Abstract

This study critically evaluates the School Operational Assistance (BOS) policy in enhancing inclusive and quality education in North Bolaang Mongondow Regency. The objective is to assess the policy’s effectiveness in improving educational access, quality, and equity, particularly in bridging gaps between urban and rural schools. Employing a qualitative descriptive method, the research analyzes participation and retention rates in BOS-funded schools, as well as compares access to education before and after the program’s implementation. Findings show that the BOS program significantly contributes to increasing student enrollment, enhancing school performance, and reducing educational disparities. However, challenges persist, including delayed fund disbursements, burdensome administrative processes, and weak monitoring and accountability mechanisms, which hinder optimal utilization of resources at the school level. Despite these limitations, the BOS policy remains a vital tool for promoting educational equity. The study recommends policy refinement through strengthened school management capacity, strategic planning, and evidence-based monitoring and evaluation systems. The proposed roadmap—comprising analysis, corrective action, and continuous learning—is essential for sustainable policy improvement. This research highlights the need for further longitudinal studies with mixed methods to evaluate long-term impacts and support the development of more responsive education policies. Ultimately, improved BOS governance is key to fostering inclusive, equitable, and high-quality education across the region.

Abstract

This study examines how information system interoperability within public primary healthcare networks influences the effectiveness of quality control processes. Using a cross-sectional mixed-methods design, data were collected from heads of public health centers, quality officers, and district-level health data managers. Quantitative measures included the interoperability maturity index and index, complemented by qualitative interviews and document analysis to examine feedback mechanisms and governance practices. Multivariate regression analysis showed that interoperability maturity was positively associated with quality control effectiveness. Mediation analysis revealed that feedback loop intensity significantly mediated this relationship, while moderation analysis indicated that leadership and data governance strengthened the impact of interoperability on quality control effectiveness. These findings highlight that interoperability improves quality control not only through technical integration but also through structured feedback processes and strong governance arrangements. The study contributes a measurable and auditable process model for data-driven quality improvement in primary healthcare and underscores the importance of semantic standardization, disciplined feedback cycles, and institutionalized data governance to support sustainable quality improvement.

Abstract

This research uses a qualitative approach and descriptive research by using data collection techniques through interviews, observation, and documentation. The data analysis technique was carried out with descriptive qualitative analysis techniques. The results of this research show that: The decisive factors in the policy implementation of this law that have not been fulfilled are 1) The limited human resources, 2) Facilities and infrastructure that has not been supported, 3) Frequent change of positions due to rolling (mutation) of the implementing section, 4) Limited budget allocated only through operational.

Abstract

Implementasi Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan langkah strategis untuk meningkatkan kualitas pelayanan publik di Provinsi Gorontalo. Namun, tantangan budaya organisasi, seperti integritas, profesionalisme, dan komitmen perangkat daerah, menjadi hambatan utama. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis peran budaya organisasi dalam mendukung implementasi SPBE.Hasil menunjukkan integritas perangkat daerah perlu diperkuat melalui pengawasan dan pelatihan, sementara profesionalisme menghadapi tantangan berupa kesenjangan kompetensi teknis. Komitmen perangkat daerah terhadap transformasi digital juga membutuhkan peningkatan melalui budaya kerja kolaboratif. Sinergi antara integritas, profesionalisme, dan komitmen terbukti menjadi kunci keberhasilan SPBE.Penelitian merekomendasikan pengawasan yang lebih baik, pelatihan digital, dan integrasi budaya organisasi dalam kebijakan SPBE untuk mewujudkan pelayanan publik yang transparan dan akuntabel.

Abstract

This study examines performance management in higher education by developing an integrative framework that bridges institutional governance, operational systems, and value orientation within the implementation of Indonesia’s Government Agency Performance Accountability System (SAKIP). Focusing on Gorontalo State University, the research addresses a critical gap in performance management studies that often treat institutional, operational, and value dimensions separately without integrating local governance context and organizational culture.  Using a qualitative case study approach, this research employs document analysis, institutional performance reports, regulatory reviews, and in-depth analytical triangulation. The analysis is guided by three analytical dimensions: institutional (commitment, legitimacy, digital leadership), operational (planning, measurement, reporting, and evaluation), and value orientation (effectiveness, efficiency, accountability). The findings reveal that performance improvement at Gorontalo State University was driven by strengthened leadership commitment, digital governance initiatives, and alignment of strategic planning with Key Performance Indicators (IKU). However, institutional legitimacy through internal regulations and integrated performance information systems remains incomplete. At the value level, organizational agility and accountability culture require further consolidation to ensure sustainable governance transformation. The study introduces the "Lekko" model as a novel performance management framework, enhancing performance through legality, electronic governance, concern, and collaboration. The research contributes theoretically by expanding performance management literature in higher education governance and practically by offering a replicable adaptive framework for public universities in developing countries undergoing bureaucratic reform and digital transformation.

Abstract

Abstrak  Penelitian ini membahas implementasi kebijakan pengelolaan sampah di Kecamatan Limboto, Kabupaten Gorontalo, yang dilaksanakan oleh Dinas Lingkungan Hidup setempat. Kebijakan ini mengacu pada Peraturan Bupati Nomor 53 Tahun 2018 sebagai turunan dari Peraturan Presiden Nomor 97 Tahun 2017 tentang pengelolaan sampah rumah tangga. Studi ini menggunakan pendekatan deskriptif kualitatif dengan kerangka analisis teori Ripley dan Franklin, yang mencakup tiga indikator implementasi: kepatuhan (compliance), kelancaran pelaksanaan (smoothness of functioning), dan dampak (impact). Data primer dikumpulkan melalui observasi lapangan, wawancara, dan dokumentasi, yang kemudian dianalisis secara induktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan optimal. Pada aspek kepatuhan, masih ditemukan perilaku pembuangan sampah yang tidak sesuai aturan oleh rumah tangga dan pelaku usaha. Pada aspek kelancaran pelaksanaan, terbatasnya fasilitas pengangkutan dan koordinasi antar pemangku kepentingan menjadi kendala utama. Sedangkan dari sisi dampak, belum tercapai target pengurangan dan pengelolaan sampah yang ditetapkan pemerintah. Oleh karena itu, diperlukan strategi kolaboratif dan peningkatan kapasitas kelembagaan untuk memperbaiki efektivitas implementasi kebijakan pengelolaan sampah di wilayah tersebut.Kata kunci: Implementasi Kebijakan; Pengelolaan Sampah.

Abstract

This research is intended to examine the effect of Regional Budget Planning (APBD Planning) and Regional Budget Realization (APBD Realization) on Human Development Index (HDI) in North Gorontalo Regency. The research was in response to the importance of budget management strategy for an increase in public welfare and funding resources that are channeled through education, health, and living standard. The study is based on a quantitative survey research. The data were gathered by surveying the 67 respondents (Regional Government Budget Team (TAPD) and Regional House of Representatives Budget Committee members). Partial and simultaneously effects of APBD Planning and APBD Realization on HDI were analyzed with multiple linear regression using SPSS 25. The findings reveal that APBD Planning has a positive and significant impact on HDI, indicating the better quality of planning processes leads to higher human development. APBD Realization also has a positive and significant impact on HDI, indicating that high efficiency of budget absorption ensures good public services and the welfare of the community. At the same time, both variables have a significant effect on HDI with F value = 22.492 and R² = 0.413 indicating that the variation of budget planning and realization explains 41.3% of variation in HDI. This research is constrained by the fact that purposive sampling was used and it only concentrated on one regional government. The study can be further extended by increasing the sample size or the number of regions to improve the generalizability. Results show the need to intensify the accuracy of budget planning, enhance implementation mechanisms and promote prompt absorption of priority programs for maximization of development results. This study adds to the literature by providing evidence of the implementation at regional level in Indonesia by investigating how planning and realization of budget directly affects performance of human development, which has been limited exploration in local fiscal policy research.

Abstract

Background Digital transformation has become a central agenda in public administration reform, including land administration, with the expectation of improving efficiency, transparency, and direct citizen access to services. In Indonesia, digital land administration has been promoted to simplify procedures and reduce informal practices. However, citizens continue to rely on intermediaries even after digital systems have been implemented. This study examines why intermediary dependence persists and how institutional arrangements shape access to digital land services. Methods This study employed a qualitative single-case study with a mechanism-based explanatory approach in Bone Bolango Regency, Indonesia. Data were collected through repeated field visits, in-depth interviews, direct observation, and document analysis, then analyzed using thematic coding and mechanism-based interpretation. Results The findings show that digitalization creates formal access but does not automatically produce practical accessibility. Limited digital literacy, administrative anxiety, fragmented institutional coordination, and hybrid administrative procedures continue to shape citizens’ experiences in accessing land services. Intermediaries remain important because they help citizens understand requirements, prepare documents, reduce procedural risks, and coordinate across institutions. Conclusion Digital reform does not automatically eliminate intermediary dependence in public service delivery. The effectiveness of digital governance should be assessed not only through technological availability and procedural efficiency, but also through citizens’ ability to access services directly and confidently. This study advances a relational institutional perspective on digital governance and suggests further comparative research across regions and public service sectors.

Abstract

BAPPEDA (Development Planning Agency at the Sub-National Level) of Gorontalo City aims to become a superior development planning institution with integrity and responsiveness to community needs. However, despite efforts to implement visionary leadership and foster a positive work culture, the expected outcomes have not been fully achieved. This study examines the effect of visionary leadership on the performance of civil servants (ASN) at BAPPEDA Gorontalo City, the effect of work culture on ASN performance, and the simultaneous effect of visionary leadership and work culture on ASN performance. The study employed a quantitative method with a population of 62 respondents. Data were collected through questionnaires and analyzed using SPSS version 21. The results indicate that visionary leadership has a positive and significant effect on ASN performance, contributing 40.10% to performance improvement. Work culture also has a positive and significant effect on ASN performance, with a contribution of 32.60%. Furthermore, visionary leadership and work culture simultaneously have a significant influence on the performance of ASN at BAPPEDA Gorontalo City. These findings suggest that strengthening visionary leadership and cultivating a positive work culture are important factors in improving employee performance and supporting the achievement of organizational goals.

Abstract

This study was motivated by the need to strengthen local financial management through the use of the Local Government Information System (SIPD) as a digital tool capable of enhancing transparency, accountability, and traceability in financial management processes. The objective of this study is to assess the effectiveness of the SIPD in local government financial management at the BKPD of Bone Bolango Regency, specifically regarding the entry of invoice data, verification of SPMs, and the issuance of SP2Ds. The study employs a descriptive qualitative approach using the case study method. Data were collected through observation, in-depth interviews, and document analysis involving BKPD staff and OPD treasurers involved in using the SIPD. The results indicate that the SIPD has helped make financial administration processes more orderly, well-documented, transparent, traceable, and accountable. However, its effectiveness has not yet been fully optimized due to remaining challenges such as input errors, incomplete documents, data inconsistencies, network disruptions, limited resources, and uneven understanding among officials. This study concludes that SIPD is effective as an instrument for strengthening local financial governance, but requires human resource capacity building, continuous training, strengthened coordination between the BKPD and OPDs, and periodic system evaluations.
