Abstract

This research aims to describe the quality of public services for people with disabilities at the Pekanbaru Public Service Mall meanwhile, a lot of people with disabilities who experience discrimination related to the fulfillment of their rights in public services. So, it is necessary to assess the quality of public services that have been provided to persons with disabilities. Pekanbaru Public Service Mall is one of the places for integrated public services, there are various kinds of government and private agencies that provide public services. With a high number of visits per day, Pekanbaru Public Service Mall is expected to be the answer for people with disabilities to use public services more efficiently, easily, comfortably and safely. This reaserch is a quality research with using interviews, observation and documentation as a method to collect the data. The results of this study indicate that the quality of service at the Pekanbaru City Public Service Mall is very good. Persons with disabilities feel very cared about for their service needs and accessibility. Although there are still shortcomings in the facilities provided, the Pekanbaru Public Service Mall has tried to provide the best service for the people with disabilities. It is proven based on the results of research that people with disabilities feel efficiency, responsiveness and there is no difference between people with disabilities and other communities. To provide better public services, service officers should be given special education and training for persons with disabilities, and always maintain the facilities for persons with disabilities that have been provided.

Abstract

This study aims to identify and describe the strategy for controlling illegal parking by the Padang City Transportation Service. This research uses descriptive qualitative method. The data collection technique used in this research is to conduct observations, interviews and documentation. While the data validity technique uses source triangulation. The theoretical basis that becomes the analytical knife in this research is the core theory of strategy proposed by Rumeltwhich consists of diagnosis, guiding policy and coherent action. The result of this research is that it can be seen that the Padang City Transportation Service has fulfilled the three variables of the core strategy theory proposed by Rumelt. The Padang City Transportation Service has implemented a strategy in an effort to control illegal parking in the city of Padang quite well, but there are some shortcomings so that the strategy that has been carried out has not been running optimally. The strategy for controlling illegal parking by the Padang City Transportation Service is to take actions such as locking tires, deflation of tires, and towing or moving vehicles. Overall, the actions taken were able to become one of the efforts of the Padang City Transportation Service in realizing its strategic target, namely improving traffic performance in the city of Padang.

Abstract

Within the framework of national development, the budgeting system is an inseparable part of the national development planning system. Planning and budgeting are part of management development that is designed to realize the ideals of national development. Public finance is one of the most critical dimensions to assess the government's partiality to general needs. Many studies have addressed the essential roles of the government budget in trust in government. However, there has been no research that has critically examined the state's alignment with the community through regional budgets. Therefore, this study contributes to the body of knowledge by analyzing local government finance and identifies the weakness of the expenditure. We chose the financial conditions of the city government of Padang in 2018 as the research object. The research was conducted employing qualitative and secondary sources. This study found that the budget is not entirely in favor of the public. Many expenditures have been spent on the program, which does not directly affect society. In sum, Padang city budget has not fully benefited the people of Padang city and sided with them. Our analysis contributes to the study of public finance by strengthening pro-society finance. This study also contributes to the local government in designing and implementing public finance.

Abstract

Nagari Statistik program is implementation form for accurate, integrated, quick and easy to access of statistical data supports. Background of this study was low quality of data in big number of data, so it needs management improvement by government through Satu Data Indonesia program. Therefore, Agency of Communication and Informatics (Diskominfo) and Central Agency of Statistics (BPS), which also support by local government (OPD) in Dharmasraya regency establihed Nagari Statistik program. Kanagarian Sungai Duo as the first of pilot project area of this program. However, there is some obstacles in implementation of this program, both of Agency of Communication and Informatics (Diskominfo) in Dharmasraya regency as an organizer program and the areas (nagari) for this program itself. This study was analyzed to describe the phenomenon at the study sites qualitatively using management function theory to analyze management by Ricky W Griffin that consist of planning, organizing, briefing and supervising of Nagari Statistik program. This study showed that management of this program in Dharmasraya regency has been carried out quite well, although the operational was still not optimal. This phenomenon could be observed from several obstacles, such as limitation of budget and low quality of human resource because there is no statistic expert officer for this program.

Abstract

The police institution has the duty and responsibility to provide services to the community relating to security and other services to citizens. One way to improve service quality is to innovate services. So the focus of this research is on the implementation of Android-based public service innovation through an application feature called 'Paga Nagari' on the Solok City Police Station. Based on the identification results obtained by researchers, 'Paga Nagari' is the latest innovation from Solok City Regional Police that utilizes internet technology. Solok City Police Station is the only Polres in West Sumatra that utilizes internet technology to provide complete services to the public such as the existence of Panic Button, complaints, making online SIM, online SKCK, Certificate of Loss, Notification of Progress of Investigation (SP2HP) ), Crowd Permit, Security Assistance and Escort Request. Then an in-depth study is needed on how the Solok City District Police will carry out the ‘Paga Nagari’. The research method chosen was a descriptive qualitative approach. This research uses Rogers' theory in Suwarno (2008: 17), which measures the innovation attribute variable with five things, namely relative advantages, compatibility, complexity (complexity); the possibility of being tried (liability; and observability. Based on the results of the study, the service at the Solok City Police Station through the innovation based on the android application 'Paga Nagari' is already excellent. However, these efforts have not yet run optimally, obstacles are still often faced by Solok Kota Police and the community as users, especially in terms of networks and non-intensive socialization

Abstract

Berdasarkan Peraturan Presiden Republik Indonesia Nomor 16 Tahun 2018 Tentang Pengadaan Barang/Jasa Pemerintah. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana pemberdayaan UMKM terdampak pandemi Covid-19 Oleh Dinas Koperasi dan UMKM Kota Padang. Penelitian ini di latarbelakangi oleh adanya pandemi covid-19 yang membuat ekonomi masyarakat lumpuh. Maka dari itu Dinas Koperasi dan UMKM Kota Padang melakukan pembinaan dan pendampingan kepada pelaku UMKM agar tetap produktif dengan  pembuatan masker pemberdayaan kepada pelaku-pelaku UMKM. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, dokumentasi, dan obervasi. Sementara itu, teknik keabsahan data yang peneliti gunakan adalah triangulasi sumber. Pemilihan informan dilakukan dengan teknik purposive sampling. Penelitian ini menggunakan teori Ambar Teguh Sulistiyani yang menggunakan tiga tahapan dalam pemberdayaan masyarakat, yaitu tahap penyadaran, tahap transformasi kemampuan, dan tahap peningkatan kemampuan intelektual, keterampilan dan terbentuknya inisiatif dan inovatif mencapai kemandirian.Hasil penelitian menunjukkan bahwa pelaksanaan Pemberdayaan UMKM yang terdampak covid-19 di Dinas Koperasi dan UMKM Kota Padang secara keseluruhan berjalan baik dari Tahap Penyadaran yang memunculkan kesadaran dari Pemberdayaan UMKM yang terdampak covid-19 di Dinas Koperasi dan UMKM Kota Padang ada beberapa faktor yang mempengaruhi, yaitu dilihat dari indikator persiapan adalah penyiapan petugas dan penyiapan lapangan membuat pelaksanaan program menjadi terstruktur dan juga penyiapan lokasi sasaran yaitu UMKM yang terdampak covid-19 di Kota Padang juga terlaksana dengan baik. Tahapan pengkajian terlaksana dengan baik sesuai dengan harapan dari Dinas Koperasi dan UMKM Kota Padang. Tahap Transformasi Pengetahuan yaitu pemformulasian rencana aksi tersusun dengan baik. Strategi pengembangan UMKM untuk tetap dapat bertahan dapat dilakukan dengan peningkatan daya saing dan pengembangan sumber daya manusianya dan Tahap Kemandirian yang merupakan tahapan dimana masyarakat sudah dapat secara mandiri yakni masyarakat dapat menyelesaikan pembuatan masker tepat dengan waktu yang telah diberikan oleh Dinas Koperasi dan UMKM di Kota Padang.Kata Kunci : Pemberdayaan, Covid-19, Usaha Kecil Mikro dan Menengah

Abstract

ABSTRAK. Kalincuang merupakan hasil proses pembuatan gambir. Jumlah limbah cair ini yaitu sekitar 4% dari gambir yang dihasilkan. Kalincuang oleh sebagian petani gambir belum dimanfaatkan dan hanya dibuang begitu saja, sedangkan oleh sebagian petani lainnya, kalincuang digunakan sebagai campuran air dalam proses pemasakan gambir selanjutnya. Hal ini dilakukan untuk meningkatkan berat masa dari gambir yang dihasilkan. Namun, sebagai dampak negatif yaitu menurunkan kualitas gambir yang dihasilkan. Kalincuang masih mengandung senyawa aktif seperti katekin sebesar 0,27% dan tanin 0,0081%. Kalincuang yang telah difraksinasi menggunakan etil asetat mengandung total fenol sebesar 74,89% dan proantosianidin (tannin terkondensasi) 17,4 mg Eq. katekin/mL. Senyawa-senyawa ini diketahui dapat digunakan sebagai antioksidan maupun untuk menurunkan kolesterol dalam tubuh. Dilakukan penelitian yang bertujuan untuk mengetahui pengaruh pemberian kalincuang dalam air minum terhadap profil lipid serum darah pada ayam petelur periode bertelur, dan untuk mendapatkan konsentrasi yang sesuai. Materi yang digunakan yaitu limbah cair gambir (kalincuang) dan 200 ekor ayam petelur periode bertelur. Penelitian dirancang menggunakan rancangan acak lengkap (RAL) dengan 5 perlakuan konsentrasi kalincuang (0, 500, 1000, 1500, dan 2000 ppm) yang diberikan melalui air minum dengan 4 ulangan, Peubah yang diamati profil lipid [kolestrol total, trigliserida, dan low density lipoprotein (LDL)] serum darah ayam petelur. Hasil sidik ragam menunjukkan bahwa pemberian kalincuang dalam air minum berpengaruh sangat nyata (P<0,01) terhadap kolesterol total, trigliserida dan LDL serum darah ayam petelur periode bertelur. Pemberian kalincuang sampai 1500 ppm menurunkan total kolesterol, pemberian sampai 1000 ppm menurunkan trigliserida dan pemberian sampai 2000 ppm menurunkan LDL serum darah. Pemberian kalincuang dalam air minum sampai konsentrasi 2000 ppm berpengaruh terhadap profil lipid serum darah ayam petelur periode bertelur.Kata kunci: Kalincuang, kolesterol, trigliserida, low density lipoprotein, ayam petelurUtilization of Kalincuang (Uncaria gambir By-product) through Drinking Water to Improve the Blood Serum Lipid Profile of Laying HensABSTRACT. Kalincuang is the result of the gambier making process in the form of gambier liquid by-product. The amount of gambier liquid by-product (kalincuang) is about 4% of the gambier produced. Kalincuang by some gambier farmers has not been used and is just thrown away, while by some other farmers, kalincuang is used as a mixture of water in the next gambier cooking process. This is done to increase the mass weight of the gambier produced. Kalincuang still contains active compounds such as 0.27% catechins and 0.0081% tannins. Kalincuang which has been fractionated using ethyl acetate contains 74.89% total phenol and 17.4 mg Eq catechins/ml of proanthocyanidins (condensed tannins). These compounds are known to be used as antioxidants and to lower cholesterol in the body. For this reason, a study was conducted to determine the effect of administrating kalincuang in drinking water to laying hens. The materials to be used are gambier liquid waste (kalincuang) and 200 laying hens. The design of experiment was a completely randomized design (CRD) with 5 concentrations (0, 500, 1000, 1500, and 2000 ppm kalincuang) administered via drinking water with 4 replicates. The observed variables were lipid profiles [total cholesterol, triglyceride, and low density lipoprotein (LDL)]. The results of experiment showed that the administration of kalincuang in drinking water had a very significant effect (P<0.01) on the total cholesterol, triglyceride, and LDL of laying hens. The administrating of 1500 ppm decreased the total cholesterol, 1000 ppm reduced triglyceride, and 2000 ppm lowered LDL of blood serum. It is conclude that the administration of kalincuang in drinking water to laying hens up to the concentration of 2000 ppm influenced the blood serum lipid profile of laying hens.

Abstract

Kampar Regency is one of the areas that are included in six areas prone to smog in Riau Province. Moreover, of the six smog-prone areas in Riau Province, Kampar Regency is also the district with the largest population of the other five regions. Thus, inevitably resulting in more and more people being affected by the emergence of smog. Thus, of course the Kampar Regency Government has coordinated with relevant agencies in overcoming this haze disaster. The purpose of this study was to determine and analyze the implementation of the coordination of the Kampar Regency Government in Haze Disaster Management. The research method used is qualitative descriptive through in-depth interviews with competent parties stating that in measuring coordination there are four main variables, namely unity of action, division of labor, communication and discipline. Based on the results of the study it can be concluded that the coordination of the Kampar Regency government in dealing the haze disaster has been running quite well.

Abstract

This study aims to analyze and describe the management of flash floods disaster management strategies carried out by BPBD Pasaman Regency. This research is motivated by Pasaman Regency which is a disaster-prone area. flash floods is one type of disaster that has a high potential and has a large impact and loss. Thus, there is a need for a strategic management process carried out by the Pasaman Regency BPBD in the implementation of flash floods disaster management which aims to reduce the risk of flash floods disasters in Pasaman Regency. The method used is descriptive qualitative, with data collection techniques using interviews, documentation, and observation. . The selection of informants was done by purposive sampling technique. The data analysis technique used in this study according to Miles and Huberman, meanwhile to test the validity of the data obtained in the field, the source triangulation technique was used. The strategic management process is carried out by describing the phenomena found in the field using the theory of J. David Hunger and Thomas L. Wheelen which states that the strategic management process consists of a process of environmental scanning, strategy formulation, strategy implementation and evaluation and control. The results of this study conclude that the strategic management process in flash floods disaster management by BPBD Pasaman Regency has not been achieved optimally, this is due to limited human resources owned by BPBD Pasaman Regency in terms of number and competence, lack of infrastructure facilities owned by all programs and activities optimally in achieving organizational goals, low presentation of budget realization in the implementation of programs and activities carried out, achievement of performance targets that are not yet optimal and special evaluations held by BPBD Pasaman Regency related to several activities in disaster management.
