Abstract

ABSTRACTThis study purposed to find out the strategy of the forestry service of shout Sulawesi Province in overcoming the conversation of forest land function in Gowa Regency and to find out what factors influence the conversion of land functions in Gowa Regency. This study used a qualitative research with a descriptive type. The number of informants in this study amounted to 6 people who were deternined positively. The results showed that the strategy of the south Sulawesi Provincial Forestry service in overcoming the conversion of forest land function in the Gowa Regency area was to set annual goals, a forest management plan was a plan that included all aspects of forest management in the long and short term. The factors that influenced the conversion of forest land in Gowa Regency were economic factors, educational factors, and domographic factors.Keywords: strategic management, strategy, forest management.

Abstract

The aim of the research is to determine the performance of State Civil Service Employees (ASN) in Administrative Services at the Mangarabombang District Office, Takalar Regency. "This type of research uses qualitative methods with descriptive research type, data collection techniques through observation, interviews and documentation. The results of the research show that Quality work, there is a clear improvement in the quality of work at the Mangarabombang District Office, which can be seen from the positive evaluations given by employees. The quantity, volume and efficiency of administrative services at the Mangarabombang District Office vary depending on the type of service and office capacity. On time punctuality, ASN employees in Mangarabombang District are generally disciplined in terms of the stipulated time for entering and leaving the office. Effectiveness, it can be seen that resources at the Mangarabombang District Office have increased with technological advances and larger budget allocations. Independence, ASN employees at the Mangarabombang District Office have demonstrated good service quality by acting independently, taking initiative.

Abstract

Analysis of the supervisory function based on 2017 data questions the problem that the implementation of the supervisory function has so far not been carried out effectively, the reason being that the implementation of government performance audits so far has not been in accordance with what was planned, as stated in the Inspectorate's government agency performance report (LAKIP) book. Makassar City Region in 2017 stated that the implementation of standard operating procedures (SOP) within the scope of the Makassar City Regional Inspectorate was not yet optimal, there was a limited number of human resources compared to the size of the supervision object, limited budget allocation in the field of supervision and so on. For the sake of reviewing, an in-depth study was carried out starting from Preliminary Supervision, Concurrent (While work is in progress) and Feedback Supervision. Research data collection uses qualitative research methods. From the use of qualitative methods, the researcher obtained results from the problem behind this research, namely an increase in the quality of supervision performance of the Makassar City.

Abstract

The purpose of this study was to determine how the implementation of policies and factors that influenced the development of industrial estates (Bantaeng Industrial Park) in Pa'jukukkang District, Bantaeng Regency. The type of research used qualitative with a phenomenological type. The number of informants was 9 people. Data collection techniques used observation, interviews with a number of informants. Data analysis used interactive analysis models. The results showed that the industrial estate policy (Bantaeng industrial park) in Bantaeng Regency had not been fully implemented optimally in accordance with its objectives, this was seen from the indicators (1) Administrative aspects in this case PT. Huadi Nickel has carried out the administrative process that they were supposed to do, but in the course of a number of elements violated the administrative requirements, (2) Technical aspects because it could be without technical requirements, the workers would be overwhelmed while doing their jobs, (3) Environmental aspects in terms of PT. Huadi Nickel was only a mere formality because it pollutedthe sea which was used as the livelihood of fishermen and seaweed farmers, (4) Financial Aspects of PT. Huadi had a major impact on the survival of residents and farmers, especially seaweed farmers.Keywords: Industrial Estate Policy (Bantaeng Industrial Park)

Abstract

This study purposed to determine Smart Government through transaction Barcode Payment System at Pabaeng-baeng Market, Makassar City. Smart Government referred to the implementation of ICT ini public service in the field governance effectively. Meanwhile, Smart City in addition to covering administration government also deals with health services, transportation, education, and soon. The number of information in this study were 08 people. This study used qualitative with the type of phenomenological research that emphasized on the subjectivity of human life experience. Data collection  techniques used methods of observation, interview and documentation. Data analysis used interactive analysis model. The result showed that Smart Government Through Barcode System Payment transaction at the Pabaeng-baeng Market in Makassar City had not fully implementation optimally this could be seen from the aspect of the Smart stage. Governtment through the payment transaction of the Barcode System in Pabaeng-baeng Market. This could be seen from the indicators (1) Simple (2) Moral (3)  Reseponsiviness and (4)Transparaency.  Keyword: Smart Governtment, Barcode System

Abstract

This research is aimed to know how the management of protected forest in UPT of forest management unit V Mata Allo Enrekang Regency. Kind of this research with 6 persons as the subject includes the head of forest management unit V Mata Allo Enrekang Regency, the head of planning and utilization of forest section, forest ranger, and the head of protection an empowerment of society section. The data was collected through observation, interview, and documentation, while the data analysis was collected through data reducation, presentation of the data, anfd the conclusion. The research shows that the management unit V Mata Allo, Enrekang Regency can be categorized as good. It is proved by the planning, organizing, implementation, and supervision, but is it not good enough and it still needs to be improved. The supporting factor in managing this protected forest areas is the principle of “sustainable forest, society welfare”, and the nhibitor fastor is the limited of human recssources in managing the forest.

Abstract

This study aimed to determine the role of Saddang II Forest Management Unit in protecting proted forests in North Toraja Regency. This study used Qualitive with data and secondary data, as many as 11 research informants, data collection techniques used observatiaon and interview guidelines. The results of the study showed that the role of the Unit of Saddang Forset Management Unit II had not yet fully run well, this could be seen from the aspect of lack of communication between the Unit of Forest Management Unit with Communities related to forest protection activites and the absence of counseling/socialization conducted by the Unit of Saddang Forest Management Unit II towards the community.

Abstract

This study aimed to determine disaster prevention, disaster mitigation, preparedness, and response to BPBD in Disaster Management in East Luwu Regency. This study used qualitative with descriptive research type. The number of informants in this study were 4 people. The data collection techniques used observation, interview and documentation. Based on the results regarding that all indicators related to disaster management had been running well, it was shown in line with what was conveyed and what was accomplished from the results of observations as well as from public statements. This was supported by the existence of various programs, activities, and socialization that were carried out well and  implemented and the community was also working together with the Government in this case the East Luwu Regency Disaster Management Agency in dealing with disasters that occured in East Luwu Regency, and support from several agencies in East Luwu Regency. But there were still some things that needed to be improved so that in the future everything could run optimally.Keywords: disaster management, disaster management agency

Abstract

This study aimed to find out the preventive and repressive supervision of the Financial Services Authority (Otoritas Jasa Keuangan – “OJK”) to Government-owned Banks in Makassar City. The method used in this study was descriptive qualitative with five informants. The data collection techniques included observation, interviews and documentation. The results of the study showed that the implementation of preventive supervision of financial services authorities (Otoritas Jasa Keuangan – “OJK”) in supervising Makassar City government banks regarding socialization, work plans, and resources that had run optimally. Also, Repressive supervision of the audit post and inspection had  run maximally. Thus, the result of this study showed that the supervision carried out by the financial services authority run maximally.

Abstract

The purpose of this study was to determine the quality, quantity, timeliness, and independence of teachers' performance in conducting the online learning process in junior high school (SMP) Negeri 1 Patimpeng, Bone Regency. The type of research used is a case study that examines the performance of teachers in conducting online learning at SMP Negeri 1 Patimpeng, Bone Regency. The type of research used in this research is descriptive qualitative research, which is to find out or describe the reality of the events being studied or research conducted, so as to find objective data in order to determine the teacher's performance in conducting online learning at SMP Negeri 1 Patimpeng, Bone Regency.The results showed that the teacher's performance in conducting online learning at SMP Negeri 1 Patimpeng, Bone Regency through indicators of quality, quantity, timeliness, and independence showed that it had not run optimally. This can be seen from the many who complain about network problems in the learning process, both teachers and students themselves, so there are students who have to leave the house to look for networks when the learning process takes place and most teachers just give assignments directly to students without providing an understanding of the subject. lessons taught first.Keywords: Performance, Teacher, Online Learning
