Abstract

Analisis kuantitatif pendukung dilakukan melalui Location Quotient), Dynamic Location Quotient, Tipologi Klassen, dan Shift Share Analysis  guna mengukur potensi ekonomi sektor perikanan daerah. Title: Accelerated Model for the Regularization and Utilization of Abandoned Land in the Coastal Areas of Penajam Paser Utara Regency This study aims to analyze the effectiveness of policies concerning the regularization and utilization of abandoned land in the coastal areas of Penajam Paser Utara (PPU) Regency and to formulate an accelerated implementation model based on cross-sectoral collaboration. The research is motivated by the low utilization of coastal spaces, which stems from weak interagency coordination, overlapping authorities, and limited institutional capacity at the local level. A qualitative approach was employed using public policy analysis grounded in Grindle’s (1980) implementation model to examine both the content of policy and context of implementation. Complementary quantitative analyses including Location Quotient (LQ), Dynamic Location Quotient (DLQ), Klassen Typology, and Shift-Share Analysis (SSA) were conducted to assess the economic potential of the regional fisheries sector. The findings reveal that approximately 40 percent of aquaculture pond areas in PPU’s coastal zones are inactive and lack clear management arrangements. The main barriers to policy implementation include weak vertical coordination, unsynchronized spatial data, and limited mechanisms for community participation. Based on these findings, the Accelerated Model for the Regularization and Utilization of Abandoned Coastal Land was developed, encompassing five key pillars: cross-sectoral coordination, administrative acceleration through spatial digital systems, sustainable utilization, coastal community empowerment, and enhanced supervision and law enforcement. As a policy recommendation, the utilization of abandoned coastal lands should be directed toward the development of aquaculture and high value-added fishery processing activities. This approach is justified by the region’s strong local economic potential and the ecological suitability of coastal lands to support sustainable blue economy development. The model is expected to shorten the spatial planning process from 8–12 years to approximately 1.5 years, increase coastal land productivity by at least 40 percent, and reduce coastal agrarian conflicts by up to 50 percent. These findings provide an operational contribution for local governments in realizing collaborative, productive, and equitable coastal governance toward sustainable blue economy development.

Abstract

Worker health contributes greatly to productivity and social welfare. High levels of work stress, lack of physical activity, and unhealthy eating habits can increase the risk of metabolic diseases such as hypertension, diabetes mellitus, and obesity. This Community Service Activity (PKM) aims to increase the knowledge and awareness of workers in Maleer Village, Bandung, about the importance of balancing physical and mental health (mind-body wellness) and conducting early detection of metabolic risks. The implementation methods included health education, relaxation technique training (mindfulness breathing and progressive muscle relaxation), and basic health checks (blood pressure, blood sugar levels, and body mass index). A total of 30 participants from the working community took part in this activity. The results showed a 45% increase in knowledge after the training, and 30% of participants were found to have mild to moderate metabolic risks. This activity demonstrates that mind-body wellness training is effective in increasing public awareness and skills in maintaining physical and mental health.

Abstract

This study evaluates the implementation of e-government in Central Lombok Regency by examining the gap between planned objectives and actual outcomes, using the Context, Input, Process, and Product (CIPP) evaluation model introduced by Stufflebeam. While e-government is often framed as a national-level policy, this study focuses on a concrete, time-bound local initiative the 2017–2022 E-Government Development Master Plan of Central Lombok which functions as a structured implementation program suitable for programmatic evaluation. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving key stakeholders, particularly the Central Lombok Communication and Information Office (Diskominfo). The context evaluation revealed a mismatch between the region digital goals and its limited institutional readiness, particularly in terms of infrastructure and public digital literacy. The input evaluation showed that while planning documents and budgets were prepared, gaps remained in human resources and training capacity, with only 18.75% of officials and 30.75% of staff familiar with basic ICT. The process evaluation highlighted inconsistencies between planned targets and implementation outcomes such as the low number of agencies connected to central servers and minimal public interaction with e-government platforms. Finally, the product evaluation indicated that the program’s objectives were only partially met, with persistent challenges in system integration, inter-agency coordination, and citizen uptake of services. The study concludes that improving cross-agency collaboration, enhancing digital capacity through training and education, and promoting public awareness are essential for advancing e-government outcomes in the region. The use of the CIPP model in this context offers a systematic lens to diagnose programmatic shortcomings and generate actionable recommendations for future policy implementation.

Abstract

Smoking is a high-risk behavior commonly found among university students, including Papuan students residing in Bandung City. Exposure to toxic substances in cigarettes can trigger inflammatory processes, which can be detected through an increase in the Erythrocyte Sedimentation Rate (ESR). This study aims to describe the ESR values of Papuan students who are active smokers and to examine their relationship with smoking duration. This research used a descriptive quantitative design with purposive sampling involving 30 respondents, whose ESR levels were measured using the Westergren method. The results showed that ESR values ranged from 12 to 45 mm/hour, with an average of 26.7 mm/hour. A total of 63.3% of respondents had elevated ESR levels (>20 mm/hour), while 36.7% were within the normal category. Respondents who had been smoking for more than three years had higher ESR levels compared to those who had been smoking for less than three years. This study concludes that most Papuan students who are active smokers experience elevated ESR levels, indicating the presence of inflammatory processes associated with smoking habits.
