Abstract

This study examines the Public Service Innovation Development Model in improving service quality at the Bureau of Organization of the Regional Secretariat of South Sumatra Province. Using a qualitative approach with interviews, observations, and documentation, the study finds that while the innovation model is effective, challenges exist in innovation process management, innovator skills, service standardization, and public participation. Supporting factors include visionary leadership, skilled human resources, technological infrastructure, collaboration, and an innovative culture. Inhibiting factors involve rigid policies, budget constraints, lack of evaluation, and minimal public involvement. Efforts to overcome these challenges include enhancing HR skills, forming an innovation team, developing a strategic plan, establishing service standards, and fostering multi-stakeholder engagement. The study highlights the need for a structured and adaptive innovation model to enhance public service quality effectively. Abstract

This article explores the evolution of sports policy in South Sumatra, focusing on athlete development and the challenges faced in the implementation process. South Sumatra has emerged as a key player in national sports, hosting prestigious international and national events, yet the province struggles with consistently producing top-performing athletes. The study examines the complexities of sports policy, including the role of government and private sector collaboration, and the impact of infrastructure and resource availability on athlete performance. It also highlights the disconnected between the large-scale investments in sports facilities and the declining achievements of local athletes. Key challenges identified include the lack of a comprehensive and cohesive policy framework, minimal private sector involvement, and inadequate athlete development programs. Through a review of the existing sports policies, this article aims to provide insights into how South Sumatra can improve its athlete development strategies to address these challenges. The findings emphasize the need for coordinated efforts between government, private stakeholders, and local communities to create a sustainable model for sports development in the province. Abstract

Extreme poverty is a multidimensional issue that demands a collaborative, cross-sectoral approach. Through the One OPD, One Fostered Village program, the Maluku Provincial Government aims to facilitate the involvement of five key pentahelix actors—government, private sector, academia, community, and mass media—to accelerate poverty alleviation in priority villages. This study investigates the dynamics of collaboration, the forms of collaborative actions, and the impacts of the pentahelix model in the implementation of the program. Employing a qualitative approach with a focused case study in six priority villages in East Seram Regency, data were gathered through in-depth interviews, participatory observations, and document analysis. Thematic analysis was conducted using the collaboration framework developed. The study offers practical recommendations, including strengthening cross-sectoral coordination, expanding the roles of collaborative actors, developing a sustainability roadmap, and improving policy frameworks to enhance the program’s long-term effectiveness and sustainability.
