Abstract

Mapping the potential of agropolitan areas from the perspective of basic infrastructure is essential for formulating regional development strategies. This study aims to analyze the availability of basic facilities and infrastructure as well as to formulate development strategies in Rinding Batu Village, Kesu District, North Toraja Regency. The research employed a descriptive quantitative and qualitative approach through infrastructure availability analysis and SWOT analysis. Data were collected through field surveys, questionnaires distributed to 44 respondents, and documentation from related institutions. The results show that the average availability of infrastructure reached 87% and facilities reached 87.8%, with the main weaknesses found in sanitation, drainage, and the suboptimal condition of several facilities. Quantitative SWOT analysis placed Rinding Batu Village in Quadrant I (x = 0.97; y = 1.16), indicating the dominance of strengths and opportunities for sustainable area development. The development strategy is therefore focused on optimizing the advantages of basic infrastructure while improving weaker aspects to support equitable and sustainable development.

Abstract

This research investigates the construction of religious messages and the efficacy of cultural preaching (da’wah) within the Pepe’-pepeka ri Makka (Fire in Mecca) dance tradition in Paropo Village, Makassar. While traditionally viewed as a cultural spectacle, this dance functions as a sophisticated medium for Islamic proselytization. Employing a qualitative descriptive method, this study utilizes Charles Sanders Peirce’s semiotic framework—comprising signs, objects, and interpretants—to analyze the ritual’s poetry and choreography. Data were collected through participatory observation, documentation, and in-depth interviews with key informants, including traditional maestros and religious figures. The findings reveal that the dance is a complex symbolic system representing core Islamic tenets, specifically Tawhid (monotheism), angelic hierarchies, and Thaharah (ritual purification). The fire serves as a potent index of divine light (Nur) and a symbol of spiritual resilience, echoing the miracle of Prophet Abraham. However, the analysis through the Stimulus-Organism-Response (SOR) model indicates a significant gap in public reception. While the performance elicits strong affective responses, such as awe and emotional engagement, the cognitive and behavioral impacts remain limited. This disconnect is attributed to linguistic barriers in the classical Makassarese poetry and the lack of explicit narrative interpretation. The study concludes that for cultural da’wah to achieve its transformative potential, "intersemiotic translation" is required to bridge the gap between traditional symbolism and contemporary public understanding.

Abstract

Abstrak. Pembangunan desa merupakan salah satu kunci utama dalam mendorong pemerataan pembangunan dan peningkatan kesejahteraan masyarakat di wilayah perdesaan. Namun, perbedaan tingkat perkembangan antar desa masih menjadi tantangan bagi pemerintah daerah, termasuk di Kecamatan Tombolo Pao, Kabupaten Gowa. Kondisi tersebut mendorong perlunya suatu kajian yang mampu memetakan status pembangunan desa secara lebih terukur dan terarah, sehingga dapat digunakan sebagai dasar pengambilan kebijakan pembangunan yang tepat sasaran. Penelitian ini bertujuan untuk mengidentifikasi status perkembangan desa berdasarkan Indeks Desa Membangun (IDM) serta menyajikannya dalam bentuk pemetaan spasial. Metode penelitian menggunakan pendekatan deskriptif kuantitatif dan kualitatif dengan pemanfaatan indikator IDM yang dikeluarkan oleh Kementerian Desa. Data dianalisis dan kemudian divisualisasikan menggunakan aplikasi Sistem Informasi Geografis (GIS) untuk menghasilkan peta status pembangunan desa. Hasil penelitian menunjukkan bahwa di Kecamatan Tombolo Pao terdapat dua desa yang termasuk kategori maju, yaitu Desa Kanrepia dan Desa Pao, sedangkan enam desa lainnya masih berada pada kategori berkembang. Tidak terdapat desa yang mencapai kategori mandiri maupun yang tertinggal, sehingga kondisi ini mencerminkan adanya peluang percepatan pembangunan jika intervensi dilakukan secara tepat. Temuan ini menegaskan bahwa pemetaan IDM berbasis GIS tidak hanya memberikan gambaran spasial tentang status pembangunan desa, tetapi juga berfungsi sebagai instrumen strategis dalam perencanaan pembangunan wilayah. Kesimpulannya, pemanfaatan IDM melalui pemetaan spasial mampu membantu pemerintah daerah dalam menentukan prioritas pembangunan, mengarahkan alokasi sumber daya secara lebih efektif, serta mendukung tercapainya tujuan pembangunan desa berkelanjutan.Abstract. Village development is one of the key drivers in promoting equitable growth and improving the welfare of rural communities. However, disparities in development levels among villages remain a challenge for local governments, including those in Tombolo Pao District, Gowa Regency. This condition highlights the need for a study capable of mapping village development status in a more measurable and systematic way, providing a solid basis for targeted policy-making. The objective of this research is to identify the development status of villages based on the Village Development Index (Indeks Desa Membangun/IDM) and to present the results through spatial mapping. The study applies a descriptive quantitative and qualitative approach using IDM indicators issued by the Ministry of Villages. Data were analyzed and then visualized using Geographic Information System (GIS) applications to produce maps of village development status. The findings reveal that in Tombolo Pao District, two villages Kanrepia and Pao fall into the advanced category, while six other villages remain in the developing category. No villages were classified as independent or underdeveloped, indicating that there is potential for accelerated development if proper interventions are implemented. These results emphasize that IDM-based GIS mapping not only provides a spatial representation of village development status but also serves as a strategic instrument in regional development planning. Abstract

The Industrial Revolution 4.0 brings significant transformations in the global production and economic system through the integration of digital technology, artificial intelligence, and automation. Medan City, as one of the main economic centers in Sumatra, faces serious challenges in preparing its local human resources (HR) to face these changes. This study aims to identify the skills gap of local HR in Medan City in the context of Industry 4.0 needs and provide policy recommendations to improve the competitiveness of local HR. The research method uses a mixed-method approach by combining quantitative methods through a survey of 100 local workers and qualitative methods through in-depth interviews with 10 key stakeholders. The results show that only 23% of respondents have a good understanding of Industry 4.0 technology, and 67% have basic digital literacy skills but only 18% have advanced skills. The highest skills gaps are in data analysis and big data interpretation (78%), programming (71%), and cybersecurity (69%). This study formulates an Integrated HR Development Model consisting of 5 main pillars: adaptive formal education, competency-based vocational training, multi-stakeholder collaboration, lifelong learning, and soft skills development. The implementation of the strategy is projected to increase the employability rate by 45%, reduce unemployment from 6.8% to 4.2%, increase average income by 25-35%, and create 15,000-20,000 new jobs in a 5-year period.
