Abstract

Public services that have been carried out by direct interaction must be limited and even have to switch to online services. In this new normal era, public services should not decrease in quality. The Covid-19 pandemic should not hinder and be the reason for limitations in public services. The purpose of this study is to find out how the Department of Population and Civil Registration of Baubau City innovates in public services in the New Normal Era. The method used in this research is descriptive qualitative. Data collection techniques used are interviews, and documentation. The results of the study are changes in public services carried out in the Department of Population and Civil Registration of Baubau City in the New Normal Era. In the new normal era, the ASN of the Population and Civil Registration Office of the City of Baubau made adjustments to the work system, such as counter officers being required to wear masks and be provided with hand sanitizers as well as performing population administration services (Admindu) with an online system, the Covid-19 condition resulted in many electronic-based public service innovations. , so that it is necessary to strengthen quality and innovative ASN human resources, as well as support infrastructure development.Keywords: Public Service, State Civil Apparatus, New Normal

Abstract

This study conducted a literature review study of articles on women's acceptability in elections in Indonesia, by analyzing around n = 299 articles from Scopus data base in the publication period of 2004 to 2022. The data obtained is then processed through the VOS Viewer software application as a data analysis tool, with some of the main menus used from VOS Viewer software (density visualization and overlay) so that visualization of features on the theme of the article related to women's acceptability in Indonesia is obtained. This bibliometric analysis Research shows that obtained articles that discuss women's electability in elections in Indonesia are quite varied although no one is so dominant, the dynamics of women's choice in a number of articles between 2004 to 2022 are not so specific about placing the issue of women's choice in the results of their research. However, this study can explain that women's electability in Indonesian elections is still strongly influenced by demands for women's representation policies, religious identity to Political liberalization through gender equality, gender gaps and women's social status. Therefore, the results of this study show that analysis through literature review will be very helpful and contribute to analyzing the achievements of women's political work in Indonesia.

Abstract

Sosialisasi di sekolah menengah atas untuk menghentikan perundungan dan menumbuhkan budaya tubuh siswa yang inklusif dan saling menghormati. Studi ini melihat mentoring teman sebaya, program pendidikan, dan proyek keterlibatan masyarakat sebagai cara untuk mensosialisasikan pencegahan perundungan. Tujuan dari penelitian ini adalah untuk mengevaluasi bagaimana taktik-taktik ini mempengaruhi sikap, tindakan, dan iklim sekolah secara umum. Dalam tahapan sosialisasi di hadiri oleh seluruh guru sekolah dan Staf serta Murid yang terdaftar di Sekolah tersebut. Dalam kegiatan Sosialisasi tim memeberikan Materi dengan pendekata Komprehensif dan strategi Proaktid/reaktif. Sehingga pendekatan komprensif yang mencakup pada iklim Sekolah, Strategi Proaktif untuk mencegah perundungan, dan stretegi reaktif unutk menghentikan kasus perundungan ataupun mencegah perundungan. Hasil pengabdian ini memberikan informasi baru yang penting mengenai dinamika sosial dari inisiatif pencegahan perundungan di sekolah menengah. Implikasi dari teknik sosialisasi yang efektif untuk mengurangi insiden perundungan, meningkatkan keterampilan sosial siswa, dan menumbuhkan iklim sekolah yang mendukung juga diteliti. Pengabdian ini bertujuan untuk memberikan saran yang berguna bagi para guru, legislator, dan tokoh masyarakat untuk mendukung program anti-bullying di sekolah menengah dan menumbuhkan lingkungan belajar yang lebih ramah dan sopan

Abstract

The main problem in this study is that the percentage of poor people in 2023 increased by 0.22 percent compared to 2022. The purpose of this study is to provide an overview of the poverty condition in Kota Baubau. The method used in this research is a mix method, namely qualitative and quantitative. Qualitative analysis was conducted by collecting data using interview techniques to find out the poverty reduction program of Kota Baubau in 2023 which is divided into three clusters, namely the expenditure reduction cluster, the income generation cluster, and the poverty reduction cluster. Quantitative analysis Quantitative analysis was also used to analyze and interpret data obtained from the Central Bureau of Statistics (BPS) of Baubau City and BPS of Southeast Sulawesi. The results showed that Baubau City experienced an increase in the growth of the number of poor people from 12,690 people in 2022, to 13,290 people in 2023. The poverty depth index of Baubau City was documented in 2022 at 0.80, there was an increase in 2023 at 1.21. The poverty severity index of Baubau City was recorded at 0.17 in 2022, but increased again to 0.48 in 2023. The poverty line of Baubau City in 2022 amounted to 376,932 (Rp/Capita/Month) which in 2023 increased by Rp82,031 to Rp412,008. The novelty of this research lies in the use of a mixed methods approach combined with bibliometric analysis and three-cluster strategy mapping in assessing the effectiveness of poverty alleviation programs specifically in Baubau City.

Abstract

The development of information and communication technology (ICT) has driven the digital transformation of government, with e-government becoming the main instrument for improving bureaucratic efficiency, quality of public services, transparency, and community participation. In ASEAN countries, the implementation of e-government varies significantly, with Singapore leading the way, while Cambodia, Myanmar, and Laos are still in the early stages of development. This study aims to analyze trends in scientific publications on e-government in Asean countries between 2014-2024 using a bibliometric approach. Data were obtained using Publish or Perish software from the Scopus database, then analyzed and visualized using VOSviewer. The results of the study show that 2020 was the peak of productivity with the highest number of publications and citations, especially related to the adoption of digital services during the Covid-19 pandemic. Indonesia and Thailand were recorded as the countries with the largest contribution to publications, while Singapore dominated in the implementation of e-government practices. The main focus of the study was still on the issues of digital transformation and information and communication technology, with the theme of innovation covering digital transformation. These findings confirm that the success of e-government is greatly influenced by the readiness of digital infrastructure, public literacy, human resource capacity, and government commitment. This study contributes by providing a comprehensive overview of the dynamics of e-government research in Asean countries.

Abstract

Recent studies explain that the COVID-19 pandemic has caused a complex situation for government policies. This study aims to see the capabilities of social capital during the pandemic, as an alternative to effective disaster management. This article is written based on qualitative research principles, through literature analysis of 35 articles obtained from the Scopus database on social capital and handling of COVID-19 cases. Furthermore, the analysis was carried out using the VosViewer application (density and overlay visualization) to see the network of interrelated and relevant concepts. Topics related to this explain that disaster management studies recognize that social capital has an important role in understanding community-based disaster management efforts, especially during the COVID-19 pandemic. The research trend leads to a typology of social capital that is similar in each community even though it is in different regions, the findings are also followed by a trend that community social capital actually strengthens and is very persuasive in disaster situations, even quite effectively contributing to the process of dealing with the impact of disasters, especially for community social recovery. This research study contributes to the approach to formulating disaster risk mitigation policies based on community social capital capacity.

Abstract

Kegiatan pengabdian masyarakat ini bertujuan untuk mendorong transformasi digital Badan Usaha Milik Desa (BUMDes) Lamando Jaya di Desa Sandang Pangan, Kabupaten Buton Selatan, melalui optimalisasi teknologi informasi berbasis website dan konektivitas internet. BUMDes Lamando Jaya memiliki potensi ekonomi yang besar dari sektor kopi, wisata alam, dan budaya lokal, namun menghadapi kendala dalam pemasaran dan promosi produk akibat keterbatasan akses digital dan teknologi. Program pengabdian ini dilaksanakan melalui beberapa tahapan, yaitu sosialisasi manfaat digitalisasi, pemasangan layanan internet Starlink, pembuatan dan peluncuran website (https://sandangpangan-desa.id), serta pendampingan dalam promosi potensi lokal menggunakan media digital. Website tersebut menjadi sarana strategis untuk meningkatkan jangkauan promosi, transparansi pengelolaan usaha, serta mendukung efisiensi layanan BUMDes secara daring. Hasil kegiatan menunjukkan peningkatan kapasitas digital pengelola BUMDes dan masyarakat desa, keterbukaan informasi, serta peluang perluasan pasar produk unggulan desa. program ini membuktikan bahwa transformasi digital desa dapat menjadi solusi konkret dalam meningkatkan daya saing, pendapatan, dan kemandirian ekonomi desa berbasis potensi lokal.

Abstract

The Digital Literacy Action Program Based on a Website in Wasuemba Tourism Village, Buton Regency, is a community empowerment initiative to address limited digital literacy and underdeveloped tourism promotion. Despite being listed in the Top 100 ADWI 2024, marine, cultural, and local product potentials have not significantly improved community welfare due to inadequate internet infrastructure, low digital skills, and reliance on simple social media content. This program, implemented by Universitas Muhammadiyah Buton with Pokdarwis Lahonduru, involved socialization, management training, the development of an official village website (https://wasuemba-desa.id), Starlink internet installation, and digital content workshops. Results indicate improved digital literacy, with participants’ understanding rising from 38% (pre-test) to 60% highly proficient (post-test). Academically, the program contributes a community-based digital literacy model for tourism village development. Socio-economically, it fosters community participation, broadens promotion, increases tourist visits, and creates new entrepreneurial opportunities. Hence, the program emphasizes the importance of integrating digital literacy, infrastructure, and community participation to enhance rural tourism competitiveness in the digital era.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi Pemerintah Kabupaten Buton dalam menanggulangi anak putus sekolah melalui kolaborasi antara pemerintah daerah, dinas pendidikan, sekolah, dan masyarakat. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa kondisi awal yang memicu kolaborasi dalam penanggulangan anak putus sekolah meliputi faktor sosial ekonomi keluarga, akses pendidikan, dan kesadaran masyarakat terhadap pendidikan. Selain itu, keberhasilan kolaborasi didukung oleh kebijakan pendidikan daerah, program penanganan anak putus sekolah, serta mekanisme koordinasi antar lembaga. Kepemimpinan pemerintah daerah dan koordinasi dinas pendidikan juga berperan penting dalam memfasilitasi kerja sama antar pemangku kepentingan. Proses kolaborasi diwujudkan melalui dialog antar stakeholder serta implementasi berbagai program pendidikan yang melibatkan pemerintah, sekolah, dan masyarakat. Dengan demikian, penerapan collaborative governance menjadi strategi penting dalam meningkatkan akses pendidikan serta menekan angka anak putus sekolah di Kabupaten Buton.

Abstract

Tujuan penelitian ini adalah untuk mengkaji bagaimana Undang-Undang Nomor 22 Tahun 2022 tentang Pemasyarakatan digunakan untuk rehabilitasi narapidana perempuan di Lembaga Pemasyarakatan Kelas IIA Baubau. Penelitian ini menggunakan metodologi deskriptif  kualitatif untuk mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Tujuh prinsip pelayanan pemasyarakatan yang tercantum dalam Pasal 5 Undang-Undang Pelayanan Pemasyarakatan menjadi dasar analisis. Hasil penelitian menunjukkan bahwa program kemandirian dan pengembangan kepribadian telah menerapkan kebijakan secara normatif. Namun secara substansial, masih terdapat beberapa kendala, termasuk kurangnya dukungan psikologis, strategi rehabilitasi yang belum responsif gender, dan kekurangan sumber daya manusia. Lebih lanjut, kebutuhan unik narapidana perempuan belum terpenuhi dengan baik, terutama di bidang psikologi dan reproduksi, yang sangat penting untuk kesejahteraan mereka secara keseluruhan dan reintegrasi yang sukses ke dalam masyarakat. Penelitian ini menunjukkan bahwa strategi berbasis gender yang dikombinasikan dengan peningkatan perawatan psikologis, peningkatan kapasitas staf, dan dukungan kebijakan yang lebih fleksibel diperlukan untuk keberhasilan rehabilitasi narapidana perempuan. Hasil ini membantu dalam menciptakan paradigma pemasyarakatan yang inklusif dan adil gender.
