Abstract

This study examines stakeholder perspectives on the mandatory halal certification requirement for Small and Medium Enterprises (SMEs) in North Sumatra, which will take effect in 2026. The core issue explored is how this obligation presents both opportunities and challenges in enhancing the competitiveness of SMEs. The study aims to identify barriers, solutions, and cross-sector collaborations in the implementation of halal certification. This research employs a qualitative descriptive approach, utilizing in-depth interviews with informants from government bodies, academia, and SME assistance institutions. The findings indicate that halal certification contributes to increased consumer trust and strengthens SME competitiveness. However, significant challenges remain, including high certification costs, complex procedures, and a lack of awareness campaigns. Proposed innovations include simplifying certification procedures, government subsidies, and technical training and assistance. This study updates the existing literature by highlighting the role of cooperative agencies and SME assistance institutions in the halal supply chain, which has previously received limited attention. In this context, cross-sector collaboration and flexible policies are essential to overcoming the challenges faced by SMEs, ensuring inclusive access to halal certification, and enhancing global competitiveness.‎

Abstract

After the issuance of Qanun Aceh Number 11 of 2018 concerning the Development of MSMEs (Article 60‎ paragraph 4), the Islamic financial system in Aceh Province has undergone a transformation, including Bank‎ Aceh, whose target for MSME distribution has reached 40%, but distribution is still 14.53%, so‎ the purpose of this article is to find out the strategic model for accelerating MSME financing‎ of Bank Aceh Syariah in achieving Qanun 11 of 2018. This research methodology‎ uses a qualitative approach to experts with Intepretative Structural‎ Modeling (ISM). The results show that the right strategy to accelerate‎ MSME financing in achieving Qanun No. 11 can be realized with ISM analysis‎ there are several conditions that need to be strengthened to support Bank Aceh's goals in‎ accelerating MSME financing in accordance with Qanun No. 11 of 2018. The results‎ explore strategies to accelerate the distribution of MSME financing at Bank Aceh in‎ order to fulfill Aceh Qanun No. 11 of 2018. This research analyzes four‎ key elements: needs, constraints, institutions involved, and effectiveness. From the‎ needs element, the main focus is on improving financing accessibility which includes‎ providing clear information and training for MSME actors. The constraints element‎ identifies the issue of unbankable MSMEs, i.e. business actors who do not meet‎ the requirements to obtain financing due to lack of documentation or collateral. ‎‎In terms of institutions involved, local governments play an important role in creating an enabling environment for MSMEs through policies and development programs. ‎‎Finally, effectiveness is measured through the increase in the number of MSMEs that successfully obtain financing and its impact on economic growth in Aceh. ‎

Abstract

Fraud dengan taktik rekayasa sosial berkedok Bank BRI terus marak dengan sasaran individu dengan literasi transaksi dan teknologi yang rendah serta cenderung mengabaikan prinsip kehati-hatian. Keadaan ini menimbulkan pertanyaan mengenai efektivitas prinsip kehati-hatian, literasi transaksi, dan literasi teknologi dalam upaya pencegahan fraud tersebut. Penelitian ini bertujuan untuk menganalisis dampak penerapan prinsip kehati-hatian, literasi transaksi, dan literasi teknologi terhadap pencegahan rekayasa sosial pada skema penipuan berkedok Bank BRI dengan perspektif ekonomi Islam. Penelitian ini menggunakan metode kuantitatif dengan pendekatan survei. Populasi dalam penelitian ini adalah nasabah Bank BRI di Kota Medan. Hasil penelitian ini menunjukkan bahwa prinsip kehati-hatian tidak berpengaruh signifikan terhadap pencegahan rekayasa sosial, sedangkan literasi transaksi berpengaruh signifikan terhadap pencegahan rekayasa sosial. Literasi transaksi dan literasi teknologi juga berperan penting dalam pencegahan rekayasa sosial.

Abstract

Purchasing decisions from consumers to buy a product are an integral part of a company's products and various factors can determine the existence of a decision on the purchase, such as quality, price, motivation, and interest. Through the application of multiple linear regression analysis methods, this study aims for analyzing and knowing the effect of the variables of quality, price, motivation, and interest on consumer decisions to use the X-Banner Graduation. The object of research analysis was carried out on FEBI UINSU graduates. The results of the analysis show that the variables of interest, motivation, quality, and price have a significant effect on the decision variables. This is stated through the probability value that is owned by the interest and quality variables of 0,000, then the price variable of 0,004 which is smaller than the significance level of 0,01 (1%), while the motivational variable is 0.015, which is smaller than the significance level of 0,05 (5%). On another side, the variables of interest, motivation, quality, and price have a correlation or relationship to the influence of the decision variables that have a positive correlation. This proves that a consumer's decision to consume a product is influenced by several factors that do not only come from internal factors (within the consumer) such as interest and motivation, but there are also external factors from the product to be consumed as well, such as the price and quality of the product as well can influence consumer decisions.

Abstract

This study aims to analyze the role of digitalization in enhancing the competitiveness of sharia-based creative industries, identify the challenges faced, and formulate strategies to optimize digital transformation in the tofu production center of Kampung Tahu, Binjai City. Using a qualitative approach with a case study method, data were collected through in-depth interviews with twelve informants, field observations, and document analysis related to digitalization and sharia economic policies. Thematic analysis with an inductive approach was employed to process the data, supported by triangulation for validity. The findings reveal that digitalization contributes significantly to expanding market access, improving operational efficiency, and reinforcing sharia principles through transparent and halal-compliant financial systems. However, challenges remain, including low digital literacy, limited infrastructure, weak understanding of digital sharia practices, and insufficient institutional support. To address these, several strategies are proposed, such as sharia-based digital literacy programs, equitable infrastructure development, multi-stakeholder collaboration, and the establishment of halal digital ecosystems. This research provides a unique contribution by presenting a contextual model of sharia-oriented digitalization strategies for traditional food-based MSMEs, an area rarely explored in existing literature, thereby offering both theoretical enrichment and practical guidance for inclusive and sustainable sharia economic transformation.

Abstract

Inflation is a macroeconomic indicator which very important because it affects the value of money so the impact is directly felt by the public. In general, inflation is defined as a continuous increase in the public prices of an economy. Inflation is a symptom of rising prices that are general and take place continuously. Only a general increase in prices can be called inflation. An increase in the price of certain commodities due to seasonal factors, as an example ahead of big days or a temporary supply disruption and has no further effect, is not called inflation. This study evaluates the performance of the Regional Inflation Control Team (TPID) for the city of Medan.

Abstract

Motivation is a process which encourages someone to do their work in order to fulfill the goals they set and if those goals are met then the person will feel satisfied with what they are doing. The purpose of this study was to see what efforts were made to increase employee motivation at the Medan mayor's office, especially in the economy. The research methodology carried out is by using qualitative methods. The results show that the program to increase employee work motivation at the Medan Mayor's Office has one component, namely the occupational safety and health program.

Abstract

Procurement of competitive goods/services has a great response to the country's economy. In particular, within the fiscal policy framework, the procurement of goods/services aims to move the economy, increase employment, increase foreign power, and increase economic growth. The flow of the mechanism for the procurement of state goods/services will be more effective and efficient. Presidential Regulation No. 16 of 2018 requires a mechanism for the procurement of government goods/services based on a digital system. In implementation, it is necessary to look at the role of human resources (HR) in implementing SiRUP and non-tender procurement, especially in the procurement of goods and services for the regional secretariat in the city of Binjai. The research method was carried out by means of interviews and direct observation in the procurement of goods/services section of the secretariat of the mayor of Binjai. While the procurement services for the secretariat of the mayor of Binjai have started to operate but are still in the minimal category in implementation, operators/employees (HR) do not really understand how to run SIRUP because there is very little socialization and training on the implementation of SIRUP, especially in the implementation of e-Procurement and the lack of technical guidance and assistance. in the implementation of SIRUP in the procurement of goods/services.

Abstract

Reform of the bureaucracy in Indonesia is assisted by many sectors, one of which is the People's Welfare Section of the regional secretariat. The People's Welfare Section of the Binjai City Secretariat is an element of the regional secretariat staff led by the Section Head, who is located under and responsible to the regional secretariat through government assistants and people's welfare. This research was conducted to see how far the influence of the application of attendance applications on the presence and performance of ASN in the Regional People's Welfare Section of Binjai City. The results showed that the application of the Attendance Application in the People's Welfare Section of the Secretariat of Binjai City was a tool used to achieve effectiveness and discipline in performance. The use of the Attendance Application in the welfare section of the regional secretariat of Binjai City has been proven to affect the performance of ASN. Based on the research that has been done, it is known that the application of the attendance application in the People's Welfare section of the Secretariat of Binjai City has problems such as the internet signal which is sometimes less stable so that ASN has difficulty taking attendance during WFO or WFH.

Abstract

Self Estimated Price, hereinafter referred to as HPS, is the estimated price of goods/services determined by the Commitment Making Officer, hereinafter referred to as PPK, which functions as an instrument to assess the fairness of the bid price and to determine the additional amount of performance guarantee value for bids deemed too low but cannot be used as a basis for canceling bids. The purpose of this study is to find out how to optimally prepare HPS so as not to create excessive profits so that there is no state loss. The method used in this research is qualitative and the type of this research is descriptive. The results show the lack of understanding carried out by PPK at the PBJ of the Regional secretariat of Binjai City in the perspective of the correct and inaccurate HPS compiler and does not control market prices and does not survey prices in the market. Profit + 15% overhead only for construction workers. The data used to prepare the HPS must be accountable and must be documented.
