Abstract

Empowerment of micro, small and medium enterprises is the most important effort in encouraging business actors to have the ability and fulfill their needs in order to compete globally and internationally. The Surabaya City Office of Small and Medium Enterprises Cooperatives and Trade helps the recovery of economic actors online through the Economic Empowerment and Economic Resilience Application (E-Peken). The problem in this study is that there is a mismatch between website login access and smartphones, increased access to small businesses is not yet widespread, and the implementation of training and guidance is not according to the timeline. The purpose of this study is to describe, analyze, and explain the Strategy for Empowering Micro, Small and Medium Enterprises through the E-Peken Application. The type of research is descriptive qualitative. Data source collection techniques using purposive sampling. The focus of the research uses business empowerment strategy efforts according to Sjarifuddin which consists of Financial Capability Improvement Strategies, Marketing Development, Human Resource Development, Regulatory and Control Strategies. The results showed that the empowerment of micro, small and medium enterprises through the E-Peken application can help the economic recovery of business actors. In the indicator of the strategy to improve financial capabilities, the Surabaya City Office of Small and Medium Enterprises and Trade Cooperatives only directs business actors to make loans through Bank Jatim, Mandiri Bank, and Rural Banks (BPR). In the Marketing Development indicator, what is done is to appeal to the District and Kelurahan in Surabaya City to make purchases through the E-Peken application. Furthermore, the indicator of Human Resource Development carried out is conducting guidance and training. In the Regulation and Control strategy indicator, namely by joining through the E-Peken application according to applicable requirements. Suggestions that can be given by researchers, namely the E-Peken application in marketing development can be carried out widely through social media such as Facebook, Instagram and Tiktok. Provide training and guidance according to the timeline, as well as updates related to smartphone-based applications.

Abstract

The implementation of Electronic Government in the City Of Surabaya has been implemented by many agencies, especially the Departement Of Population and Civil Registration of the City Of Surabaya. In implementing this Electronic Government, the Surabaya City Population and Civil Registry Office has made an innovation in the form of an application called Klampid New Generation, where this application can provide benefits to facilitate the implementation of population services for the people of Surabaya City. With this application, the hope of Surabaya City population and Civil Registry Service is to create effective and efficient services. But in implementing this application there are still problmes, 1). The comunity does not understand the operation of the application, 2). There is no guidebook in application, 3). Public complaints about staff who are not yet reliable in providing information to the public. The purpose of this research is to analyze, describe the application of the Klampid New Generation. This type of research is descriptive qualitative. Source collection technique with purposive sampling, in addition, researchers use a research focus using Delone and McLean’s theory which discusses the succes of information Technology System in implementing electronic government which consists of information quality consisting of sub, information completeness, informasi accuracy, reliability, data is always updated, putput forms. Of these sub-categories, only 2 categories can be said to be good, namely in the form of output where the KNG application provides benefits to the community and employees, data and data are always updtaed properly because employees have carried out their duties to always update population data through the application provied by the ministry of home affairs. While catagories that cannot be said to be good are completeness because there is no application manual, accuracy because the nformation provided to the public is still not in accordance with the real conditions of the application, reliability, namely there are still employees who are less reliable due to the age factor and appearance of the KNG application.   Keywords: Electronic Government, Klampid New Generation, Public Service

Abstract

   The Work Performance TPP policy is given as an effort to improve employee performance, improve discipline, improve employee welfare. This study aims to analyze and describe the TPP problem of Work Performance Based on Discipline. This study used a descriptive qualitative method. For the focus of the research, it used East Java Governor Regulation Number 55 of 2022 concerning Work Guidelines and Implementation of Tasks of the East Java Provincial Government. The results of research in the field show that on the indicator of employees who arrive late and go home early so that it is not in accordance with working hours, it turns out that in practice there are still employees who are late so that deductions are made. On the indicator the employee does not fill in the attendance list or does not take attendance because he forgets, takes leave or is on a business trip. In implementing this policy which is supported by the East Java Presence application, it turns out that there are still employees who forget to be absent from coming and forget to be absent from going home for various reasons so that they will receive deductions. On the indicator of employees not carrying out flag ceremonies on national and regional holidays it turns out that there are still employees who do not carry out ceremonies but the number is small and if they do not record attendance they will be subject to deductions. On the indicator of employees who do not take part in physical fitness exercises, the Inspectorate agency in 2022 will not carry out gymnastic activities with limited space. Abstract

Pada Penelitian ini melihat adanya permasalahan yaitu hanya ada 1 pada bagian umum yang telahmengikuti Pendidikan dan Pelatihan (DIKLAT) Kearsipan namun pada bagian lain belum ada. laluditemukan juga, belum adanya ruangan khusus untuk menyimpan arsip sehingga di simpan di tiaptiapruangkepalabagianmasing-masingdisekretariatDPRDKotaSurabaya.Tujuanpenelitian tugasakhiriniadalahmendeskripsikanpengelolaanarsipdinamisaktifdisekretariatDPRDKota Surabaya berdasarkan Peraturan Daerah Kota Surabaya Nomor 3 tahun 2013 TentangPenyelenggaraan Kearsipan. Metode penelitian yang dilakukan adalah deskriptif denganpendekatan kualitatif, Teknik pengumpulan data dikumpulkan dengan menggunakan Teknikobservasi, Wawancara, dan dokumentasi. Teknik analisis data yang digunakan melalui empattahapan, yaitu, pengumpulan data, reduksi data, penyajian data dan verifikasi data. Hasil penelitianini mendeskripsikan pengelolaan arsip dinamis aktif dimulai dari kegiatan penciptaan arsip,penyimpanan arsip, pemeliharaan arsip dan penyusutan arsip. Dalam penelitian yang dilakukanditemukan masalah pada bagian penyimpanan arsip yaitu kurangnya ruangan penyimpanan khususarsip pada setiap bagian di sekretariat DPRD Kota Surabaya sehingga dicampur dengan ruangankepala disetiap bagian. Kedua, Sumber Daya Manusia yang ahli dalam mengolah arsip juga minimhanya ada 1 dari bagian umum khususnya di bagian Tata Usaha dan Kepegawaian yang telah mengikuti Pendidikan & pelatihan kearsipan namun di bagian lain belum ada. Saran dapatdiberikan yaitu dengan meningkatkan kualitas sumber daya manusia yang ahli dalam bidangkearsipan yaitu dengan mendorong beberapa pegawai fungsional pada masing-masing bagianuntuk mengikuti Pendidikan dan Pelatihan kearsipan. Pembinaan kearsipan dilaksanakan olehBadan Arsip dan Perpustakaan Kota Surabaya. Melakukan pengembangan sarana fasilitas ruanganpenyimpanan khusus arsip pada masing-masing bagian di Sekretariat DPRD Kota Surabaya.Sehingga tidak tercampur dengan ruangan kerja kepala Bagian dan pegawai fungsional atau staff.

Abstract

Penelitian tugas akhir ini merupakan penelitian yang menggambarkan kualitas pelayanan pada Divisi Penertiban Bagian Tutupan, Bukaan dan Sweeping PDAM Surya Sembada kota Surabaya. Dalam penelitian ini membahas terkait kualitas pelayanan divisi penertiban dengan permasalahan pada Bagian Tutupan, Bukaan dan Sweeping PDAM Surya Sembada kota Surabaya. Permasalahan yang ada pada bagian tutupan, bukaan, dan sweeping ini berkaitan dengan keterlambatan pembayaran dan pelanggaran pelanggan pada divisi penertiban PDAM. Penelitian ini merupakan penelitian deskriptif dengan metode kualitatif untuk mendeskripsikan dengan menggunakan metode survey, wawancara, studi kasus. Sedangkan fokus penelitiannya menggunakan teori dimensi kualitas pelayanan menurut Zeitham yang meliputi Tangibel (Berwujud), Reliability (Kehandalan), Assurance (Jaminan), Responsiveness (Daya Tanggap), Empathy (Empati). Teknik Analisa Data pada penelitian ini dengan teknik Pengumpulan Data, Reduksi Data, Penyajian Data, dan Pengambilan Kesimpulan. Hasil pada penelitian menyimpulkan bahwa pada Tangibel telah dilakukan dengan baik sesuai Standar Operasional Prosedur Penertiban PDAM Surya Sembada Kota Surabaya, untuk Realibility pada indikator kecermatan petugas dalam melayani pelanggan masih terdapat kendala dalam konteks kurang penyampaian informasi terkait pelanggaran, untuk Responsiviness indikator petugas melakukan pelayanan dengan cermat masih terdapat kendala dalam konteks pemberian sanksi yang tidak sesuai pada Standar Operasional Prosedur Penertiban PDAM Surya Sembada Kota Surabaya, untuk Assurance telah dilakukan dengan baik sesuai Standar Operasional Prosedur Penertiban PDAM Surya Sembada Kota Surabaya, dan untuk Empathy indikator telah dilakukan dengan baik sesuai Standar Operasional Prosedur Penertiban PDAM Surya Sembada Kota Surabaya.

Abstract

Tujuan Penelitian ini adalah untuk mendeskripsikan dan menganalisis Kode etik auditor dalam pelaksanaan pemeriksaan pengaduan masyarakat pada Inspektorat Provinsi Jawa Timur. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan observasi, wawancara, dokumentasi, sedangkan teknis analisis data menggunakan pengumpulan data, reduksi data, penyajian data, serta verifikasi data. Fokus penelitian ini adalah kode etik auditor dalam pelaksanaan pemeriksaan pengaduan masyarakat pada Inspektorat Provinsi Jawa Timur, kemudian akan diselesaikan menggunakan Peraturan Asosiasi Auditor Intern Pemerintah Indonesia Nomor S – 01/AAIPI/3/2014 yaitu integritas, objektivitas, kerahasiaan, kompetensi, akuntabel, dan profesional. Hasil penelitian dilapangan menunjukan bahwa dalam melaksanakan pemeriksaan Auditor Inspektorat Provinsi Jawa Timur belum sesuai dengan prinsip-prinsip kode etik auditor No S – 01/AAIPI/3/2014 yaitu Integritas adalah Auditor Inspektorat Provinsi Jawa Timur melaksanakan tugasnya jujur dan bertanggungjawab, akan tetapi Auditor Inspektorat Provinsi Jawa Timur dalam melaksanakan tindak lanjut pemeriksaan terdapat kendala banyaknya tugas seorang pimpinan. Objektivitas adalah Auditor Inspektorat Provisni Jawa Timur melaksanakan pemeriksaan secara independensi tidak dipengaruhi oleh pihak manapun. Rahasia adalah Auditor Inspektorat Provinsi Jawa Timur dapat membangun kepercayaan, menghormati privasi dan mengedepankan nilai-nilai etika dalam pengelolaan informasi rahasia. Kompetensi adalah Auditor Inspektorat Provinsi Jawa Timur mempunyai keterampilan, pengetahuan, pendidikan, dan pengalaman dalam melaksanakan pemeriksaan, tetapi dalam melakukan komunikasi tertulis belum dikatakan baik. Akuntabel adalah Auditor Inspektorat Provinsi Jawa Timur dalam mempertanggung jawabkan laporan pemeriksaan sesuai dengan kondisi lapangan. Profesional adalah Auditor Inspektorat Provinsi Jawa Timur juga berpedoman pada Permenpan No 5 Tahun 2009 tentang pedoman umum penanganan pengaduan masyarakat bagi instansi pemerintah, tetapi dalam membuat laporan hasil pemeriksaan tidak ada kebijakan yang ditentukan

Abstract

Research on Analysis of SIPPOL Applications Based on SPBE Service Management (Studies in the East Java Provincial Government) in its implementation there are still several problems, such as SIPPOL application training conducted once via zoom meeting, no SOP when there is a slow SIPPOL application in the BKU input process, no SOP for unlocking data, there is no deadline for SPJ work and there is no guidebook and specific regulations related to the implementation of the SIPPOl Application. using descriptive qualitative method. The research focus is based on SPBE service management indicators in Presidential Decree No. 95 of 2018 concerning SPBE. Data collection techniques with observation, interviews, documentation. Data analysis techniques in the form of data collection, data reduction, data display, data verification. The results showed that the complaint service for SIPPOL application services was less effective, due to the absence of a manual for complaint reporting mechanisms for SIPPOL application services. The service for interruptions/problems with the SIPPOL application service is less effective, because there is no SOP when the SIPPOL application is slow in the BKU input process. Service requests and changes to SIPPOL application services are less effective, because there is no SOP for unlocking data when there is an error in uploading BKU. The utilization of the SIPPOL application infrastructure is less effective, because the powerpoint for using the SIPPOL application is not sufficient to be used as a guide. Utilization of the SIPPOL application infrastructure in the form of training/socialization activities for the application of the SIPPOL application is also less effective. Maintenance of the SIPPOL application infrastructure is effective, it is proven that the SIPPOL application monitoring and evaluation activities are carried out once a month. The development of the SIPPOL application is effective, as evidenced by preparing an account for each user and designing the SIPPOL application according to the needs of the SKPD treasurer. SIPPOL application development is effective, as evidenced by the addition of features/menus that are tailored to the needs of the SKPD treasurer.   Keywords: SPBE Service Management, SIPPOL Application, Services.

Abstract

This final project research is research that describes the implementation of the preparation of Job Analysis based on Tuban Regent Regulation Number 79 of 2022 concerning Guidelines for Job Analysis and Workload Analysis in the Government of Tuban Regency. In this study, it discusses changes in regulations regarding nomenclature of executor positions so that problems are found, namely the difficulty in grouping the latest position names, namely based on position class, several job analysis documents that are not in accordance with applicable regulations. In this study, researchers used theory on regulations, namely Bureaucratic Reform, State Civil Apparatus, State Civil Apparatus Management and Position Analysis at Tuban Regency Regulation Number 79 of 2022. This research is a descriptive study using a qualitative method. The results of this final project research are that the preparation of job analysis is carried out in the preparatory stage by coordinating with resource persons and the team for preparing job analysis and socializing the preparation of job analysis in all OPDs. The collection of job data includes the implementation of a job analysis desk which is attended by all OPDs throughout Tuban Regency, but there are still many employees who do not understand how to fill out the document. Position data processing is carried out in a structured manner using guidelines and the preparation of job maps is carried out after implementing the job analysis desk, but the content of job information is still found to be inappropriate. Position verification is carried out by re-checking the E-Anjab Abk Simona Ministry of Home Affairs application, where it is known that there are still discrepancies in the contents of the position information and the determination of the results of the job analysis is carried out for the issuance of a decision letter. Abstract

This research was motivated by archive’s system at Sub-Section of Administration of the Energy and Mineral Resources Department of East Java Province which is still carried out manually, in the arrangement and storage of archives are not in alphabetical order and year, some archive’s cover are torn, damaged, and not same between odner’s each other, and some of information’s archive on the folder is not ordered by date of letter or number’s letter. Therefore, the researcher developed a DESDM archival application using Waterfall method with Microsoft Excel as basic application and Visual Basic for Application (VBA) as the programming language. The result of the testing application got a positive response and has be potential to be used in the future.

Abstract

Partisipasi adalah proses aktif yang dilakukan seseorang dalam suatu kegiatan. Penelitianmemandang permasalahan terkait target, uraian tugas tidak sesuai dengan data pendukung dantidak diunggah. Tujuan penelitian ini adalah untuk menganalisis partisipasi pegawai padakegiatan monitoring dan evaluasi analisis beban kerja. Metode yang digunakan kualitatifdeskriptif. Fokus penelitian ini berdasarkan teori partisipasi dari Cohen dan Uphoff 1997 yangterdiri dari tahapan pengambilan keputusan, pelaksanaan, evaluasi, dan menikmati hasil. Teknikanalisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, danverifikasi data. Hasil penelitian menunjukkan Pengambilan Keputusan dilaksanakan denganmelaksanakan tahapan rapat perencanaan untuk kegiatan Monev ABK, pelaksanaan programrapat sosialisasi dengan mengirimkan surat. Pelaksanaan dalam proses sumbangan pemikiran,jabatan staf merasa sistematika pengisian ABK dari tahun 2022-2023 tidak mudah di pahami,sumbangan materi dari jabatan staf adalah dengan mengisi formulir monev ABK pada web eabk,tindakan program terkait penanggungjawab utama pelaksanaan monev berada pada BagianUmum dan Kepegawaian (Umpeg). Evaluasi dalam pelaksanaan monev telah menunjukkanperubahan yang lebih baik. Menikmati Hasil diperlihatkan dari Dinas semakin paham dalampenyusunan ABK, kebutuhan pegawai lebih tertata, dan setiap pemilik formasi pegawai semakinpaham dengan jumlah beban kerjanya. Saran yang diajukan optimalkan sosialisasi Monev ABKdengan memberikan pelatihan ABK kepada seluruh pegawai, atau peserta magang denganmeningkatkan kompetensi tim Monev ABK. Setiap akan melaksanakan sosialisasi membuatpanduan yang jelas dan mudah dipahami untuk pengisian ABK, termasuk perbedaan antarapengisian ABK di tahun 2022, 2023, dan selanjutnya. Lakukan monitoring dan evaluasi secaraberkala terhadap pelaksanaan Monev ABK untuk mengidentifikasi kendala dan melakukanperbaikan.
