Abstract

General Background: Community-based mental health services are central to achieving inclusive and sustainable public health goals, particularly in rural settings. Specific Background: In Indonesia, the Posyandu Jiwa program serves as a village-level mechanism to provide integrated mental health care through collaboration among health workers, village governments, cadres, and families. Knowledge Gap: Existing studies rarely examine how coordination among multiple local actors shapes the practical implementation of Posyandu Jiwa at the village level. Aims: This study aims to analyze coordination among actors in the implementation of the Posyandu Jiwa program in Kalitengah Village, Sidoarjo Regency. Results: The findings reveal that coordination structures formally exist; however, limitations persist in program integration, clarity of communication, division of roles, and discipline, particularly due to cadre role overlap and family resistance to treatment. Novelty: This study provides an in-depth, actor-centered analysis of coordination dimensions within a village-based mental health service context. Implications: Strengthening inter-actor coordination and fostering active family participation are essential for sustaining community-based mental health programs and improving service continuity.

Abstract

The 3R waste management strategy (Reduce, Reuse, Recycle) is a government effort to deal with existing waste problems, with the main objective of minimizing the amount of waste entering the Final Disposal Site (TPA). This study analyzes the implementation of 3R waste management at the TPS in Trawas Village, Trawas District, Sidoarjo Regency. With a descriptive and qualitative approach, this study aims to analyze and describe the 3R waste management strategy through objectives, environment, direction, action, and learning. The research method includes interview sessions (related to sources), observation, documentation, and literature studies or literature reviews, with data analyzed using the Miles and Huberman analysis model. The findings of this study indicate that the 3R waste management strategy in Trawas Village, seen from the Objective factor, requires the addition of more complete facilities and infrastructure so that the waste management process can run optimally. From the Environmental factor, both internal and external, all parties have been involved and have an important role in running this 3R program. From the direction factor, more intensive education and socialization are needed so that the community can better understand the waste management process. From the action factor, the coordination carried out is running effectively. From the learning factor, the evaluation and monitoring that have been carried out have been running to assess the success of the 3R program.

Abstract

This research aims to analyse and describe the effectiveness of the Sembako Program in Entalsewu Village, Buduran Subdistrict, Sidoarjo Regency. The research method used is descriptive qualitative, with data collection techniques including interviews, observation, and documentation. Data analysis employs the Miles and Huberman model, which consists of data collection, data reduction, data display, and conclusion drawing. The research findings are reviewed based on five indicators. First, the program success indicator shows that the program was implemented on time with the support of active and responsive officers. Second, the target achievement indicator reveals that the program's recipients were selected based on outdated data and community proposals, with issues resolved through coordination with the Social Services Department. Third, the satisfaction indicator indicates that the community was fairly satisfied with the information and assistance received, although there were variations in the timing of aid disbursement. Fourth, the input and output indicator shows that officers have conducted technical training on the SIKS-NG application, but the outcomes of these efforts still need improvement. Fifth, the overall goal achievement indicator demonstrates that the village government has been responsive in addressing challenges through cross-sector coordination.

Abstract

This study aims to analyse the strategy of the Makmur Jaya Village-Owned Enterprise (BUMDes) in increasing the income of business units, especially in the Integrated Waste Management Facility (TPST 3R) in Sidomojo Village, Krian District, Sidoarjo Regency. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. Data analysis uses the Miles and Huberman interactive model. This study uses strategy indicators from Koteen's theory, namely Organisational Strategy, Resource Strategy, and Program Strategy. The results of the study show that although TPST 3R has the highest turnover contribution (74.85% of total BUMDes income), various obstacles are still faced, such as weak coordination, lack of human resources, minimal budget, and suboptimal internal and external communication. The potential for developing a maggot cultivation program as an alternative to increasing income is very large, but is hampered by inadequate infrastructure. Therefore, the strategy to increase BUMDes Makmur Jaya's income needs to be focused on improving management, strengthening human resources, developing cooperation, and optimising superior programs based on local potential.

Abstract

As a national commitment to enhance human resource quality, handling stunting is a major concern in health development. This research seeks to outline and assess the role of the Edelways Integrated Health Post (Posyandu) in stunting management efforts using the role theory by Jim Ife and Frank Tesoriero (2016) through facilitator, educator, representative, and technical roles, while also identifying obstacles to program implementation at the field level. Data were obtained through observation, interviews, and documentation, then analysed descriptively and qualitatively. The results findings indicate a disparity between the ideal role of Posyandu and its implementation, characterised by low participation of toddlers in growth monitoring, lack of cadre activity, uneven implementation of supplementary feeding programs, and limited nutrition education. On the other hand, inconsistent aspects of recording development data and nutritional monitoring also hamper early detection of stunting cases. In light of these outcomes, this study highlights the necessity of strengthening cadre capacity, equalising resources, and increasing community involvement as key strategies to optimise the role of Posyandu in reducing stunting prevalence in rural areas.

Abstract

This research aims to examine the strategies implemented by the Village-Owned Enterprise (BUMDes) in developing a tourism village in Sempu Village, Ngancar District, Kediri Regency. The research was conducted at BUMDes Sempu Mandiri, located in Sempu Village. This study employed a descriptive qualitative method with data collection techniques including observation, interviews, and documentation. The informants consisted of the Head of Sempu Village, the Director of BUMDes Sempu Mandiri, and village officials. The findings indicate that: a) the organizational strategy and objectives of BUMDes Sempu Mandiri are generally aimed at improving the village economy by optimizing local potential and encouraging community entrepreneurship; b) the program strategy involves the development of a tourism unit managed through village funds and digital promotion, although implementation has been less effective due to the IT team's lack of focus on a single tourism unit; c) the resource support strategy is carried out through collaboration with the government, private sector, academia, and media to enhance the management and development capacity of business units; and d) the institutional strategy shows that the organizational structure of BUMDes Sempu Mandiri is functioning properly, although coordination among business actors still needs improvement.

Abstract

This research commences by pinpointing challenges concerning the efficiency of public services at the community level. It proceeds with gathering data via interviews, observations, and reviewing documents, which is then analysed through the interactive framework developed by Miles and Huberman. This study aims to assess the efficacy of the Kios e-PAKLADI initiative in enhancing both the efficiency and accessibility of administrative services related to the populace in Plintahan Village, located in Pandaan District of Pasuruan Regency. The theoretical basis for this research utilises the notion of public service effectiveness, employing indicators such as accuracy of targets, efficiency of execution, punctuality, and accomplishment of goals. The results show that the initiative has met its objectives, as active citizens are now able to manage administrative paperwork without having to go to the sub-district office. Nonetheless, challenges to technical efficiency persist due to connectivity issues and incomplete document submissions. Additionally, the dissemination of information is not fully effective since village officials primarily receive it rather than the broader community. Achievement of goals can be seen in the rise in service offerings, especially concerning the distribution of Family Cards and ID Cards, while oversight is effectively conducted through digital communication between village officials and the Department of Population and Civil Registration. In summary, Kios e-PAKLADI has a favourable impact on enhancing the efficiency of public services; however, it requires better outreach efforts, improved human resources, and enhanced network infrastructure for the sustainable implementation of digital services.

Abstract

This study aims to analyze and describe the implementation of the Bina Keluarga Balita program policy in Mentikan Village, Prajurit Kulon District, Mojokerto. By using qualitative descriptive research methods. The technique of determining the informants is purposive sampling. The technique of collecting data is by observing, interviewing, and documenting as well as analyzing the data by collecting data, reducing data, presenting data and drawing conclusions. The results showed that in the process of implementing the Bina Keluarga Balita (BKB) program policy, from the size and objectives, the implementers already understood the policy standards and targets aimed at developing resilience, empowering families, improving environmental quality. There are still family who are less open minded in the BKB program. The communication between organizations have been going well according to the rules. The characteristics of the implementing agency run according to the organizational structure. The social, economic, and political conditions also influence the implementation of the BKB program policy in Mentikan Village, from an economic point of view, mothers cannot participate in BKB activities due to work demands, and the social aspect of the BKB program can add insight and knowledge of mothers to educate their children. ,as well as in terms of politics so far there has been no change in laws and regulations. The dimension of the implementing tendency goes well, but there are some people who are less open minded. The conclusion of this study is that the implementation of the BKB (Bina Keluarga Balita) program policy in Mentikan Village, PrajuritKulon District, Mojokerto has been going well but there are still people who lack knowledge or understanding of the importance of the BKB program, and socialization is less than optimal due to the difficulty of conditioning the schedule of the students. Abstract

This study examines the role of the General Election Commission (KPU) in boosting first-time voter participation in Seketi Village, Balongbendo District, Sidoarjo. Using qualitative methods, data were collected via interviews, observations, and documentation, and analyzed using the Miles and Huberman model. The KPU's roles as Regulator and Dynamistator were effectively implemented, but their roles as Catalyst and Facilitator were less successful. Socialization efforts and provided facilities were hindered by the pandemic and low engagement from first-time voters, leading to decreased voter participation. The findings highlight the need for improved communication strategies and resource utilization to enhance first-time voter engagement. Highlights: Effective Roles: KPU succeeded as Regulator and Dynamistator. Pandemic Impact: Socialization and voter engagement hindered by COVID-19. Communication Gaps: Insufficient social media use reduced first-time voter information. Abstract

General Background: Dengue fever remains a persistent public health concern in Indonesia, particularly in densely populated urban areas where environmental conditions support mosquito breeding. Specific Background: The Surabaya municipal government initiated a community-based Larvae Monitoring Jury Program implemented by Surabaya Hebat cadres to reduce dengue transmission at the neighborhood level. Knowledge Gap: Despite widespread implementation, limited research has examined how cadre roles function operationally within this program framework. Aims: This study aims to analyze the roles of Surabaya Hebat cadres in the Larvae Monitoring Jury Program in Kutisari Indah Barat using Bintoro Tjokroamidjojo’s role theory encompassing motivator, facilitator, and mobilizer dimensions. Results: Findings show that cadres actively conduct routine inspections, community education, and environmental monitoring, contributing to preventive efforts, yet face obstacles including unclear task distribution, limited initiative, inconsistent community engagement, and uneven program acceptance across areas. Novelty: The study provides a contextualized qualitative analysis of grassroots health governance by mapping practical cadre functions to established role theory. Implications: Continuous evaluation, clearer role allocation, and strengthened community participation are necessary to ensure sustainable program implementation and improved dengue prevention outcomes. Highlights: Volunteers conducted door-to-door inspections and education activities on a regular schedule. Implementation encountered coordination problems and varying acceptance among residents.
