Abstract

This is paper aims to describe the completion of local autonomy based on local culture system in West Sumatera and Bali Province. Beside that, this paper also tries to find out the role of state which depicts state autonomy in implementation of government functions at lowest level, such as nagari in West Sumatera and Desa Pakraman in Bali. Although the local culture system could be applied in local autonomy, yet the modern government system which is introduced by state has affected local culture system at the lowest level. In this context, state autonomy has been involved in fusing local culture system into modern government system so that performing of local democracy declines.

Abstract

Penelitian ini bertujuan untuk menjelaskan perbedaan aktivitas belajar siswa dengan menggunakan model Cooperative Learning tipe Snowball Throwing dan menggunakan model pembelajaran Think Pair Share. Jenis penelitian ini adalah quasi experiment dengan desain the static group comparison design. Populasi penelitian ini seluruh siswa kelas IV SDN Gugus II Kecamatan Sungai Geringging. Pengambilan sampel dilakukan secara simple random sampling. Sampel  penelitian siswa didapatkan kelas IV SDN 03 Sungai Geringging dan siswa kelas IV SDN 23 Sungai Geringging. Data penelitian dikumpulkan dengan mengamati proses pembelajaran selama model diterapkan melalui lembar observasi. Teknik analisis data menggunakan uji chi kuadrad. Hasil penelitian menunjukan bahwa tidak terdapat perbedaan aktivitas belajar siswa yang signifikan yang diajarkan menggunakan model Snowball Throwing dengan aktivitas belajar siswa yang diajarkan menggunakan model Think Pair Share, dengan nilai chihitung sebesar 1,094 dan chitabel 11,07 dengan taraf signifikan 5%. Abstract

The existence of high threats and work risks that can occur at any time to the entire workers can have an impact on the welfare of workers. Therefore, there is a need for social protection for workers so that they can be protected from all threats and risks resulting from work. Especially for the Non-wage workers in Padang city which number of Non-wage workers in Padang city is quite high. Program of BPJS Employment is a government effort to fulfill the basic rights of citizens to obtain protection from various socio-economic risks resulting from work threats. This research aims to know how the implementation of employment social security program for Non-Wage workers at BPJS Employment Padang City. This study uses a qualitative approach with a descriptive method. Data collection techniques were conducted through interview, observation, and documentation. This research uses the theory of Van Meter and Van Horn, which consists of six variables: policy standards and objectives, resources, characteristics of implementing agents, inter-organizational communication, attitudes or tendencies of implementers, and social, economic, and political environmental conditions. Based on the research findings, the researcher concludes that the implementation of the Employment Social Security Program for Non-Wage Workers at BPJS Employment in Padang City has been implemented, but its application is still not optimal. There are still several obstacles in the implementation of the BPJS Employment Program, such as the lack of human resources in program implementation. Furthermore, there is a lack of knowledge and understanding, as well as misunderstandings among the public regarding the BPJS Employment Program. In addition, there is inconsistent communication and coordination with labor institutions and organizations, and the presence of other insurance institutions that may hinder the implementation of the BPJS Employment Social Security Program.

Abstract

This research aims to find out how effective the use of Instagram social media is i building Disporaprovsu image. The theories used in this research are new media theory, goverment public relations, effectiveness. New media thoery and social media. The subjects of this research are Dispora Public Relations staff who manage Disporaprovsu Instagram and 5 Disporaprovsu Instagram followers. With research dates starting from 03 March 2022 – 27 May 2022. The method used in this reseach is the Qualitative Method with in-depth Interviews. The technical analysis used is descriptive qualitative analysis. The results of this reseacrh show that the effectiveness of Instagram media users is deep The Public Relations image of the North Sumatera Utara Province Dispora is very good, the role of the North Sumatera Province Dispora Public Relations is very good, Plus there are also social media such as Instagram. Making it easier for people to get the latest services and information and news that is currently hot, especially, in the North Sumatera Province area. The dimensions used to measure it’s effectiveness are by conducting interviews using qualitative methods and using new theory media related to research means that the use of Instagram social media by Public Relations of Dispora @Disporasumut.id as a medium for disseminating information to the public is effective The Public Relations Division as manager of @Disporasumut.id can be said quality photos and videos. So the goal of improving the image thourgh the use of Instagram social media was achieved.

Abstract

The purpose of this study is to analyze the Effectiveness of the Use of Village Funds during the COVID-19 Pandemic (Case Study in Hiligeho Village, Tanah Masa District, South Nias Regency). The study focuses on the use of Village Funds during the COVID-19 pandemic, which is from 2020 to 2021. This study seeks to find out how the use of the Village Fund during the COVID-19 pandemic by the Hiligeho Village Government and whether the use of the Village Fund during the COVID-19 pandemic has been effective. The theory used is the theory of effectiveness from Makmur, which includes accuracy in timing, accuracy in cost calculations, accuracy in measurement, accuracy in making choices, accuracy in thinking, accuracy in carrying out orders, accuracy in determining goals and targeting accuracy. With descriptive qualitative research methods, data collection techniques used are interviews and documentation. Meanwhile, to ensure the validity of the data, the researcher applied data triangulation. Based on the results of the study, it was found that the use of Village Funds during the COVID-19 pandemic by the Hiligeho Village Government was not yet fully effective. This is known from the implementation of Village Fund priorities, namely the Village Fund for direct cash assistance (BLT), COVID-19 emergency response and Village Cash Intensive Work (PKTD), which are experiencing delays. In addition, several problems in the community empowerment program, such as the distribution of vegetable fertilizer assistance that is not right on target and uneven and the assumption that this program is only for certain groups, cause inequality.

Abstract

This research is motivated by the high prevalence of stunting in one of the Pasaman districts,  especially Nagari Ganggo Hilia. In this Nagari, a program called “Smart Nagari” that designed as the pilot for handling stunting. this study aims to uncover how the Ganggo Hilia community engages regarding stunting through Nagari Pintar. The descriptive qualitative approach is needed to collect and analyze data. Primary data that gathered over in-depth interviews and direct observation at the research location. The theory used is the stages of community participation in handling stunting in Nagari Ganggo Hilia is already active but not optimal. The community has felt the benefits of activities at the integrated healthcare center. However, regarding the results, there hasn’t been a significant reduction in the stunting rate, yet the community has actively participated in activities at the integrated healthcare center. For indicators of decision making, implementation, and evaluation, society has already engaged. So that in this case, the government can provide programs that can be collaborated with the Smart program itself to reduce stunting rates.

Abstract

This research aims to determine the balanced effect of feed supplements on the nutritional and mineral content of rice fermented with Bacillus amyloliquefaciens. The research used a completely randomized design with a 3 x 3 x 3 factorial pattern with three replications for each treatment combination. The treatment factors consist of factor I, three levels of Zn (25, 50, 75 ppm); factor II, three levels of urea (1.0, 1.5, 2.0%); and factor III, three levels of sulfur (0.2, 0.4, 0.8%). The research results showed that treatment A (Zn), factor B (Urea) had a very significant effect (P<0.01) and factor C (sulfur) had a non-significant effect (P>0.05). Treatment of factors A (Zn) and B (urea) had a significantly different effect (P<0.05) on calcium content. Factor C (sulfur) had no significant effect (P>0.05), and there was no interaction between treatment factors. Treatment of factor A (Zink), factor B (urea), and factor C (sulfur) had no significant effect (P>0.05). There is an interaction between the AC factor (Zn and sulfur), while there is no interaction between the AB factor (Zn and urea), the BC factor (urea and sulfur), and the ABC factor (Zn, urea and sulfur). It can be concluded that the administration of 25 ppm Zn, 2% urea, and 0.2% sulfur gave the best results on the crude protein content (22.62%), calcium (0.33%), and phosphorus (1.22%) of fermented rice bran with Bacillus amyloliquefaciens.

Abstract

This research aims to determine the added palm kernel cake (PKC) level in the Sclerotium rolfsii inoculum. This research used an experimental method with a completely randomized design, four treatments, and five replications. The treatments were different substrate compositions, consisting of 100% bran (control), 90% bran + 10% PKC (P1), 85% bran + 15% PKC (P2), and 80% bran + 20% PKC (P3). The variables observed were cellulase and mannanase enzyme activities. The data obtained were analyzed statistically using a completely random design analysis of variance and continued with Duncan's multiple range tests if the treatment influenced the observed variables. The results showed that adding PKC as a substrate in making Sclerotium rolfsii inoculum had a significant effect (P<0.01) on the activity of cellulase and mannanase enzymes. The best cellulase and mannanase enzyme activities were found in the 80% fine bran substrate composition + 20% PKC (P3), namely 16.02 U/mL and 7.81 U/mL.

Abstract

The COVID-19 pandemic has had a profound impact on Indonesia, affecting not only public health but also socio-economic aspects of life. As part of its response to mitigate the spread of the virus, the Indonesian government introduced the PeduliLindungi application, which enables contact tracing and monitoring of COVID-19 cases through public participation. Despite its effectiveness in supporting policy decisions and reducing transmission rates, the application has faced criticism, particularly regarding potential privacy and human rights concerns. This study aims to analyze the behavioral intention of users to adopt the PeduliLindungi application using the Technology Acceptance Model (TAM) as a framework. The research employs a literature review approach, synthesizing findings from existing studies to identify key factors influencing user attitudes and intentions. Results indicate that perceived usefulness, perceived ease of use, and perceived risk are critical determinants of user attitudes. Furthermore, the study hypothesizes that user attitudes significantly influence behavioral intention, with trust in the application playing a reciprocal role. The findings highlight the importance of addressing user concerns, particularly regarding data security and privacy, to enhance adoption rates. This research contributes to the understanding of user behavior in adopting COVID-19 governance applications and provides a theoretical basis for future empirical studies. It concludes with recommendations for policymakers to ensure both the efficacy and ethical implementation of such technologies in public health crises.
