Abstract

General Background: Village-Owned Enterprises (BUMDes) contribute to rural economic transformation through entrepreneurship and innovation. Specific Background: BUMDes development often faces obstacles such as limited managerial competence and weak strategic planning. Knowledge Gap: Few studies explore comprehensive development models that align business innovation with local potential. Aims: This study aims to examine development strategies implemented by BUMDes in enhancing local economic welfare. Results: The findings reveal that effective business unit diversification, market linkage expansion, and digital marketing increase BUMDes competitiveness and community income. Novelty: The study proposes a participatory business model emphasizing collaboration between government, youth, and local entrepreneurs. Implications: Policy strengthening, digital adaptation, and community participation are essential to achieve sustainable BUMDes growth. Highlights: Diversified units enhance BUMDes competitiveness. Digital tools expand rural business reach. Collaboration accelerates local economic resilience.

Abstract

The Village Information Sistem is an effort by the central government to improve the information sistem at the village level. The purpose of this research is to analyze and describe concrete problems related to how the Implementation of E-goverment through the Village Information Sistem in the Perspective of Good governance. This research uses descriptive qualitative research methods. The descriptive qualitative method was used to collect as much information as possible about the Village Information Sistem. Data collection methods included observation, interviews, and documentation. The results of this study indicate that in the transparency indicator, there is still a sub menu that is not up to date regarding the use of the realization of funds from the allocated budget and important data related to village development is not available or the page is not found

Abstract

This research aims to evaluate the performance of the Trans Semanggi Suroboyo Bus Electric-Based Public Transport Program in the City of Surabaya. The research method used is a qualitative approach with data collection techniques in the form of interviews and direct observation. The evaluation was carried out using William N. Dunn's evaluation model which consists of six criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The evaluation results show that the achievements of the Trans Semanggi Suroboyo program are still relatively low in terms of number of passengers and contribution to reducing CO2 emissions. However, Trans Semanggi electric buses have proven to be more efficient than petrol/diesel buses. Recommendations for improving the quality and integration of public transportation modes in the City of Surabaya include better coordination between bus operators, increasing the number of fleets, expanding operational routes, and increasing the quality of responsiveness. This study has high relevance to the urgency of comprehensive evaluation of the performance of environmentally friendly transportation programs to ensure the various expected benefits and positive impacts are achieved.

Abstract

This research aims to analyze and describe the effectiveness of the Cempaka Posyandu Program in reducing stunting. The informants in this research were the Village Midwife, Posyandu Cadres and Village Community. The technique for determining informants used in this research is purposive sampling, namely the technique of selecting informants or sources who have certain objectives in accordance with the research theme because these people are considered to have the information needed for the research. This research uses a qualitative descriptive method with data collection techniques using interviews, observation and documentation. The data analysis model used in this research is interactive from Miles Huberman, namely data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that the effectiveness of the toddler posyandu program seen from indicators according to the Target Accuracy indicator shows that the parties who are the targets in implementing the program are not present in their entirety. The Program Socialization indicator shows that there are still many people who lack focus in receiving material or information submitted by related parties. Meanwhile, the Program Objectives indicator shows that the suitability of the initial program objectives with program implementation has not been implemented as a whole. Program monitoring shows that the program control that was carried out after the program was running was fully operational because the village midwife was assisted in its implementation and was tasked with monitoring the success of this program.

Abstract

Objective: This study aims to determine and analyze the role of BUMDes administrators in managing the “Cafe Kalitikung” River Tour in Tambakcemandi Village, Sedati District, Sidoarjo Regency. Method: Using a descriptive qualitative method, data were collected through interviews, observations, and documentation. Data analysis follows the Miles & Huberman framework: collection, reduction, presentation, and drawing conclusions. Results: Based on Edy Suhardono's role theory, administrators act as facilitators, drivers, and regulators. Facilitators provide infrastructure such as piers and tourism facilities. Drivers involve local resources and raise environmental awareness. Regulators establish operational policies for sustainable management. Despite challenges in management, human resources, and funding, collaboration between the village government, community, and BUMDes administrators highlights the potential of “Kafe Kalitikung” as a village economic model. Abstract

The implementation of village government cannot be separated from the role of village officials in realizing public services and good governance. Recruitment and selection of village officials need to be carried out strictly to obtain quality human resources. This study aims to describe the recruitment and selection patterns of village officials in Sidoarjo Regency. The research method used is descriptive with a qualitative approach. Data were collected through interviews, observation and documentation. Data analysis used the Miles and Huberman interactive model including data collection, reduction, and presentation, as well as conclusion drawing. The results showed that the pattern of recruitment and selection of village officials included the stages of announcement, administrative selection, examination, announcement of examination results, and inauguration. The online exam was preceded by a server trial before implementation. The exam consisted of three types of questions, namely general knowledge, nationality, and government, including 100 questions. The results of the exam are announced in the form of scores and rankings of participants as well as the position chosen.  Participants who pass the exam are then officially inaugurated as village officials.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskripsikan inovasi layanan 'Sejiwa dengan Jempol' dan hambatan dari inovasi layanan tersebut di Puskesmas Jabon. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Informan kunci dalam penelitian ini adalah ketua coordinator program 'Sejiwa dengan Jempol'. Hasil penelitian menunjukkan bahwa inovasi pelayanan kesehatan melalui program Sejiwa dengan Jempol di Puskesmas Jabon telah dilakukan dengan adanya inisiatif dari Kepala Puskesmas Jabon melalui perjanjian kerjasama dengan Camat Jabon. Selain itu, sikap inovasi telah dibentuk melalui inisiatif Puskesmas Jabon untuk membentuk KBK (Kelompok Budaya Kerja) dari gugus bidang untuk memotivasi petugas. Kemampuan inovasi petugas dalam pelayanan kesehatan dibuktikan dengan upaya peningkatan pengetahuan dan keahlian dalam memahami Program 'Sejiwa dengan Jempol' melalui minilokakarya. Tim kerja dalam program ini menggabungkan lintas program terkait seperti Promkes KIA (Promosi Kesehatan Ibu dan Anak), gizi, gigi, lab, dan P2, serta membangun kemitraan lintas sektoral termasuk Camat Jabon, Kepala Desa, kader, Dispendukcapil, PKK, KUA, Polsek, dan Koramil. Kinerja inovasi Puskesmas dalam pelayanan program 'Sejiwa dengan Jempol' ditunjukkan dengan kunjungan ibu hamil yang meningkat 2 kali lipat, program P4K (Program Perencanaan Persalinan dan Pencegahan Komplikasi) berjalan secara otomatis, dan ibu hamil semakin sadar akan pentingnya BPJS. Saat ini ibu hamil mau tidak mau mencari donor darah sendiri. Intinya peran masyarakat menjadi lebih aktif, petugas hanya memotivasi saja. Melalui program tersebut, kasus ibu hamil yang berisiko tinggi dapat dicegah dan juga menurunkan angka kematian ibu dan bayi

Abstract

This study aims to analyze and describe the BUMDes strategy in developing Belimbing Agrotourism in Watesari Village. This research uses a qualitative descriptive method. Data collection was carried out through observation, interviews and supporting documentation. The informants interviewed in this research were the Village Head, Village Government and Management of BUMDes Bina Sejahtera. The results of this study indicate that the BUMDes Strategy is reviewed from indicators according to Jack Kooten in Kasmira. The results of the four indicators are: 1) Corporate strategy, Organizational strategy The organizational strategy of BUMDes Bina Sejahtera has set goals and vision and mission in developing Agrotourism Belimbing. 2) Strategy program indicator, Agrotourism Belimbing in Watesari Village has offered three programs that still have shortcomings and have not been realized properly. 3) Resource Support Strategy indicator, seen from the aspect of human resources at BUMDes Bina Sejahtera in quality and quantity, it is still not fulfilled, the aspect of financial resources is still not fulfilled and are still being designed in the following year. 4) Institutional strategy, in terms of organizational structure BUMDes Bina Sejahtera has frmed management but is still not running optimally, in terms of partnerships BUMDes has not cooperated with third parties either form the private sector or from the goverment, but has collaborated with Watesari Village Youth and Local Residents in developing Agrotourism Belimbing Watesari.

Abstract

This study aims to analyze the effectiveness of the SIPRAJA application for population administration services in Glagaharum Village. Using a descriptive qualitative method, the research found that the application is not yet effective due to limited socialization and technological challenges faced by the community. Most residents prefer offline services because of the complexity of the online system and insufficient human resources, with only one operator and verifier. Despite the potential for expedited processes, technical issues cause delays, making offline submissions more appealing. Better training and resources are needed to improve the application's effectiveness and overall public service quality. Highlight: Limited socialization and technical issues reduce SIPRAJA's usage. Single operator causes inefficiencies in application processing. Technical problems hinder effectiveness and increase manual submissions. Abstract

Abstrak: Implementasi Sistem Pelayanan Rakyat Sidoarjo (SIPRAJA) di Desa Larangan Kabupaten Sidoarjo Penerapan Sistem Pelayanan Publik Sidoarjo (SIPRAJA) di Desa Larangan, Kabupaten Sidoarjo memiliki tujuan penting untuk meningkatkan kualitas pelayanan publik serta mempermudah warga dalam mengakses layanan administrasi pemerintah. Studi ini bertujuan untuk menganalisis efektivitas sistem SIPRAJA dalam memenuhi kebutuhan masyarakat, sekaligus mengidentifikasi tantangan-tantangan yang dihadapi dalam proses implementasinya. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data yang meliputi wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa meskipun SIPRAJA telah berhasil memfasilitasi akses layanan, masih terdapat beberapa hambatan, antara lain kurangnya sosialisasi kepada masyarakat dan terbatasnya pelatihan bagi staf operator SIPRAJA. Oleh karena itu, perlu ada upaya tambahan untuk meningkatkan pemahaman masyarakat mengenai SIPRAJA serta memperkuat keterampilan staf dalam mengoperasikan sistem ini. Hal ini diharapkan dapat memastikan efektivitas layanan publik yang lebih optimal. Kata Kunci: desa larangan; digitalisasi; e-government; pelayanan publik; SIPRAJA;   Abstract: Implementation of the Sidoarjo Public Service System (SIPRAJA) in Larangan Village, Sidoarjo Regency The rollout of the Sidoarjo People's Service System (SIPRAJA) in Larangan Village, located in Sidoarjo Regency, is designed to improve the standard of public services and increase residents' access to administrative support. This research assesses how well SIPRAJA meets the needs of the community while also pinpointing the difficulties encountered during its execution. Utilizing a qualitative research method, information was collected through interviews, direct observations, and the analysis of documents. The results indicate that although SIPRAJA has progressed in making services more accessible, its overall effectiveness is hindered by insufficient public engagement and a lack of proper training for staff. As a result, there is an urgent requirement for increased initiatives to boost public understanding and to enhance the capabilities of staff in using the system. By focusing on these aspects, the quality of public services can be improved, culminating in more efficient service delivery via SIPRAJA.
