Abstract

The aim of this research is to evaluate waste management policies by comparing policy objectives/targets with the results achieved. Gayo Lues Regency is one of the districts in Aceh Province. This type of research is descriptive with a qualitative approach. The problem currently faced in waste management is that waste management is not yet optimal, both in terms of services, operational and maintenance costs, institutions, regulations and community participation in its management. The theories used are evaluation theory and management dimensions. Researchers use a qualitative descriptive research design, to understand phenomena about what research subjects experience, for example behavior, perceptions, motivations, actions, etc. holistically, and by means of descriptions in the form of words and language, in a specific context. naturally and by utilizing various natural methods. The results of research on the Evaluation of Waste Management Policies at the Gayo Lues Regency Environmental Service show that the implementation of waste management in Gayo Lues Regency has not been effective, which can be seen from the planning system which is not evenly distributed across all sub-districts in Gayo Lues Regency, and has not been able to carry out waste clean-up activities. , and the waste bank program has not yet run as expected. This is because there are still obstacles, namely limited budget, human resources, and waste management facilities and infrastructure.

Abstract

PDAM Ie Beusare Rata Lhokseumawe City has not yet carried out an optimal evaluation of the Lhokseumawe City Government's policy in providing capital participation to regional drinking water companies (PDAM). This can be seen from human resources and budgets which are still not optimal. This thesis discusses the Evaluation of Lhokseumawe City Government Policy in Providing Capital Investment to Regional Drinking Water Companies (PDAM) using Dun's theory with indicators of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness and Accuracy. The type of research used is descriptive qualitative with data collection techniques in the form of interviews, documentation and observation. The sampling technique was carried out using purposive sampling. Data sources use primary data, secondary data. Data analysis techniques using data reduction, data presentation, and drawing conclusions. The results of the research show that the Lhokseumawe City Government's policy evaluation in providing capital participation to regional drinking water companies (PDAM) is still not optimal. This is caused by inadequate human resources and a budget that is not in accordance with the Lhokseumawe City Government Policy in Providing Capital Participation to Regional Drinking Water Companies (PDAM). Recommendations for PDAM Ie Beusare Rata, Lhokseumawe City must improve quality human resources so that performance in providing services to the people of Lhokseumawe City will be more optimal.

Abstract

Di era digital seperti saat ini, e-Procurement telah menjadi solusi yang diadopsi oleh banyak entitas pemerintahan untuk meningkatkan efisiensi, transparansi, dan akuntabilitas dalam proses pengadaan barang dan jasa di Kabupaten Gayo Lues. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengadaan barang dan jasa melalui e-Procurement di Kabupaten Gayo Lues, dan metode yang digunakan adalah deskriptif kualitatif. Hasil penelitian yang diperoleh bahwa Secara keseluruhan, implementasi kebijakan pengadaan barang dan jasa melalui e-Procurement di Kabupaten Gayo Lues menjanjikan, namun memerlukan upaya yang berkelanjutan untuk mengoptimalkan manfaatnya secara penuh. Dengan pemahaman yang mendalam tentang proses, tantangan, dan dampaknya, pemerintah daerah dapat terus melakukan perbaikan dan inovasi guna mencapai tujuan pembangunan yang lebih baik melalui pengadaan yang efektif dan transparan.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis implementasi kebijakan pariwisata berbasis kearifan lokal di Kabupaten Gayo Lues. Kabupaten ini memiliki potensi wisata yang kaya, namun kebijakan yang mencerminkan kearifan lokal belum sepenuhnya diterapkan. Dengan menggunakan pendekatan kualitatif, penelitian ini mengeksplorasi upaya penerapan kebijakan tersebut, mengevaluasi sejauh mana kearifan lokal diintegrasikan dalam pengembangan pariwisata, serta mengidentifikasi hambatan dan potensi yang mempengaruhi implementasinya. Hasil penelitian menunjukkan bahwa sejumlah langkah telah dilakukan untuk menerapkan kebijakan pariwisata berbasis kearifan lokal di Kabupaten Gayo Lues. Pengembangan paket wisata yang mencakup aspek budaya lokal, pelibatan masyarakat dalam pengelolaan destinasi, dan mengedepankan kearifan lokal sebagai daya tarik utama menjadi fokus utama pelaksanaannya. Terdapat beberapa kendala yang perlu diatasi, seperti kurangnya pemahaman dan partisipasi masyarakat, kurangnya infrastruktur yang memadai, dan ketidakseimbangan antara pelestarian budaya dan pengembangan pariwisata. Selain itu, potensi konflik antara kepentingan komersial dan pelestarian budaya juga muncul sebagai tantangan besar.

Abstract

The Office of the Ministry of Religious Affairs of Lhokseumawe City still has not implemented Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. It can be seen that there are still some ASN employees who do not obey discipline in accordance with the applicable PP. This thesis discusses the Implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Office of the Ministry of Religion of Lhokseumawe City in 2022-2023 using Merilee S. Grindle's theory which is measured from the process of achieving outcomes (i.e. whether or not the goals to be achieved are achieved) The type of research used is qualitative descriptive with data collection techniques in the form of interviews, documentation and observations. The sampling technique was carried out by purposive sampling. The data source uses primary data, secondary data. Data analysis techniques with data reduction, data presentation, and conclusion drawn. The results of the study show that the implementation of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline at the Office of the Ministry of Religion of Lhokseumawe City is optimal, but there are obstacles to the work culture that are difficult to change and there are still low sanctions so that the perpetrators of disciplinary violations have not been deterred. The recommendation of the Office of the Ministry of Religion of Lhokseumawe City is that it is necessary to carry out regular socialization so that employees can understand the content of the policy of Government Regulation Number 94 of 2021 concerning Civil Servant Discipline.

Abstract

This study aims to explore and analyze al-Buti's thoughts on maslahah (public interest) and its application issued by world-prominent Fatwa Institutions, namely Ḍār al-Iftā al-Miṣriyah in Egypt, Ḍār al-Iftā al-‘Irāqiyah in Iraq, and al-Majlis al-Islamī al-Sūrī in Syria. The research adopts a normative method, employing conceptual, literary, and sociological approaches that is analyzed descriptively. The findings of this research focus on the application of al-Buti's concept of maṣlaḥah to the online marriage contract fatwas issued by the aforementioned Fatwa Institutions. The results indicate that these fatwas do not align with a credible interpretation of maṣlaḥah within Islamic law. Further, it can be seen that two key points support this conclusion: (i) they contradict the maqāṣid sharī'ah (objectives of Islamic law), particularly the highest objective of preserving religion (hiẓ al-dīn), and (ii) the urgency of maṣlaḥah in the context of online marriage contracts varies and cannot be universally applied. This research contributes to the enhancement of fatwa decision-making processes in Indonesia.

Abstract

The environment is very important for us humans because it has a great impact on life. The lack of knowledge about the environment has led to rampant damage and pollution, including deforation. This has an impact on natural disasters such as eruptions, landslides, floods and other disasters that have an impact on casualties. Therefore, assistance needs to be carried out in an effort to educate the community, starting from children at an early age. Of course, this aspect is carried out in providing knowledge to the community about the impact of environmental damage so that it must be anticipated early. Assistance in early childhood in providing learning about environmental management can have a very important impact in preventing disasters. Therefore, the community must have awareness in implementing environmental conservation patterns by not littering and also polluting the environment. So this community service is carried out to foster public awareness to love the environment and preserve it so that it makes the living environment clean and healthy and beneficial for the community in Pulo Rungkom. Of course, this activity is expected to be useful and a good response from the community in Polo Rungkom village, Dewantara District, North Aceh Regency and can become a pilot as an area whose environment is clean and sustainable nationally.

Abstract

Community participation is the most important thing in infrastructure maintenance. Without community participation, the development built by the government will not last long if it is not properly cared for by the community. Community participation in infrastructure maintenance in Aceh Utara using the theory according to Cohen and Uphoff cited by Joyce and Joorie (2021) namely Participation in Decision Making, Participation in Implementation, Participation in Utilization, and Participation in Evaluation. The type of research used is qualitative descriptive with data collection techniques in the form of interviews, documentation and observations. The sampling technique was carried out by purposive sampling. The data source uses primary data, secondary data. Data analysis techniques with data reduction, data presentation, and conclusion drawn. The results of the study show that community participation in infrastructure maintenance in Aceh Utara is still not optimal, which can be seen from Participation in Decision Making is still relatively low. Participation in Implementation There is still a low level of awareness and community involvement. Participation in Utilization There is still a low awareness in maintaining, caring for and maintaining every development result made by the government and Participation in Evaluation often criticizes the government, but the government does not respond to criticism from the community. The factors that cause the lack of community participation in infrastructure maintenance in Aceh Utara are economic factors that make people reluctant to participate and from environmental factors that lack a sense of concern in infrastructure maintenance. It is recommended to the Public Works and Spatial Determination Office of North Aceh Regency to further increase public awareness and concern in carrying out infrastructure maintenance, such as providing socialization and guidance for the gampong community regarding the importance of infrastructure maintenance.

Abstract

The Mirror for Princes genre comprises works by scholars and religious figures designed to offer guidance and advice to rulers. This genre was widespread in both Europe and the Islamic world during the classical and medieval eras. In the Islamic world, these works aimed to provide moral guidance and practical advice to leaders under various titles. One notable example is Imam al-Ghazali's “al-Tibrul al-Masbuk fi Nasihat al-Mulk.” This paper employs a literature study approach to analyze the text, examining the book's manuscript to understand how scholars conveyed advice to Islamic rulers in the Middle Ages. The text can be seen as a persuasive form of political thought, offering rulers theological, ethical, and practical guidance. Al-Ghazali's manuscript on al-mulk comprises an introduction and seven chapters, addressing topics such as Sunni theology, justice and politics, the structure of ministries and the ethical conduct of their secretaries, the titles of kings, the wisdom of philosophers, the significance of reason and thinkers, and a discussion of the position of women. The existence of mirror for princes' manuscripts in the Islamic world shares similarities with political texts from the Persian and Roman empires. One of al-Ghazali's important advice to rulers is that justice is closely related to the permanence of power.

Abstract

The recruitment pattern for non-permanent employees of the Secretariat of the People's Representative Council for Gayo Lues Regency is implemented in accordance with Law of the Republic of Indonesia Number 5 of 2014 concerning State Civil Apparatus. consisting of Civil Servants (PNS) and Government Employees with a Work Agreement (PPPK). This has been implemented since the issuance of Gayo Lues Regent Regulation Number 29 of 2018 concerning Delegation of Authority to Sign the Appointment of Regency Non-Permanent Employees within the Gayo Lues Regency Government. The aim of carrying out this research is to determine the Recruitment Pattern of Regency Non-Permanent Employees (PTTK) at the Gayo Lues Regency People's Representative Council Secretariat. This research uses a qualitative approach. This research is classified as case study research. Data collection was carried out through observation, interviews and literature study. Data analysis was carried out descriptively through the stages of data reduction, data presentation as well as conclusions and verification. The research results of the Gayo Lues Regency Government show that there are still problems with recruitment and budgeting of ASN. Non-Permanent Regency Employees (PTTK) are still needed. Budgeting can be adjusted to the financial capabilities of the Gayo Lues Regency Government. The Secretariat of the Gayo Lues Regency People's Representative Council (DPRK) is an element of administrative services and provides support for the duties and functions of the DPRK. Implementation of the duties and functions of the DPRK as well as providing and coordinating expert personnel required by the DPRK in carrying out its rights and functions in accordance with needs. In order to support the smooth running of the DPRK Secretariat's duties in facilitating the implementation of the duties and functions of the Gayo Lues DPRK, it is necessary to appoint non-permanent district employees (PTTK) for the Gayo Lues DPRK Secretariat.
