Abstract

This study aims to determine the current condition of the forest in the Weda Utara sub-district, to determine mining activities that have an impact on forest conditions in the Weda Utara sub-district, to determine the impact of mining on the conversion of forest land in the Weda Utara sub-district. The research method used to research the natural object conditions, where the researcher is the key instrument, data collection techniques are carried out by triangulation (combination), data analysis is inductive, and qualitative research results emphasize meaning more than generalization. Data collection techniques used in this study are by using Observation, Literature Study, Interview, and Documentation. Data analysis techniques in the study using Data Reduction, Data Display, and Conclusion Drawing (Verification). The results of the study showed that: 1) The condition of the forest in Weda Utara District consisting of 5 villages (Gemaf, Sagea, Kiya, Fritu, and Waleh Villages) was very different between before and after mining activities, namely before mining activities. 2) Mining activities have an impact on forest conditions and the environment as well as Public Health in the form of loss of community livelihoods and a decrease in wildlife populations. 3) The impact of forest land conversion in North Weda District can be in the form of loss of forest cover and risk of flooding, water pollution and clean water crisis, erosion and decline in soil quality, loss of livelihoods, and respiratory diseases due to pollution.

Abstract

Degradasi kualitas lingkungan, perubahan iklim, urbanisasi, industrialisasi, dan eksploitasi sumber daya alam telah meningkatkan risiko gangguan kesehatan masyarakat sekaligus memunculkan tantangan baru dalam sistem hukum Indonesia. Meskipun Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan telah menempatkan kesehatan lingkungan sebagai bagian integral dari sistem kesehatan nasional, implementasinya masih menghadapi berbagai kendala berupa disharmonisasi regulasi, tumpang tindih kewenangan, dan lemahnya koordinasi lintas sektor. Penelitian ini bertujuan menganalisis konstruksi pengaturan hukum mengenai pengendalian faktor risiko lingkungan terhadap kesehatan, mengidentifikasi kelemahan regulasi pasca berlakunya Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan, serta merumuskan model reformulasi kebijakan hukum yang lebih integratif, preventif, adaptif, dan berkelanjutan. Penelitian menggunakan metode yuridis normatif dengan pendekatan peraturan perundang-undangan, konseptual, dan kebijakan. Data diperoleh melalui studi kepustakaan terhadap bahan hukum primer, sekunder, dan tersier, kemudian dianalisis secara kualitatif dengan teknik deskriptif-analitis. Hasil penelitian menunjukkan bahwa persoalan utama bukan terletak pada terbatasnya regulasi, melainkan belum terintegrasinya rezim hukum kesehatan dan hukum lingkungan dalam satu sistem tata kelola yang harmonis. Reformulasi kebijakan hukum perlu diarahkan pada harmonisasi regulasi, penguatan koordinasi lintas sektor, serta penerapan paradigma One Health, precautionary principle, prevention principle, dan risk-based regulation. Secara teoretis, penelitian ini memperkaya pengembangan hukum kesehatan, sedangkan secara praktis memberikan rekomendasi bagi pembentuk kebijakan dalam mewujudkan sistem pengendalian faktor risiko lingkungan yang lebih efektif serta mendukung perlindungan hak atas kesehatan masyarakat.

Abstract

Used cooking oil is no longer needed after cooking, but it can still be used as a basic ingredient for making soap; if thrown away directly, it can potentially pollute the environment. Community service aims to provide useful information and practical experience to Loto Village PKK members in using used cooking oil and cloves as aromatic ingredients for making non-cosmetic soap. The activity was carried out on October 20 2025, in Loto Village, West Ternate District, Ternate City, involving 25 homemakers who were members of the PKK. The activities used a community participation approach through initial interviews, socialisation, tutorials, direct practice, discussions, and evaluation. Participants learned about the use of used cooking oil, the principles of soap making, and the stages of processing used cooking oil into aromatic soap using the cold process method. The results showed that most participants had no previous experience making soap but were interested in participating and gaining practical experience in preparing ingredients, processing used cooking oil, mixing ingredients, adding cloves as a local aromatic ingredient, and printing soap. The joint practice produced 20 pieces of aromatic soap, which the participants then took home. Documentation of activities also produced videos that have received copyright registration. This activity provides practical experience and increases participants' awareness regarding alternatives to using used cooking oil as household waste. However, this knowledge was not assessed quantitatively, only descriptively, because no pretest, posttest, or evaluation questionnaire was administered after the activity.
