Abstract

The purpose of this study was to describe and analyze community participation in the implementation of BUMDes Subur Makmur in Kedungboto Village, Porong District, Sidoarjo Regency. and to analyze and describe the inhibiting and supporting factors for the implementation of BUMDes Subur Makmur in Kedungboto Village, Porong District, Sidoarjo Regency. The research method uses descriptive qualitative research. Data collection techniques obtained are interviews, observation and documentation with one key informant and six informants. Data analysis techniques in data collection, data reduction, data presentation and drawing conclusions. The result of the study indicate that community participation in the implementation of BUMDes Subur Makmur in Kedungboto Village, the dimension of decision making is that the community participates in the from of providing suggestions and input about the BUMDes program during deliberation to determine the type of BUMDes,and communiy parisipation in iimlemrntation is the biggest part of the BUMDes program that has been doe well.but the negative side was the emergence of a pandemiic outbbreak I early 2020 which caused the program to be forced to stop because people had floked to stay away from crowds.

Abstract

This study aims to analyze and describe the role of Pokdarwis in the development of Lusi Island tourism objects and to analyze and describe the constraints on the role of Pokdarwis in developing Lusi Island tourism objects in Kedungpandan, Jabon District, Sidoarjo Regency. This study uses the theory of the role of Pokdarwis according to Rahim. The research method uses a qualitative descriptive approach using data collection techniques in the form of observation, interviews, and documentation. Data analysis techniques from Miles & Huberman in Sugiyono (2015:246-253). Which consist of data collection, data presentation, data reduction, and drawing conclusions. The results of this study indicate that the role of Pokdarwis in the development of Lusi Island tourism is seen from the theory of the role of Pokdarwis, namely product development, Pokdarwis only maintains existing facilities because of the limited authority in procuring facilities at the Ministry of Maritime Affairs and Fisheries. Lusi Island tourism promotion is carried out through social media and in collaboration with travel agents, the Association of Sidoarjo Travel Companies, and related agencies. Limited funds and lack of coordination made Pokdarwis unable to maximize the development of Lusi Island Tourism.

Abstract

This study employs Edward III's policy implementation theory to examine the implementation of the Social Cash Assistance (BST) program in Gebang Village, Sidoarjo Regency. Utilizing a descriptive qualitative method with data gathered through observation, interviews, and documentation, the research identifies communication, resources, dispositions, and bureaucratic structure as critical factors. The findings reveal that the BST program in Gebang Village has been effectively executed, with robust communication facilitated through coordination meetings and outreach. Human resources, comprising village employees and supporting staff, demonstrate high commitment and operate within health protocol guidelines. Despite optimal implementation, challenges such as limited beneficiaries, social jealousy, and program discontinuation in 2022 are identified. The study underscores the need for addressing these challenges to enhance the program's sustainability and effectiveness. Highlight : The study employs Edward III's policy implementation theory to analyze the optimal execution of the Social Cash Assistance (BST) program in Gebang Village, Sidoarjo Regency. Effective communication strategies, including coordination meetings and program outreach, contribute to the successful implementation of the BST program, ensuring high commitment from the village employees and supporting staff. Abstract

This study investigates digital literacy among village government officials in Kalisogo Tambak during the implementation of the Village Information System (SID) Program. Employing a descriptive analysis with a quantitative approach, data was gathered through observations, interviews, and questionnaires. The research focused on seven aspects of digital literacy, including knowledge assembly, information presentation, material comprehension, awareness of media importance, network access awareness, information filtering, and comfort with communication and information dissemination. Results indicate an overall strong digital literacy index among the village government apparatus, with the highest score in feeling comfortable and having broad access (77%) and the lowest in awareness of the importance of conventional media and its connection to internet media (70%). The findings underscore the need for targeted interventions to improve awareness in this specific aspect, offering valuable insights for enhancing integrated digital-based public services. Highlight : Integrated Digital Services: The study evaluates the digital literacy of Kalisogo Tambak's village government apparatus, providing insights into their proficiency in utilizing the SID Program for delivering integrated digital-based public services. Dimension-specific Insights: Results reveal a notable proficiency in aspects such as feeling comfortable and having a wide range of access, emphasizing the need for tailored interventions to enhance awareness regarding the importance of conventional media and its linkage to internet media. Strategic Improvement Recommendations: The research suggests targeted strategies for improving digital literacy among village officials, aiming to bolster their capabilities and ensure more effective utilization of the SID Program for enhanced public service delivery. Abstract

This study employs a qualitative description method to analyze the performance of Sidoarjo District General Election Commission employees, focusing on commissioners and various administrative roles. Utilizing interviews, observation, and documentation, the interactive data analysis model by Miles and Huberman is applied. Findings reveal commendable performance across indicators, yet highlight a notable issue with punctuality. Despite disciplined office hours, employees exhibit lower punctuality during activities and office entry. Limited working hours appear to shape their engagement, with perceived inactivity outside election periods. Various factors impede employee work at the General Election Commission in Sidoarjo Regency. Abstract

This qualitative descriptive study investigates the implementation of the Land and Building Tax (PBB) exemption program in Sidoarjo Regency, focusing on communication, resources, disposition, and bureaucratic structure. Employing purposive sampling, primary data was gathered through observation, interviews, and documentation. Utilizing Miles and Huberman's data analysis, the study reveals that all variables were fulfilled, with challenges arising from insufficient information dissemination by some villages and a shortage of billing staff. The Sidoarjo Regional Tax Service Agency (BPPD) is urged to innovate communication channels for direct community engagement and enhance staffing levels. This research provides valuable insights for policymakers and tax authorities globally, emphasizing the need for efficient communication strategies and resource allocation to ensure successful tax exemption programs. Highlight : Effective Communication: The study underscores the crucial role of communication in the successful implementation of the Land and Building Tax (PBB) exemption program, emphasizing the need for streamlined information flow between villages and residents. Abstract

This qualitative descriptive research explores the government's performance in handling women's violence with a focus on UPTD PPA, aiming to achieve good governance. Data were gathered through observation, interviews, documentation, and literature study, employing purposive sampling. Findings reveal that UPTD PPA falls short in realizing good governance, with deficiencies in accountability, transparency, and community participation indicators. Supporting factors include government regulations and budgetary support, along with collaboration from various agencies. Inhibiting factors involve divergent views on violence handling between UPTD PPA and the police, coupled with low public trust. This study underscores the need for enhanced collaboration and public engagement to strengthen the government's response to women's violence. Highlight : Challenges in Accountability: Lack of transparency and accountability in budget utilization by UPTD PPA hinders the realization of good governance in addressing women's violence. Technology Deficiency: Absence of technological tools for information dissemination impairs transparency within UPTD PPA, posing a barrier to effective communication with the public. Interagency Collaboration and Public Trust: Successful collaboration with government entities like the police, prosecutors, hospitals, and social services supports effective handling of women's violence, while addressing differences in understanding between UPTD PPA and the police is crucial for overall success. Abstract

This qualitative research endeavors to assess the implementation of the Tangguh Semeru Village program in Gilang Village, Taman District, Sidoarjo Regency, with a particular focus on handling the COVID-19 pandemic. Employing a descriptive research approach, primary and secondary data were collected through observation, interviews, and documentation. Despite the overall effectiveness of the program, reluctance among some residents to report to the COVID-19 Task Force due to fear of social ostracism remains a challenge. The study reveals that human resource efficiency in the program is compromised, as volunteers' participation declines due to remote work commitments. Furthermore, issues related to the equitable distribution of COVID-19 vaccinations and the lack of firm sanctions for non-compliance with isolation measures highlight areas for improvement. The positive response from both village officials and residents underscores a potential for enhancing the program's responsiveness. This research calls attention to the need for targeted interventions to address these challenges, ensuring the equitable and efficient implementation of community-based COVID-19 response programs. Highlight : Social Stigma Challenges: The study identifies and addresses the reluctance of residents to report COVID-19 cases due to fear of social ostracism, emphasizing the crucial role of community perception in effective pandemic management. Abstract

This study investigates the public value of the Trans Java East bus rapid transit (BRT) system, implemented to address urban congestion in Indonesia. Employing descriptive research methods with data collected through observation, interviews, and literature review, the analysis finds that while Trans Java East meets public value criteria for accessibility, affordability, and comfort, it falls short in fully mitigating congestion. Recommendations for optimization include route expansion, improved integration with other modes of transport, and enhanced operational efficiency. The study concludes that regional BRT systems, despite limitations, offer attractive mobility alternatives and require continuous development to maximize their impact on urban transport challenges. Highlight : Reduces congestion: While not a complete solution, Trans Java East offers a more attractive alternative to private vehicles, potentially easing traffic in the region. Public service fulfillment: Launched by the East Java government, this bus service aims to address the need for reliable and accessible public transportation, fulfilling a crucial responsibility.
