Abstract

This research aims to 1) analyze and describe the implementation of the One-stop Service (PTSP) policy to improve the service quality at the Ministry of Religious Affairs Office in Gorontalo, 2) analyze and describe the supporting factors of the implementation of one-stop service (PTSP) to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo, and 3) analyze and describe the inhibiting factors of the implementation of the One-stop Service (PTSP) policy to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo. The research method used is qualitative-descriptive; while the research location is the Ministry of Religious Affairs Office in Gorontalo. The data collection techniques are observation, interview, and documentation. The descriptive data are analyzed using Miles and Huberman’s theory with the approaches i.e. 1) data reduction and simplification, 2) data presentation, and 3) conclusion drawing. This research clarifies that the implementation of the One-stop Service (PTSP) policy in the Ministry of Religious Affairs Office in Gorontalo is conducted by the plan and procedures following SOP and KMA No. 90/2018. Some improvements are made through regular evaluations of target achievement, supporting power, and challenges. Institutional and technical supporting factors are crucial for the implementation of One-stop Service (PTSP). Among the inhibiting factors found are a lack of resources, a lack of public awareness of operational service standards, the level of activity of the officials in charge of the legality of the document, and a limited budget. The corrective actions are adjusting the service provision to the allocated budget, giving socializations regarding the service procedures via printed and audio media, conducting verbal communication, and mapping and proffering the fulfillment of budget by considering the priority scale.

Abstract

During the implementation of the election, there were a number of problems, including the problem of human resources (HR). Attention to human resource management (HRM), namely election organizers is important to do, in anticipation of improving services and success in organizing the 2024 simultaneous elections in the Gorontalo City KPU work environment. Starting from this reason, it is necessary to take several approaches in order to improve the performance of the Gorontalo City KPU. First, the indicators for holding elections in realizing democratic elections with integrity. Second, bureaucratic reform within the Gorontalo City KPU.

Abstract

This study aims to describe the Government's Role in the Development of Tourism Potential in the Coastal Area of ​​Bone Bolango Regency, using a qualitative descriptive method and approach. To obtain data used data collection techniques in the form of interviews, observation and documentation. As for the data validation techniques include credibility tests (extended observations, increased persistence and triangulation), transferability (external validity), reliability, and confimability. The data analysis technique used is an interactive model consisting of reduction, data presentation and conclusion. The results of the study show that (1) the government's role as a regulator is not optimal even though there are regulations, but the implementation of tourism has not been well managed. (2) The government's role as a dynamicator is optimal, this is indicated by the existence of programs organized by the Tourism and Creative Economy Office of Bone Bolango Regency which are carried out routinely every year so that they have an impact on improving services for visiting tourists at every tourist attraction in Bone Bolango District. (3) The government's role as a facilitator has been optimal, this can be seen by the existence of various programs including the provision of Information Technology-based tourism marketing facilities, and (4) The government's role as a catalyst in accelerating the development of regional potential even though it has been implemented but has not been optimal. This is caused by the rejection of the business community towards government policies regarding the application of retribution taxes to tourist attractions.

Abstract

This community service aims to develop the local potential of the coastal area for the people of Tamboo village, Bone Pantai sub-district, Bone Bolango Regency through mentoring activities in the form of socialization and workshops on strengthening the capacity of Bumdes and training in the manufacture of processed fish. The method of implementing activities is carried out through a participatory method approach, meaning that the community is placed as a subject in every activity starting from the planning, implementation and monitoring and evaluation stages. The results of implementing the activities are in the form of (1) increasing the understanding of Bumdes managers about the role and management of Bumdes, (2) increasing public knowledge about the diversification of processed fish which have high nutritional value and selling value so that they can increase the community's economic income

Abstract

Tujuan dari penelitian ini untuk mengetahui (1) bagaimana Peran Camat Dalam Penyelenggaraan Pemerintahan Di Kecamatan Kabila Kabupaten Bone Bolango, (2) Faktor-faktor yang menentukan keberhasilan Peran Camat dalam Penyelenggaraan Pemerintahan Di Kecamatan Kabila Kabupaten Bone Bolango. Metode penelitian yang digunakan yakni metode kualitatif. Sumber data yang dilakukan menggunakan wawancara. Teknik analisis data yang digunakan analisis model interaktif yang terdiri dari reduksi, penyajian data dan penarikan kesimpulan. Penelitian menunjukan (1) Peran Camat Dalam Penyelenggaraan Pemerintahan Di Kecamatan Kabila Kabupaten Bone Bolango yang meliputi peran mengkoordinasikan, membina dan mengawasi sudah dilaksanakan dengan baik terutama dalam hal pengawasan, namun belum optimal dalam koordinasi (Kurangnya SDM dan Respon OPD yang lambat), dan dalam proses pembinaan (Tingkat pemahaman aparatur desa rendah karena tingkat pendidikan rata-rata SLTA/SMA). (2) Faktor-faktor yang menentukan Peran Camat dalam Penyelenggaraan Pemerintahan Di Kecamatan Kabila Kabupaten Bone Bolango dapat dilihat dari aspek (a) Kepemimpinan Camat yaitu Camat selalu memberikan bimbingan, motivasi serta arahan kepada bawahannya didalam melaksanakan pekerjaan. (b) Sumber daya manusia, hal ini ditunjukan dengan tingkat pendidikan aparatur kecamatan didominasi oleh tingkat pendidikan tinggi (S1) sedangkan di pemerintah desa masih banyak didominasi oleh tingkat pendidikan menengah atas (SLTA/SMA) sehingga perlu ditingkatkan, serta (c) Sarana dan Prasarana, hal ini dilengkapi dengan sarana dan prasarana penunjang pelaksanaan pekerjaan dalam menjalankan roda pemerintahan

Abstract

ABSTRAK Penelitian Ini bertujuan untuk mengetahui (1) Bagaimana implementasi sistem keuangan desa (SISKEUDES) di Desa Tamboo Kecamatan Bonepantai Kabupaten Bone Bolango. (2) Faktor-faktor yang mendukung implementasi sistem keuangan desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango. Penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, Sedangkan teknik pengumpulan data yang digunakan adalah observasi, wanwancara dan dokumentasi. Berdasarkan hasil penelitian diketahui bahwa (1) Implementasi Sistem Keuangan Desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango telah berjalan dengan baik dalam pengelolaan keuangan desa, hal ini dapat dilihat dari aspek pelaksanaan, penatausahaan dan pelaporan yang lebih berkualitas dimana laporan keuangan desa menjadi lebih relevan, andal, dapat dibandingkan dan mudah dipahami. Sementara itu pada aspek perencanaan masih belum sesuai dengan harapan dari segenap perangkat dalam pemerintahan desa karena Sistem Keuangan Desa (Siskeudes) masih kurang fleksibel dalam menjawab tantangan pembangunan karena proporsi pembangunan infrastruktur desa masih lebih besar dibandingkan aspek pemberdayaan masyarakat. (2) Implementasi Sistem Keuangan Desa (SISKEUDES) di Desa Tamboo Kecamatan Bone Pantai Kabupaten Bone Bolango sangat ditentukan oleh faktor komunikasi, sumber daya, disposisi dan struktur birokrasi. Hal ini terlihat dari adanya regulasi yang menjadi pendukung, meski terdapat sistem sentralisasi perencanaan yang menjadi penghambat. Kolaborasi dan kerja sama antar aparat desa harus lebih optimal untuk baiknya hasil kerja seluruh perangkat desa dalam pengelolaan keuangan desa yang berbasis sistem informasi.

Abstract

ABSTRAK Penelitian ini bertujuan untuk mengetahui (1) Profesionalitas Aparatur dalam Penyelenggaraan Pelayanan publik pada Kantor Kecamatan Batudaka Kabupaten Tojo UnaUna dan (2) faktor pendukung Profesionalitas Aparatur dalam Penyelenggaraan Pelayanan publik pada Kantor Kecamatan Batudaka Kabupaten Tojo Una-Una. Metode Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, sedangkan teknik pengumpulan data yang digunakan adalah teknik wawancara, teknik observasi, dan teknik dokumenter. Berdasarkan hasil penelitian yang dianalisa di lapangan bahwa (1) Profesionalitas Aparatur dalam Penyelenggaraan Pelayanan publik pada Kantor Kecamatan Batudaka Kabupaten Tojo Una-Una. Dalam Pemerintah Kecamatan Batudaka sangat bertanggungjawab dan mereka sangat antusias dalam memberikan pelayanan kepada masyarakat. Para aparatur Kecamatan Batudaka selalu berusaha dan berupaya agar kemudian pelayanan kepada masyarakat selalu cepat dan baik dalam layanannya. (2) Faktor pendukung Profesionalitas Aparatur dalam Penyelenggaraan Pelayanan publik pada Kantor Kecamatan Batudaka Kabupaten Tojo Una-Una diantaranya (a) Performance, (b) akuntabilitas, (c) Loyalitas Pegawai dan (d) Kemampuan aparatur pegawai. Faktor-faktor ini sangat menetukan pelayanan yang ada di Kantor Camat Batudaka dikarenakan masyarakat yang membutuhkan layanan harus cepat dan tidak memakan waktu lama dikarenakan sistem pelayanan yang ada sudah menggunakan teknologi tentunya sudah lebih mudah dan cepat. Dan aparatur sudah menguasai dan bisa mengoperasikan teknologi sebagai alat bantu dalam pelayanan kepada msasyarakat.

Abstract

ABSTRACT Based on the results of research analyzed in the field that (1) the performance of the quality of the Pohuwato Regency Regional Inspectorate Apparatus in carrying out its functions as the obligations of the Pohuwato Regency Regional Inspectorate Apparatus, in this study the researchers decided to use only three aspects in measuring the effectiveness of the performance of the Pohuwato Regency Regional Inspectorate Apparatus, namely, Quality , Quantity and Timeliness. Based on the results of the research Quality of performance, using four dimensions to see the results of the effectiveness of the performance of the Regional Inspectorate Apparatus of Pohuwato Regency, namely, Tangible (Intangible), Reliability (Reliability), Responsiviness (Responsiveness), Assurance (Guarantee). The regions have satisfied the Quantity of Performance, seen from the results of research in carrying out their duties and functions realized through setting targets according to rational capabilities and mechanisms based on SOPs. Punctuality, looking at the results of research from the timeliness of the Inspectorate Apparatus in providing public services, it has been realized through punctuality in entering and leaving work, leaving the workplace according to permits, and maximizing working time. (2) The supporting and inhibiting factors for realizing the effectiveness of the performance of the Apparatus at the Regional Inspectorate of Pohuwato Regency are, Supporting factors of work motivation, the apparatus has supported the effectiveness of the performance of a satisfactory form of income, the creation of a good working relationship between the apparatus. Human resources, this has hampered the effectiveness of performance because there is still a lack of Government Internal Supervisory Apparatus (APIP), especially functional officials, which are not comparable to the object of inspection (audit) and locations scattered in the Pohuwato Regency area. In addition, the lack of availability of facilities in the form of computers hinders the effectiveness of the performance of the Pohuwato Regency Regional Inspectorate apparatus.

Abstract

Tujuan penelitian untuk mengetahui kualitas pelayanan publik pada sistem tracer study di Universitas Negeri Gorontalo. Penelitian menggunakan pendekatan kualitatif, karena pendekatan kualitatif memanfaatkan sumber data langsung dalam konteks alami (natural setting) untuk mengungkapkan beragam aspek fenomena yang diamati. Jenis penelitian yang diterapkan adalah penilitian deskriptif yang bertujuan untuk melakukan analisis mendalam terhadap situasi kondisi suatu fenomena tertentu. Hasil penelitian menunjukkan bahwa kualitas pelayanan sistem tracer study di Universitas Negeri Gorontalo, dilihat dari lima dimensi kualitas pelayanan terdapat dua dimensi yang belum optimal yaitu dimensi Responsiveness (daya tanggap) dan Realibility (keandalan).

Abstract

The research aims to find out and describe the Implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency, viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. This research uses a descriptive approach with qualitative data analysis. Data collection techniques include observation, interviews, and documentation. Based on the research findings, it was found that the implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency has been implemented following Minister of Social Affairs Regulation Number 1 Of 2018 regarding the Family Hope Program (PKH), viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. However, several issues were encountered during is implementation, including insufficient coordination between policy implementers and all relevant parties, lack of updating of beneficiary data resulting in ineffective implementation, and misallocating aid recipients. Thus, it can be concluded that implementing the Family Hope Program (PKH) policy to improve community welfare in Huangobotu Village, Kabila Bone Subdistrict, and Bone Bolango Regency has not been optimally executed. There are still aspects such as standards and targets, inter-organizational communication, and social, economic, and political conditions that need to be improved.
