Abstract

Marian Shrine of Annai Velangkanni, which is located in Sakura III Street Medan-North Sumatera, actually is a Catholic-church with Hindu-Moghul architecture. Many people visit this shrine because of its uniqueness, the ornaments and symbols, and the service of Fr. James Bharataputra, SJ. This building becomes a precious asset for the Archdiocese of Medan. The aim of this article is to prove the effectiveness of Marian Shrine of Annai Velangkanni for inculturated evangelization. How can the idea of the founder be understood by the visitors? How can evangelization, inculturation, and devotion be developed in the Archdiocese of Medan? These questions will be answered by a field-research. We use mixed method: qualitative and quantitative namely with depth interviews and questioner. In the light of Evangelii Gaudium, we would support, criticize, and suggest pastoral movements to develop Maria Shrine of Annai Velangkanni. The inculturation can be found in this shrine and become an effective evangelization. The management should be a system which involves many parts to give a better service and increase the inculturation with local cultures (Batak).

Abstract

Sistem kebudayaan memiliki nilai dan nilai adalah sesuatu yang berharga dalamhidup dan kehidupan manusia, nilai sekaligus tujuan hidup manusia. Nilai-nilaikebudayaan yang terdapat dalam masyarakat dapat dijadikan sebagai pranatasosial dan sumber pengajaran dan pendidikan. Nilai-nilai kebudayaan dapatditemukan melalui tradisi budaya atau sastra lisan yang ada dalam masyarakat.Salah satu sastra lisan adalah cerita rakyat Nias. Cerita rakyat Nias secaraumum sebenarnya memiliki tujuan pokok dan fungsi dalam kehidupan sosialmasyarakat Nias. Namun, jarang disadari oleh yang empunya sastra lisanbahwa melalui cerita rakyat dapat dipelajari nilai-nilai budaya yang dijadikansebagai kekayaan daerah bahkan dapat dijadikan kekayaan nasional. Karenaitu, tujuan penelitian ini adalah untuk menganalisis kekayaan nilai-nilai budayayang terdapat dalam cerita rakyat Mado-mado Nias. Untuk mencapai tujuanpenelitian tersebut metode yang digunakan adalah metode kualitatif deskriptifdengan tahapan reduksi data, menyajikan data dan menyusun kesimpulanpenelitian. Data yang diperoleh dari tahapan penelitian ini akan divalidasidengan cara melakukan triangulasi. Berdasarkan metode penelitian yangdilakukan telah ditemukan bahwa nilai-nilai budaya yang terdapat dalam ceritarakyat Mado-mado Nias ialah nilai sistem kepercayaan, sistem kemasyarakatan,sistem pengetahuan, sistem simbol bahasa dan komunikasi, kesenian, dan nilaisistem peralatan hidup dan teknologi. Berdasarkan hasil penelitian ini penelitimenyarankan agar setiap kekayaan budaya dapat dieksplorasi melalui berbagaibentuk sastra lisan. Sebab, setiap sastra lisan dapat dijadikan sebagai sumberpendidikan nilai, pranata sosial bahkan dapat dijadikan sebagai kekayaanbudaya lokal dan nasional.

Abstract

This study aims to strengthen the community of believers at St. Peter's in Pematang Purba, St. Francis Assisi in Saribudolog, amidst its cultural and social diversity. This research employs the reader response method to investigate the church's understanding of biblical teachings and their application in daily life. The study reveals that humility, kindness, patience, and compassion demonstrated by church leaders and congregation members strengthen community cohesion. The congregation actively participates in church activities, though geographical challenges and shifting societal values impact face-to-face interactions. The study also highlights the importance of using technology as a tool for communication and community support. The novelty of this research lies in exploring how Christ's gifts are used to strengthen diverse communities and the impact of social changes and technology on interpersonal relationships. By combining biblical principles with practical contexts, this research provides a relevant model for other churches facing similar challenges. The findings of this study have the potential to strengthen the community and make significant contributions to the congregation of St. Peter's Station in Pematang Purba.

Abstract

Penelitian ini mengevaluasi kinerja sistem Vessel Traffic Service (VTS) di Kasim Marine Terminal, sebuah terminal lepas pantai strategis yang berlokasi di Selat Sele dan dikelola oleh Petrogas (Basin) Ltd. VTS ini didukung oleh teknologi AIS, protokol TCP/IP, serta pemantauan cuaca terintegrasi untuk mendukung keselamatan dan kelancaran navigasi. Pendekatan kuantitatif digunakan dalam studi ini, dengan metode analisis SWOT yang didasarkan pada data dari 56 responden, terdiri atas operator VTS dan pengelola terminal. Pengumpulan data dilakukan melalui observasi, wawancara, kuesioner, dan dokumentasi. Hasil penelitian mengidentifikasi kekuatan utama pada posisi geografis yang strategis, kompetensi personel, dan pemanfaatan teknologi yang memadai. Di sisi lain, tantangan yang dihadapi mencakup belum tersusunnya standar operasional prosedur (SOP), keterbatasan infrastruktur, dan minimnya pemahaman publik terhadap keberadaan VTS. Pemetaan posisi strategi menunjukkan bahwa sistem VTS berada pada kuadran Strengths–Opportunities (SO), yang mendorong pengembangan strategi pertumbuhan melalui pemanfaatan keunggulan internal dan peluang eksternal. Studi ini merekomendasikan penyusunan SOP, peningkatan dukungan regulasi, serta perbaikan teknis berkelanjutan guna mengoptimalkan fungsi VTS dan meningkatkan keselamatan pelayaran di wilayah operasional yang terpencil.   This study evaluates the operational effectiveness of the Vessel Traffic Service (VTS) implemented at Kasim Marine Terminal, a strategic offshore facility located in the Sele Strait and operated by Petrogas (Basin) Ltd. The VTS system incorporates AIS technology, TCP/IP protocols, and integrated weather monitoring to enhance maritime safety and navigation efficiency. A quantitative approach was employed using SWOT analysis, supported by data from 56 respondents consisting of VTS operators and terminal managers. Data were collected through observation, interviews, questionnaires, and document analysis. The findings highlight key strengths such as strategic location, competent personnel, and adequate technological integration. However, challenges remain, including the absence of formal standard operating procedures (SOPs), limited infrastructure, and low public awareness of the VTS system. The SWOT mapping places the system in the Strengths–Opportunities (SO) quadrant, suggesting a growth strategy by leveraging internal strengths and external opportunities. The study recommends developing operational standards, enhancing policy support, and investing in ongoing technical improvements to optimize the role of VTS in ensuring navigational safety at remote terminals.

Abstract

Tanah adat adalah tanah yang sudah ada sejak zaman dulu dan diwariskan secara turun-temurun. Proses pindah milik tanah dengan cara jual-beli hanya memerlukan persetujuan dari kepala desa. Kemudian, dibuat surat jual-beli yang dicatat di kertas segel atau kwitansi untuk membuktikan keabsahan kepemilikan tanah adat. Dokumen ini sering disebut surat keterangan tanah oleh kepala desa, namun hal ini dapat menimbulkan masalah. Dalam pelaksanaan Peraturan Pemerintah Nomor 24 tahun 1997 tentang Pendaftaran Tanah, menjadi langkah utama dalam penyelesaian masalah tanah adat dengan cara melepas tanah adat oleh masyarakat hukum adat. Dalam hukum perdata, tanah adat diatur dalam Pasal 3 Undang-Undang Pokok Agraria Nomor 5 Tahun 1960. Peran Kepala Desa dalam proses pendaftaran tanah diatur dalam Pasal 8 Peraturan Pemerintah Nomor 24 Tahun 1997 tentang Pendaftaran Tanah.

Abstract

This community service program aims to educate students and adolescents at SMA Negeri 1 Medan about the importance of anti-corruption education. This activity is motivated by the increasing attention to preventing corruption from an early age, by instilling the values of integrity, honesty, and responsibility in the educational environment. The implementation method includes interactive counseling, group discussions, and case simulations relevant to students' daily lives. Participants consisted of 180 students from grades 11 and 12 who actively participated in each session. The results of the activity showed an increase in students' understanding of the basic concepts of corruption, types of corruption, and the important role of the younger generation in creating an anti-corruption culture. This education is expected to be the first step in shaping students' character with integrity and legal insight from an early age.

Abstract

Penelitian ini menganalisis efektivitas Pelabuhan Sabang sebagai pelabuhan internasional melalui perspektif geografis, infrastruktur, dan pemasaran. Dengan menggunakan pendekatan metode campuran terhadap 100 responden kuesioner dan 18 wawancara mendalam, penelitian ini mengkaji bagaimana potensi geografis, infrastruktur pelabuhan, dan strategi pemasaran berkontribusi terhadap efektivitas pelabuhan. Temuan menunjukkan bahwa meskipun Pelabuhan Sabang memiliki keunggulan geografis yang signifikan di Selat Malaka yang strategis, efektivitasnya sebagai pelabuhan internasional terhambat oleh keterbatasan infrastruktur dan strategi pemasaran yang kurang memadai. Studi ini menegaskan bahwa efektivitas pelabuhan memerlukan integrasi sinergis antara keunggulan geografis, pengembangan infrastruktur modern, dan pemasaran internasional yang agresif untuk mencapai daya saing sebagai pelabuhan internasional kelas dunia.

Abstract

This study addresses the urgency of improving operational efficiency and reducing voyage costs for service-user vessels operating in the strategic Malacca and Singapore Straits. It aims to examine the influence of the International Maritime Organization (IMO) Annex 375 policy and exceptional pilotage services on operational efficiency and their implications for voyage costs. Adopting a descriptive quantitative approach, data were collected through surveys using questionnaires distributed online and offline, supported by documentation. The research population comprised all vessels served in 2024, with a sample of 142 respondents—vessel officers (captains, chief mates, and chief engineers) directly involved in navigation and pilotage services—selected using Slovin's formula. Data analysis employed Structural Equation Modeling (SEM) via SmartPLS. Results reveal that both the IMO Annex 375 policy and exceptional pilotage services significantly enhance operational efficiency, which in turn positively reduces voyage costs. These findings highlight that implementing international maritime policies and optimizing pilotage services can strategically improve port competitiveness and user satisfaction. The study recommends aligning pilotage service SOPs with IMO standards and strengthening pilotage personnel capabilities to meet the challenges of increasingly complex and competitive global shipping

Abstract

This study aims to analyze the impact of Safety Equipment and ship Maintenance on risk mitigation and its implications for the safety of navigation of Non-Convention Vessel Standard (NCVS) ships in West Kalimantan. The main issue addressed in this study is how the completeness and readiness of Safety Equipment, as well as the quality of ship maintenance, can minimize potential risks and support navigational safety. This research uses a descriptive quantitative approach with a cross-sectional design. The population of the study consists of all NCVS crew members in the West Kalimantan region, specifically the Rasau Jaya-Teluk Batang route, with a sample size of 140 respondents selected using saturated sampling. The data were analyzed using a closed-ended Likert scale questionnaire. Hypothesis testing was performed using SmartPLS 4 software to examine the relationships and effects between variables. The results indicate that Safety Equipment and ship Maintenance have a significant impact on risk mitigation and indirectly contribute positively to navigational safety. These findings have important implications for NCVS operational management, emphasizing the need for closer attention to the compliance of Safety Equipment standards and the regular preventive maintenance schedules to improve navigational safety in the West Kalimantan work area

Abstract

This study examines the influence of ship maintenance and spare-part availability on the operational continuity of the AHTS Transko Andalas, operated by Pertamina Marine Solutions. Using a qualitative-descriptive approach with supportive quantitative indicators, data were collected through semi-structured interviews, questionnaires, onboard observations, and document analysis. The Spare-Parts Readiness Index (SPRI) and Planned Maintenance Compliance (PMC) were applied to measure vessel preparedness. Results revealed that both maintenance and spare-part availability positively and significantly impact operational continuity, though challenges remain in procurement delays, critical maintenance compliance, and workforce competence in predictive diagnostics. Thematic analysis highlighted procurement bottlenecks, maintenance execution gaps, and human resource limitations as recurring barriers. Findings contribute to maritime operations management, shipping sustainability, and vocational education by demonstrating the interdependence of technical and human factors in sustaining offshore vessel reliability. The study emphasizes the urgency of integrated procurement reforms, condition-based maintenance, and workforce training to achieve sustainable maritime operations.
