Abstract

CHSE certification is one of the strategic policies set nationally by the Ministry of Tourism and Creative Economy. One of the hotels that has been certified CHSE is Hotel Sibayak Berastagi. The various dynamics after this hotel has obtained CHSE certification need to be considered, for example how the hotel adopts the latest rules in accordance with CHSE policies. The big question is how the hotel will go further in implementing CHSE regarding the existing environmental conditions around it. So the purpose of this study is to analyze the steps for implementing CHSE including seeing how the adoption of related policies and environmental conditions; as well as to analyze the challenges and solutions made by the hotel in implementing CHSE. The method used is qualitative with an interactive approach, where data collection is carried out by observation and interviews with hotel management. The results showed that Hotel Sibayak Berastagi has consistently implemented CHSE and is adaptive to new rules in the application of health protocols. Even in terms of security, Hotel Sibayak Berastagi is also active in informing about the status of the Sinabung volcano through its website. Some of the challenges faced are ensuring employee discipline in the use of PPE and awareness of guests to use masks at this time. Various alternative solutions are offered, starting from improving the mechanism, providing quality PPE for employees to offering free masks for guests of the Sibayak Berastagi Hotel so that they are disciplined in maintaining health protocols.

Based on arithmetic calculations, the number of workers in the next five (5) years can be projected. In 2023 the number of workers in travel is estimated at 722 people. In 2024 it will increase to 766 people. In 2025, there were 827 people. In 2026, it increased to 902 people and in 2027, it increased to 1,010 people. The conclusion obtained from the research results can be seen in the projection of the number of special workforce data on travel in the next five (5) years, increasing by around 5% - 12% each year.

Here are the two research questions used: (1) How can the Sustainable Livelihood Approach (SLA) be effectively implemented to optimize the development of tourism activities in Huta Tinggi Tourism Village? (2) What are the key challenges and opportunities in fostering community involvement and empowerment for sustainable tourism development in Huta Tinggi Tourism Village? Methodology: This study uses a qualitative research approach with narrative/descriptive research methods. The key informants in this study were the Head of Pangururan Sub-District, the Manager of the Huta Tinggi Tourism Village, and the local community. Findings: This study found that Huta Tinggi Tourism Village has significant potential for the development of culture- and nature-based tourism, offering attractions such as traditional cooking, Batak Toba cultural art classes, and activities like buffalo milking and coffee harvesting. However, community participation in tourism management remains low, highlighting the need for human resource empowerment through training, facility improvements, and raising awareness of the importance of tourism. Conclusion: Huta Tinggi Tourism Village offers unique cultural attractions and local wisdom that appeal to both domestic and international tourists. To maximize the potential of this village, stages of human resource development, including awareness, skill transformation, and intellectual enhancement, are essential. Ensuring adequate facilities, financial management training, community involvement, and continuous monitoring will further enhance the quality of tourist experiences and support sustainable development in Huta Tinggi.
