Abstract

General Background: Indonesia faces a significant public health issue with fifth-highest stunting prevalence among toddlers, especially in East Java, and local efforts are being implemented to reduce rates. Specific Background: Klurak village government's stunting prevention programs, involving Posyandu cadres and midwives, face challenges due to communication, resources, disposition, and bureaucratic structure, as per Edward III's implementation theory. Knowledge Gap: While stunting programs are in place, the extent to which these programs effectively address local needs and barriers, particularly through an administrative lens, remains underexplored. Aims: This study aims to analyze the implementation of stunting prevention programs in Klurak Village using Edward III’s four-indicator framework and identify the key sectors hindering or supporting effective implementation. Results: Findings suggest that the stunting prevention program is moderately effective. Communication among village stakeholders is integrated but limited by budget constraints, while resources, particularly in human capacity and infrastructure, are inadequate. Despite positive dispositions among health workers, bureaucratic inefficiencies hinder maximum implementation. Novelty: The study provides a rare, localized analysis of stunting prevention through a public administration framework, offering practical insights into grassroots-level health governance in Indonesia. Implications: The research highlights the need for better resource allocation, continuous socialization efforts, and enhanced inter-agency collaboration to improve stunting prevention outcomes in rural settings. Abstract

Background: Village consultative bodies (BPD) play a vital role in promoting good governance at the local level. Specific Background: This study examines the implementation of BPD's roles in a specific village context, focusing on their effectiveness in enhancing transparency and participation. Knowledge Gap: Existing literature lacks exploration of the practical applications of BPD roles and their impact on governance across different regions. Aims: This research analyzes how BPD executes its responsibilities, emphasizing its regulatory functions. Results: Findings show that BPD effectively implements its regulatory roles, contributing to improved village governance through adherence to standard operating procedures (SOPs) and strong budgetary support from the local government. Abstract

Background: The elderly population has unique health needs requiring specialized services. Specific Background: This study investigates the implementation of the Posyandu Lansia Wijaya Kusuma program, focusing on operational procedures and challenges in a rural context. Knowledge Gap: There is a lack of understanding regarding specific obstacles faced in implementing such health programs in similar communities. Aims: This research aims to evaluate program operations and identify hindering factors. Results: Data from interviews and participatory observations indicate a structured Standard Operating Procedure (SOP) for the Posyandu Lansia, facilitating essential health services. While the program follows a clear framework, operational barriers impact service delivery. Abstract

Law number 20 of 2008 concerning micro, small and medium enterprises (UMKM) stipulates that the empowerment of MSMEs in the village of Punggul is the responsibility of the Sidoarjo Regency Cooperative and MSME services. MSMEs have an important role for economic growth in Indonesia. The perpetrators of umkm hats in the village of Punggul have not been recorded as a whole and have experienced several obstacles in running the business. The important role of the Regional Government through the Office of Cooperatives and Micro Enterprises, the Office of Industry, and the District Trade Office is expected to be able to provide To strengthen the competitiveness of MSMEs in facing the global market is to improve product quality and standards, increase financial access, improve the quality of human resources and the entrepreneurial spirit of MSMEs, provide facilities SMEs related to access to information and promotions both domestically and abroad. Highlights: Legal Responsibility: Law No. 20/2008 designates the Department of Cooperatives and MSMEs in Sidoarjo District as responsible for empowering UMKMs in Punggul village, emphasizing the legal framework's role. Abstract

This research aims to analyze and describe the strategies implemented by BUMDES Sumber Lestari in developing the Sumber Dhuwur tourist attraction. Tourism development significantly influences regional and citizen income, job creation, and economic activities. Utilizing qualitative methods, data were collected through interviews with village officials, the BUMDES chairman, local residents, and visitors, along with observations and documentation. The study uses qualitative descriptive analysis, involving data reduction, presentation, and conclusion drawing. Results indicate that BUMDES Sumber Lestari has effectively focused on infrastructure and facility development, but has yet to optimize human resource management in tourism and the creative economy. The research provides insights into strategic planning for rural tourism development, emphasizing the need for comprehensive human resource strategies to enhance competitiveness and economic impact. Abstract

BUMDes berperan terkait dengan fungsi optimalisasi potensi baik berkaitan dengan sumber daya manusia (SDM) dan sumber daya alam (SDA) semaksimal mungkin. Permasalahan yang terjadi yaitu BUMDes belum secara maksimal dalam pemanfaat sumber daya yang telah ada. Diharapkan dengan adanya manajemen pengelolaan BUMDes ini mampu meningkatkan kesejahterakan masyarakat. Tujuan dilakukan penelitian ini untuk memunculkan hasil analisis dan deskripsi dari Manajemen Pengelolaan pada BUMDes Mutiara Welirang dalam Pengembangan Wisata Taman Ghanjaran. Dengan menggunakan metode penelitian deskriptif dan pendekatan secara kualitatif. Data dikumpulkan dengan teknik observasi, wawancara, serta dokumentasi. Penelitian ini berfokus pada aspek model manajemen yang tertuju pada Pengelolaan BUMDes Mutiara Welirang Desa Ketapanrame. Informan dipilih berdasarkan metode purposive sampling yaitu dengan ketentuan informan mengerti mengenai topik permasalahan yang sedang diangkat. Dari hasil penelitian menunjukan bahwa; Pertama, perencanaan menjadi inti dalam mengelola proyek dan aspek perencanaan yang terstruktur dan inklusif memungkinkan Desa Wisata untuk mencapai tujuan pembangunan berkelanjutan. Kedua, pengorganisasian bergantung pada efisiensi dalam memanfaatkan sumber daya manusia yang ada. Ketiga, pengarahan yang jelas kepada setiap individu menjadi kunci penting untuk memastikan bahwa mereka memiliki kompetensi yang sesuai dengan kebutuhan dalam organisasi. Keempat, pengkoordinasi dalam pengembangan desa wisata bukan hanya tentang mengelola proyek-proyek secara efisien, tetapi juga tentang memperhatikan aspek ekonomi, sosial, budaya, dan lingkungan secara holistik.

Abstract

Informal Trader Development Section of the Sidoarjo Disperindag, Coordinator of the PKL area of ​​the Gajah Mada culinary center, members of the PP Satpol, Security at the Gajah Mada culinary center. The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that, the analysis of the relocation policy at the Gajah Mada Culinary Center Sidoarjo includes planning starting with the construction of this new building for the relocation of street vendors in accordance with the Sidoarjo Perbup Number 84 of 2017. Organizing aspects through guidance carried out by the Sidoarjo Regency government through the Disperindag and assisted by the Satpol PP. In the aspect of Actuating the Department of Industry and Trade and the Satpol PP of Sidoarjo Regency as the executor and involving other agencies in controlling street vendors and controlling aspects, namely the supervision of the PKL relocation process is going well. Supporting factors include the existence of clear regulations related to the relocation policy of street vendors starting from the Perbup, and Regional Regulations, managed and synergized with several parties so as to be able to make the program a success. While the inhibiting factors include the lack of maintenance and management of culinary centers, less sales and less buyers. and Evaluations that have not been implemented. Abstract

The analysis technique in this study is a qualitative analysis type, referring to the theory of Miles and Huberman. The results showed that the Analysis of the Family Hope Program in Sidoarjo Regency according to the theory of public policy management, the first aspect of planning is according to Law No. 11 of 2009 and Presidential Regulation No. 15 of 2010 concerning the acceleration of Poverty Reduction. The organizing and implementation aspects consist of: (1) the coordination team at the Regency/City level, (2) the sub-district level, and (3) the implementers of activities accompanying the program and the community. Aspects of supervision are carried out at each stage of distribution and/or as needed. Evaluation of the distribution of PKH Social Assistance is carried out to measure the success or failure of the implementation of the distribution of PKH Social Assistance. Supporting factors in the implementation of the Family Hope Program in Sidoarjo Regency include the existence of a strong commitment between the central and local governments to make the Family Hope Program a success (PKH) and the existence of clear rules regarding the mechanism of program implementation as well as the guarantee of obtaining proper health and education from the government through social services. Abstract

This study aims to analyze and describe the tourism development program in Watesnegoro Village. This research is based on the fact that the promotion carried out by the Village Government and tourism management has not gone as expected, so that this tour is not yet known by the general public. The research method used in this research is using descriptive qualitative, data collection is done through interviews, observation, and documentation, as well as data analysis techniques used in this study refers to the theory of Miles and Huberman. The results showed that the program carried out by the Watesnegoro Village Government in developing gadung source tourism was by promoting through mass media where the Watesnegoro Village Government collaborated with Radar Mojokerto to promote this tourism to be known by the general public, the Watesnegoro Village Government also plans to carry out additional promotions through web and accounts on social media. Instagram and Facebook are social media applications chosen by the Village Government and tourism managers in promoting the tourism. In addition, the Watesnegoro Village Government will also conduct socialization to the general public, and will coordinate with the Mojokerto Regency Youth, Sports, Culture and Tourism Office.
