Abstract

The vastness of the region, the large population, and the dynamic of economic activity is a challenge in upholding taxation in Indonesia. Incompatibility ratio between tens of thousands of tax employees with millions of taxpayers (WP) resulted in less optimal implementation of taxation in Indonesia. Since the launch of the electronic tax payment system, the Tax Office does not directly require the underpaying taxpayers to use the system. So the taxpayer still feel foreign to the system. In 2016, the underpayment taxpayer is required to make payments using e-Billing. Lack of knowledge about the use of e-Billing and its reliance on internet connections that must always be stable, these constraints have a significant impact on the use of the e-Billing system. Based on the policy implementation model of Daniel Mazmanian and Paul A.Sabatair, the model of analysis conducted on the implementation of the policy of Tax Payment Using E-Billing In Tax Office Pratama Cirebon, which : Characteristics of the problem, Policy characteristics and Policy environment In conducting the research, researchers used descriptive qualitative research methods. The e-Billing policy is not yet optimal for the implementation in the community because not all people know the tax payment system using e-Billing. Abstract

The article examines the implementation of talent management policies for State Civil Apparatus (ASN) in Kuningan Regency. Through a qualitative research approach using in-depth interviews and documentation studies, the authors analyze how talent management policies are implemented at the regional level. The results of the study show the implementation of the policy faces several challenges, including the issue of political intervention, limited resources and lack of awareness of the importance of talent management. However, several steps have been taken to improve the implementation of this policy, such as training and apparatus development. Continuous improvement efforts are needed to improve the implementation of talent management policies for ASN in Kuningan Regency to create quality, transparent, responsive, inclusive, and accountable public services and can support the achievement of better development goals.

Abstract

The issue of gender equality is one of the social problems often faced by Indonesian society, especially in the context of issues involving women. This study aims to know and describe the construction of gender equality contained in the series "Cigarette Girl". In this study, the focus is aimed at the journey of "Jeng Yah" in fighting for her rights to achieve gender equality. By analyzing the visual depiction of each scene, the dialogue of the film, and the facial expressions of the players. The research method used to analyze is to use a qualitative approach with the analysis of Robert N. Entman's model framing theory. Entman divides this framing through 4 indicators, namely Define Problem, Diagnose Causes, Make Moral Judgment and Treatment Recommendation. Based on research that has been done, it shows that in the Cigarette Girl series, there is an issue of gender inequality and is felt by the character "Jeng Yah", this happens because there are still gender stereotypes that ultimately make women unable to realize gender equality.

Abstract

Local taxes are a vital income source for the West Java Provincial Government, including the Motor Vehicle Tax (PKB). This study examines the implementation of the progressive tax policy on motorized vehicles, regulated by West Java Regional Regulation Number 9 of 2023, as a means to reduce vehicle congestion in Cirebon City. Using a qualitative descriptive approach (normative-empirical), data was collected through interviews and observations. The findings indicate that while the policy implementation at the Cirebon City Samsat UPT is running well, it is not yet optimal. Influencing factors include effective communication, adequate resources, good staff disposition, and a structured bureaucracy. However, low taxpayer awareness and outdated tax data systems hinder policy optimization, requiring a collaborative and sustainable solution.

Abstract

This research is motivated by the development of the SIPANDUK application by Disdukcapil Kuningan Regency to facilitate access to population administration services online. However, its implementation still faces obstacles, such as low public knowledge, less user-friendly application displays and unstable network connections. This study aims to analyze the effectiveness of the SIPANDUK application, identify barriers to its use and formulate solution strategies. Using a descriptive qualitative method through interviews, observations and literature studies, this research refers to Budiani's (2007) theory of program effectiveness with four indicators: program objectives, program socialization, program target accuracy and program monitoring. The results show that the SIPANDUK application is not yet optimal. Socialization strategies and program monitoring are needed to ensure this application provides maximum benefits to the community.

Abstract

Wolipop merupakan laman yang cenderung menyajikan berita atau artikel mengenai gaya hidup perempuan, termasuk kategori worklife yang membahas dunia pekerjaan dan pendidikan. sebagai media massa wolipop menjalankan fungsinya tidak hanya memberikan informasi dan hiburan semata namun juga menginsipirasi dan memberi pembelajaran untuk pembaca atau audiensnya. Wolipop juga menampilkan citra perempuan untuk mempengaruhi pembaca dalam hal pemberdayaan perempuan. Tujuan penelitian ini adalah untuk mengetahui citra perempuan yang dikontruksi dalam artikel-artikel worklife di wolipop. Penelitian ini menggunakan penelitian kualitatif dengan metode analisis framing model Gamson dan Modigliani, dengan cara bercerita atau gagasan ide-ide yang terorganisir sedemikian rupa dan menghadirkan kontruksi makna peristiwa-peristiwa berkaitan dengan objek suatu wacana. Teknik pengumpulan data yang dugunakan dengan studi pustaka dan studi lapangan, pengumpulan dokumentasi, observasi dan wawancara. Artikel-artikel yang diamati untuk dianalisis dipilih berdasarkan artikel yang diunggah pada bulan maret hingga april 2021 pada momen hari perempuan internasional dan hari kartini. Dari penelitian ini diketahui wolipop mengkontruksi citra perempuan sebagai sosok yang inspiratif, pekerja keras, pantang menyerah dan mendukung kesetaraan gender juga untuk mendorong pemberdayaan kaum wanita. Audiens yang dapat menyerap artikel tersebut akan dapat terilhami untuk menggali potensi dirinya sehingga dapat tampil menjadi perempuan yang mandiri. wolipop telah menampilan citra perempuan dalam media massa dengan model good news pada artikenya. Hal itu berdasarakan peran perempuan yang digambarakan untuk memberikan inspirasi, motivasi dan edukasi kepada masyarakat mengenai perempuan yang dapat menimbulkan citra yang baik terhadap peran-peran perempuan.

Abstract

The implementation of government policies to enhance the competitiveness of Small and Medium Enterprises (SMEs) in Cirebon City faces various challenges, especially related to the effectiveness of resources. Based on Edward III’s policy implementation theory, there are four key elements that influence the success of policy implementation: communication, resources, the disposition or attitude of implementers, and bureaucratic structure. This research uses a descriptive qualitative method, with data collected through in-depth interviews, observations, and documentation. In the context of Cirebon City, the main issue lies in the suboptimal management of resources, including limited access to funding, low labor force, and lack of supporting facilities and infrastructure. This impacts the limited ability of assisted SMEs to compete in an increasingly competitive market. This study aims to analyze the implementation of government policies, identify the barriers faced, and provide strategic recommendations to improve policy effectiveness. Through a comprehensive approach, this study is expected to provide insights to strengthen the competitiveness of SMEs as a driving force of the local economy in Cirebon City.

Abstract

Kepuasan kinerja pegawai berkaitan dengan perasaan seorang pegawai dengan kinerjanya. Rasa puas ini mempengaruhi kualitas pelayanan yang diberikan kepada pelanggan, sehingga kepuasan kinerja pegawai memiliki kedudukan yang penting. Penelitian ini mengkaji pengaruh kepuasan kerja pegawai terhadap kualitas pelayanan di Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas II Cirebon. Menggunakan metode kuantitatif, data dikumpulkan melalui kuesioner dengan teknik purposive sampling. Sampel terdiri dari 45 pegawai untuk variabel kepuasan kerja (X) dan 38 pengguna jasa untuk variabel kualitas pelayanan (Y). Analisis data dilakukan menggunakan regresi linier sederhana untuk menguji hubungan antara variabel kepuasan kerja dan kualitas pelayanan. Hasil penelitian menunjukkan nilai signifikansi variabel kepuasan kerja karyawan sebesar 0,000 yang mana lebih kecil < dari nilai probabilitas 0,05. Hal ini menunjukan bahwa hipotesis (H1) diterima dan (H0) ditolak, yaitu kepuasan kerja karyawan mempunyai pengaruh yang signifikan terhadap kualitas pelayanan di Kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas II Cirebon. Kualitas pelayanan dipengaruhi oleh kepuasan kerja sebesar 50,3% dan sisanya sebesar 49,7% dipengaruhi oleh faktor lain. Hasil mengungkapkan hubungan linier antara kedua variabel, di mana kepuasan kerja yang tinggi mendorong motivasi dan komitmen pegawai dalam memberikan pelayanan berkualitas. Sebaliknya, ketidakpuasan kerja berpotensi menurunkan kualitas pelayanan. Penelitian ini menekankan pentingnya pengelolaan pegawai yang baik untuk meningkatkan kualitas pelayanan institusi.

Abstract

This study explores the effectiveness of the Corporate Social Responsibility (CSR) program implemented by RS Pertamina Cirebon in fostering engagement and improving health outcomes within the surrounding community. The CSR initiative primarily targets low-income families, aiming to enhance public health and strengthen the hospital’s relationship with local residents. Employing a descriptive qualitative approach, data were collected through community satisfaction surveys, observations, and in-depth interviews with beneficiaries and hospital stakeholders. Monthly surveys involving up to 1,700 respondents were utilized to evaluate program relevance and effectiveness. The findings indicate that the CSR program has significantly contributed to public health improvement, increased trust between the hospital and the community, and supported the hospital’s brand positioning. Moreover, the study underscores the importance of symmetrical two-way communication in CSR implementation to ensure community needs are met and sustainable outcomes are achieved. Critical success factors include timely execution, transparent cost planning, and the establishment of long-term impact indicators. The research provides practical insights into how healthcare institutions can structure CSR initiatives to deliver both social value and institutional benefits. These findings are relevant not only for RS Pertamina Cirebon but also for other healthcare providers aiming to develop socially responsive and community-centered CSR strategies.

Abstract

Research by the author is the Effect of Socialization Compulsory Nine- Year Basic Education Against Public Participation in the Field of Education in Sub Argasunya Harjamukti District of Cirebon. The problem that the writer suggested was the participation of society, especially in the field of education in Sub Argasunya Harjamukti District of Cirebon not maximized, the problem allegedly caused by the non-optimal implementation of the socialization program of compulsory nine-year education by the Cirebon City Department of Education. The research method that I use is a survey method, with quantitative descriptive analysis techniques. The research question asked, is there any influence of socialization program compulsory nine-year education on community participation in village Argasunya Harjamukti District of Cirebon. In the research showed that the result of socialization conducted by the Department of Education of City of Cirebon is quite good, but not optimal, as seen from the success of socialization which reached 65.6% with a total score of 3938, and community participation in education is quite good but not optimal as it reached 64.2% with a total score of 3854. the implementation of the program socialization compulsory nine-year education has a fairly close correlation to the participation in the Village Argasunya Harjamukti District of Cirebon to the value ryx count 0,645 and 0,000 is a significant value less than 0.05 (0.000 <0.05). Because of the significant value less than 0.05 then there is a positive and significant influence between the socialization of education programs on community participation in education. Thus H0 (the null hypothesis) is rejected and Ha (Alternative Hypothesis) is received. Keywords: Socialization, Compulsory, Public Participation.
