Abstract

Pokok-Pokok Pikiran (Pokir) DPRD merupakan salah satu hal menarik jika membahas DPRD dan anggaran. DPRD yang merupakan lembaga legislatif yang mengawasi tugaseksekutif memiliki alokasi anggaran didalam APBD berupa Pokok- Pokok Pikiran. Tujuan penelitian untuk mengetahui dan mendeskripsikan pengelolaan Pokir DPRD Kota Padang OsmanAyub berdasarkan siklus anggaran dan prinsip pengelolaan keuangan daerah menurut Mardiasmo dan Mashun, Dkk, serta melihat dampak elektoral politik terhadap Osman Ayub Penelitian ini menggunakan metode kualitatif studi kasus. Hasil penelitian ini adalah Osman Ayub selaku anggota DPRD Kota Padang telah melaksanakan siklus anggaran yang sesuai dengan peraturan perundang- undangan, Osman Ayub melakukan perencanaan melakukan Reses untuk menyampaikan dan menyerap aspirasi dari konstituennya. Dan untuk pelaksanaan Pokok-Pokok Pikiran yang dimiliki langsung di eksekusi oleh pihak eksekutif atau pemerintah daerah melalui dinas terkait. Penerapan prinsip keuangan daerah peneliti melihat bahwa semua pokok-pokok pikiran Osman Ayub telah dilalui dengan SOP yang ditetapkan peraturan perundang-undangan. Selain itu hal menarik adalah kenaikan suara Osman Ayub pada Pemilu 2024 yang membuat Osman Ayub menjadi anggota DPRD ke-4 kalinya. Hal tersebut sangat berkaitan dengan alokasi Pokok-Pokok Pikiran yang Osman Ayub miliki dikarenakan hal tersebut adalah praktek Pork Barrel Politics yang dimiliki oleh setiap DPRD yang direalisasikan oleh APBD.

Abstract

One of the problems of malnutrition that is still quite high in Indonesia is stunting. Stunting can occur as a result of malnutrition, especially during the 1000 HPK (First Day of Life). The government continues to make various efforts to emphasize the prevalence of stunting in toddlers, but these efforts are not effective enough. One way that is quite effective is to carry out cluster analysis. This research aims to group districts/cities in West Sumatra based on factors that cause stunting. The methods used in this research are fuzzy c-means and fuzzy subtractive clustering. The cluster validity tests used in this research are Modified Partition Coefficient (MPC), Partition Entropy (PE), and Xie-Beni index (XB). Based on the calculation of the three validity indices, it was found that the optimum number of clusters in clustering based on the FCM method was two clusters (c = 2). Meanwhile, in the fuzzy subtractive clustering method, the optimum number of clusters is found in clustering with radius (r) = 0.90 with the number of clusters formed being three clusters. In this research, the results showed that the fuzzy subtractive clustering method was better than the fuzzy c-means method because the resulting CE and XB validity index values were lower. Using the fuzzy subtractive clustering method, it was found that clusters one and two consisted of nine regions, while cluster three only consisted of one region

Abstract

Tujuan penelitian untuk mengetahui pengaruh budaya individual dan kolektif terhadap pembentukan perilaku komunikasi dan  gaya komunikasi kepemimpinan Rektor Universitas Andalas (pengalaman komunikasi Werry Darta Taifur dan Tafdil Husni) dalam konteks rumah tangga, lingkungan dan organisasi dibantu dengan teori tindakan sosial dari Max Weber dan konsep gaya komunikasi Moss. Selain itu penelitian ingin melihat low context culture dan high context culture kedua rektor. Hasil penelitian ini memaparkan bahwa budaya individual banyak berpengaruh dalam pembentukan perilaku komunikasi dibandingkan dengan budaya kolektif. Werry Darta Taifur dan Tafdil Husni menggunakan komunikasi langsung “low context culture”dalam berkomunikasi dengan keluarga, lingkungan dan organisasi. Namun pada beberapa persoalan juga menggunakan komunikasi tidak langsung “high context culture”. Semakin banyak nilai individualistik yang dipegang individu dan semakin mandiri dalam membangun konsep dirinya, maka semakin banyak menggunakan komunikasi langsung “low context culture”. Dalam rumah tangga gaya komunikasi yang digunakan Werry Darta Taifur adalah the controlling style dan the equalitarian style, Sedang Tafdil Husni memakai gaya komunikasi  The controlling style, the equalitarian style dan  The dynamic style. Pada konteks lingkungan gaya komunikasi Werry Darta Taifur dan Tafdil Husni hanya terlihat satu saja yaitu the equalitarian style. Pada konteks organisasi gaya komunikasi Werry Darta Taifur dan Tafdil Husni yakni the controlling style, the equalitarian, the structure style, the dynamic style dan the reliquinshing style.

Abstract

Artikel ini menganalisis peran kepemimpinan hibrida dalam praktik pemerintahan lokal dan pengaruhnya terhadap efektivitas tata kelola (governance) di dua daerah di Indonesia yaitu Kota Bukittinggi dan Kabupaten Dharmasraya. Terdapat perdebatan teoretis tentang fleksibilitas kepemimpinan dan sifat kompleksitas dalam tata kelola publik yang membawa diskusi pada bagaimana gaya kepemimpinan transformasional, transaksional, partisipatif, dan direktif dapat diterapkan dalam situasi berbeda dan sesuai dengan konteks sosial, politik, dan administratif dimasing-masing kepemimpinan. Penelitian ini menerapkan pendekatan penelitian kualitatif dengan metode studi kasus komparatif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi dan telaah dokumen kebijakan. Data dianalisis secara tematik dan komparatif berdasarkan delapan indikator utama tata kelola yang merujuk pada tata kelola modern. Temuan penelitian ini menunjukkan bahwa bentuk kepemimpinan hibrida muncul dalam dua bentuk yang berbeda. Di Kota Bukittinggi, kepemimpinan hibrida bersifat populis-personalistik dengan responsivitas tinggi dan dominasi figur pemimpin, namun dengan kelemahan dalam pelembagaan tata kelola. Di sisi lain, di Kabupaten Dharmasraya, para pemimpin hibrida muncul secara institusional-kontekstual dan terdapat ketertaturan yang lebih besar antara sistem birokrasi dengan jaringan aktor lokal yang mengarah pada stabilitas tata kelola yang lebih berkelanjutan.

Abstract

This research investigates the development of the Local Melayu Language in three provinces: Yala, Pattani, and Narathiwat in the Southern Border Provinces of Thailand. It focuses on the dynamics of Local Melayu Language wisdom amidst social and cultural changes and explores methods for preserving and promoting this valuable linguistic heritage. The study employs interviews and participatory observations as data collection tools. The participants, chosen through purposive sampling, include 30 key informants such as local wisdom scholars, language experts, and villagers familiar with the language structure in these provinces. The collected data were analyzed and synthesized through interpretation and conclusions aligned with the research objectives. The findings reveal that the Local Melayu Language is closely linked with societal changes, including cultural, economic, political, and administrative factors. The study emphasizes the importance of preserving and revitalizing the Local Melayu Language, including its script, such as the Jawi script, to ensure its continued presence in the communities of Yala, Pattani, and Narathiwat. Language and script are regarded as the intellectual heritage of these communities. The family institution plays a crucial role in instilling the significance of the Local Melayu Language in children and addressing any stigma associated with its use. Additionally, societal attitudes towards speakers of the Local Melayu Language should be positive, promoting respect and recognition of the language's value. This research underscores the necessity of safeguarding the Local Melayu Language as an essential cultural asset in the Southern Border Provinces of Thailand.

Abstract

This study aims to analyze the effectiveness of the supervision carried out by the General Election Supervisory Agency (Bawaslu) of Padang City in addressing vote-buying practices during the 2024 Local Election. Vote buying remains one of the most pervasive and difficult electoral violations to control, making it necessary to evaluate the extent to which oversight mechanisms can prevent and respond to such practices. This research employs a qualitative approach using a literature study method based on legal documents, official Bawaslu reports, media coverage, and previous scholarly findings. The analysis of effectiveness refers to Mahmudi’s framework, which consists of four components: input, process, output, and outcome. The findings reveal that structurally, Bawaslu Padang has adequate regulatory foundations, human resources, and preventive programs as inputs for the supervision process, although limitations remain in supporting infrastructure and public reporting participation. In the process dimension, Bawaslu conducted vulnerability mapping, public education, campaign monitoring, financial reporting oversight, and case handling. However, the covert and informal-network nature of vote-buying activities made it difficult for supervisors to gather sufficient evidence that meets formal and material requirements. The output of supervision is reflected in the registered reports, field findings, and documented preventive efforts, yet only a few cases could proceed to legal enforcement. The outcome shows that the supervision has not produced a significant deterrent effect nor reduced vote-buying practices at a substantive level.

Abstract

This qualitative study investigates the influence of Instagram as an educational information communication platform on adolescents’ attitudes towards the Drug Abuse and Illicit Trafficking Prevention and Eradication Program (P4GN) at SMAN 4 Padang. Through in-depth interviews and thematic analysis, this study aims to explore the different ways in which adolescents interact with P4GN-related content on Instagram, interpret its messages, and see its impact on their attitudes towards drug abuse prevention. By focusing on qualitative research, this study seeks to capture the different ways in which adolescents interact with educational content on Instagram and how these interactions shape their attitudes towards P4GN. Initial findings indicate that adolescents perceive Instagram as a significant source of information about drug abuse prevention, which influences their attitudes and behaviors towards P4GN. The visual nature and peer-driven interactions play a significant role in shaping adolescents’ perceptions and attitudes towards drug abuse prevention efforts. This study provides valuable insights into understanding the effectiveness of Instagram as a tool to promote positive attitudes towards P4GN among adolescents. These findings will inform future educational strategies and interventions in drug abuse prevention, emphasizing the importance of leveraging social media platforms such as Instagram to engage and empower adolescents in promoting a drug-free society.

Abstract

The drafting of the 2025–2045 West Sumatra Provincial Long-Term Development Plan (RPJPD) requires the substantive involvement of civil society organizations (CSOs) to ensure democratic, high-quality, and sustainable development planning. The role of CSOs is important given the strong socio-cultural character of West Sumatra, particularly the value of “bulek aia dek mufakat” which emphasizes deliberation in decision-making. This study aims to analyze the role of CSOs in the agenda for drafting the 2025–2045 West Sumatra Provincial RPJPD. The method used is qualitative research with an intrinsic case study approach. Informants were selected using purposive sampling, while data analysis was conducted based on the informants' perspective (emic) validated through data triangulation. The researcher used policy advocacy theory in this study. The results show that the role of CSOs in the formulation of the RPJPD can be divided into three categories: zero participation, token participation, and delegated participation. The findings show that most CSOs still have a low level of participation, while substantive participation is only carried out by a handful of CSOs. Of the forty-three (43) organizations invited, only about five (5) CSOs are officially registered with the West Sumatra Provincial Kesbangpol Agency. In general, the role of CSOs in regional development planning is not yet optimal and is still normative-administrative in nature, Meanwhile, CSOs are required to increase their advocacy capacity in order to defend the public interest and ensure that their ideas are integrated into planning documents, particularly the 2025–2045 West Sumatra RPJPD.

Abstract

Online Single Submission (OSS) is a digital-based licensing system designed to simplify and accelerate public service delivery. In West Pasaman Regency, OSS is mandatory for business actors with significant investment values. However, its implementation continues to face several challenges, including low digital literacy among users, limited system integration across government agencies, and service delivery that does not meet established time standards. These issues have generated dissatisfaction and resistance from service users. This study aims to evaluate the effectiveness of OSS utilization in public service delivery at the Investment and One-Stop Integrated Service Office (DPMPTSP) of West Pasaman Regency and to identify the factors hindering its implementation. The research adopts a qualitative descriptive approach, employing in-depth interviews, documentation, and field observations. Data analysis is conducted using the Technology Acceptance Model (TAM 1) proposed by Fred Davis (1989), focusing on perceived usefulness and perceived ease of use. Informants were selected through purposive sampling, involving 14 representatives from service users and relevant government agencies. The findings reveal that OSS has not been implemented effectively. The system is perceived as providing limited benefits and being difficult to use, particularly for small business actors. These constraints have led to low levels of trust and system utilization. Enhancing OSS effectiveness requires technical improvements, increased digital literacy, and stronger institutional support.
