Abstract

This research is conducted based on the challenges faced by the agricultural sector in Bogor Regency, namely the conversion of rice fields. This conversion occurs due to population growth and economic development in the Bogor Regency, which serves as a buffer zone for the Special Capital Region of Jakarta. The aim of this research is to formulate alternative strategies as efforts for sustainable protection of agricultural land in Bogor Regency using the Analytical Hierarchy Process (AHP) method. Based on the results of the AHP vertical analysis, at the priority factor level is Community Empowerment. At the stakeholder level, private sector prioritizes Community Empowerment. The constraint level prioritizes Lack of Collaboration with Local Government. At the alternative strategy level, the priority is the Establishment of a Sustainable Agricultural Land Control Team with academic support. Abstract

Research Originality: This study applies spatial autocorrelation to assess the efficiency of zakat distribution, highlighting hotspot–coldspot patterns and proposing a spatially aligned framework to reduce regional disparities and support inclusive development. Research Objectives: This study analyzes the spatial patterns of zakat distribution and their implications for distribution efficiency and reducing regional inequality. Research Methods: Spatial autocorrelation analysis was conducted using Moran's I, Local Indicators of Spatial Association (LISA), and Getis–Ord Gi* to identify spatial linkages among regions. Empirical Results: The results indicate significant spatial clustering in zakat distribution, with hotspots concentrated in urban and economic centers due to strong institutional capacity, while coldspots are found in remote areas with high poverty and weak institutions, potentially reinforcing spatial inequality. Implications: These findings emphasize the importance of spatial mapping as the basis for region-based zakat distribution. Overall, zakat has the potential to become a strategic instrument for reducing inequality and driving inclusive economic development if it is integrated into evidence-based regional development policies. Abstract

One of the primary challenges facing the waqf today is the inadequate quality of nazir waqf management, characterized by a lack of accountability, transparency, and professionalism. Thus, good governance is crucial for the revival of waqf institutions, and the distinctive characteristics of the waqf institution, which originated in Islamic Sharia, clearly require governance that adheres to Sharia principles. Therefore, there is a need for a tool to evaluate and measure the implementation of Sharia governance in waqf nazir. However, there is a lack of such a tool . To fulfill that need, this study proposes the development of a Sharia Governance Index for Waqf Nazir (SGIWN). The index is developed in two steps: designing the index model and weighing the index components. The index model is developed using qualitative methods based on Islamic principles of good governance, which are verified with the help of experts in the field of waqf. Then, the AHP method is used to quantitatively determine the importance and weight of each element within the index. This study successfully develops the final composition of the index, which consists of 5 dimensions, 16 variables, and 46 indicators. This study also successfully calculates the weight of each indicator to complete the index.

Abstract

Purpose – This study aims to develop and validate the "waqf signal model," a Sharia-compliant framework that integrates waqf assets with digital connectivity deployment in Indonesia’s frontier, outermost, and underdeveloped (3T) regions to alleviate digital inequality. It evaluates stakeholder roles, governance feasibility, Sharia alignment, operational sustainability, and the socio-economic impact of the model.Methodology – A qualitative exploratory approach was employed using a two-round Delphi technique with nine expert panelists representing telecommunications, Islamic finance, waqf management, mosque leadership, and local government. Additionally, a financial simulation was conducted to assess the operational viability of waqf-based Base Transceiver Station (BTS) deployment.Findings – The Delphi panel reached a strong consensus on the model's Shariah compatibility through contracts such as Ijarah Muntahiyah bi Tamlik (IMBT), Musyarakah, and Musharakah Mutanaqisah (MMQ). The panel underscored the necessity of multi-stakeholder governance involving nazhir, telecommunication operators, local authorities, and community wakif. A high consensus was also achieved regarding village digital outlets as dual-purpose hubs for commercial services and waqf benefit distribution. Conversely, revenue-sharing feasibility yielded mixed perspectives, highlighting the need for refined legal and contractual frameworks. Finally, the financial simulation demonstrated that operational sustainability could be achieved within approximately six years under stable market conditions.Implications – The proposed model offers a Sharia-aligned pathway for inclusive digital infrastructure, facilitating rural access to connectivity, digital financial services, and socio-economic empowerment while contributing to Sustainable Development Goals (SDGs) 9, 10, and 17.Originality – This study pioneers the application of waqf in telecommunications, establishing an innovative model that synthesizes waqf asset utilization, BTS infrastructure deployment, multi-stakeholder governance, and rural digital inclusion.
