Abstract

Salah satu cara untuk mewujudkan suatu pemerintahan yang mendapat legitimasi luas dari masyarakat adalah dilaksanakannya Pemilu. Setiap masyarakat memiliki kepentingan masing-masing dalam menentukan pemimpin/wakil maka dalam proses politik dibutuhkan adanya partisipasi politik masyarakat. Namun fakta yang terjadi di lapangan menunjukkan hasil dari rekapitulasi tingkat partisipasi masyarakat di Kecamatan Kumpeh Kabupaten Muaro Jambi masih sangat rendah pada saat Pemilihan Gubernur Jambi di tahun 2020 artinya masih banyak masyarakat tidak menggunakan hak pilihnya dalam Pilkada 2020. Penelitian ini bertujuan untuk mengetahui dan menganalisis partisipasi masyarakat dalam memilih calon Gubernur dan Wakil Gubernur Jambi pada Pilkada 2020 di Kecamatan Kumpeh Kabupaten Muaro Jambi serta untuk mengetahui dan menganalisis faktor-faktor yang menyebabkan rendahnya partisipasi masyarakat pada Pemilihan Gubernur Jambi di Kecamatan Kumpeh Kabupaten Muaro Jambi. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan dianalisis menggunakan teori partisipasi politik yang dikemukakan oleh Ramlan Surbakti. Adapun hasil dari penelitian ini menunjukkan tingkat partisipasi masyarakat Kecamatan Kumpeh pada pemilihan Gubernur Jambi tahun 2020 masih rendah yaitu 44,48%.

Abstract

The Kutaraja Ocean Fishing Port (PPS Kutaraja) is one of the largest fish landing sites in Banda Aceh, playing a significant role in shark fisheries, particularly for thresher sharks (Alopias pelagicus). This study aims to describe the thresher shark fishery at PPS Kutaraja, assess the status of its utilization, and provide recommendations for sustainable management. The research was conducted through direct observations, interviews with fishermen and fishery business operators, and secondary data analysis. The results indicate that thresher sharks are primarily caught as bycatch using purse seines and longlines. The shark trade at PPS Kutaraja involves multiple stakeholders, from fishermen and intermediaries (toke bangku) to domestic and international markets. Habitat and ecosystem assessments reveal that seagrass and coral reef ecosystems along the Aceh coast are in moderate condition, while mangrove ecosystems remain relatively well-preserved. The composite evaluation of the Ecosystem Approach to Fisheries Management (EAFM) for habitat and ecosystem aspects scored 66.67, categorized as "good." However, the lack of data on key shark habitats, such as spawning, nursery, and feeding grounds, highlights the need for further research. To ensure sustainability, ecosystem-based management strategies, including establishing conservation areas and stricter monitoring of shark fishing practices, are recommended. Implementing effective policies will support the long-term sustainability of thresher shark fisheries at PPS Kutaraja.

Abstract

Jaring insang merupakan alat tangkap utama nelayan di TPI Lhok Keluang, namun penggunaannya menimbulkan tangkapan sampingan (bycatch) berupa hiu dan pari yang dilindungi, sehingga berdampak negatif terhadap ekosistem laut dan keberlanjutan ekonomi nelayan. Penelitian ini bertujuan untuk membandingkan nilai jual dan masa pakai antara jaring insang dan bubu, serta menilai efektivitas bubu dalam mitigasi bycatch. Penelitian dilakukan pada OktoberNovember 2024 dengan pendekatan deskriptif kuantitatif melalui wawancara dan observasi lapangan. Data yang dikumpulkan dianalisis terhadap komposisi bycatch, nilai jual hasil tangkapan, dan masa pakai alat tangkap. Hasil penelitian menunjukkan bahwa jaring insang menghasilkan bycatch hiu dan pari sebesar 56,6 kg, sedangkan bubu tidak menghasilkan bycatch. Nilai jual hasil tangkapan bubu mencapai Rp15.752.200, lebih tinggi dibandingkan jaring insang sebesar Rp10.078.800, meskipun jumlah tangkapan relatif sama. Selain itu, masa pakai bubu mencapai sembilan bulan, sedangkan jaring insang hanya dua minggu. Berdasarkan hasil tersebut, bubu dinilai lebih selektif, ramah lingkungan, dan menguntungkan secara ekonomi. Oleh karena itu, bubu direkomendasikan sebagai alternatif alat tangkap berkelanjutan bagi nelayan di Aceh Jaya.

Abstract

The rapid development of Artificial Intelligence (AI) technology has brought significant changes across various sectors, including education. One of the major challenges faced by educators is how to deliver learning materials in an engaging, creative, and interactive manner so that students can more easily understand the concepts being taught. Islamic boarding schools (pesantren), as faith-based educational institutions, play a strategic role in shaping morally grounded and competitive generations. However, teaching and learning processes in pesantren are generally still dominated by traditional methods that lack variety, which may reduce students’ learning motivation. This community service program aims to improve the quality of learning through the implementation of AI-based instructional media at Pesantren Agrobusiness Tunas Quran. The approach integrates digital technology with storytelling techniques to create learning experiences that are interactive, creative, and contextually relevant. The program activities include training teachers in the use of AI for developing instructional media, mentoring the implementation of AI-supported learning in the classroom, and evaluating the effectiveness of the applied methods. The expected outcomes of the program include enhanced pedagogical and technological competencies of teachers, increased learning motivation among students, and the availability of innovative and sustainable instructional media. Furthermore, this program is expected to serve as a model for digital transformation in pesantren, enabling them to adapt to technological advancements while preserving Islamic values. The results of the training demonstrate that the “Training on the Utilization of Artificial Intelligence in Developing Instructional Media at Pesantren Agrobusiness Tunas Quran, Bandung Regency” was highly effective and well received by the participants.

Hasil penelitian menunjukkan bahwa total nilai jual hasil tangkapan bubu mencapai Rp 15.752.200, lebih tinggi dibandingkan jaring insang sebesar Rp 10.078.800. Dengan demikian pendapatan pengguna bubu tercatat sekitar 56.2% lebih tinggi dibanding pengguna jaring insang. Selain itu, masa pakai bubu mencapai sembilan bulan, sedangkan jaring insang hanya dua minggu. Berdasarkan hasil tersebut, bubu dinilai lebih selektif, ramah lingkungan, danmenguntungkan secara ekonomi. Oleh karena itu, bubu direkomendasikan sebagai alternatif alat tangkap berkelanjutan bagi nelayan di Aceh Jaya.

Abstract

AbstrakSalah satu kabupaten yang berada di WPP 572 adalah kabupaten Aceh Barat dengan manyoritas sebagai nelayan tradisional sebagai pelaku usaha penangkapan ikan salah satunya adalah Desa Ujong Drien. Kelompok nelayan tradisional Desa Ujong Drien melakukan penangkapan ikan di perairan dibawah 12 mil laut, sehingga hasil tangkapan ikan yang diperoleh relatif kecil jika dibandingkan dengan kapal perikanan yang berukuran <5 GT melakukan penangkapan ikan di perairan laut lepas. Selama ini kelompok nelayan tradisional Desa Ujong Drien masih menggunakan alat tangkap sederhana untuk penangkapan ikan demersal yaitu dengan hand line dan gill net, sehingga nelayan tersebut memerlukan waktu yang lama untuk melakukan operasional penangkapan ikan, hasil tangkapan yang belum pasti dan dapat meningkatkan penggunaan BBM. Oleh karena itu perlu adanya teknologi BuDarJan (Bubu Dasar Jaring) untuk meningkatkan hasil tangkapan ikan demersal. Metode pelaksanaan kegiatan yaitu dengan pendidikan melalui penyuluhan, pelatihan, dan pendampingan. Pelaksanaan kegiatan dilakukan mulai dari memberikan sosialisasi dan edukasi, pelatihan pembuatan BuDarJan, dan monitoring hasil kegiatan. Adanya ketertarikan nelayan tradisional Desa Ujong Drien yaitu sebanyak 36 dari 40 nelayan untuk menggunakan teknologi BuDarjan sebagai alat penangkapan utama untuk menangkap ikan demersal. Hasil pelaksanaan monitoring dan evaluasi terjadi peningkatan pengetahuan sebanyak  75% dan 85% peningkatan ketrampilan dalam pembuatan teknologi BuDarJan sebanyak 40 nelayan sebagai penerima manfaat langsung. Kata kunci: budarjan; keterampilan; nelayan tradisional; peningkatan. AbstractOne of the districts in WPP 572 is West Aceh, with a majority of traditional fishermen as fishing business actors, one of which is Ujong Drien Village. The traditional fishing group of Ujong Drien Village catches fish in waters below 12 nautical miles, so the fish catch obtained is relatively small when compared to fishing vessels measuring <5 GT that catch fish in open sea waters. So far, the traditional fishing group of Ujong Drien Village still uses simple fishing gear for catching demersal fish, namely hand lines and gill nets, so that these fishermen need a long time to carry out fishing operations, the catch is uncertain, and fuel consumption can increase. Therefore, it is necessary to have BuDarJan (Net Bottom Trap) technology to increase demersal fish catches. The implementation method is educational through outreach, training, and mentoring. This includes outreach and education, training on creating BuDarJan, and monitoring the results of the activities. There is interest from traditional fishermen of Ujong Drien Village, namely 36 out of 40 fishermen, in using BuDarjan technology as the main fishing tool for catching demersal fish. Monitoring and evaluation results showed a 75% increase in knowledge and an 85% increase in skills in using BuDarJan technology for 40 fishermen, who directly benefited. Keywords: budarjan; skills; traditional fishermen; improvement.

Abstract

This study aimed to assess shark catches at PPI Ujung Serangga, Southwest Aceh, focusing on species composition, size and conservation status. Data were collected through field surveys and direct measurements of sharks landed by fishers. Results showed that bottom longlines were the most widely used fishing gear and produced the highest shark catches. A total of 643 individual sharks from 16 species were identified, with the family Carcharhinidae dominating the catch. Most of the sharks caught were below gonad length (Lm), indicating the potential for juvenile shark fishing. The conservation status of sharks evaluated based on IUCN showed that most species were categorized as Near Threatened (NT) and Vulnerable (VU), with some species categorized as Critically Endangered (CR) and Endangered (EN). Almost all identified shark species are listed in CITES Appendix II. This research highlights the importance of sustainable shark fisheries management to maintain populations and biodiversity in the Southwest Aceh region.Keywords:SharkConservation StatusCITESSouthwest Aceh

Abstract

Fishermen in Lhok Keluang, Jaya District, Aceh Jaya Regency, still predominantly use bottom gillnets, which are non-selective fishing gears that often capture non-target species such as hammerhead sharks (Sphyrna lewini) and bottlenose wedgefish (Rhynchobatus australiae), both categorized as Critically Endangered by the IUCN. This condition creates ecological and economic problems since bycatch species have low market value and threaten the sustainability of marine ecosystems. To address these issues, a community service program was conducted in the form of training and assistance on the use of environmentally friendly fish traps (bubu) as a more selective and sustainable fishing alternative. The activity aimed to enhance fishermen’s skills in constructing and operating fish traps, reduce shark and ray bycatch, and increase catches of economically valuable target species. The program was implemented in August 2025 under the coordination of Panglima Laot Lhok Keluang, involving ten fishermen, three lecturers, and two students from Universitas Syiah Kuala. The methods included focus group discussions (FGDs), socialization, training on trap construction, field implementation, and monitoring and evaluation of catches. The results showed improved fishermen’s understanding and skills in using fish traps, a decrease in bycatch, and an increase in the productivity of reef and demersal fish. Fishermen expressed their willingness to adopt this fishing method sustainably, as it is more environmentally friendly and economically beneficial. Therefore, this program successfully supported the conservation of endangered marine species, improved fishermen’s welfare, and promoted sustainable fisheries practices in the coastal area of Aceh Jaya.

Abstract

The spot-tail shark, Carcharhinus sorrah is a species of requiem shark found primarily in warm coastal waters of the Indo-Pacific region. This study aims to assess the length at first maturity and length distribution The spot-tail shark, C. sorrah collected from key fish landing sites in Aceh Province, Indonesia. Data collection occurred between March 2020 and October 2022 at three fishing ports: Banda Aceh (BA), Aceh Barat (AB), and Aceh Barat Daya (ABD). A One-way Analysis of Variance (ANOVA) was employed to analyze the total length (TL) of male and female fish from these sites. Results indicated an overall sex ratio of female to male fish at 1:1.67 ( = 45.19, p 0.001), with significant differences observed in sex ratios between BA and ABD ( = 6.72, p = 0.01; = 41.14, p 0.001), while AB showed no significant difference ( = 1.64, p = 0.20). Logistic regression analysis revealed variations in the length at which 50% of males and females reached maturity (Lm50): males from ABD, AB, and BA were 110.65 cm TL, 117.03 cm TL, and 152.65 cm TL, respectively, while females from BA, ABD, and AB were 107.30 cm TL, 113.94 cm TL, and 116.14 cm TL, respectively. Notably, males from ABD and females from BA matured earlier than those from other sites. In terms of length distribution, the average greatest with standard deviation (SD) length of male C. sorrah was 122.8737.87 cm TL in AB, followed by BA at 113.8013.10 cm TL and ABD at 107.8618.38 cm TL. Abstract

Sharks is the dominant bycatch of purse seine and bottom longline vessels that landed in Kutaraja ocean fishing port, particularly pelagic thresher shark species (Alopias pelagicus). The management of shark fisheries in Aceh water is not well implemented. According to the IUCN red list, the pelagic thresher shark has been classified as an endangered species. The capture and trade of pelagic thresher sharks are regulated by CITES (Appendix II). So that Indonesia has to comply with the procedures of CITES due to it has been adopted through the Decree of Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 61/PERMEN-KP/2018. However, the exploitation and trading of the A. pelagicus continues and is not properly managed. It will threaten the extinction of the pelagic thresher shark population and in terms of a negative image of fisheries management in Indonesia, in particular. Thus, integrated management such as the ecosystem approach to fisheries management (EAFM) is needed to solve this problem. This study aims to evaluate the fisheries management status of the pelagic thresher shark based on EAFM indicator of fish resources domain, focusing in the Kutaraja ocean fishing port. This research was conducted by field measurement and interviews with key stakeholders. Data were analyzed using a multi-criteria analysis (MCA) approach through development of a composite index. The results showed that the trend of CPUE tends to fluctuate in the last 5 years. The total length of the sharks was relatively constant. The proportion of juvenile pelagic thresher sharks was 16% male, and 28% (female), and the shark was bycatch (1%) of the purse seine fishery, the fishing ground was getting further away and seemed to go close to the shark habitat. Based on this assessment, one could conclude that shark's fishery resources were in 'good' category, however, some indicators need to improve through better fisheries management actions.Keywords: EAFM; Alopias pelagicus; pelagic thresher shark; Kutaraja ocean fishing port
