Abstract

Penelitian ini mengkaji dan menjawab permasalahan mengenai Bagaimana Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor, Hambatan apa saja yang terjadi pada Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor, serta Upaya-upaya apa saja yang ditempuh untuk menangani hambatan Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor. Penelitian ini termasuk jenis penelitian kualitatif dengan wawancara mendalam, observasi, dokumetasi dan studi kepustakaan. Studi lapangan dilakukan melalui wawancara dengan informan kunci dan informan pendukung serta pengamatan langsung ditempat penelitian. Adapun pembahasan yang dapat diuraikan adalah sebagai berikut: 1) Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor masih terdapat beberapa hambatan yang menimbulkan public value (nilai publik) kurang optimal. 2) Hambatan Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor terjadi beberapa hal yaitu diantaranya kurangnya keterlibatan pemuda dan masyarakat sehingga merasa antipati terhadap kegiatan desa, Kerjasama pengurus yang kurang baik antara, masyarakat, pemuda, dan pemerintah desa. 3) Upaya penanggulangan dalam menangani hambatan yang terjadi pada Public Value Badan Usaha Milik Desa (BUMDES) dalam Pemberdayaan Pemuda di Desa Kaplongan Lor diantaranya yaitu Pembaharuan struktur organisasni yang ada di BUMDES guna menjadikan pengurus yang lebih semangat dan memiliki tujuan yang jelas, Pengambilan keputusan yang terukur dalam menentukan tujuan sehingga pembangunan desa dapat terealisasi secara efektif dan efisien.

Abstract

Kebijakan penerapan Sistem Informasi Manajemen Kepegawaian Indramayu ini telah ditetapkan dengan Peraturan Bupati Indramayu Nomor 55 Tahun 2023 tentang Tata Kelola Data Pada Sistem Informasi Manajemen Kepegawaian di Lingkungan Pemerintah Kabupaten Indramayu. Tujuan dari Peraturan Bupati Nomor 55 Tahun 2023 ini adalah untuk mewujudkan SIMAKAYU sebagai pusat data yang akurat, terkini, terintegrasi dan terpadu. Metodologi yang digunakan dalam penelitian ini adalah deskriptif pendekatan kualitatif, teknik pengumpulan data menggunakan study literatur, observasi, wawancara dan dokumentasi. Pengujian keabsahan data menggunakan teknik triangulasi. Teori yang digunakan dalam penelitian Implementasi Kebijakan Manajemen Kepegawaian Indramayu (SIMAKAYU) ini menggunakan Teori George C. Edward III yang dipengaruhi 4 dimensi yaitu: komunikasi, sumber daya, disposisi/sikap pelaksana dan struktur birokrasi. Hasil penelitian Implementasi Kebijakan Sistem Informasi Manajemen Kepegawaian Indramayu (SIMAKAYU) menunjukkan belum efektif kendala nya yaitu kompetensi pegawai di bidang teknologi Informasi masih kurang. Kesadaran pegawai dalam mengupdate data kepegawaian masih rendah. Anggaran untuk sarana dan prasarana masih belum memadai. Standar Operasional Prosedur aplikasi Sistem Informasi Manajemen Kepegawaian Indramayu (SIMAKAYU) belum ada. Monitoring dan evaluasi belum dilaksankakan secara berkala. Reward dan puneshment belum diterapkan sehingga kurang memotivasi pegawai/ pelaksana kebijakan untuk aktif mengimplementasi Kebijakan Sistem Informasi Kepegawaian Indramayu.

Abstract

Penelitian ini bertujuan untuk mengetahui kinerja Tim Pembina Teknis Pemerintahan Desa di Kecamatan Losari Kabupaten Brebes. Dana desa merupakan amanat dari Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Dalam implementasi Dana Desa di Kecamatan Losari Kabupaten Brebes, dibutuhkan kinerja yang optimal dari Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari sebagai realisasi dari tugas Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari dalam membantu Camat melakukan pembinaan dan pengawasan kepada Pemerintahan Desa. Untuk mengetahui kinerja Tim Pembina Teknis Pemerintahan Desa Kecamatan Losari digunakan pendapat ahli T.R. Mitchell dalam Sedarmayanti (2009:51) sebagai dasar anlisis yaitu melalui lima dimensi yang digunakan antara lain Kualitas Kerja, Ketepatan Waktu, Inisiatif, Kemampuan dan Komunikasi dimana Kualitas kerja: merupakan standar kerja yang didasarkan pada apakah hasil pekerjaan yang dihasilkan dapat memuaskan penggunanya, Ketepatan Waktu: merupakan batas waktu yang telah ditentukan sebelumnya untuk menyelesaikan suatu pekerjaan, Inisiatif: kemampuan untuk menemukan cara baru, mengembangkan kegiatan, dan berani mengambil risiko. Kemampua: keahlian atau skill yang dimiliki seseorang untuk melaksanakan pekerjaan yang diberikan, kemampuan kerja yang baik harus sesuai dengan bidang pekerjaan yang dilakukan, Komunikasi: proses penyampaian pesan atau informasi dari satu pihak kepada pihak lainnya. Komunikasi dapat dilakukan secara lisan atau non verbal. Analisis yang dipakai kinerja adalah analisis Deskriptif. Data yang digunakan adalah data deskriptif kualitatif. Prosedur pengumpulan data dilakukan dengan studi literatur/kepustakaan, observasi, wawancara dan dokumentasi.

Abstract

This research focuses on understanding the factors contributing to misunderstandings in family communication, particularly within broken home families. A broken home refers to families experiencing disharmony or separation due to various factors, such as emotional conflicts, financial stress, or external pressures. The aim of this study is to explore these factors in-depth and provide practical solutions for improving interactions between parents and children in these families. Using a descriptive qualitative research method, the study analyzes communication patterns in dysfunctional families, providing a detailed understanding of the underlying issues. The findings reveal that openness in communication is crucial for rebuilding healthy parent-child relationships. Effective communication not only plays a key role in conflict resolution but also lays the foundation for creating a harmonious family environment based on understanding, trust, and mutual support. This research highlights the importance of nurturing family communication skills to strengthen family bonds and offers insights into how families can foster more positive and supportive relationships.

Abstract

Stunting is one of the challenges in public health that requires effective intervention from the village government. The purpose of this study is to determine the role of the Kramatsampang Village government in preventing and handling stunting and the obstacles faced in its implementation. The theoretical framework used is Mintzberg's role theory, which consists of three role categories: (1) Interpersonal Role, (2) Informational Role, and (3) Decision-Making Role. The descriptive qualitative method was applied in this study with data collection techniques in the form of interviews, observations, and documentation studies. Data analysis was conducted through three stages, namely Data Reduction (Simplification), Data Presentation, and Conclusion Drawing. The results showed that the Kramatsampang Village Government has played an optimal role in supervising health and nutrition programs, although there are obstacles such as cultural influences and low public awareness of environmental hygiene and the importance of balanced nutrition. Overall, the Kramatsampang Village Government has shown a significant role in dealing with stunting, but more effective strategies are still needed in improving information affordability, community participation, and optimizing resources to support the sustainability of the stunting prevention program.

Abstract

This study examines the implementation of the Electronic Village Administrative System (SEDULUR) as part of the Cirebon City Government’s e-government initiative to enhance efficiency, accessibility, and transparency in public services. Using a qualitative approach and Agarwal’s five-stage e-government theory—website existence, interaction, collaboration, technical complexity, and information-push—the study finds that SEDULUR is still at the initial stage of website existence. Limitations include unidirectional functionality, minimal system sophistication, and restricted access limited to village-level operators, primarily due to the revocation of regional authority. While the system has assisted operators in service delivery, it has not yet reached its full potential. The study recommends further development of SEDULUR to meet all stages of e-government maturity, enabling more effective services and encouraging greater public participation.

Abstract

This study analyzes the implementation of the Online Single Submission (OSS) system for Micro and Small Business Licensing (UMK) in Cirebon City, using George C. Edward III’s framework of communication, resources, disposition, and bureaucratic structure. The OSS system, mandated by Government Regulation No. 5 of 2021, aims to simplify the process of obtaining a Business Identification Number (NIB) for UMK actors. Using a descriptive qualitative approach, data were collected through interviews, observations, documentation, and triangulation involving DPMPTSP officers and business actors. The findings reveal that while resources and staff commitment are adequate, challenges persist in communication, incentive provision, and fragmented inter-agency SOPs. To enhance implementation effectiveness, the study recommends improved outreach, better coordination among agencies, and the provision of appropriate incentives.

Abstract

This study aims to analyze the influence of digital affiliate promotion strategies on consumer interest in shopping, particularly among students studying at the Faculty of Social and Political Sciences, Swadaya Gunung Jati University, Cirebon. Using a quantitative data-based approach, data was collected using questionnaires distributed to 118 research participants. The findings of this study reveal that the digital marketing strategies implemented by affiliates significantly contribute to increasing consumer interest in shopping, with a significance level of 0.000, which is below the threshold of 0.05. Product, price, location, and promotion factors were found to have a positive impact on consumers' purchasing decisions. Simple linear regression analysis shows that approximately 72.9% of the variation in consumer shopping interest can be explained by the affiliate's digital promotion strategies. This study concludes that companies and affiliates need to consider these elements when designing digital marketing strategies to enhance product appeal and maximize sales potential.

Abstract

This research aims to describe the effectiveness of using sign language in the learning process, especially at SLB-B Beringin Bhakti. The method used is qualitative with an observation and interview approach. This research describes adjustments in sign language to the learning process at the Beringin Bhakti SLB-B school. Communication is an important aspect in conveying ideas, information and feelings to speakers and listeners, while social development is a process for each individual in acquiring skills, values ??and behavior to interact with other people and the surrounding environment. This research found that the effectiveness of sign language in learning for deaf and speech impaired students depends on the communication and social environment in their school. This research also emphasizes that there is empathy and awareness from students, teaching and education staff and the surrounding environment to understand and accept shortcomings in sign language communication.

Abstract

One of the successes of development is that the role of men and women is very influential on the success of development. In this case, the Cirebon City government issued Regional Regulation Number 7 of 2021 concerning the Regional Medium Term Government Plan, namely "In creating a society with human resources that are competitive and superior in all fields". This observation aims to find out implementation policies and expectations in the gender mainstreaming program. in realizing gender equality, what is the reality in the Cirebon City Community, then what are the supporting and inhibiting factors, in an effort to overcome policy obstacles to implementing gender mainstreaming programs in DP3APPKB in Cirebon City. This research uses a descriptive qualitative method using primary techniques, namely from in-depth interviews consisting of the DP3APPKB Gender Mainstreaming Sub-Coordination and the Cirebon City Community. Secondary data has been obtained from documentation and archives at DP3APPKB as well as several statutory regulations and other documents that support this research. George C Edwards' theory used in this research covers the success of policy implementation which is influenced by four aspects, namely: Communication, Resources, Disposition or Attitude of the Implementer and Bureaucratic Structure. The results of this research show that the implementation of the gender mainstreaming program has been quite successful, but there is still a lack of response from the community and an uncertain budget from the government so that it is less than optimal for realizing gender equality in the development sector in Cirebon City.
