Abstract

Banjir merupakan masalah krusial di Kecamatan Cengkareng, Jakarta, yang berdampak signifikan pada infrastruktur, populasi, dan proses evakuasi. Penelitian ini memanfaatkan Sistem Informasi Geografis (SIG) untuk menganalisis dampak banjir, menentukan jalur evakuasi, dan mengevaluasi infrastruktur terdampak. Data sekunder, termasuk kepadatan penduduk, distribusi infrastruktur, dan jaringan jalan, dianalisis menggunakan QGIS 3.34. Hasil penelitian berupa peta tematik yang menunjukkan area terdampak, jalur evakuasi, dan kepadatan penduduk. Banjir berdampak pada 828.040 m² infrastruktur, dengan perumahan seluas 609.095 m² (73,5%). Sebanyak 178.382,22 meter jalan terendam, menghambat akses evakuasi. Analisis populasi mengungkapkan 327.491 jiwa terdampak, dengan konsentrasi tertinggi di wilayah padat penduduk (1.140 jiwa per piksel). Jalur evakuasi tercepat ke lokasi aman, Kantor Kecamatan Cengkareng, dipetakan menggunakan analisis jaringan, memastikan evakuasi yang efisien. Penelitian ini menyoroti pentingnya strategi manajemen banjir terpadu. Kerusakan infrastruktur, kerentanan populasi, dan logistik evakuasi menekankan perlunya perencanaan tata ruang yang lebih baik, peningkatan kondisi jalan, dan jalur evakuasi alternatif. SIG terbukti penting dalam manajemen bencana real-time, memberikan data akurat untuk perencanaan evakuasi dan mitigasi risiko. Integrasi data spasial yang efektif mendukung penyaluran bantuan yang efisien dan meminimalkan dampak sosial-ekonomi.

Abstract

Destructive fishing has emerged as a critical threat to maritime ecosystems, posing severe risks to the economy, ecosystem sustainability, resource management, and national security, along with its complex cross-sectoral impacts in coastal areas. As a form of illegal fishing, its harmful consequences necessitate comprehensive scrutiny. This research aims to categorize destructive fishing as an anthropogenic disaster from a maritime security perspective, emphasizing its broad cross-sectoral effects. Employing a qualitative methodology alongside an extensive literature review, this study integrates disaster and maritime security theories, supported by relevant case studies, to thoroughly investigate the issue. The findings reveal that destructive fishing practices qualify as non-natural or anthropogenic disasters, with impacts directly stemming from human activities. These practices damage marine resource ecosystems, disrupt economies, compromise human security, and threaten national security in coastal regions. The study concludes that destructive fishing constitutes an anthropogenic disaster, demanding an urgent, coordinated response from multiple stakeholders. This research advocates for the development and implementation of policies that address the technical dimensions of maritime security, integrate disaster management strategies, and incorporate anthropological insights. Such policies are essential for devising and executing sustainable solutions to this pervasive issue on a global scale.

Abstract

Kejadian bencana meningkat pesat selama beberapa dekade terakhir. Berdasarkan data statistik BNPB, sepanjang tahun 2023 telah terjadi 3.239 kejadian bencana alam di seluruh Indonesia. Dalam hal penyelenggaraan penanggulangan bencana, pemerintah daerah membentuk Badan Penanggulangan Bencana Daerah (BPBD) yang salah satu fungsinya adalah pengoordinasian pelaksanaan kegiatan penanggulangan bencana secara terencana, terpadu, dan menyeluruh. Tujuan penelitian ini untuk mengkaji lebih dalam tentang faktor-faktor yang mempengaruhi koordinasi BPBD dalam penyelenggaraan penanggulangan bencana. Metode penelitian dengan melakukan literature review dengan mencari dan mengumpulkan studi pustaka melalui media elektronik menggunakan beberapa databased seperti Google Scholar dan Semantic Scholar dengan kata kunci dan pemilihan artikel untuk penelitian ini menggunakan kriteria inklusi dan eksklusi. Berdasarkan hasil literature review, terdapat beberapa faktor yang memengaruhi koordinasi BPBD dalam penanggulangan bencana, yaitu: Hubungan Koordinasi baik vertikal maupun horizontal; elemen mekanisme dasar koordinasi yaitu Hierarki Manajemen, Peraturan dan Prosedur, serta Perencanaan dan Penetapan Tujuan; Komunikasi; Kompetensi dan Evaluasi. Penting untuk memastikan koordinasi yang baik antara BPBD dan lembaga/instansi terkait agar penanggulangan bencana dapat berjalan lebih efisien dan efektif.   Disaster events have increased rapidly over the past few decades, with 3,239 natural disasters occurring throughout Indonesia in 2023 (BNPB, 2024).  In terms of organizing disaster management, the local government forms a Regional Disaster Management Agency (BPBD), one of whose functions is to coordinate the implementation of disaster management activities in a planned, integrated, and comprehensive manner. The purpose of this study is to examine more deeply the factors that influence the coordination of BPBDs in organizing disaster management. The research method is to conduct a literature review by searching and collecting literature studies through electronic media using several databases such as Google Scholar and Semantic Scholar with keywords and selecting articles for this study using inclusion and exclusion criteria. Based on the results of the literature review, several factors influence BPBD coordination in disaster management, namely: Coordination Relationships both vertical and horizontal; elements of the basic coordination mechanism, namely Management Hierarchy, Regulations and Procedures, and Planning and Goal Setting; Communication; Competence and Evaluation. It is important to ensure good coordination between BPBDs and related institutions/agencies so that disaster management can run more efficiently and effectively

Abstract

Various sectors experienced losses as a result of the disaster. Education is one sector that is badly affected by disasters, especially when disasters occur during school hours. Students, who are the country's future assets, are the biggest victims. In addition, accidents can cause damage to the learning process, school documents, and school facilities. For this reason, disaster risk reduction management must be in place. One way to do this is by providing education about disaster risk reduction. This research uses a qualitative approach, which means describing and explaining what schools are doing to reduce disaster risk by implementing a disaster-safe education unit program. Steps to describe and explain data by referring to expert opinions. This study shows that the Disaster Safe Education Unit (SPAB) program is very important to implement in schools because it can increase the school community's understanding of matters related to disasters. It is hoped that the implementation of the SPAB program will enable schools to remain safe and comfortable and increase students' understanding of how to deal with disasters

Abstract

Managing diversity based on local democracy is a preventive step to prevent prolonged conflicts toward social reintegration. Religious segmentation is used as a way to unravel the political conflicts that previously echoed in this area. Efforts to carry out the representation of religious identity (Islamic-Christian) in each Regional Election event are used as a new political format to minimize the tension of identity politics that can erode the spirit of community togetherness. Representation politics is then manifested in the form of pairs of candidates to occupy the position of regional head until the last twenty years have been institutions that have the ability to maintain unity and unity. This research uses a qualitative approach. For data collection techniques, researchers conduct interviews, observation, and documentation procedures. The theories and concepts used in this study include strategy theory, peace theory, conflict theory, conflict prevention concept, Conflict early Warning and Early Response System (CEWERS) concept, and state defense concept. Based on the results of the study, it can be understood that overall, conflict management carried out by the government, both the central government and local governments, is very poor. Efforts to resolve conflicts only occur at the elite level and do not include people who suffer more and lose more due to conflict. An elitist resolution will only meet the interests and demands of the elite. The demands of the masses that should also be accommodated are ignored.  As a form of strategic steps of the local government of Mamasa Regency in preventing conflicts in the administration of government and its relationship with the roots of religious conflicts in Mamasa Regency, some of the descriptions of the steps taken include the Education and Socialization Approach, Increasing the Role of the Religious Harmony Forum (FKUB), Strengthening the Economy and Social Welfare, Fair and Transparent Law Enforcement, and Inclusive Infrastructure and Public Facilities Development.

Abstract

Penelitian ini bertujuan untuk mengetahui penerapan standar kompetensi kerja bidang penanggulangan bencana pada aparatur sipil negara (ASN) di BNPB dengan menggunakan metode deskriptif kualitatif berdasarkan pada data awal yang kemudian didalami melalui wawancara yang mendalam dengan para informan kunci. Hal tersebut dimaksudkan untuk mengetahui dan mendalami kendala yang dihadapi dalam penerapan standar kompetensi kerja ASN di BNPB. Penelitian ini menekankan pentingnya peran ASN yang memiliki kompetensi dalam penanggulangan bencana. Penelitian ini menyarankan agar pengembangan standar kompetensi kerja penanggulangan bencana di BNPB dapat dilaksanakan dalam bentuk pelatihan berbasis kompetensi dan sertifikasi profesi. Di samping itu, BNPB juga dapat merumuskan standar kompetensi kerja, baik standar kompetensi kerja khusus, nasional, maupun internasional.

Abstract

The purpose of this study is to analyze the implementation of state power through civil government in carrying out abstract politics and concrete politics to realize national integration and identity. The method used is a literature study. The study shows that the government provides direction or produces abstract policies, as shown in the policy of adding new heroes from regions in Indonesia. This shows the government's efforts to foster and strengthen the values ​​of patriotism, heroism, and a sense of belonging to the spirit of Indonesian nationality as the nation's identity. Abstract policies do not refer to material objects. The output is happiness, honesty, freedom, involvement, and togetherness. Concrete policies include the development of integrated infrastructure, factories, industrial areas, services, and tourism to encourage economic growth, employment, and poverty alleviation. Both must occur in a balanced manner. Aspirations, hopes, and messages from the regions can be positive and strengthen the work done by the government, compared to negative responses that seem to deconstruct what the government has done, is doing, and will do.

Abstract

Abstrak Penelitian ini bertujuan untuk membuat pemetaan risiko bencana tanah longsor di Kabupaten Purworejo melalui pemanfaatan Sistem Informasi Geografis (SIG). Untuk menghasilkan peta risiko bencana, dilakukan analisis bahaya, kerentanan, dan kapasitas. Hasil penelitian menunjukkan bahwa mayoritas wilayah memiliki tingkat risiko sedang, dengan beberapa desa memiliki risiko tinggi yaitu Kecamatan Bruno dengan Desa Pakisarum, Kecamatan Kaligesing dengan Desa Kedunggubah, Desa Sudorogo, dan Desa Sumowono, Kecamatan Loano dengan Desa Kaliglagah, Desa Sedayu, dan Desa Kalijering, serta Kecamatan Pituruh dengan Desa Somogede. Dalam penelitian ini juga dilakukan juga penentukan titik pos pengungsian bencana tanah longsor berdasarkan hasil Focus Group Discussion di lingkup pemerintah daerah Kabupaten Purworejo yang tertuang dalam rencana kontijensi bencana tanah longsor Kabupaten Purworejo. Hasilnya adalah terdapat 16 titik pos lapangan yang lokasinya berada di kantor kecamatan masing - masing wilayah terdampak longsor. Pemetaan ini diharapkan dapat mendukung pengambilan keputusan yang lebih efektif dalam mitigasi risiko bencana tanah longsor di Kabupaten Purworejo. Kata kunci: Tanah longsor; Pemetaan Risiko; SIG; Purworejo Abstract  This research aimed to map the risk of landslides in Purworejonegoro Regency through the use of Geographic Information System (GIS). To produce a disaster risk map, hazard, vulnerability, and capacity analyses were conducted.  The results showed that the majority of areas have a moderate risk level, with several villages having a high risk, namely Bruno Sub-district with Pakisarum Village, Kaligesing Sub-district with Kedunggubah Village, Sudorogo Village, and Sumowono Village, Loano Sub-district with Kaliglagah Village, Sedayu Village, and Kalijering Village, and Pituruh Sub-district with Somogede Village. This research also determined the point of evacuation posts in the event of a landslide based on the results of the Focus Group Discussion of stakeholders within the local government of Purworejo District which is contained in the contingency plan for landslides in Purworejo District. The result is 16 field posts located at the sub-district office in each landslide-affected area. This mapping is expected to support more effective decision-making in landslide risk mitigation in Purworejo District.. Keywords: Landslide; Risk Mapping; GIS; Purworejo

Abstract

This study explores the critical role of intelligence in mitigating the potential risks of social conflict disasters during the 2019 elections in Indonesia. In the context of democratic processes, elections serve as a pivotal juncture where societal tensions can escalate, leading to potential conflicts and upheavals. This research investigates how intelligence, encompassing strategic information gathering, analysis, and dissemination, can contribute to the prevention and management of such risks. By delving into the proactive measures taken by intelligence agencies this study aims to unveil the ways in which timely and accurate information can shape policies and interventions aimed at averting social conflict disasters. Findings from this research contribute to the broader discourse on the nexus between intelligence, political stability, and conflict prevention. The insights gleaned may inform future electoral strategies and enhance the effective ess of intelligence-led initiatives in safeguarding democratic processes from the destabilizing forces of social conflict. Ultimately, this study underscores the imperative for a holistic and collaborative approach in harnessing the power of intelligence to foster resilient and peaceful democratic societies.

Abstract

Destructive fishing diidentifikasi sebagai ancaman keamanan maritim. Sebagai salah satu bentuk illegal fishing, praktik ini menjadi sorotan karena telah memberikan dampak berupa kerugian besar secara ekonomi, ekosistem, keberlanjutan sumberdaya dan keamanan nasional, dan mengakibatkan dampak lintas sector yang saling berkaitan di wilayah pesisir dan pulau-pulau kecil. Tujuan penelitian ini adalah untuk mengkaji bagaimana intelijen maritim dapat diaktualisasikan untuk berperan mengatasi destructive fishing sebagai ancaman keamanan maritim di wilayah pesisir dan pulau-pulau kecil. Dengan  metode kualitatif dan pendekatan studi literature dan studi kasus yang komprehensif, penelitian ini mengkaji secara mendalam tujuan penelitian dengan mengintegrasikan teori keamanan nasional, keamanan maritim dan teori peran. Hasil penelitian menunjukkan bahwa intelijen maritim memainkan peran penting dalam mengidentifikasi dan mengintervensi praktik-praktik destructive fishing. Hal ini termasuk deteksi dini dan respons terhadap aktivitas ilegal dari destructive fishing, serta menghasilkan tindakan pencegahan dan mitigasi yang lebih efektif.Kata kunci: destructive fishing, intelijen maritim, keamanan maritim
