Abstract

The Batu City Area Research and Development Development Planning Institution (Badan Perencanaan Pembangunan Penelitian dan Pengambangan Daerah-Bappelitbangda) is one of the important regional apparatus organizations for the Batu city government. However, in carrying out its performance, Bappelitbangda still faces difficulties in several cases in monitoring the vision and mission achievement, for instance; the reporting that is often not in accordance with the results achieved and not evaluating the achievement of indicators in the regional apparatus organizations that do not reach the target. The difficulty is due to the lack of technology's role in supporting Bappelitbangda's performance so that the objectives to be achieved are not maximal. To resolve this, it is necessary to have strategic planning of the information system that can help Bappelitbangda achieves the goals. The method proposed in this study is by adapting the strategic planning method that starts by analyzing both the internal and external environment in terms of business or term of Information Systems (IS)/Information Technology (IT) and also the SWOT analysis. The results of this study could be the proposals for business IS strategies, IT strategies and IS/IT management strategies. The objectives as well as the new strategic formulas analysis based on SPBE which are expected to help Bappelitbangda harmonize the technology utilization.

Abstract

Extractive Software Product Line Engineering (SPLE) puts features on the foremost aspect in domain analysis that needs to be extracted from the existing system's artifact. Feature in SPLE, which is closely related to system functionality, has been previously studied to be extracted from source code, models, and various text documents that exist along the software development process. Source code, with its concise and normative standard, has become the most focus target for feature extraction source on many kinds of research. However, in the software engineering principle, the Software Requirements Specification (SRS) document is the basis or main reference for system functionality conformance. Meanwhile, previous researches of feature extraction from text document are conducted on a list of functional requirement sentences that have been previously prepared, not literally SRS as a whole document. So, this research proposes direct processing on the SRS document that uses requirement boilerplates for requirement sentence statement. The proposed method uses Natural Language Processing (NLP) approach on the SRS document. Sequence Part-of-Speech (POS) tagging technique is used for automatic requirement sentence identification and extraction. The features are acquired afterward from extracted requirement sentences automatically using the word dependency parsing technique. Besides, mostly the previous researches about feature extraction were using non-public available SRS document that remains classified or not accessible, so this work uses selected SRS from publicly available SRS dataset to add reproducible research value. This research proves that requirement sentence extraction directly from the SRS document is viable with precision value from 64% to 100% and recall value from 64% to 89%. While features extraction from extracted requirement sentences has success rate from 65% to 88%.

Abstract

Disaster management is important to reduce the risk casualties as well as the environment and economic impacts. One of the stakeholders in disaster management in Indonesia at the local level is the Regional Disaster Management Agency (Badan Pengelolaan Bencana Daerah – BPBD).  In the process of disaster management, there are several phases. Thi initial phase is known as the prevention phase, which is an attempt to eliminate or reduce the possibility of a threat. In this phase, the role of information technology is important to increase the efficiency in disaster management. One of the information technologies that is used widely in disaster management is the Geographic Information System (GIS). This study explores the role of GIS technology employed at BPBD of Batu City in disaster management. The Research Qualitative Data Analysis (RQDA) method is employed based on the questionnaire data. The results show that the role of GIS technology is very limited. The disaster management at the Batu City is mostly done by the traditional method with the manual approach. The role of technology is limited it needs to be improved. Suggestions for increasing the role of technology is to conduct training on the use of GIS for employees. It is expected to increase the role of technology in disaster management.

Abstract

on maps. In general, the map can only be used by users who are can see visually and blind people have difficulty reading the map because there is no map for the visual impairment in 3D. This map has the advantage of being printable so that it is easy to understand and use for blind users. Amid the development of the map, the authors developed a 3D interactive map design that can accommodate the needs of blind users. This development is generated from DSM data through aerial surveys using drones altered to produce a smoother surface so that it can be reconstructed into a 3D design and analysis of the level of texture density and the level of conformity to the real or original shape and reconstruction using aims to improve and model. Shape to fit the 3-dimensional printing process. The voice module is installed using the RFID Tag identification that is embedded in the 3D map and the RFID Reader in the user's hand, with voice data processing. This innovation that has been developed has the advantage of having a 3-dimensional shape that can be felt, texture, shape, and height equipped with braille-shaped markings that are specially made using Riglet for easy reading and sound as a support to improve the blind's people spatial understanding and spatial literacy.

Abstract

Latar belakang: Pencemaran laut akibat tumpahan minyak adalah masalah lingkungan yang serius, berdampak pada ekosistem laut dan masyarakat pesisir. Tumpahan minyak dapat berasal dari berbagai sumber dan mengandung zat beracun yang merusak organisme laut dan habitat serta berbagai ekosistem. Insiden tumpahan minyak di Teluk Balikpapan pada Maret-April 2018 menunjukkan dampak terhadap kesehatan manusia, meningkatkan kasus penyakit seperti demam dan hipertensi primer. Metode: Penelitian ini menggunakan dua parameter utama: parameter fisik dan parameter sosial. Parameter fisik melibatkan akuisisi data citra satelit Sentinel-1A melalui platform Google Earth Engine (GEE) untuk memetakan area terdampak tumpahan minyak. Parameter sosial mengacu pada data kesehatan dari Badan Pusat Statistik (BPS) Kota Balikpapan selama lima tahun sebelum dan setelah insiden tumpahan minyak, untuk mengidentifikasi perubahan prevalensi penyakit. Hasil: Analisis citra satelit menunjukkan bahwa luas area terdampak tumpahan minyak di Teluk Balikpapan mencapai 82.579 km² pada 1 April 2018, yang bertambah luas sejauh 26.896 km² pada 13 April 2018. Data kesehatan menunjukkan adanya perubahan prevalensi beberapa penyakit setelah insiden tumpahan minyak, namun tidak ditemukan korelasi langsung antara tumpahan minyak dan peningkatan kasus penyakit di masyarakat sekitar. Simpulan: Penelitian ini menemukan bahwa meskipun tumpahan minyak memiliki dampak lingkungan yang besar, pengaruh langsung terhadap kesehatan masyarakat pesisir tidak signifikan dalam jangka pendek. Diperlukan penelitian lebih lanjut untuk memahami dampak jangka panjang dan faktor-faktor lain yang mungkin berkontribusi terhadap kesehatan masyarakat. Implementasi strategi mitigasi dan kebijakan yang lebih baik sangat penting untuk menangani masalah pencemaran minyak di masa depan.

Abstract

Sistem Penataan Ruang (Sipetarung) Kota Malang adalah SI berbasis GIS pada sektor publik yang merupakan salah satu bentuk investasi pemerintah Kota Malang. Investasi SI pada bidang TI bagi organisasi berguna sebagai sarana informasi dan komunikasi yang lebih efisien serta mempunyai peranan yang penting untuk organisasi dalam mencapai kesuksesan penerapan SI. Sayangnya dalam penerapan TI masih sering ditemukan adanya IT Productivity Paradox. Untuk mengetahui hal tersebut diperlukan sebuah evaluasi kesuksesan SI.Untuk melakukan evaluasi kesuksesan SI terdapat model kesuksesan yang dapat digunakan salah satunya adalah model kesuksesan DeLone & McLean (D&M). Namun, menarik untuk diketahui apakah model D&M sudah cukup komprehensif untuk mengevaluasi GIS pada sektor publik seperti Sipetarung. Dimana terdapat kelangkaan umum pada model dan kerangka kerja untuk mengukur kesuksesan GIS seperti informasi spasial dan fitur geovisualisasi berbentuk peta. Teknologi GIS seperti Sipetarung menjadi suatu hal yang unik terlebih pada sektor publik yang memerlukan keterlibatan pengguna sebagai salah satu pendukung kesuksesannya. Keterlibatan pengguna dalam hal ini adalah kemampuan pengguna dalam mengoperasikan Sipetarung yang membutuhkan lebih dari keterampilan komputer dasar dalam penggunaanya terlebih untuk orang awam. Sehingga, masih terdapat faktor-faktor relevan yang terabaikan, yang dapat berkontribusi terhadap kesuksesan GIS pada sektor publik seperti Sipetarung dan belum tercakup dalam model D&M. Dengan demikian pada penelitian ini dilakukan pengembangan model evaluasi kesuksesan GIS pada sektor publik seperti Sipetarung dengan mengadopsi model D&M dan mempertimbangkan faktor-faktor yang dapat berpengaruh terhadap kesuksesan.Model evaluasi kesuksesan yang dikembangkan terdiri dari 7 variabel, 28 indikator dan 35 prediktor. Dari tujuh variabel ini dikembangkan menjadi 153 pertanyaan sebagai instrumen penelitian yang disebarkan kepada 100 responden. Hasil urutan saran atau rekomendasi perbaikan dan pengembangan Sipetarung di masa mendatang dari hasil rata-rata variabel penelitian berdasarkan quality yaitu bisa dimulai dari service quality, system quality kemudian information quality nya. Terdapat 17 hipotesis yang dirumuskan untuk melihat hubungan antar dimensi yang menjadi variabel kesuksesan yang dikembangkan. Dari 17 hipotesis yang diajukan, 11 hipotesis diterima dan 6 hipotesis diantaranya ditolak. Secara umum model kesuksesan yang dikembangkan dapat menjelaskan dengan cukup baik mengenai hubungan sebab akibat terhadap variabel-variabel yang saling berasosiasi, sehingga model kesuksesan yang dikembangkan ini dapat dinyatakan valid untuk mengevaluasi kesuksesan Sipetarung.AbstractUrban Planning System (Sipetarung) of Malang City is a GIS-based IS (Information System) in the public sector, which is a form of investment program conducted by the government of Malang City. For IT organizations, IS is a means of information and communication which is more efficient and plays an important role to implement IS successfully. Unfortunately, the IT Productivity Paradox is commonly found in the implementation of IT. Therefore, it is required to analyze and evaluate the successful implementation of IS.There are several models that can be used to evaluate the implementation of IS, including DeLone & McLean (D&M) model. However, it is interesting to find out whether the D&M model is comprehensive enough to evaluate GIS in the public sector like Sipetarung, in which models and frameworks for measuring the success of GIS, such as spatial information and geovisualization features in the form of map, are rare to be found. Sipetarung is an example of unique GIS technology, especially in the public sector, in which user involvement is a variable for its success. In this case, user involvement includes the user capability to operate Sipetarung, which is more difficult to use, especially for commoners. There are relevant factors that can contribute to the success of GIS in the public sector such as Sipetarung and have not been included in the D&M model. Therefore, this study developed the success evaluation model of GIS in the public sector such as Sipetarung by adopting the D&M model and considering factors which could potentially lead to success.The success evaluation model consists of 7 variables, 28 indicators and 35 predictors. Those variables were used as research instruments, developed into 153 questions and distributed to 100 respondents. Based on the average results of research variables based on quality, Sipetarung can be improved starting from service quality, system quality, and information quality. There are 17 hypotheses formulated to examine the relationship among dimensions which are the success variables. Out of the 17 hypotheses proposed, 11 hypotheses were accepted, while 6 hypotheses were rejected. In general, the success model can explain the causal relationship between the associated variables quite well; therefore, the success model developed in this study is a valid measure for evaluating the success of Sipetarung.

Abstract

Geospatial data is an essential element in areas such as spatial planning, natural resource management, disaster mitigation, and transportation planning. However, managing this data requires specialized software, such as QGIS and ArcGIS, which operate offline and do not include the required spatial data directly. The process of acquiring geospatial data, whether through field surveys or accessing online platforms, is often time-consuming and not always as specific as needed. One of the platforms that provide geospatial data in Indonesia is the Geospatial Information Agency (BIG), but complicated access procedures are often a barrier for users This study aims to design FORGEDS (Free Open Resource for Geospatial Data and Software), an open-source portal that provides geospatial data and tools that can be accessed easily without going through a complicated login process. Using a Human-Centered Design (HCD) approach with the PACT Framework (People, Activities, Contexts, Technologies), the system is designed to provide an intuitive and efficient user experience. FORGEDS is also built with CSS Bootstrap Framework and Laravel Framework to ensure responsive interface and feature development flexibility. FORGEDS is expected to be an inclusive and efficient solution in the utilization of geospatial data, as well as encourage the use of open-source technology in the wider community.
