Abstract

The present study aims to: (1) determine the evaluation of the implementation of the performance accountability system in the assembly of Pohuwato Regency. (2) Determine the supporting and inhibiting factors of the implementation of the performance accountability system in the assembly of Pohuwato Regency. This study used a qualitative descriptive approach through observation, in-depth interviews and documentation in collecting the data. Moreover, the data analysis technique was carried out through three stages namely data reduction, data presentation, and conclusion. As the results, the current study shows that: 1) the evaluation of the implementation of the performance accountability system in the assembly of Pohuwato Regency has not been going well. It can be seen from three aspects. First, planning.The formulation does not involve the sections and sub-sections. Each stage is not accompanied by supporting documents and is not published on the official website. Second, the process of monitoring and observing which is the implementation of its main tasks and functions has not been implemented optimally, therefore, the agreed performance targets have not been used to measure the success of achieving performance. Third, evaluation indicating that the performance indicators that do not fully meet the SMART criteria, weak monitoring, and no action plan document, no SOP work mechanism and data improvement. 2). in implementing the performance accountability system in the assembly of Pohuwato Regency, there are 2 supporting factors, namely infrastructure and budget. However, there are three inhibiting factors, namely leadership, where the low and middle managers tend to ignore the aspects of administrative responsibility. In addition, the leading Managers also lack focus and consistency in monitoring the implementation of the performance accountability system. In relation to human resources, most of the quality and understanding of civil servants on their main duties and functions are still low and they are not responsible for the assigned task. Management Control Methods and Policies have not been implemented a hierarchical system or procedure. There is no SOP including performance data management, so in general, the work system has not been distributed properly and evenly.

Abstract

This research was conducted with the aim of: 1) knowing and analyzing the strategy for improving the quality of services at Otanaha Hospital; 2) to identify and analyze the factors that determine the strategy for improving the quality of services at the Otanaha Hospital. This study uses a descriptive qualitative approach with data collection techniques through observation and interviews and documentation. 9 informants included: KTU representing Directors, Doctors and Nurses, who are at the Otanaha Regional General Hospital, this research was conducted from June to July 2020. The results showed that: 1) the strategy to improve the quality of services at Otanaha Hospital only applies two strategies, namely the organizational strategy and the program strategy that emphasizes the vision aspects of the hospital; 2) factors that determine the improvement of service quality at the Otanaha Regional Hospital include the lack of human resources in terms of quality and quantity, limited facilities and infrastructure that are not yet as planned. It is recommended: 1) the hospital continues to strive to develop human resources through training or technical guidance; 2) it is necessary to increase and develop facilities and infrastructure for the realization of the expected service quality.

Abstract

This study aims to find out how the implementation of policies and what factors determine the implementation of policies on procedures for filling high-ranking pratama positions in South Bolaang Mongondow Regency. The method used is a qualitative method with a descriptive approach. Informants in this study were the Regent, Regional Secretary, Secretary of BKPSDM, Head of Division and Sub-Section of BKPSDM. Data analysis through data reduction, data display and conclusion drawing/verification. The results of the study showed that at the preparation stage, there were no Independent Assessors. At the implementation stage, there is a lack of ASN human resources participating in the auction of positions. At the stage of monitoring and evaluation not running effectively, there are several High Leadership Officials who have held positions for 5 (five) years, and have not been reassessed related to the suitability of competencies and positions occupied. Factors that affect implementation: Communication, an inhibiting factor because of the existence of the Pansel Team and Assessor Team; Resources, become an inhibiting factor because the ASN candidates for bidding positions that meet the requirements are still very lacking; Disposition is a supporting factor because the understanding and response of program implementers is good; bureaucratic structure,
