Abstract

Artificial Intelligence (AI) integration has been the goal in many industries, including in the software development industry. One example of this integration comes in the form of integrating AI in the Software Development Lifecycle (SDLC). To date, the difficulties of incorporating AI-based tools into particular phases of SDLC have not received much attention in research. Using qualitative approach, this study aims to discover the perception on the use of AI-based tools and challenges in integrating them in the analysis phase of SDLC. The study finds out that analyst have positive perception about integrating this technology in their field of work but there are some challenges while integrating this technology such as data security and reliability concern, dependency, and adapting to this technology. This study also discovers some key factors of why some analysts adopt or refuse this technology namely time, urgency, budget, and insecurities of the users.

Abstract

Currently the use of cash payments is starting to change to a simpler payment method to non-cash transactions, it is supported by digital payment technology that is developing very quickly. One of the payment methods that can be used through smartphones is using QR codes as a way of payment. Using a qualitative approach, this study aims to analyze the influence of usability, ease of use, and trust factors on consumer acceptance of QR and its impact on purchasing behavior through a qualitative approach. The results of this study will contribute to the development of digital payments, especially based on the resulting perceptions and their impact on purchasing behavior.

Abstract

This research explores knowledge-sharing patterns and best practices among programmers on the Stack Overflow platform. Using a qualitative approach, the study analyzes interviews with seven programmers to identify user behavior and contributions to knowledge sharing. The findings reveal that most users exhibit passive usage, seeking solutions without actively participating due to introverted tendencies, time constraints, and concerns about redundancy and confidentiality. However, Stack Overflow remains a valuable resource for problem-solving. Best practices identified include using multiple forums, ensuring detailed and clear questions, and encouraging active participation. These strategies can enhance the quality of shared knowledge and create a more comprehensive and reliable knowledge base for the programming community. The study also suggests that addressing psychological barriers and integrating knowledge-sharing activities into routine work processes can increase active participation. These insights are essential for improving user engagement and the overall effectiveness of online knowledge-sharing platforms.

Abstract

Higher education institutions today face increasingly complex challenges in adopting and implementing Learning Management Systems (LMS) to improve student learning experiences. Although previous research regarding LMSs exists, it has not fully explored the findings of their conceptual framework through empirical studies of Critical Success Factors (CSFs). This research provides in-depth details about the development of a conceptual framework designed to guide the LMS implementation process in higher education settings. The Systematic Literature Review (SLR) method is used to identify and introduce the main elements in this conceptual framework. Furthermore, the conceptual framework was validated through a series of questionnaires distributed to experts in the fields of education and information technology. The results of this research show that the conceptual framework developed covers important stages in LMS implementation, from planning to evaluation. Empirical validation carried out involving experts proves that the conceptual framework developed is valid as an instrument for implementing LMS in a higher education environment. The conclusions of this research provide valuable guidance for LMS implementation in higher education.

Abstract

This study conducts a Systematic Literature Review (SLR) to critically examine the application of Artificial Intelligence (AI) in e-government within the Indonesian public sector. Addressing the limited empirical research and fragmented understanding of AI adoption in Indonesia’s digital governance landscape, this review analyzes 22 peer reviewed articles published between 2021 and 2025 from reputable databases including Scopus, IEEE, ACM Digital Library, SpringerLink, and Emerald Insight. The review identifies adaptability and innovation, ethical consideration, collaboration and partnership as the most frequently cited critical success factors. Meanwhile, the top three recurring challenges are lack of awareness, skill & expertise, policy or legal uncertainty, resistance to change. To address these challenges, the study proposes a multi dimensional AI implementation strategy focusing on strengthening digital infrastructure, developing human capital through sustained capacity building, formulating clear and accountable AI governance policies, and fostering inclusive, cross sectoral stakeholder engagement. This study offers novel insights by mapping AI related factors into the Technology,Organization, Environment (TOE) framework and synthesizing practical, context-specific recommendations for Indonesian policymakers seeking to build an adaptive, inclusive, and sustainable AI based e-government ecosystem

Abstract

Knowledge organisasi paling banyak berupa knowledge tersirat (tacit knowledge) yang tersimpan di pemikiran (otak) pegawai dan diperlukan dalam aktivitas-aktivitas organisasi, karenanya knowledge tersirat pegawai sebuah organisasi/perusahaan merupakan aset yang berharga. Namun, banyak perusahaan yang tidak mengetahui potensi knowledge tersembunyi pegawainya. Akibatnya, ketika seorang pegawai yang memiliki knowledge meninggalkan perusahaan maka perusahaan akan kehilangan knowledge pegawai tersebut. Selain itu, perusahaan juga tidak dapat mengidentifikasi pegawai yang memiliki kompetensi teknikal yaitu pegawai yang memiliki knowledge dan menjadi referensi knowledge bagi pegawai lainnya, sehingga potensi pengetahuan dan keahlian pegawai tersebut tidak dapat dimanfaatkan secara maksimal oleh perusahaan yang akhirnya akan berpengaruh pada karir pegawai tersebut yang cenderung tidak meningkat. Keadaan tersebut kini menjadi masalah yang harus segera diselesaikan oleh Biro Kepegawaian (Rowai) pada sebuah institusi pemerintah. Rowai harus dapat mengetahui siapa saja pegawainya yang memiliki knowledge. Knowledge tersirat yang dimiliki oleh pegawai dan masih berada di kepala masing-masing dapat terlihat jika mereka secara bersama-sama melakukan suatu pekerjaan atau kegiatan di mana di dalamnya terdapat proses knowledge sharing. Knowledge sharing itu sendiri dianggap sebagai hubungan sosial antar orang dan dapat dimodelkan sebagai jejaring hubungan (network of relationships). Model jejaring knowledge sharing dapat diketahui dengan cara memeriksa struktur dari relasi sosial knowledge sharing di dalam perusahaan dengan menggunakan Social Network Analysis (SNA). SNA dapat mendukung knowledge sharing dengan fokus pada berbagai penggunaan inti dari pengelolaan knowledge (knowledge management), salah satunya adalah mengidentifikasi kepakaran dan knowledge pribadi. Penelitian ini menggunakan SNA untuk mengidentifikasi model knowledge sharing berbasis kompetensi di Rowai. Berdasarkan model knowledge sharing yang dihasilkan dan dengan menggunakan hasil perhitungan kuantitatif beberapa fungsi SNA dan statistik, keadaan jejaring network (knowledge network) dan knowledge sharing di Rowai dapat diketahui. Selain itu, pegawai Rowai yang kompeten yaitu pegawai yang memiliki knowledge dan menjadi referensi knowledge bagi banyak pegawai, juga dapat diketahui. Hasil-hasil tersebut dapat membantu Rowai untuk mengelola knowledge pegawainya, memberdayakan karir pegawai yang kompeten, dan meningkatkan komitmen terhadap kegiatan knowledge sharing di Rowai.

Abstract

As complexity and volume of data continue to increase, studies have found that traditional knowledge management systems are unable to keep up. Distributed teams, which are increasingly adopted by organizations as ways of working, have significantly transformed how employees manage their knowledge within these organizations. Artificial intelligence (AI), especially AI agents, is increasingly being used by organizations as a solution to enhance knowledge retrieval and sharing. However, it remains fragmented, with little awareness of its effective capabilities, limitations, and implications for organizational knowledge processes. The objective of this study was to systematically evaluate and synthesize recent research on AI agents for organizational knowledge retrieval and sharing. A PRISMA-based Systematic Literature Review (SLR) was carried out on studies published between 2021 and 2025. A total of 28 studies were analyzed to classify AI agent capabilities, supporting technologies, and key challenges across diverse domains and regions. The results revealed five key capabilities of AI agents, such as user-centered interaction, semantic knowledge extraction & retrieval, intelligent reasoning & decision support, automation & workflow management, and explainability & traceability. These capabilities were supported by technologies such as large language models, machine learning, natural language processing, knowledge graphs, ontologies, and other prominent technologies. Adoption challenges primarily included data quality & semantic alignment, system interoperability, trust & adoption issues, and ethical & governance concerns. This review concludes that AI agents hold strong potential to improve organizational knowledge processes, but it requires strategic integration, strong data governance, and human-centered design principles.

Abstract

In Indonesia's e-Government, knowledge management is one of mandatory indicators that must be implemented at both the central and local government levels. Unfortunately, the use of knowledge management in Indonesia's local government is still very lacking. This condition is reflected in the e-government management index score at the city level nationally in 2024, which only reached 2.03, categorized as sufficient. However, knowledge management is a crucial foundation for the development of public services and innovation in local government. The aim of this study is to identify the Critical Success Factors (CSF) for the implementation of knowledge management in the Pontianak City Government through survey and interview methods. Data analysis was conducted using Structural Equation Modeling-Partial Least Square, with knowledge management as the latent variable. The results of the study suggest that innovation, measurement, regulation and technology adoption have a significant positive impact on knowledge management implementation strategies in local government. Thes success factors are the used as guidelines for developing knowledge management strategies in the Pontianak City Government, and local government in general.

Abstract

Background: Amid digital transformation and the demand for adaptive public governance, Knowledge Management (KM) has become a strategic asset for government agencies. Previous studies have examined individual KM success factors—such as leadership, organizational culture, or technology readiness—yet most remain fragmented, case-specific, and lack an integrated strategic framework tailored to public sector governance. Objective: This study aims to identify key components and effective strategies for implementing KM in government organizations through a Systematic Literature Review (SLR) using the PRISMA 2020 framework. Methods: A total of 600 articles were screened from five leading scientific databases, resulting in 20 eligible studies for in-depth analysis. The review addresses two questions: (1) What are the key components of KM in government. (2) What strategies effectively support KM implementation in the public sector. Results: KM success in government rests on two interrelated domains: KM Foundation (leadership, organizational culture, structure, readiness, and technological infrastructure) and KM Solution (knowledge capture, sharing, discovery processes, regulatory mechanisms, and user-friendly systems). Nine strategic implementation areas were identified, including transformational leadership, human capital development, technology integration, performance alignment, and regulatory strengthening. Unlike prior studies that examined KM components separately, this research integrates fragmented findings into a structured and strategic framework combining foundational and operational dimensions. The study contributes theoretically by conceptualizing KM as a strategic governance capability and practically by offering policy-relevant guidance for strengthening adaptive, collaborative, and knowledge-driven public sector reform. Conclusion: An integrated and strategically aligned KM approach is essential for sustainable and effective public governance.

Abstract

Education financial assistance funded by Zakat, Infaq, and Waqf holds significant potential to support sustainable higher education. Islamic Trust Fund Ar-Raniry faces challenges in the scholarship selection process due to manual processing. This condition leads to operational inefficiency and raises concerns of subjectivity due to a lack of transparency in rejection or acceptance decisions. This study aimed to improve efficiency, objectivity, and transparency of the selection process with a Decision Support System. The study conducted a Decision-Oriented Diagnosis and Feasibility Study to understand the decision-making process. The design of a Decision Support System employed Unified Modeling Language. A prototype created using Low-code/No-code development tools following the Rapid Application Development methodology, while model development adhered to the Cross-Industry Standard Process for Data Mining. The best classification model is a Soft Voting Ensemble of Naïve Bayes, K-Nearest Neighbors, and Support Vector Machine (SVM) with Synthetic Minority Oversampling Technique (SMOTE). The model achieved an Accuracy of 75.63%, a Macro Precision of 72.80%, Minority Class Precision of 65.96%, Macro Recall of 71.16%, Minority Class Recall of 57.41%, F1-score of 71.79%, and AUC ROC of 69.57% in Holdout Testing. Local Interpretable Model-Agnostic Explanation explained the classification results. The main factor affecting classification for the Accepted class is the Fee Level. The implementation resulted in integrated data and automated business processes. Thereby supporting the acceleration of an efficient, objective, and transparent selection process. An implementation strategy was formulated, including parallel conversion, computer-based training, and system support and maintenance.
