Abstract

This study examines the implementation of a conditional cash transfer program (CCT) in a rural Indonesian village using Charles O. Jones' model of policy execution. Qualitative data collected through observation, interviews, and documentation revealed the program's strengths and weaknesses. While organizational structures and policy interpretations aligned with central government guidelines, limitations emerged in program application. Key shortcomings included inadequate human resource allocation for participant monitoring, lack of access to necessary facilities, and insufficient community awareness. These findings highlight the importance of context-specific adjustments and improved resource allocation within CCT programs to maximize their impact. Abstract

This study aimed to analyze the implementation of Dukcapil Web Plavon in improving population administration service in Glagaharum village. Descriptive research with a qualitative approach was conducted, using interviews, observations, and documentation as data collection techniques. T.B. Smith's theory was used to analyze four indicators: Policy Wanted, Target Targeted, Organizational Implementation, and Environmental Factors. The desired policy indicator showed that the program was implemented in accordance with the objectives set by the Civil Registration and Population Service. However, the target indicator revealed that many people still cannot use Dukcapil's Web Plavon. The organizational implementation indicator showed that socialization related to the existence and use of Dukcapil Web Platoon has not been maximized, causing a large number of people to not understand how to use it. The environmental factors indicator revealed barriers associated with frequent power outages, unstable internet connection, lack of printer, and lack of room cooling air conditioner. The study implies that the implementation of Dukcapil Web Plavon faces various challenges that need to be addressed to improve population administration service. Abstract

This research analyzes the role of the Village Community Empowerment Institution (LPMD) in the development of Watesnegoro village, Ngoro sub-district, Mojokerto district. Using a descriptive qualitative approach, data were collected from the village head, LPMD head, village secretary, treasurer, and planning officer through observation, interviews, and documentation. The study finds that while LPMD efforts in socialization, training, and community skill improvement are positive, overall effectiveness is limited by low community participation and inadequate human resources. Enhancing community involvement and human resource quality is essential for the success of LPMD programs and village economic development. Abstract

General background: Efficient public administration in village governance is key to improving community services. Specific background: The Siwalanpanji Village Government has implemented the Sipraja program, aiming to enhance population administration services. Knowledge gap: Despite the use of Sipraja, challenges remain in budget allocation, communication, and operator motivation, suggesting the need for evaluation to determine its effectiveness. Aims: This study analyzes the implementation of the Sipraja program in Siwalanpanji Village using Edward III’s policy theory framework, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication has been effectively facilitated by village officials who guide residents in using the application. Resources are adequate in terms of facilities, and officials can operate Sipraja, though budget sources remain unfulfilled as a motivator for operators. The disposition aspect is positive, with policymakers’ commitment aligning with existing regulations. The bureaucratic structure is relatively efficient, supported by clear standard operating procedures. However, the need for community socialization and consistent financial support is evident. Novelty: This study provides a detailed evaluation of Sipraja's implementation in administrative services, highlighting communication and resource gaps that affect the program's effectiveness. Implications: The study emphasizes the importance of financial support and community socialization for successful digital administration services in village governance. Abstract

This study investigates the role of village government in the development of Coban Binangun waterfall tourism, employing a qualitative approach with descriptive methods. Data were collected through interviews, observations, and documentation, and analyzed using an interactive model involving data reduction, presentation, and conclusion drawing. The theoretical framework utilized motivators, facilitators, and dynamics as indicators of governmental roles. Findings indicate that while the village government plays a pivotal role as motivator, facilitator, and dynamist in tourism development, challenges persist, hindering optimal outcomes. This study underscores the importance of governmental support in fostering sustainable tourism practices and community engagement, offering insights applicable to similar contexts globally.

Abstract

This research analyzes the implementation of Basic Education Data (DAPODIK) at SMA Negeri 1 Porong in the context of optimizing data, with a focus on the role of bureaucratic structure, availability of resources, and effectiveness of collaboration between parties. Using a qualitative approach with a case study method, data was collected through semi-structured interviews and documentation analysis. Data analysis uses George Edward III's theoretical framework, which highlights the importance of communication, resources, disposition and bureaucratic structure in the implementation of public policy. The findings show that a well-defined bureaucratic structure, with clear SOPs and effective coordination, supports the smooth implementation of DAPODIK. The availability of competent human resources is also an important factor. The main challenges are limited ICT infrastructure and the need to increase active participation from students and parents. This research underlines the importance of regular evaluation and adaptation of implementation strategies to ensure the effectiveness of DAPODIK in supporting and improving the quality of education.

Abstract

General Background: Transportation service quality is essential for ensuring customer satisfaction and fostering loyalty, particularly in the digital era where online platforms play a significant role. Specific Background: PT. Kereta Api Indonesia (Persero) has introduced the KAI Access application to streamline online ticket purchases and improve customer convenience, especially at Surabaya Gubeng Station. Knowledge Gap: Despite its benefits, there remain technical issues and challenges in user adoption that may impact customer perceptions and satisfaction. Understanding these challenges and identifying potential improvements is crucial. Aims: This study aims to evaluate the service quality of the KAI Access application and its impact on customer satisfaction at Surabaya Gubeng Station. Results: The findings reveal that, despite occasional technical issues, users generally perceive the application as reliable. PT KAI’s efforts, such as infrastructure improvements, responsive support via call center 121 and social media, and educational tools like video tutorials, have reduced issues and enhanced satisfaction. Additionally, professional customer service officers at Surabaya Gubeng Station further contribute to positive user experiences. Novelty: The study highlights the importance of customer education and the role of communication skills in enhancing service adoption and satisfaction. Implications: Ongoing improvements in service quality, including enhanced information provision and better handling of specific policies like ticket refunds, are essential to strengthening customer trust, satisfaction, and loyalty in the future.

Abstract

General Background: The effectiveness of public administration in delivering services is a critical factor in governance. The quality of sub-district administrative services plays a crucial role in ensuring that citizens have access to efficient and effective government support. Specific Background: Integrated sub-district administrative services (PATEN) in Candi District, Sidoarjo Regency, have been established to improve public service delivery. However, the optimization of such services remains a challenge, particularly in terms of communication, resources, disposition, and bureaucratic structure. Knowledge Gap: While there is significant literature on administrative service delivery, limited studies have specifically focused on the implementation of integrated sub-district services in Indonesia. Furthermore, there is a lack of comprehensive analysis that considers the four key aspects of implementation: communication, resources, disposition, and bureaucratic structure. Aims: This study aims to analyze the implementation of integrated sub-district administrative services in Candi District, Sidoarjo Regency, by evaluating the effectiveness of communication, resource utilization, employee disposition, and bureaucratic structure. Results: The findings indicate that communication within the Candi District Government is optimal, with both direct and indirect communication methods used in service delivery. However, the resources available are not fully optimized, particularly in terms of service space. The disposition of employees is optimal, as they are able to clearly understand and follow leadership instructions. The bureaucratic structure is also optimal, with clear procedures and standard operating procedures (SOPs) in place for delivering services. Novelty: This study offers a novel approach to evaluating integrated administrative services by combining the four implementation factors (communication, resources, disposition, and bureaucratic structure) in a specific regional context, which has been underexplored in existing research. Implications: The findings suggest that while communication, disposition, and bureaucratic structure are optimal, there is a need to improve resource allocation, particularly in terms of physical space, to further enhance the effectiveness of administrative services in Candi District.

Abstract

Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam perencanaan pembangunan di Desa Kajeksan dengan menggunakan teori partisipasi masyarakat yang dikemukakan oleh Marschall, yang mencakup tiga indikator, yaitu adanya forum atau kelompok yang menjadi wadah untuk menampung partisipasi masyarakat, kemampuan masyarakat untuk berpartisipasi aktif dalam proses perencanaan, serta adanya akses bagi masyarakat untuk menyampaikan pendapat dalam proses pengambilan keputusan. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam semi terstruktur, observasi non partisipatif, dan studi dokumentasi. Penentuan informan dilakukan dengan teknik purposive sampling, dengan informan terdiri atas Sekretaris Desa Kajeksan dan Kepala Urusan Perencanaan yang terlibat langsung dalam penyusunan Rencana Kerja Pemerintah Desa (RKP Desa). Hasil penelitian pada indiktor 1 menunjukkan forum partisipasi masyarakat dalam perencanaan pembangunan desa melalui Tim Penyusun RKP Desa, Musrenbang Desa, dan Musyawarah Desa. Forum tersebut menjadi wadah formal bagi keterlibatan masyarakat, baik secara langsung maupun melalui perwakilan. Dengan demikian, keberadaan forum partisipasi masyarakat telah terpenuhi secara kelembagaan. Indikator 2 menunjukkan bahwa kemampuan masyarakat untuk berpartisipasi aktif dalam proses perencanaan masih terbatas. Partisipasi aktif lebih didominasi oleh tokoh masyarakat yang tergabung dalam Tim Penyusun RKP Desa. Selain itu, ditemukan kendala berupa jumlah kehadiran masyarakat yang tidak sesuai dengan jumlah undangan. Serta keaktifan penyampaian pendapat yang hanya didominasi oleh individu yang sama, sementara sebagian besar peserta lainnya bersikap pasif. Indikator 3 menunjukkan pemerintah Desa Kajeksan telah memberikan akses bagi masyarakat untuk menyampaikan pendapat melalui keterlibatan perwakilan dalam Tim Penyusun RKP Desa, kehadiran dalam forum Musrenbang Desa, serta pendanatanganan berita acara pada musyawarah desa. This study analyzes community participation in development planning in Kajeksan Village using Marschall’s participation theory, which includes three indicators: the existence of participatory forums, the community’s ability to actively participate, and access to express opinions in decision-making. This research employs a descriptive qualitative approach with data collected through semi-structured interviews, non-participant observation, and documentation. Informants were selected using purposive sampling and consisted of the Village Secretary and the Head of Planning Affairs involved in preparing the Village Government Work Plan (RKP Desa). The findings show that Indicator 1 is institutionally fulfilled through formal forums such as the RKP Desa Drafting Team, Village Development Planning Meetings (Musrenbang Desa), and Village Deliberations, which accommodate community participation directly and through representation. Indicator 2 indicates that active participation remains limited and is dominated by community leaders, with attendance levels lower than invitations and participation concentrated among the same individuals. Indicator 3 shows that the village government has provided formal access for the community to convey aspirations through representative involvement, Musrenbang participation, and the signing of official meeting minutes during village deliberation meetings.

Abstract

General Background: Village-Owned Enterprises (BUMDes) are strategic instruments for strengthening rural economies through community-based tourism management. Specific Background: In Tambakcemandi Village, the BUMDes-managed river tourism and Café Kalitikung represent local initiatives to utilize natural resources for economic development, yet face managerial, human resource, and funding challenges. Knowledge Gap: Empirical studies that comprehensively explain the concrete roles of BUMDes administrators in managing village tourism using role-based theoretical perspectives remain limited. Aim: This study aims to analyze the roles of BUMDes administrators in managing river tourism and Café Kalitikung in Tambakcemandi Village. Results: Using a qualitative descriptive approach, the findings show that BUMDes administrators perform three main roles: facilitator through provision of tourism infrastructure, mobilisator by engaging local resources and promoting environmental awareness, and regulator by establishing operational policies and environmental management rules. Novelty: This study offers a role-based analytical framework grounded in Edy Suhardono’s theory to explain village tourism governance at the operational level. Implications: The findings provide practical insights for village governments and BUMDes in strengthening sustainable, community-driven tourism management models.
