Abstract

economic concept in the new economic era that intensifies information and creativity by relying on ideas, knowledge, skills and talents, rather than human resources. Therefore, Human Resources (HR) as the main production factor in its economic activities. So that knowledge is needed about self potential and the local cultural environment, from the residents of each village/village/city as a source of life and a place to live.With the large-scale social restrictions (PSBB), especially now the Gorontalo Provincial government will enter the scope of the Implementation of the Implementation of Micro Community Activity Restrictions (PPKM) starting June 1, 2021. So that the recommendation to stay at home, the community will not be able to find income especially for the community whose work is paid daily, surely they will be greatly affected.Departing from the partner problem, the solution offered in this community service is that together with the community will carry out Community Service Thematic Village Development in the form of Initiating a program to build a creative economy in improving the welfare of the people of Tanjung Karang village, North Gorontalo Regency in the era of the COVID-19 pandemic.

Abstract

Penelitian ini bertujuan untuk mengetahui dan mendiskripsikan Strategi Pemerintah Daerah dalam Meningkatkan Kinerja Pelayanan Publik dilingkungan Sekretariat Daerah Kabupaten Bolaang Mongondow Utara dan juga untuk mengetahui serta mendeskripsikan faktor-faktor apa yang menghambat strategi pemerintah daerah dalam meningkatkan kinerja pelayanan publik dilingkungan Sekretariat Daerah Kabupaten Bolaang Mongondow Utara, dengan menggunakan pendekatan fenomenologis, penelitian kualitatif, teknik pengumpulan data dilakukan dengan cara observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukan bahwa Strategi Pemerintah Daerah khususnya dilingkungan Sekretariat Daerah Kabupaten Bolaang Mongondow Utara yakni dengan mengacu pada tiga hal yang menjadi strategi pemerintah daerah yang tertuang dalam renstra yaitu (1). Meningkatkan kompetensi aparatur (2). Mengembangkan SOP dan SPM, (3). Meningkantkan sarana prasarana penunjang. Menunjukan masih sangat jauh dari harapan, hal ini dibuktikan dengan Sumber Daya Manusia yang sangat minim baik dari kualitas maupun kuantitasnya, penerapan SOP dan SPM yang tidak merata pada bagianbagian organisasi, serta tidak memadainya sarana prasarana penunjang pelayanan publik, utamanya pada IT seperti telekomunikasi maupun fax. Sehingga Pemerintah Daerah perlu meningkatkan pelatihan bimtek untuk pengembangan kompetensi aparatur, SOP dan SPM serta mengimplementasikan dalam kinerja pelayanan publik. Selain itu juga yang menjadi faktor yang menghambat strategi Pemerintah Daerah dalam meningkatkan kinerja pelayanan publik dilingkungan Sekretariat Daerah menunjukan bahwa Sumber Daya Manusia, Mutasi, maupun Anggaran sangatlah berpengaruh, hal ini dikarenakan Sumber Daya Manusia yang rendah, terjadi mutasi yang tidak sesuai dengan keahlian dan harus menyesuaikan lagi dengan lingkungan kerja yang baru, serta anggaran yang sangat minim sehingga tidak dapat mengakomodir segala sesuatu yang dibutuhkan dalam pelayanan publik.This research aims to know and describe the Strategy Of Local Government In Order To Increasing Perform Of Public Service In Environment Secretariat Local Regency of North Bolaang Mongondow and also to know and describe what factors that constraint the strategy of local government to increase perform of public service in that region by using phenomenologist approach in qualitative research, while in order to collect the data, this research use observation, interview, and documentation. The result of research show that the Strategy of Local Government Specifically In Environment Secretariat Local Regency of North Bolaang Mongondow consist of three points that become the strategy of local government that include in plannning strategy, they are (1). Increasing perform of apparatus (2) Develop SOP and SPM (3). Increasing medium and supporting medium. Those all show that still so far from expectation, this case prove by human resources that really minimum both quality and quantity, the implementation of SOP and SPM not balance in parts of organization, and also about the medium and supporting medium of public service are not equal, particularly in IT such as telecom and fax. So that is way, the government should increase training of technological guidance in order to develop competence of apparatus, SOP and SPM and also apply it in perform of public service. Besides that, factor that constraint the strategy of local government to increase perform of public service in that region show that human resources, mutation, and also budget is very influence, this case is because human resources is still minimum, mutation that not appropriate with skill and should adjust with new environment, while the minimum of budget makes it cannot accommodate something which is needed in public service.

Abstract

Poverty is considered as a complex and multidimensional public problem. Poverty problems become a complex problem so that a country cannot have the ability to eradicate poverty on its own. The majority of Indonesians are at a low economic level. This condition causes the poverty rate in Indonesia to increase from year to year.In the context of accelerating poverty reduction as well as developing policies in the field of social protection, the Government of Indonesia has implemented various poverty alleviation programs such as the social assistance program. To make the program successful, it is assisted by a team of sub-district social welfare workers (TKSK). The purpose of this study was to determine and analyze the Role of Sub-District Social Welfare Workers (TKSK) in the Poverty Reduction Program at the Social Office of Bone Bolango Regency and its inhibiting factors.The analytical method used in this research was a qualitative data analysis method, using an interactive model. The data collection model used in this research was conducted through observation, interviews and documentation.Based on the results of the study, it shows that the role of sub-district social welfare workers (TKSK) in the Poverty Reduction Program considering from the aspect of the role as coordinator, role as facilitator and role as administrator has been implemented but has not been effectively implemented. It also considers the competency factors and hindering facilities.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis penguatan kinerja aparatur dalam peningkatan kualitas pelayanan public dan juga menjadi sumbang pemikiran pada Dinas Kependudukan dan Catatan Sipil Kota Gorontalo. Metode yang digunakan adalah eksploratori, diperkuat dengan data kuantitatif (kuesioner). Data-data yang diperoleh berasal dari wawancara, observasi, studi kepustakaan, dan dokumentasi. Analisis data menggunakan teknik analisis distribusi frekwensi relatif. Hasil penelitian kompetensi aparatur dalam peningkatan kualitas pelayanan publik di DKCS Kota Gorontalo, menyimpulkan hal-hal sebagai berikut :1) Penguatan kinerja aparatur di kantor Dinas Kependudukan dan Catatan Sipil Kota Gorontalo sejauh ini telah mengalami peningkatan, terlihat dari kualitas kerja sebesar 77 %, kerja sama sebesar 71.04 %, kuantitas sebesar 68.86%, konsistensi sebesar 58.61%, serta sikap aparatur sebesar 57.46 %. Secara keseluruhan penguatan kinerja aparatur di DKCS Kota Gorontalo adalah sebesar 66.59 % yang terus di benahi dan diperbaiki guna mencapai kinerja terbaik dari setiap aparatur pelaksana. 2) Faktor-faktor yang menentukan kualitas pelayanan publik telah berjalan dengan baik diantaranya Kemampuan aparat sebesar 67.81%, sistim pelayanan sebesar 67.81% dan stuktur organisasi sebesar 56.31%. Secara keseluruhan faktor-faktor yang dapat menentukan kualitas pelayanan public sebesar 63.97 %. Dapat dilihat dari mekanisme serta prosedur pelayanan yang sudah sangat mudah dan target pencapaian yang sering bisa dicapai. This study aims to determine and analyze the strengthening of the performance of the apparatus in improving the quality of public services and also to become a brainchild at the Department of Population and Civil Registration of Gorontalo City. The method used is exploratory, reinforced by quantitative data (questionnaire). The data obtained came from interviews, observations, literature studies, and documentation. Data analysis used relative frequency distribution analysis technique. The results of the research on the competence of the apparatus in improving the quality of public services in the Gorontalo City DKCS conclude the following: 1) Strengthening the performance of the apparatus in the Gorontalo City Population and Civil Registry Office so far has increased, as can be seen from the quality of work by 77%, work the same is 71.04%, quantity is 68.86%, consistency is 58.61%, and the attitude of the apparatus is 57.46 %. Overall, the strengthening of the performance of the apparatus in the DKCS of Gorontalo City is 66.59% which continues to be addressed and improved in order to achieve the best performance of each implementing apparatus. 2) The factors that determine the quality of public services have been running well including the ability of the apparatus by 67.81%, the service system by 67.81% and organizational structure by 56.31%. Overall, the factors that can determine the quality of public services are 63.97%. It can be seen from the service mechanisms and procedures that are very easy and the achievement targets can often be achieved.

Abstract

The purpose of the research is: 1) To find out and analyze the policy implementation of the five-day work program at SMP Negeri 1 Paguyaman, based on planning, implementation, and evaluation; 2) To find out and analyze the supporting factors; 3) To find out and analyze the inhibiting factors for the implementation of the five-day work program (LHK) at SMP Negeri 1 Paguyaman. This research used a qualitative approach and two types of research data, namely primary data and secondary data. The results showed that the supporting factors for the implementation of the Five Working Days Program (LHK) at SMP Negeri 1 Paguyaman were communication, resources (in this case human resources and infrastructure), disposition, and bureaucratic structure. With these supporting factors, this five-day work program (LHK) can be implemented. Although this program has been implemented, there are several deficiencies in each of the supporting factors, so that, it becomes an obstacle in the implementation of the Five-Days Work Program (LHK) at SMP Negeri 1 Paguyaman.

Abstract

 The objective of this research is to analyze the simultaneous influence of the politicization of bureaucracy and the local head’s authority in appointing and dismissing structural officials on bureaucratic professionalism in the Gorontalo Utara government. This research engaged structural officials of all regional apparatus organizations in the environment of the Gorontalo Utara government. Findings demonstrate that politiciziation of bureaucracy had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; the local head’s authority had a significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government; and politiciziation of bureaucracy and the authority f local head had a simultaneous significant influence on bureaucratic professionalism in the environment of the Gorontalo Utara government. On the other hand, the local government should confront the attempt of development acceleration and hence called for apparatuses’ professionalism; while it was clear that to manifest professionalism in state civil apparatuses, a merit system should be applied in the management of state civil apparatuses. This research was quantitative, and the research samples were 84 officials working at Gorontalo Utara government. The data analysis technique was double regression analysis. In conclusion, 1) Politiciziation of bureaucracy had a significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 66.7%, 2) The local head’s authority had a significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 53.9%, and 3) Politiciziation of bureaucracy and the authority of local head had a simultaneous significant positive influence on bureaucratic professionalism in the environment of the Gorontalo Utara government at a coefficient of determination of 71.5%, whereas the rest, which was 28.5%, was influenced by other factors not included in this research model.

Abstract

This research gives the analysis of how employee benefits and work discipline affect employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD), either in partial or simultaneous. It used a quantitative approach and an ex post facto research method. The research design was causality. The research population was made up of 48 people. Using a saturation sampling method, we acquired 48 research samples. Data collection techniques were questionnaire, observation, and documentation. The data analysis technique used was double regression. Findings present that (1) Employee benefits (TPP) had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determinatioan of 14.60%, (2) Work discipline had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 61.20%, (3) Employee benefits (TPP) and work discipline simultaneously had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 75.20%, while the rest, 24.80%, was elucidated by other variables unexplained in this research, such as communication, organizational culture, employee competency, work commitment, and information and communication supports. Optimizing both employee benefits and work discipline is thus foreseeable to elevate employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD).

Abstract

The objective of this research is to analyze the influence, either partial or simultaneous, of competency and leadership on employee performance in the bureau of financial and public administration of Gorontalo State University. The research approach was quantitative. The research method was ex post facto. The research design was causality. The data analysis technique was double regression. The findings indicate that (1) Employee competency had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 29.10%, (2) Leadership had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 22.30%, and (3) Employee competency and leadership had a simultaneous significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 51.40%. Others, i.e., 48.60%, could be elucidated by other variables unexplained in this research, e.g., work motivation, organizational culture, work climate, workload, and work supervision.

Abstract

ABSTRACTThis study aims to determine the effects of transformational leadership and organizational climate on the performance of employees at the Islamic Center of Integrated Al Ishlah Gorontalo partially and simultaneously. The approach in this research is quantitative. The research method is ex post facto. The design of this research is causality. The data analysis technique used is multiple regression. The results show that (1) Transformational leadership has a positive and significant effect on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Center employees with a determinant coefficient of 36.40%. (2) Organizational climate has a positive and significant effect on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Education Center employees with a determinant coefficient of 22.80%. (3) Transformational leadership and organizational climate have a positive and significant impact on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Center staff with a determinant coefficient of 59.20%. Meanwhile, the remaining 40.80% is influenced by other factors not explained in this study; such as job training, work motivation, work discipline, and others.

Abstract

This research aims to analyze and describe the effectiveness of family card and birth certificate service delivery in the Gorontalo City Department of Population and Civil Registration, as well as the supporting and inhibiting factors It used a qualitative descriptive approach. Research data sources were primary and secondary and data collection methods were observation, interview, and documentation. The data analysis technique applied was Miles and Huberman’s interactive model. Research findings attest to the effectiveness of population administrative document service delivery, which in this case, the documents were family cards and birth certificates, based on the effectiveness scale by JP. Campbell, was that (1) The entire program was considered effective, based on all services delivered and registered in SIAK, (2) A target success was ineffective as the achievement of family cards did not meet the target predetermined, (3) In regard to public satisfaction, most communities gave positive responses but with several notes to elevate service quality, (4) Input and output levels by service delivery procedures, service delivery schedule, service delivery cost, facilities and infrastructures, and apparatuses’ competencies were ineffective, and (5) The ultimate goal was to achieve all service delivery aspects, specifically in relation to family cards and birth certificates. Proponent factors of the effectiveness of birth certificate service delivery were both internal and external, breeding a high achievement of birth certificates. Factors inhibiting the effectiveness of family card delivery services were internal, i.e., the condition of the Department itself, and external, i.e., public awareness of and concerns on population documents, especially family cards.
