Abstract

Enterprise Architecture (EA) plays an important role as an enabler of digital transformation with strategic objectives, especially in digital government initiatives. Despite its potential, EA implementation in the public sector faces challenges such as complex organizational structures, diverse stakeholder interests, and regulatory constraints. This study aims to systematically review the literature to identify critical success factors that influence the success of EA implementation in government and propose a comprehensive maturity evaluation methodology. Using a systematic literature review of 48 studies published between 2018 and 2024, this research identifies key factors such as strategic alignment, governance, human resource capabilities, and stakeholder engagement as critical to achieving effective EA implementation. It also introduces an EA maturity evaluation model designed for the public sector to assess and improve EA practices. The citizen-centric aspect is the novelty of this research where the factors in this aspect characterize the implementation of EA in the digital government sector. The findings provide insights and academic contributions in expanding the study of EA in the public sector as well as providing practical guidance for government agencies to improve their EA maturity so that accelerated digital transformation can be achieved

Abstract

Background: Amidst a rapidly evolving digital landscape that accelerates the flow of information, higher education institutions face the unique challenge of managing vast and dynamic knowledge resources. This research delves into the motivations and innovative solutions for developing Knowledge Management Systems (KMS), which is key to optimizing knowledge resource utilization and enhancing academic collaboration. Objective: This research provides a comprehensive mapping of problems and solutions for developing university knowledge management systems based on previous research. Not only that, but the results of this study also suggest three future research studies that can be adopted. Methods: This study used the Kitchenham systematic literature review method. The author uses literature in the form of journals and conference proceedings published from 2019 to 2023. Twenty-three articles were used for this study from 5 databases, such as ACM, ProQuest, Scopus, Taylor & Francis, and IEEE Xplore. Results: This study reveals research trends in knowledge management systems within higher education, examining aspects such as country, data collection methods, research methodologies, and theoretical frameworks. The main problems motivating the development of KMS are identified and categorized based on the people, process, and technology framework. In overcoming these problems in the university business process, there are several alternative solutions, both in the form of requirements and systems. Thus, the results of this study seek to provide guidelines for future research to adopt alternative solutions from this research and develop KMS to provide new solutions. Conclusion: This study advances knowledge about various trends, motivations, requirements, and system solutions to address KMS problems in higher education. The authors' research results can add valuable insights to improve our understanding of the development of KMS in universities in various countries. Future research can identify new potential in KMS in business processes currently running in a university with appropriate methodologies.   Keywords: Knowledge management system, higher education, systematic literature review, problem, solution

Abstract

E-commerce users in Indonesia continue to increase along with advances in digitalization. This causes a trend to occur where many offline shop entrepreneurs are responding to changes in consumer behavior by creating online shopping applications to maintain the existence of their business to be consistent with time progress. The purpose of this research is to find out what factors affect user acceptance of online retail applications used for online shopping at XYZ stores using the UTAUT2 acceptance model. In line with changes, case studies were conducted on grocery stores and retail stores that carried out digital innovation by creating online retail applications for their consumers. The research was conducted using a mixed method, data was collected through interviews with sources and using a questionnaire spread to 149 research sample consumers. The data processing technique uses PLS-SEM with SmartPLS tools. The research results show that 4 factors influence the use of online retail applications, including hedonic motivation, habit, behavioral intention, and application use. The results of this research can be used as material for management considerations to increase the excellence of the application so that user interest in online shopping using the application at XYZ store increases

Abstract

This study investigates functionalities on social media platforms that promote effective knowledge sharing, focusing on information quality and user engagement. A systematic literature review (SLR) was conducted to analyze relevant research. The findings reveal that functionalities like content creation and curation tools, user interaction and feedback mechanisms, community building and gamification elements, and knowledge filtering and recommendation systems all contribute to a positive knowledge-sharing environment. These functionalities empower users to create high-quality content, engage in discussions that refine information, and discover trustworthy sources. The study highlights the potential of social media platforms for knowledge sharing but acknowledges that the effectiveness of functionalities can vary depending on the platform and audience. Future research is recommended to explore the most impactful functionalities in specific contexts and the interplay between functionalities, user behavior, and information quality.

Abstract

This study investigates the implementation of e-government initiatives in Indonesia, specifically focusing on the MyASN application designed for civil servants. Despite the introduction of MyASN, challenges persist in terms of user acceptance, and its complete utilization among civil servants throughout Indonesia is yet to be achieved. The primary goal of this research is to comprehensively identify the factors influencing the adoption of MyASN among civil servants using Unified Theory of Acceptance and Use of The Technology (UTAUT) conceptual model. The target population is respondents who use the MyASN application. The target population is respondents who use the MyASN application. This research obtained a total of 182 respondents who filled out the questionnaire via Google Forms, which were then analyzed using the Structural Equation Model (SEM) approach with SmartPLS software. The findings highlight that behavioral intention, performance expectation, and social influence are factors influencing users' intention to use the My-ASN application. On the other hand, effort expectancy and facilitating condition don’t affect users' intention and behavior in adopting MyASN. Furthermore, concerning moderating variables, only working experience and voluntariness of use influence user behavior, although their impacts are not very significant. Penelitian ini mengkaji terkait implementasi e-government di Indonesia, khususnya berfokus pada aplikasi MyASN yang dirancang untuk Aparatur Sipil Negara (ASN). Meskipun aplikasi MyASN ini telah disosialisasikan, namun pada implementasinya masih terdapat tantangan dalam penerimaan penggunanya dan pemanfaatannya yang belum maksimal di kalangan ASN di seluruh Indonesia. Tujuan utama dari penelitian ini adalah mengidentifikasi faktor apa saja yang mempengaruhi niat pengguna untuk menggunakan aplikasi MyASN menggunakan metode UTAUT (Unified Theory of Acceptance and Use of The Technology). Target populasi adalah responden yang menggunakan aplikasi MyASN. Penelitian ini memperoleh sebanyak 182 responden yang mengisi kuisioner melalui Google Forms, kemudian dilakukan analisis menggunakan pendekatan SEM (Structural Equation Model) dengan perangkat lunak SmartPLS. Temuan penelitian ini menjelaskan bahwa behavioral intention, performance expectation, dan social influence merupakan faktor yang mempengaruhi niat pengguna dalam menggunakan aplikasi My-ASN. Disisi lain, effort expectancy dan facilitating condition tidak mempengaruhi niat dan perilaku pengguna dalam mengadopsi MyASN. Selain itu, pada moderating varible, hanya working experience dan voluntariness of use yang mempengaruhi perilaku pengguna, meskipun dampaknya tidak terlalu signifikan.

Abstract

Artificial Intelligence (AI) integration has been the goal in many industries, including in the software development industry. One example of this integration comes in the form of integrating AI in the Software Development Lifecycle (SDLC). To date, the difficulties of incorporating AI-based tools into particular phases of SDLC have not received much attention in research. Using qualitative approach, this study aims to discover the perception on the use of AI-based tools and challenges in integrating them in the analysis phase of SDLC. The study finds out that analyst have positive perception about integrating this technology in their field of work but there are some challenges while integrating this technology such as data security and reliability concern, dependency, and adapting to this technology. This study also discovers some key factors of why some analysts adopt or refuse this technology namely time, urgency, budget, and insecurities of the users.

Abstract

Currently the use of cash payments is starting to change to a simpler payment method to non-cash transactions, it is supported by digital payment technology that is developing very quickly. One of the payment methods that can be used through smartphones is using QR codes as a way of payment. Using a qualitative approach, this study aims to analyze the influence of usability, ease of use, and trust factors on consumer acceptance of QR and its impact on purchasing behavior through a qualitative approach. The results of this study will contribute to the development of digital payments, especially based on the resulting perceptions and their impact on purchasing behavior.

Abstract

This research explores knowledge-sharing patterns and best practices among programmers on the Stack Overflow platform. Using a qualitative approach, the study analyzes interviews with seven programmers to identify user behavior and contributions to knowledge sharing. The findings reveal that most users exhibit passive usage, seeking solutions without actively participating due to introverted tendencies, time constraints, and concerns about redundancy and confidentiality. However, Stack Overflow remains a valuable resource for problem-solving. Best practices identified include using multiple forums, ensuring detailed and clear questions, and encouraging active participation. These strategies can enhance the quality of shared knowledge and create a more comprehensive and reliable knowledge base for the programming community. The study also suggests that addressing psychological barriers and integrating knowledge-sharing activities into routine work processes can increase active participation. These insights are essential for improving user engagement and the overall effectiveness of online knowledge-sharing platforms.

Abstract

Higher education institutions today face increasingly complex challenges in adopting and implementing Learning Management Systems (LMS) to improve student learning experiences. Although previous research regarding LMSs exists, it has not fully explored the findings of their conceptual framework through empirical studies of Critical Success Factors (CSFs). This research provides in-depth details about the development of a conceptual framework designed to guide the LMS implementation process in higher education settings. The Systematic Literature Review (SLR) method is used to identify and introduce the main elements in this conceptual framework. Furthermore, the conceptual framework was validated through a series of questionnaires distributed to experts in the fields of education and information technology. The results of this research show that the conceptual framework developed covers important stages in LMS implementation, from planning to evaluation. Empirical validation carried out involving experts proves that the conceptual framework developed is valid as an instrument for implementing LMS in a higher education environment. The conclusions of this research provide valuable guidance for LMS implementation in higher education.

Abstract

This study conducts a Systematic Literature Review (SLR) to critically examine the application of Artificial Intelligence (AI) in e-government within the Indonesian public sector. Addressing the limited empirical research and fragmented understanding of AI adoption in Indonesia’s digital governance landscape, this review analyzes 22 peer reviewed articles published between 2021 and 2025 from reputable databases including Scopus, IEEE, ACM Digital Library, SpringerLink, and Emerald Insight. The review identifies adaptability and innovation, ethical consideration, collaboration and partnership as the most frequently cited critical success factors. Meanwhile, the top three recurring challenges are lack of awareness, skill & expertise, policy or legal uncertainty, resistance to change. To address these challenges, the study proposes a multi dimensional AI implementation strategy focusing on strengthening digital infrastructure, developing human capital through sustained capacity building, formulating clear and accountable AI governance policies, and fostering inclusive, cross sectoral stakeholder engagement. This study offers novel insights by mapping AI related factors into the Technology,Organization, Environment (TOE) framework and synthesizing practical, context-specific recommendations for Indonesian policymakers seeking to build an adaptive, inclusive, and sustainable AI based e-government ecosystem
