Abstract

This research analyzes the role of the Village Community Empowerment Institution (LPMD) in the development of Watesnegoro village, Ngoro sub-district, Mojokerto district. Using a descriptive qualitative approach, data were collected from the village head, LPMD head, village secretary, treasurer, and planning officer through observation, interviews, and documentation. The study finds that while LPMD efforts in socialization, training, and community skill improvement are positive, overall effectiveness is limited by low community participation and inadequate human resources. Enhancing community involvement and human resource quality is essential for the success of LPMD programs and village economic development. Abstract

General background: Efficient public administration in village governance is key to improving community services. Specific background: The Siwalanpanji Village Government has implemented the Sipraja program, aiming to enhance population administration services. Knowledge gap: Despite the use of Sipraja, challenges remain in budget allocation, communication, and operator motivation, suggesting the need for evaluation to determine its effectiveness. Aims: This study analyzes the implementation of the Sipraja program in Siwalanpanji Village using Edward III’s policy theory framework, focusing on communication, resources, disposition, and bureaucratic structure. Results: The findings reveal that communication has been effectively facilitated by village officials who guide residents in using the application. Resources are adequate in terms of facilities, and officials can operate Sipraja, though budget sources remain unfulfilled as a motivator for operators. The disposition aspect is positive, with policymakers’ commitment aligning with existing regulations. The bureaucratic structure is relatively efficient, supported by clear standard operating procedures. However, the need for community socialization and consistent financial support is evident. Novelty: This study provides a detailed evaluation of Sipraja's implementation in administrative services, highlighting communication and resource gaps that affect the program's effectiveness. Implications: The study emphasizes the importance of financial support and community socialization for successful digital administration services in village governance. Abstract

Background: Youth empowerment is vital for community progress, often facilitated by organizations like Karang Taruna. Specific Background: In Kalipecabean Village, Karang Taruna actively engages in youth activities, but its impact on empowerment remains unclear. Knowledge Gap: Limited studies focus on the role of Karang Taruna in this village. Aims: This study examines how Karang Taruna functions as a motivator, facilitator, and mobilizer in youth empowerment. Results: A qualitative analysis revealed that Karang Taruna conducts various activities, including sports competitions, training programs, and government collaboration, enhancing youth participation. However, challenges such as resource limitations and inconsistent engagement remain. Novelty: This study provides specific insights into Karang Taruna's multifaceted role in a village setting. Implications: Strengthening partnerships and diversifying programs could enhance the organization’s impact on community development. Abstract

General Background: Stunting is a significant public health issue that adversely affects child growth and development, particularly in developing countries like Indonesia, leading to increased morbidity and mortality rates. Specific Background: In Kedung Peluk Village, Sidoarjo Regency, the Supplementary Feeding Program (PMT) was implemented to combat stunting, but its effectiveness remains uncertain. Knowledge Gap: There is limited research evaluating the specific effectiveness of PMT in this context, necessitating a thorough examination. Aims: This study analyzes the effectiveness of PMT in preventing stunting in Kedung Peluk Village, focusing on indicators such as target accuracy and program understanding. Results: While PMT is well-targeted and timely, many community members lack understanding of stunting prevention. Although the number of stunted children decreased from 15 to 9, awareness of nutritional needs remains low. Novelty: This research offers new insights into PMT's effectiveness in a rural setting, highlighting community perceptions. Implications: The findings emphasize the need for improved educational initiatives to enhance community understanding and engagement, ultimately aiming to reduce stunting rates. Abstract

Background: Stunting is a significant global health issue, with Indonesia's prevalence reaching 21.6% in 2022, particularly alarming in Keboguyang Village, Jabon District, where the stunting rate stands at 10%. Specific Background: Despite allocating 10% of village funds for stunting prevention, the persistence of high rates necessitates a critical evaluation of current interventions. Knowledge Gap: Limited research exists on the implementation effectiveness of stunting prevention programs at the village level in Indonesia, particularly regarding communication, resource allocation, and bureaucratic structure. Aims: This study aims to evaluate the implementation of stunting prevention programs in Keboguyang Village using Edward III's (1980) theory of policy implementation, focusing on the factors influencing success or failure. Results: Utilizing qualitative descriptive methods, data were collected through field observations, interviews with key informants—including the village head, midwife, health cadres, and mothers—and documentation analysis. The findings reveal effective communication strategies through door-to-door outreach and child data collection, alongside strong commitment from local leadership. However, challenges arise from insufficient incentive regulations, limited human resources, and infrastructural deficiencies. Novelty: This research contributes new insights into the multifaceted nature of stunting prevention efforts at the community level, highlighting specific barriers that need addressing. Implications: The study underscores the need for enhanced human resources and infrastructural support to bolster the effectiveness of stunting prevention initiatives, providing valuable recommendations for policymakers and community health programs aimed at reducing stunting rates in Indonesia. Abstract

General Background: The advent of electronic document management systems has revolutionized administrative processes in local governance, emphasizing the need for effective implementation strategies. Specific Background: In Indonesia, the Electronic Official Document Arrangement through the E Buddy application has been introduced to enhance the efficiency of village governance, particularly in Panggreh Village, Jabon Sub-district, Sidoarjo Regency. Knowledge Gap: However, challenges remain regarding the consistency and effectiveness of E Buddy's usage among village officials, particularly concerning communication, resource allocation, and bureaucratic structures. Aims: This study aims to analyze and describe the implementation of the E Buddy application in Panggreh Village using a qualitative descriptive method, focusing on the indicators proposed by George Edward III: communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that while E Buddy has been implemented, issues persist, such as inconsistent usage of the application for official document transmission and inadequate technical guidance. Furthermore, some officials struggle with the application’s functionalities, and insufficient resources hinder optimal performance. The study also highlights the need for dedicated personnel, improved evaluation methods, and the establishment of incentives to motivate village officials in utilizing E Buddy effectively. Novelty: This research contributes to the understanding of the practical implications of electronic document management systems in local governance, offering insights into the barriers faced by village officials in Indonesia. Implications: The results underscore the necessity for continuous training, resource upgrades, and structural reforms to enhance the efficacy of the E Buddy application and improve service delivery in rural governance. Abstract

General Background: The quality of public services, particularly in population administration, is crucial for effective governance and community satisfaction. Specific Background: This research investigates the quality of Population Administration Services using the Plavon Dukcapil Application in Dukuhsari Village, Jabon Sub-district, Sidoarjo Regency, highlighting the importance of technology in enhancing administrative efficiency. Knowledge Gap: Despite the implementation of digital solutions like Dukcapil Plavon, there is limited understanding of how these applications affect service quality from the perspective of both government officials and the community. Aims: This study employs a descriptive qualitative method, utilizing observation and interviews to analyze service quality based on five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Results: Findings reveal that the Dukuhsari Village government has established adequate physical infrastructure and consistently meets residents' needs through timely and polite services. The village employees demonstrate responsiveness by providing clear information regarding service processes, while empathy is evident in their attentive approach to residents’ administrative needs. The study indicates that, although services are generally satisfactory, there is room for improvement in ensuring that all staff members are consistently trained in using the Plavon Dukcapil Application. Novelty: This research contributes to the existing literature by examining the interplay between digital applications and service quality in local governance, offering empirical insights into the effectiveness of the Dukcapil Plavon system. Implications: The study underscores the necessity for ongoing training and support for village officials to enhance service delivery further and ensure equitable access to population administration services for all residents. Abstract

The general background implementation of village-owned enterprises (BUMDes) is essential for promoting village prosperity through sustainable business development. The specific background this study specifically examines the operational effectiveness of BUMDes Sinar Mitra Gemilang within a local context. The knowledge gap despite the establishment of various business units, limited research evaluates the implementation strategies and outcomes of BUMDes programs, particularly regarding the challenges encountered during execution. The aims the aim of this study is to analyze the implementation of the BUMDes business development program, focusing on the factors influencing its success and the obstacles that hinder optimal performance. The results findings reveal that communication between BUMDes and the community is inadequate, human resources lack quantity despite being qualified, and community participation requires improvement. Additionally, the organizational structure is ineffective due to insufficient human resources. The novelty this study contributes to existing literature by applying Edward III's policy implementation theory and utilizing qualitative methods to provide insights into the practical aspects of BUMDes operations. Abstract

The general background family Hope Program (PKH) represents a significant initiative aimed at reducing poverty through conditional cash transfers to very poor households, initiated in 2007. Specific background however, while many countries have adopted similar strategies, the effective implementation of such programs in rural contexts often faces numerous challenges. Knowledge gap This study specifically investigates the implementation of PKH in Gempol Village, addressing the knowledge gap regarding community attitudes and the practical obstacles that impede program success. Aims aim of this research is to analyze the barriers faced by stakeholders and participants in the execution of PKH. Results Findings reveal that successful implementation depends on enhanced coordination among government officials, program coordinators, and beneficiaries, as well as the necessity for ongoing education to ensure participants comprehend the requirements for enrollment in the program.The novelty of this research lies in its focus on financial management skills, which are often overlooked but crucial for effective fund utilization among beneficiaries.The implications of this study underscore the importance of strengthening communication among stakeholders and providing targeted educational interventions, ultimately contributing to the sustainability and effectiveness of the PKH initiative and similar community development programs in rural settings. Abstract

The general background stunting is a health problem that can reduce the quality of human resources, and the role of posyandu is very important in its management. Specific background this research focuses on Wunut Village in Porong District, where the prevalence of stunting is a major concern. Knowledge Gap: Although many studies on stunting exist, the specific role of posyandu in the local context has been less explored. Aims this study to analyze the role of posyandu in reducing the prevalence of stunting in Wunut Village. Results this study posyandu as a motivator, facilitator, and mobilizer in increasing community awareness and access to health services related to stunting. Posyandu has successfully invited the community to actively participate in health activities and provided services such as growth monitoring and distribution of nutritional supplements. Novelty this research highlights the tangible contributions of posyandu in the local context, providing new insights into community-based approaches to addressing stunting. Implications these findings indicate the importance of strengthening posyandu as a health institution in stunting reduction efforts and the need for continuous support from the government and community to enhance the effectiveness of health programs.
