteria, namely Platform, Evaluation Model, Evaluation, Model, Approach, Problem, Trend and Challenge. These 7 criteria can be used for further research on e-learning. Thus this research provides knowledge about criteria that can be used further in research on E-learning and provides insight into its state-of-the-art.

The improvement of education in an area is determined by the government's method of managing its education system. Smart education is an implementation of e-Government in a learning system that uses 21st century skills with the support of IT infrastructure and implementing the latest technological innovations. The implementation of smart education is required, especially during the pandemic and post-pandemic to improve the quality of education which has declined since the beginning of covid-19 pandemic, but not all regions in Indonesia are able and ready to implement the concept. City/district governments, especially those that have implemented smart cities, need a reference regarding the factors that considered in implementing smart education to avoid the risk of failure. Based on these problems, the purpose of this study is to create a summary of the factors that need to be considered to increase the success of smart education implementation. This study uses a systematic literature review method to identify factors that are considered in implementing smart education based on previous studies. The research produces five main aspects which are a summary of all the factors found in previous studies, which consist of technological aspects, data aspects, human resources aspects, governance aspects, and financial aspects. All factors from these five aspects can be a reference for the government and related parties to increase the success rate of implementing smart education

Di era digital seperti masa sekarang seluruh layanan berbasis elektronik tanpa terkecuali layanan pemerintah yang disebut e-government. E-government telah merambah diberbagai instansi pemerintahan akan tetapi masih sedikit yang direalisasikan ditingkat desa. Banyak faktor yang mempengaruhinya. Salah satunya adalah layanan administrasi didesa yang masih bersifat konvensional. Pemohon layanan datang ke balai desa untuk mendapatkan layanan administrasi. Jika kepala desa tidak ada ditempat, maka pemohon akan datang kembali di lain waktu sehingga memberikan ketidakpastian kepada pemohon. Hal tersebut juga dirasa akan mengurangi efektifitas waktu dari sisi pemohon. Solusi tepat yang dapat diberikan adalah menerapkan layanan e-government berbasis mobile computing. Dengan konsep layanan tersebut, pemohon tidak perlu datang ke balai desa saat pengajuan layanan akan tetapi cukup menggunakan aplikasi berbasis mobile. Untuk merealisasikan hal tersebut, maka dirancanglah sebuah model mobile computing yang berbasis SOA (Service Oriented Architecture). SOA sesuai jika diterapkan, dikarenakan SOA dapat mendukung berbagai layanan e-government lainnya di masa mendatang. Hasil yang didapatkan dari penelitian berupa sebuah model layanan berbasis SOA dengan service-service yang didapatkan dari layanan administrasi didesa. Selain itu hasil model rancangan berbasis SOA tersebut dapat direalisasi menggunakan arsitektur REST Web Service pada server online.

Multi Artha Sarana Solusi Inc. (MASS Cargo) is a logistic company providing freight forwarder service. MASS Cargo has a business process of service sales prioritizing lead time delivery. Another thing that becomes the main focus of the company’s business process is the quickness of document & administration report collection. However, it becomes the main problem faced by MASS Cargo since it affects to the delayed of invoice billing to the customers, impacting on the company’s cash flow directly. This research does an information system specification design which will be used as the main system and be able to help the smoothness of the document collection & report. Analysis of the business process, document, and interview with the stakeholders is used as referrals in the designing so that the information system corresponds to company’s need. The methodology used in the information system specification design is Rational Unified Process (RUP). RUP disciplines done in this research are requirement and analysis & design on inception & elaboration phases with 3 iterations. The result of this research are artifact documents representing the needs of the MASS Cargo’s integrated document management information system and mockup collection that has been validated by the users.
