Abstract

The background of this study was to describe the implementation of empowerment regarding the abandoned children and adolescents drop out of school at the Young Children's Social Development in 2011-2015. How the implementation of the empowerment of displaced children and adolescents out of school in the Panti Sosial Bina Remaja Rumbai Pekanbaru and supporting factors and obstacles anything in the implementation of the empowerment of displaced children in Children's Social Development Youth Rumbai Pekanbaru and seeks to know the empowerment process conducted by the Social Institution Bina Youth Tassel City Pekanbaru kepapa neglected children and adolescents drop out of school. As well as knowing what are the supporting factors and obstacles in the gudgeon waif and dropout.This type of research is descriptive qualitative study aimed to describe the real state of the field systematically and accurately related facts and research analysis unit, as well as field observations based on data (information) in particular. Methods of data collection is by interview, documentation and observation.The results showed that: Implementation of coaching waif includes delivery of content using simple language and interspersed with examples of everyday life, the method used is the method of lecture, discussion, question and answer, and practice as well as instructional media used such as modules, leaflets and films , The attitude of supervising the development activities are also friendly, humorous, firm and familiar. environment / atmosphere for learning yangmenyenangkan make children do not feel bored in following the activities. Factors supporting the coaching is the cooperation between partners and external parties / institutions in the implementation of the development, availability of infrastructure implementation guidance. In the process of empowerment there are still some problems that become obstacles in the empowerment of displaced children and adolescents drop out of school. As the need for updates and additional facilities and infrastructure skills to children so that is expected to deliver maximum results to the child.Keywords: Implementation Empowerment, Neglected Children, Youth Dropout.

Abstract

The Siak River is one of the major rivers that has received national attention and is also included in the national strategic river category (Kepres No. 12 tahun 2012).The number of activities in the Siak watershed, including as a means of transportation, agricultural water sources, clean water sources, and business activity centers, and so on causing the water quality standard in the Siak watershed to decline. This research is motivated by how the supervision carried out by the Department of Environment and Sanitation of Pekanbaru City but under their supervision they encountered various problems. The purpose of this study is to analyze the problems that occur in the implementation of supervision which causes a decrease in the quality of water quality standards in the Siak Watershed in Pekanbaru City. The method used in this research is descriptive method with qualitative research type. The types of research data are primary data and secondary data. The data collection technique in this research is documentation and interviews. The data analysis technique used is descriptive qualitative data analysis.The results showed that the monitoring of DLHK in controlling the pollution of the Siak Watershed in Pekanbaru City has not been optimal. This can be seen from the decline in the quality of water quality standards in the Siak Watershed in Pekanbaru City. There are inhibiting factors both internally and externally; provision of inefficient facilities and infrastructure and no coordination between institutions on a par. The right solution to overcome the problems in controlling pollution in the Siak Watershed in Pekanbaru City is to create a neater and more effective program planning, and creating policies that can improve coordination between each agency concerned and the community, increase the budget, and increase the time for more intensive and routine monitoring.  Keywords : monitoring, regulatory compliance inspection, inter-agency coordination

Abstract

Batam is a very rapid business climate growth city in Indonesia. In effort strengthen it, has formed a security system policy based security camera technology with intention of creating Batam City as a smart city security field in the Asia Pacific region. It policy is Batam City Local Regulation Number 2 Of 2007 On Security System Throught Security Camera In Vital Objects, Public Facilities, And Spesific Areas In Batam City. Various problems has encountered in last 10 years including the not ideal security cameras quantity, bad security cameras quality, and Security Coordinating Board not implemented. From that, this research purpose is to analyze policy evaluation. Policy evaluation theory used as activity that concerns policy assessment including substance, implementation, and impact. Research method used phenomenology descriptive qualitative approach including primary and secondary data collection techniques, data processing and analysis, and conclusion. Through this research has found results in evaluation form from are first, substance assessment need to forward. Second implementation assessment need to be continue with an improvement. And third, impact assessment need to be continue with an improvement too. Keywords: policy evaluation, security system

Abstract

This study describes the border management policy conducted by the central government, province of East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutional strengthening, programs and infrastructure development. The policy is getting good response from the elite and the masses. On the other hand policy makers have expectations of local communities border synergism Sebatik Island in order to build and develop the border areas so as to break the chain of dependence on Malaysia. The research was conducted in Sebatik Island, East Kalimantan province Nunukan with the formulation of the problem (a) what policies are oriented to maintain borders, (b) How is the public response to government policy, (c) What are your expectations of policy makers in local communities to regional border. This study used qualitative methods to phenomenological research strategy. Techniques of data collection in this study using two ways, namely in-depth interviews and secondary data view Results indicate that the existing policy of both the central and provincial to district borders do not solve the problem because it is made on the island of Sebatik with other border regions. The policy does not include local knowledge, where it is desperately needed by the people Sebatik. In addition to policies on programs and infrastructure development of the center, the district adopted a policy of inaction against the illegal cross-border trade, which on the one hand against the rules but if enforced then people can not perform economic activities that impact well-being. Policies like this gets a positive response from the public. Expectations for the future border policy is to load local content or local knowledge.

Abstract

Prima Public Services are services that are under one roof agencies. In Yogyakarta, one-stop service is realized in the form of the establishment of the “Dinas Perizinan”, formerly known as One-Stop Integrated Service Unit (UPTSA). The existence of this new service brings change in The pattern of service so that it gets a good response from the public. This research was conducted in Yogyakarta is First, How the production and distribution of "public services" Licensing Agency of Yogyakarta as a One-Stop Integrated Service Unit (UPTSA). Secondly, How Public Service standard form used to get Excellent Service award at the National Level. Third, how the public response to the quality standards of public service in the Department of Licensing Yogyakarta. This study uses qualitative method with a phenomenological research strategy. Data collection techniques in this study using two ways, namely depth interview and review of secondary documents. The result Showed UPTSA changes to "Dinas Perizinan" had a positive impact on service delivery, which formerly slow, non-transparent and unaccountable and unfriendly bertransformarsi be fast, transparent, responsive, friendly and accountable. On the other hand the use of information technology is a major weapon to simplify, improve and speed up service. This makes people give a positive response and appreciation of the quality of public services in the field of licensing.

Abstract

Molornya pengesahan APBD Provinsi Riau menarik ditelusuri. Peristiwa ini mengindikasikankuatnya tarik menarik kepentingan antara para pihak, khususnya partai politik yangtermanifestasikan di dalam DPRD dengan pihak eksekutif. Kerasnya tarik menarik kepentingansangat merugikan masyarakat karena APBD merupakan kebijakan pemerintahan daerah gunamemberikan layanan publik yang prima dan juga untuk meningkatkan kesejahteraanmasyarakat. Bagaimana bentuk deliberasi yang dilakukan partai politik dalam kebijakananggaran pemerintahan Provinsi Riau tahun anggaran 2013 perlu ditelusuri lebih jauh.Penelitian deskriptif dengan mewawancarai secara mendalam beberapa pihak dan menganalisisecara kualitatif ini menemukan bahwa partai politik sebagai satu entitas institusi tidak tampakterlibat secara kuat dalam memberikan pertimbangan-pertimbangan mendalam dalampenyusunan anggaran daerah Riau 2013. Peran deliberatif lebih banyak dilakukan oleh kaderpartai yang duduk dalam fraksi di DPRD. Anggaran daerah oleh anggota fraksi DPRD dilihatsebagai ruang untuk menjaga stabilitas hubungan dengan konstituen sekaligus diharapkansebagai upaya membesarkan partai.

Abstract

Every president has a different style of political communication between another. Typology political communication style that uses high political communication context and low context of political communication. President SBY is one president who uses high-context communication while President Jokowi using low context communication, in which the language used is easy to understand, straightforward and not winged so as to avoid different interpretations. President Jokowi communication style in addressing issues of public policy in the mass media is not different when conducting a press conference, the "main shoot straight". Similarly, ministers, causing a political uproar because not coherent between the president and his aides. This study contains the formulation of the problem as follows; First, what are the public policy issues are addressed by the President Joko Widodo in the mass media. Secondly, how political communication styles President Joko Widodo in addressing public issues through the mass media? This study used a qualitative approach and type of penelitain descriptive research strategy research library. Data retrieval technique using 1 (one) way, the documentation of the various mass media, both print and online. This study shows there are 2 (two) typology distribution policy issues regarding the administration of President Jokowi, namely (a) issues into tranding topic in the online media and social media, (b) issues popular in audience the general public as much 12 (twelve) policy issues. Furthermore, political communication Jokowi not managed properly, often a difference between the president and his aides. Therefore Jokowi form of political communication team in charge of providing information to the public. Political communication style is low context cultures adjust communication society because it is influenced by tradition and Mataraman Culture.

Abstract

This research was conducted in the village of Tinjoman Lama District of Padangsidimpuan Hutaimbaru Padangsidimpuan City with three research question How are the government’s role in improving welfare of farmers in the village barking Tinjoman Lama? The purpose of this study to determine government’s role in improving the welfare of farmers in the village barking Tinjomam Lama District of Padangsidimpuan Hutaimbaru Padangsdimpuan City. This study is a descriptive quantitative research. The population in this study were all barking farmers in the village of Tinjoman Lama. The sample of this study a total of 36 respondents (50%) of the overall polpulations using random sampling technique, that is by knowing all the farmers barking then randomized based on the name for the next interview. To collect the data the researchers use methods of document , observation and interview by using the interview guide as a reference to obtain information in analyzing the research data used quantitative analysis and descriptive described. Based on the study concluded lack of government’s role in improving the welfare of farmers bark that can be seen from the absence of assistance in the form of marketing, production quality improvement, education / training in agriculture, provision of quality seeds and fertilizers or appropriate technology.

Abstract

This research is motivated target PAMSIMAS village election in the village of Banglas Barat years 2014-2016 in accordance with the decree of the minister of public works decree No. 79 / Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers program PAMSIMAS at the district level conducted by the planning office and the department of public health office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti, while implementers at the village level is done by the village government, KKM, SATLAK, BPSPAMS and community facilitator team. The research directs the factors that influence the management of the PAMSIMAS program. Research to know the factors that influence the management of PAMSIMAS program.The type used in this research is descriptive research with qualitative research approach. Type of research data is primary data and secondary data. Data collection techniques in this study is documentation and interviews. Technical analysis of the data used is descriptive qualitative data analysis. The result of the research shows that there are several factors that influence the management of PAMSIMAS in terms of the content of the benefit factor policy and the degree of change to be achieved which is still a constraint, while in terms of policy environment the role of Village Government and Local Government is still minimal in doing support in terms of material as well development of PAMSIMAS facilities that have not been able to reach all PAMSIMAS beneficiaries.

Abstract

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.
