Abstract

This paper aims to provide a formulation related to implementing the AgileGovernance strategies in the management of the Muratara Regency Government during the COVID-19 pandemic towards the Era of Society 5.0. This study uses a qualitative content analysis method. This method emphasizes the analysis, synthesis, and providing recommendations based on a scientific understanding of academic writing. The results of the paper concluded that the implementation of agile governance strategies during the COVID-19 pandemic towards the Era of Society 5.0 in the Muratara Regency Government is: (a) the need to share goals and visions with all members of the organization, seek opportunities and measure the existing options, flexible use of resources, and instructions on strategies that can be implemented. (b). The need for a leader of change who is a catalyst and strengthens the team’s network (c). The needs for organizations that carry out constant learning. (d). The need for implementing an open communication style. (e). The need for a clean organization that follows good governance. (g). The need to develop employee competency (individual).

Abstract

This article probes whether methods of validating unregistered polygamy in Indonesian Religious Courts have honored the due process of law. Judges have adopted two different methods in validating unregistered polygamy: first, by ordering concerned parties to apply for the issuance of a retroactive marriage certificate (isbat nikah), and second, by advising them to submit a polygamy permit application. Using the sociolegal approach in examining Ratio Legis and selected cases on unregistered polygamy validation across Indonesia, it finds that the existing methods have impacted protecting women’s and children’s rights and marriage law objectives. Opting for isbat nikah means perpetuating violations of the marriage law provisions and objectives, which restrict polygamy through court proceedings to be orderly administration and protect women’s and children’s rights. Meanwhile, requiring unregistered polygamists to remarry by applying for a polygamy permit could impact wives’ rights who are married without registration and their children’s. The 2018 Supreme Court’s Circular prohibiting the Religious Court from accepting applications for isbat nikah of unregistered polygamy shows its tendency to the formal application of the marriage law provisions. Even so, judges adopt the contentious isbat nikah to legalize unregistered polygamy, mainly when the parties involved accept their polygamy and live peacefully. This bottom-up approach arguably better meets the principles of fairness because all legal rights owed to concerned parties are respected.

Abstract

One of the beneficiaries of the TJSL (Social and Environmental Responsibility) Program initiated by PT PLN (Persero) UIP Sumbagsel is Putri Land Bouw MSMEs which is located in Air Sempiang Village, Kepahiang Regency, Bengkulu Province. This is aimed at fulfilling its commitment to encourage and be involved in the advancement of Micro, Small and Medium Enterprises into more advanced and independent creative economic enterprises. Training is a form of initial encouragement which is quite important in providing information, education and discussion forums. Training is also very important in cultivating an entrepreneurial spirit. In this case, the TJSL program for Putri Land Bouw MSMEs was carried out to provide entrepreneurship and MSMEs training. The training was carried out using seminar methods, discussions, simulations, practice and also post tests, all of which were aimed at deepening the understanding of MSMEs Putri Land Bouw entrepreneurship. The result of the training was that the training participants were able to understand the material presented by the resource person well. This can be proven by an increase in knowledge before training and after training as seen from the results of the average pre-test and post-test scores. Participants were also quite active in questions and answers and discussions

Abstract

Salah satu implementasi kebijakan publik oleh Kepolisian Negara Republik Indonesia yaitu melakukan pelayanan publik yang diwujudkan dalam bentuk pelayanan penerbitan Surat Keterangan Catatan Kepolisian (SKCK). Tujuan pembangunan Aplikasi SKCK Online adalah sebagai upaya peningkatan kinerja kepolisian terutama dalam bidang teknologi informasi kepolisian, sebagai sarana mempermudah dalam pembuatan SKCK dan memberikan informasi dalam penerbitan SKCK kepada masyarakat, dan tujuan substansial pelayanan publik ata pelayanan kepada masyarakat adalah kepuasan masyarakat. Namun dalam pelaksanaan kebijakan penerbitan SKCK online masih ditemukan beberapa permasalahan sehingga membuat kebijakan ini belum dapat berjalan sebagaimana mestinya, adapun permasalahan yang ditemukan di lapangan menjadikan alasan mengapa kebijakan ini menarik untuk diteliti, sehingga diketahui bagaimana implementasi kebijakan penerbitan SKCK online tersebut. Berdasarkan uraian di atas, maka metode penelitian yang digunakan adalah penelitian kualitatif dengan tipe penelitian deskriptif kualitatif. Lokasi penelitian dilakukan di Polda Sumsel yang memiliki 17 Polres dan 159 Polsek. pada bulan Nopember 2022. teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara mendalam dengan Pejabat dan anggota Polri baik sebagai pelaksana kebijakan maupun sebagai petugas pelayanan SKCK/Operator SKCK, Operator Aplikasi Cakep, petugas perumus sidik jari dan pihak lain termasuk masyarakat sebagai pemohon SKCK yang berada di tempat pelayanan SKCK juga meneliti data, dokumen, laporan, dokumentasi.

Abstract

Penelitian ini dilatar belakangi oleh adanya kasus pengulangan tindak pidana terorisme yang dilakukan mantan narapidana terorisme (eks napiter) dan masih adanya eks napiter yang masih radikal di Provinsi Sumatera Selatan, sehingga dirumuskan kebijakan deradikalisasi dalam identifikasi mantan narapidana terorisme di Sumatera Selatan. Penelitian ini bertujuan untuk melihat bagaimana menganalisis implementasi dan faktor-faktor apa saja yang berperan dalam implementasi kebijakan deradikalisasi dalam identifikasi mantan narapidana. Teori yang digunakan ialah teori implementasi kebijakan menurut Ripley dan Franklin. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan meliputi obsevasi, wawancara dan dokumentasi. Hasil penelitian ditemukan bahwa Idensos Satgaswil Sumsel telah melaksanakan kepatuhan dan terdapat kelancaran rutinitas dalam kegiatan database, wawancara dan pengamatan, analisis, sementara dampak yang diinginkan belum komprehensif. UIN Raden Fatah dan Ponpes Muqimus Sunnah telah melakukan kepatuhan, kelancaran rutinitas serta dampak yang dinginkan sudah ada. Sementara Kesbangpol, MUI dan PWNU belum melakukan kepatuhan, kelancaran rutinitas dan belum ada dampak yang diinginkan. Terdapat faktor-faktor yang berperan dalam implementasi kebijakan yaitu jarak, sarana dan prasarana, situasi kepribadian eks napiter, kerjasama dan belum ada peraturan mengenai turunan aturan Rencana Aksi Nasional Pencegahan Dan Penanggulangan Ekstremisme Berbasis Kekerasan Yang Mengarah Pada Terorisme (RAN PE). Saran yang perlu dikakukan diantaranya: Idensos Satgaswil Sumsel Densus 88 AT Polri agar melakukan penilaian secara berkala yaitu 6 (enam) bulan sekali, Polda Sumsel agar meningkatkan komunikasi, koordinasi dan kolaborasi, Pemerintahan Provinsi Sumsel, Organisasi Keagaamaan dan MUI dalam melakukan identifikasi eks napiter agar bekerjasama dengan Densus 88 AT Polri, Pemerintahan Provinsi Sumsel agar membuat peraturan turunan tentang RAN PE. Lembaga pendidikan lainnya agar berperan aktif dalam memberikan dukungan pelaksanaan identifikasi eks napiter.

(pp. 164‒175).  Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).Coastal communities face socio-economic pressures and mangrove forest degradation, mangrove ecosystems play an important role in maintaining coastal areas and generating income through sustainable ecotourism. The purpose of this research was to identify local potential in Sungsang IV Village that supports the development of community-based Mangrove Ecotourism. The method used was Community-Based Research with a Participatory Action Research (PAR) approach, involving the active participation of 25 representatives of various community elements through group discussions, diagramming, and participatory mapping. The results showed that Sungsang IV Village has great potential for the development of community-based mangrove ecotourism. Potentials such as the natural wealth of mangrove forests and marine resources, interesting local culture, and encouragement from the government and local organizations. The sustainable tourism analysis identified that there are strong tourist attractions, the need to improve supporting amenity, and the urgency of adequate supporting services. Active community involvement and collaboration with other stakeholders are key factors in an integrated ecotourism development strategy. In conclusion, the development of community-based mangrove ecotourism in the coastal area of Sungsang IV Village has the potential to improve the local economy and preserve the mangrove ecosystem, provided that there is effective multi-stakeholder collaboration in the coastal area.

Abstract

Digital literacy is a crucial skill and knowledge for modern society, yet the level of digital literacy in Indonesia remains inadequate. A substantial body of research has been conducted on digital literacy in Indonesia. However, there is a scarcity of studies that have focused specifically on digital literacy policies and their role in the development of digital governance in Indonesia. Accordingly, this research aims to address this gap by analyzing the development and implementation of Indonesia's digital literacy policy to support digital governance in Indonesia. This research employs a qualitative approach, utilizing online research methods (ORMs) and NVivo 12 Plus as an analytical tool. The findings of this study demonstrate that digital literacy is a crucial factor in ensuring citizens' active involvement in governance, the efficiency of public services, the growth of the digital economy, and the security of the digital environment. It is imperative that Indonesians possess robust digital literacy skills, as this will facilitate enhanced access to online services and facilitate the integration of society into the evolving digital democratization landscape. This condition has the potential to render Indonesia prepared and responsive to the advent of the digital age. However, the implementation of digital literacy policies is also confronted with a number of inhibiting factors, including gaps in access and infrastructure, economic and social challenges, a lack of education and training, a lack of research and data, a lack of engagement and coordination between parties, rapid technological change, and a regulatory framework that is not yet fully accommodating. Consequently, Indonesia requires adaptive policies to surmount these impediments and facilitate a more uniform increase in digital literacy. By examining the evolution and implementation of digital literacy policies in Indonesia, this study provides valuable insights for relevant stakeholders, enabling the formulation and implementation of more effective digital literacy policies.

Abstract

Desa Talang Pangeran Ulu Kecamatan Pemulutan Barat Kabupaten Ogan Ilir salah satu desa yang memiliki potensi wisata cukup menjanjikan. Namun kesadaran dan peran masyarakat berdasarkan hasil observasi penulis masih sangat minim. Masyarakat belum menyadari potensi yang ada dan belum ada upaya serius dari masyarakat untuk mewujudkan desa tersebut menjadi desa wisata yang dapat memberikan dampak besar bagi masyarakat itu sendiri dan daerah. Perlu adanya solusi dari permasalahan tersebut. Melalui program Pengabdian Masyarakarat telah dilaksanakan sesuai dengan metode pengabdian, yaitu koordinasi, sosialisasi dan pendampingan. Adanya sosialisasi dan pendampingan masyarakat di Desa Talang Pangeran Ulu dapat menjadikan sebuah pergerakan baru untuk potensi wisata yang akhirnya menciptakan peluang ekonomi dengan memberdayakan UMKM Lokal yang ada dilingkungan sekitar Desa. Kedapan diperlukan dukungan dari semua pihak untuk menggali potensi dan mengembangkan potensi wisata dan UMKM lokal yang sudah ada secara berkelanjutan. Adapun saran dalam pengabdian ini, pemerintah Desa Talang Pangeran Ulu dapat menyusun perencanan strategis bagi pengelolalan pariwisata desa dengan basis pengembangan UMKM Lokal, dan pemerintah Desa Talang Pangeran Ulu dapat memasukan usulan kepada berbagai pihak terutama dinas Pariwisata Kabupaten Ogan Ilir mengenai Potensi desa dan UMKM lokal yang sudah ada.

Abstract

Tin mining in Bangka has long been a source of livelihood for the community. However, the rampant illegal tin mining causes damage to the environment and ecosystems, as well as social conflicts. Collaborative governance, or collaborative governance, offers an alternative approach to more sustainable and equitable post-mine management. This study aims to analyze collaborative governance practices in the management of illegal tin mining in Bangka Regency. Through a case study in Perlang Village, Lubuk Besar District, this study examines how local stakeholders, such as local governments, communities, and business actors, work together in rehabilitating and revitalizing former tin quarries. The results of the study show that collaborative governance in Perlang Village has had a positive impact, namely the creation of active community participation in the decision-making process related to the management of former tin mines and increasing public awareness about environmental sustainability and sustainable management of natural resources. The findings of this study contribute to the understanding of collaborative governance practices in post-mining management in Indonesia. The recommendations of this study can help local governments and other stakeholders in implementing collaborative governance effectively to achieve post-mining management.

Abstract

This study examines public service governance at the sub-district level in Musi Rawas Regency, focusing on the integration of local wisdom and the principles of New Public Governance (NPG). The research highlights the importance of collaboration between government agencies, vertical institutions, and the community in improving service efficiency and responsiveness. Using a descriptive qualitative approach, the study identifies key elements of effective public service governance, including collaboration, flexibility, risk management, and innovation. The research aims to analyze how local wisdom can play a role in addressing contemporary challenges in public service, such as transparency and accountability. The integration of local wisdom is deemed capable of building trust and fostering active participation, particularly through personalized approaches that respect cultural values and the implementation of decentralized services. The study also emphasizes the importance of technology and policy frameworks in ensuring the sustainability of service innovations, including direct engagement with rural communities. The research method employs a descriptive qualitative approach, utilizing data collection techniques such as Focus Group Discussions (FGD), interviews, documentation, and observation, involving 20 key informants. The findings reveal that the combination of NPG principles with local wisdom can create a governance model that is not only efficient and transparent but also responsive to the values and needs of local communities. This integrated approach indirectly strengthens trust, accountability, and inclusiveness in public services while offering a model that can be applied in other regions facing similar challenges.
