Abstract

Aceh Governor Regulation Number 15 of 2023 concerning Guidelines for Pine Sap Processing and Expenditure was issued and signed directly by the Acting Governor of Aceh on May 29, 2023. Since the issuance of this Pergub, the sale of raw pine sap outside the Aceh region has stopped, causing farmers or business actors to be unable to continue trade contracts that have been running with business actors outside Aceh. The results showed that the spirit and purpose of the issuance of this Pergub is so that pine sap which is one of Aceh's Natural Resources can be utilized, managed, have added value, and can increase Regional Original Income which in the end can be used for the prosperity of the people. From Article 7 of the Governor's Regulation it can be seen that the Government of Aceh stops the sale of pine sap outside the Aceh region temporarily until the needs of the Pine Sap processing industry in the Aceh region are met first. However, based on data published by DPMPTSP Aceh in 2021, conditions in the field currently Aceh only has 2 (two) pine sap processing plants, namely in Central Aceh and Gayo Lues, causing pine sap stocks in the region to be abundant, and causing pine sap prices in the Aceh region to be low, which ultimately has an impact on price stability and the economy of pine sap farmers themselves. Therefore, the Government of Aceh must pay attention to various aspects both from philosophical, sociological, and juridical aspects in the formation of Governor Regulation No. 15 of 2023 so as not to cause negative impacts on the economy of the community, especially farmers or pine sap business actors. The advice given is that the Government of Aceh needs to review Governor Regulation No. 15 of 2023, especially related to the economic impact caused, and harmony between other laws and regulations while still paying attention to aspects of the specificity of Aceh itself, so that the enactment of the Governor's Regulation does not actually hamper the productivity that has been carried out by farmers and / or pine sap business actors. Keywords: Gubernatorial Regulation, Processing and Expenditure, Pine Sap

Abstract

 Abstract*Nagari Koto Tuo, Sungai Tarab District, Tanah Datar Regency is one of the largest ground coffee industrial centers in West Sumatra, as nearly 80% of the population depends economically on ground coffee production, with women serving as the primary driving force. This study aims to analyze women’s existence within the coffee industry center and their position in Minangkabau customary law through the lens of liberal feminism. A descriptive qualitative method was employed, utilizing in-depth interviews and field observation. The findings reveal that all coffee production activities—from bean processing and roasting to product packaging—are carried out entirely by women. This involvement has led to enhanced social status, financial independence, and community recognition, while simultaneously transforming traditional gender perceptions. Within the analytical framework of liberal feminism, the role of women in Nagari Koto Tuo reflects a harmony between economic rights equality and the matrilineal values of Minangkabau customary tradition.

Abstract

Purpose − This study examines how social marketing communication strategies were used by the Nusa Tourism Institute (Lembaga Pariwisata Nusa) to build community acceptance toward the development of Nusa Tourism Village in Aceh Besar. The transformation of Nusa from a conventional rural settlement into a community based tourism destination did not occur quickly. Early reactions were marked by strong resistance driven by concerns over cultural change, religious norms, and stereotypes about visitors. Method − Using a qualitative case study approach, this research explored the process through which community attitudes shifted from rejection to acceptance and eventually to active participation. Data were collected through in depth interviews with local leaders, LPN administrators, UMKM actors, and residents Findings − The findings show that acceptance emerged through a gradual communication process shaped by the components of the 7P social marketing mix. LPN introduced community based halal tourism as the core idea, built positive perceptions through education and demonstration, and used social media to display observable benefits. These stages of change align with the Theory of Planned Behavior, where attitudes, subjective norms, and perceived behavioral control strengthened in parallel until residents felt confident and capable of participating. The study concludes that culturally sensitive social marketing can reduce social resistance and support the development of sustainable community based tourism.

Abstract

English is a language that has generally been used as a forum for communication with an international scope, so that English can be said to be universal, where its use is not only a communication bridge in everyday life in the international world but has also penetrated cyber communication. Especially in the current era of globalization, the very fast exchange of information related to scientific developments requires students to have proficiency in mastering English. English proficiency is not only a requirement for students to study abroad, but also for exploring more global knowledge, where available materials such as those in international journals are generally available in English. The problem that arises is that students are constrained in mastering English as a compulsory skill that must be possessed at this time. Therefore, this activity aims to motivate and provide awareness regarding the importance of mastering English among students. This activity was carried out at the FKIP Syiah Kuala University Auditorium which was attended by approximately 120 students. This activity aims to make students more motivated and motivated to hone their mastery of English, so that they have international insights and are useful as a tool to answer the challenges of scientific development in the era of globalization.

Abstract

AbstractHuman activities are inseparable from various risks, such as road activities that often cause accidents and deaths. Therefore the government established Law No. 33 and 34 of 1964 concerning liability for accident risk carried out by PT. Jasa Raharja . PT. Jasa Raharja is a state-owned enterprise (BUMN) that guarantees traffic accident insurance through compulsory contributions from passengers and mandatory donations from vehicle owners. But many people do not know yet, when an accident occurs the victims blame each other, burden each other or bear all the risks of the accident. Furthermore, many people do not yet clearly know the procedures, requirements and other provisions for obtaining accident compensation. PT. Jasa Raharja, representative of Meulaboh as the institution responsible for providing accident compensation, has carried out a coding program related to the delivery of information or the socialization of the insurance business. This service program was attended by 40 participants from State Administration Science Teuku Umar University students. This dedication targets all participants to understand the material well delivered and be able to be a liaison to the public related to accident recovery information.

Abstract

Post-armed conflict and tsunami disasters, the Government of Aceh seek to implement public services and development programs transparent and accountable. One of the strategic steps taken is its implementation based on the mandate of the public information disclosure Act (KIP Law) and Aceh Qanun (Aceh Regional Regulation) Number 7 of 2019 on KIP Management. Even though it already has KIP rules, there are still some problems in its implementation, such as compliance with SKPA in providing public information and the number of disputes over public information. This study aims to identify and analyze the dynamics of the implementation of public information within the Aceh Government and the challenges of public management. This study uses a qualitative method through observation, document review, and interviews. The basis of data analysis uses Information Commission Regulation Number 1 of 2010 and Aceh Governor Regulation Number 57 of 2018. The results are (1) SKPA has work plans, programs, and activities for the management of public information; (2) there is a budget allocation for Information and Documentation Implementation Officers (PPID); (3) It has a list of public information and SOPs. The findings of this study also find logistical consequences for the future of Aceh's development through the KIP perspective. Information that is open, accessible, and inexpensive can nurture public trust in the Aceh Government and in itself will increase community participation in development. Trust is the principal social capital in the development of community welfare

Abstract

Pengerih fishermen are traditional fishers living along the coastal area of Dumai City. However, their existence has significantly declined and is now nearly lost. This study aims to identify the factors contributing to the diminishing presence of pengerih fishermen in Dumai. The sociological analysis employs Talcott Parsons’ structural functional theory. A qualitative descriptive method was applied, with field data collected through interviews and direct observations with selected informants. Data analysis followed qualitative procedures involving data reduction, data presentation, and conclusion drawing. The findings reveal that the declining existence of traditional pengerih fishermen in coastal Dumai is driven by several factors: difficulties in producing pengerih fishing gear, challenges in adjusting fishing activities to tidal conditions, limited capital, and the loss of fishing grounds due to port development along the coastal area of Dumai City.
