Abstract

The evaluation of JDIH platform's user acceptance in accessing legal documentation and information has not been conducted, resulting in an average visitation rate of only 15%. The objective of this study is to identify the factors that influence user acceptance of the JDIH platform and provide recommendations for enhancing visitor traffic to the JDIH platform. This study was conducted using a mixed methods approach, incorporating the Technology Acceptance Model as its foundational theory and integrating the Innovation Diffusion Theory, DeLone & McLean IS Success Model, and Habit variables as its external constructs. The quantitative data processing method was conducted using the PLS-SEM method with the assistance of the SmartPLS application. The findings of this study reveal that the factors of relative advantage, habit, perceived benefits of use, and intention to use significantly influence user acceptance in utilizing the JDIH platform.

Abstract

Technological advances in this era can support public services to serve the public more quickly and responsively. One of the electronic public services used by citizens in Indonesia is the application for a passport. After launching to the public in early 2022, the mobile app M-Paspor is still experiencing some obstacles. This study aims to get recommendations for government consideration based on public experience as users of the M-Paspor application. This study integrates the e-Govqual model initiated by Papadomichelaki & Mentzas and End User Computing Satisfaction by Doll & Tork Zadeh. Six dimensions are used: ease of use, trust, functionality of the interaction environment, reliability, content and appearance of information, and citizen support. With the questionnaire distributed through social media, we analyzed data from 111 respondents. We conducted an analysis using SmartPLS to validate the survey. The result implied that Citizen Support, Functionality of the Interaction Environment, and Reliability significantly influence End User Computing Satisfaction of M-Paspor users

Abstract

Knowledge has become a critical aspect and asset of the organization. Thus, to gain benefits from knowledge, organizations must be able to manage that knowledge effectively. One of the processes in knowledge management is knowledge sharing. An important factor in an organization that can influence knowledge sharing is organizational culture. This research was conducted to explore aspects of organizational culture in the knowledge sharing process. This research uses the systematic literature review (SLR) method by Kitchenham to find out what organizational culture can facilitate and hinder the knowledge sharing process. Researchers found 17 journals that were used as sources in compiling a list of organizational cultures that influence knowledge sharing. Based on the research results, it was found that collaboration and top management support aspects are organizational culture factors that can improve the knowledge sharing process. Then, for the knowledge barrier aspect, time constraints were found to be the most frequently discussed factor.

Abstract

To improve the quality of case handling administration, the Indonesian National Police (Polri) has implemented a technology-based platform, a Case Management System (CMS). This study employs the UTAUT model to examine the factors influencing the interest of Polri investigators in using the CMS. Data were collected through an online survey distributed to all investigators within the Polri. Multivariate analysis using PLS-SEM was conducted to identify and predict the factors significantly influencing user acceptance. The results indicate that government policies and regulations, performance expectancy, and social influence significantly influence behavioral intentions towards the system, whereas effort expectancy does not. Behavioral intentions and facilitating conditions significantly influence system usage behavior. In conclusion, the UTAUT model demonstrates valid and reliable measurements, as well as a good goodness of fit in predicting investigators’ interest or intention to use the CMS system, which can be utilized for the development of information systems in government agencies.

Abstract

Dalam era persaingan pasar yang semakin ketat, strategi retensi pelanggan berbasis data menjadi krusial, khususnya dalam konteks Business-to-Business (B2B) yang masih relatif terbatas dibahas dalam literatur. Penelitian ini merupakan Systematic Literature Review (SLR) yang bertujuan untuk memetakan dan mensintesis penelitian terkait penerapan model LRFM (Length, Recency, Frequency, Monetary) dan algoritma K-Means dalam strategi retensi pelanggan. Model metodologi SLR mengikuti protokol Kitchenham et al. (2009) melalui tahapan perumusan pertanyaan penelitian, pencarian literatur, seleksi studi, dan sintesis hasil. Hasil kajian menunjukkan bahwa sebagian besar penelitian LRFM dan K-Means masih berfokus pada konteks B2C, sementara penerapannya dalam lingkungan B2B relatif terbatas dan belum terkonseptualisasi secara memadai. Berdasarkan kesenjangan tersebut, artikel ini mengusulkan kerangka konseptual LRFM-B2B sebagai agenda penelitian masa depan dengan mempertimbangkan karakteristik spesifik B2B, tanpa dilakukan pengujian atau analisis empiris. Penelitian ini berkontribusi pada pemetaan literatur, identifikasi kesenjangan riset, serta perumusan arah pengembangan analitik pelanggan dalam konteks B2B.   Abstract In an era of increasingly intense market competition, data-driven customer retention strategies have become crucial, particularly in the Business-to-Business (B2B) context, which remains underexplored in the existing literature. This study presents a Systematic Literature Review (SLR) that aims to map and synthesize prior research on the application of the LRFM (Length, Recency, Frequency, Monetary) model and K-Means clustering for customer retention strategies. The review follows the Kitchenham et al. (2009) protocol, including research question formulation, literature search, study selection, and result synthesis. The findings indicate that most existing studies focus on B2C contexts, while B2B applications remain limited and conceptually underdeveloped. Based on the identified research gaps, this article proposes a conceptual LRFM-B2B framework as a future research agenda by incorporating B2B-specific characteristics such as contractual value and relationship depth. PT. XYZ is included solely as an illustrative case to contextualize general B2B challenges, without conducting any empirical testing or data analysis. This study contributes by providing a structured literature mapping, identifying critical research gaps, and outlining directions for future B2B customer analytics research.

Abstract

This study conducts a Systematic Literature Review (SLR) to critically examine the application of Artificial Intelligence (AI) in e-government within the Indonesian public sector. Addressing the limited empirical research and fragmented understanding of AI adoption in Indonesia’s digital governance landscape, this review analyzes 22 peer reviewed articles published between 2021 and 2025 from reputable databases including Scopus, IEEE, ACM Digital Library, SpringerLink, and Emerald Insight. The review identifies adaptability and innovation, ethical consideration, collaboration and partnership as the most frequently cited critical success factors. Meanwhile, the top three recurring challenges are lack of awareness, skill & expertise, policy or legal uncertainty, resistance to change. To address these challenges, the study proposes a multi dimensional AI implementation strategy focusing on strengthening digital infrastructure, developing human capital through sustained capacity building, formulating clear and accountable AI governance policies, and fostering inclusive, cross sectoral stakeholder engagement. This study offers novel insights by mapping AI related factors into the Technology,Organization, Environment (TOE) framework and synthesizing practical, context-specific recommendations for Indonesian policymakers seeking to build an adaptive, inclusive, and sustainable AI based e-government ecosystem

Abstract

The expansion of mobile government has changed the operational environment of law enforcement agencies. Officers increasingly access case records, location-based applications, biometric systems, cloud repositories, and digital evidence workflows through mobile and distributed endpoints. These conditions challenge perimeter-based security and raise questions about how Zero Trust Architecture can support secure, accountable, and rights-sensitive mobile governance. This study reviews recent literature to synthesize how Zero Trust Architecture can be positioned within law enforcement mobile governance. A systematic literature review was conducted using a PRISMA-based protocol. The search used Scopus as the primary database and applied English-language, open-access, article, and 2020–2026 filters. From 96 initial records, duplicate removal, title and abstract screening, and full-text eligibility assessment produced 40 included articles. The synthesis shows that the literature is dominated by Zero Trust Architecture migration, dynamic access control, authentication, Internet of Things, edge, and 6G security, while studies directly linking Zero Trust Architecture to police mobile governance remain scarce. Four cross-cutting themes were identified: continuous identity and device verification, context- and risk-aware policy enforcement, evidence and data governance, and organizational readiness. The article proposes a governance-oriented Zero Trust Architecture framework for law enforcement mobile systems that connects technical controls with legal accountability, auditability, and public trust. The review concludes that Zero Trust Architecture should be treated not only as a cybersecurity architecture but also as a policy instrument for strengthening secure mobile public service delivery.

Abstract

This study investigates how citizen roles are represented and structurally positioned within Digital Government Maturity Models (DGMMs). Using a Systematic Literature Review guided by Kitchenham’s protocol, the review analyzed studies published between 2020 and 2025 across seven major academic databases. From 900 initial records, 14 studies met the inclusion and quality criteria. Through backward tracing, policy reference analysis, and cross-model extraction, these studies produced 77 DGMMs as the final units of analysis. The models were examined using a role-based analytical lens that classifies citizen representation into five levels: None, Limited, Implicit, Explicit, and Strong. The findings show that the Limited category remains dominant, indicating that most DGMMs still position citizens mainly as end-users or service recipients rather than active participants in digital governance processes. However, the increasing presence of Explicit and Strong models reflects a gradual shift toward participatory, collaborative, and citizen-centric digital governance. This study contributes by proposing a typology of citizen role representation that extends prior descriptive mappings into a deeper structural evaluation of how citizen participation, engagement, and co-creation are embedded within digital maturity

Abstract

This study investigates the implementation of e-government initiatives in Indonesia, specifically focusing on the MyASN application designed for civil servants. Despite the introduction of MyASN, challenges persist in terms of user acceptance, and its complete utilization among civil servants throughout Indonesia is yet to be achieved. The primary goal of this research is to comprehensively identify the factors influencing the adoption of MyASN among civil servants using Unified Theory of Acceptance and Use of The Technology (UTAUT) conceptual model. The target population is respondents who use the MyASN application. The target population is respondents who use the MyASN application. This research obtained a total of 182 respondents who filled out the questionnaire via Google Forms, which were then analyzed using the Structural Equation Model (SEM) approach with SmartPLS software. The findings highlight that behavioral intention, performance expectation, and social influence are factors influencing users' intention to use the My-ASN application. On the other hand, effort expectancy and facilitating condition don’t affect users' intention and behavior in adopting MyASN. Furthermore, concerning moderating variables, only working experience and voluntariness of use influence user behavior, although their impacts are not very significant. Penelitian ini mengkaji terkait implementasi e-government di Indonesia, khususnya berfokus pada aplikasi MyASN yang dirancang untuk Aparatur Sipil Negara (ASN). Meskipun aplikasi MyASN ini telah disosialisasikan, namun pada implementasinya masih terdapat tantangan dalam penerimaan penggunanya dan pemanfaatannya yang belum maksimal di kalangan ASN di seluruh Indonesia. Tujuan utama dari penelitian ini adalah mengidentifikasi faktor apa saja yang mempengaruhi niat pengguna untuk menggunakan aplikasi MyASN menggunakan metode UTAUT (Unified Theory of Acceptance and Use of The Technology). Target populasi adalah responden yang menggunakan aplikasi MyASN. Penelitian ini memperoleh sebanyak 182 responden yang mengisi kuisioner melalui Google Forms, kemudian dilakukan analisis menggunakan pendekatan SEM (Structural Equation Model) dengan perangkat lunak SmartPLS. Temuan penelitian ini menjelaskan bahwa behavioral intention, performance expectation, dan social influence merupakan faktor yang mempengaruhi niat pengguna dalam menggunakan aplikasi My-ASN. Disisi lain, effort expectancy dan facilitating condition tidak mempengaruhi niat dan perilaku pengguna dalam mengadopsi MyASN. Selain itu, pada moderating varible, hanya working experience dan voluntariness of use yang mempengaruhi perilaku pengguna, meskipun dampaknya tidak terlalu signifikan.

Abstract

Studies related to the knowledge management maturity (KMM) model in libraries have been successfully identified. However, the model is at risk of bias because, in these studies, the KMM assessment within the organization is based on the total score across all criteria/components/factors. This poses a risk of bias if one of the criteria required at the initial maturity level is not met. Therefore, this study aims to identify KMM factors and models from various sectors to support research on developing a KMM model in the library sector. In identifying KMM factors and models, the researchers will conduct a Systematic Literature Review (SLR). The method used in this SLR is the Kitchenham method. Of the 103 KMM factors, the most widely used in previous studies were in the process category, including organizational culture. Based on the factors that make up the KMM model, it can be seen that, among the 17 KMMs, those used in previous studies had the greatest advantages in the process category, such as the army KM3. In addition, based on the objectives of the KMM model, one model that assesses the maturity level of Knowledge Management (KM) implementation and serves as a guideline for KM implementation is the General KM Maturity Model (GKMMM). Based on the issues and results of the SLR conducted, the researchers plan to develop a knowledge management maturity model for the library sector in the next study.
