Abstract

Penelitian ini menganalisis inovasi pembelajaran guru PAUD melalui praktik komunitas belajar sebagai upaya pengembangan profesional berkelanjutan dan mutu lembaga. Kajian literatur ini menelaah 20 artikel terbitan tahun 2018–2025 yang diperoleh melalui perangkat Publish or Perish dari basis data Google Scholar. Hasil kajian menunjukkan bahwa komunitas belajar mendorong inovasi pembelajaran melalui refleksi kolektif, kolaborasi sejawat, dan kepemimpinan suportif, menghasilkan pembelajaran berbasis proyek, pemanfaatan media digital sederhana, dan pendekatan inklusif yang kontekstual. Komunitas belajar juga memperkuat budaya reflektif berkelanjutan yang berdampak pada mutu lembaga PAUD. Kajian ini menegaskan kontribusi teoretis bahwa komunitas belajar merupakan mekanisme inti pengembangan profesional guru yang mengintegrasikan kompetensi, kolaborasi, dan inovasi. Dari sisi kebijakan, diperlukan integrasi komunitas belajar dalam sistem pengembangan profesional berkelanjutan melalui dukungan regulasi, pendampingan, dan penguatan ekosistem kelembagaan agar berfungsi sebagai penggerak inovasi dan peningkatan mutu PAUD di Indonesia.

Abstract

This research is motivated by the declining character of students in junior high school. This study aims to analyze and describe the principal's strategy in improving student character in junior high schools in Situraja District. Using a qualitative approach with descriptive method. Data collection was conducted through in-depth interviews, participatory observation, and documentation studies. The results showed that the principal's strategy in improving student character includes: Development of religious habituation programs and positive school culture, Strengthening cooperation with parents and communities, Implementation of integrated character mentoring programs, and Optimization of character values-based extracurricular activities. These programs have proven effective in improving student character. The conclusion of this study reveals that the success of student character building is highly dependent on the principal's visionary leadership and the consistency of program implementation. The implications of this study emphasize the importance of developing principals' competencies in designing contextual and sustainable character-building programs, as well as the importance of building a character education ecosystem that involves all education stakeholders.

Abstract

Background . The increasingly complex and uncertain education system demands that principals make strategic decisions that not only ensure organizational effectiveness but also drive continuous quality improvement. Although transformational leadership is considered relevant because it emphasizes shared vision, participation, and empowerment, empirical evidence on how these principles are operationalized in the decision-making practices of public elementary school principals remains limited, particularly in the context of novice leadership. This study aims to analyze in depth the decision-making practices of principals with a Guru Penggerak background in two public elementary schools in Sumedang Regency, their impact on school quality improvement, and the challenges and strategies they use to overcome them. Method. Using a qualitative case study design, data were collected through in-depth interviews with two principals and six teachers, and then analyzed thematically with systematic procedures to ensure credibility and consistency of interpretation. Result. The findings indicate that democratic, collaborative, adaptive, reflective, and data-driven decision-making practices reflect the core dimensions of transformational leadership, namely idealized influence, inspirational motivation, intellectual stimulation, and individualized consideration, which contribute to improving school climate, teacher performance, student learning outcomes, and strengthening professional development. Challenges such as limited resources, ethical dilemmas, and policy constraints are addressed through inclusive communication, ethical reasoning, and strategic use of data. Conclusion. This study empirically clarifies the concrete mechanisms that link principals' decision-making practices to transformational leadership theory in a VUCA context, while also confirming its contribution as a conceptual and practical framework for strengthening school leadership capacity.

Abstract

Abstract: This study presents a comprehensive bibliometric analysis of global research trends concerning human resources and productivity in education. Drawing upon 660 Scopus-indexed documents published between 2000 and 2025, the analysis employs quantitative mapping techniques using VOSviewer to uncover patterns in publication growth, influential authors and institutions, dominant research themes, and keyword co-occurrence networks. The findings reveal a consistent and significant rise in scholarly output, especially in areas such as teacher performance, educational leadership, and digital transformation. The co-occurrence analysis highlights strong linkages between human capital development strategies and institutional productivity, suggesting a convergence of educational management, organizational psychology, and public policy perspectives. Additionally, emerging themes emphasize the increasing importance of digital competencies, professional well-being, and workforce agility, particularly in the context of educational reform and post-pandemic challenges. Despite growing interest, the analysis also reveals fragmented research collaboration across countries and limited integration between developed and developing contexts. This study contributes theoretically by reinforcing the relevance of human capital theory in modern educational discourse and offers practical implications for policymakers and educational leaders. It recommends incorporating bibliometric insights into strategic planning, capacity-building initiatives, and inclusive policy frameworks aimed at optimizing human resources in education. By providing a data-informed foundation, the study enhances the understanding of productivity drivers in the education sector and supports evidence-based decision-making for sustainable development.. Abstract

One of the efforts to improve educational quality is quality assurance. Problems arise in the school implementation, such as people in schools do not understand the implementation of quality assurance in managing school. Community Services on Application of Quality Assurance is predicted as a program solution of these problems. Through academicians (students and lectures) assistance on implementing school quality assurance, the school management will running well step by step. This program includes of three main program. First to identify, level of school quality through school self-evaluation using eight national education standards. Second, to help school to make strategic plan based on school self evaluation. Third, to help the school to develop school website. Hopefully school will be getting used to manage the school with quality of culture and understanding of quality assurance. Communities targeted in this program is elementary school at Sukasari Sub-District, Bandung, West Java.

Abstract

This study synthesizes empirical evidence on Technological Pedagogical Content Knowledge (TPACK) in Indonesia through a Systematic Literature Review using the PRISMA 2020 protocol and thematic meta-synthesis. Articles were retrieved from Scopus, Web of Science, ERIC, and Google Scholar, yielding 22 peer-reviewed studies published between 2015 and 2025. The review identifies three consistent patterns. First, TPACK profiles differ across disciplines: language teachers generally show high technological confidence but limited pedagogical integration, whereas science and elementary teachers demonstrate stronger content-pedagogical foundations yet weaker technological integration. Second, most early studies rely on self-report instruments, which tend to inflate perceived competence; more recent studies using Rasch modeling and confirmatory factor analysis provide stronger measurement validity. Third, collaborative, practice-based professional development models, such as lesson study, project-based learning, and reflective practicum, are more effective than short-term ICT workshops. Overall, the evidence highlights the need for discipline-sensitive training, valid assessment, and sustainable teacher development policies across Indonesian education systems and institutions.

Abstract

The persistent misalignment between national higher education policy mandates and institutional governance practices in Indonesian vocational higher education institutions (VHEIs) continues to obstruct effective lecturer performance management. This study develops and validates the Data-Driven Policy–Governance Alignment Model (DPGAM), a theoretically integrated framework that synthesizes policy alignment theory, institutional analytics theory, and organizational learning theory to diagnose and bridge the policy–governance gap in VHEIs. Employing a sequential explanatory mixed-methods design with a comparison group longitudinal component, this study aimed to analyze data from 4,424 lecturers across 142 VHEIs between 2022 and 2024. A 48-item validated instrument, the Governance Alignment Assessment Tool (GAAT), measured six governance dimensions. Common method bias was assessed using Harman's single-factor test (variance explained = 22.7%, below the 50% threshold) and procedural remedies. Structural equation modeling (SEM) identified Policy Compliance Index (? = 0.421, p < .001), Governance Transparency Score (? = 0.318, p < .001), and Data Infrastructure Quality (? = 0.287, p = .003) as the strongest predictors of the Policy Alignment Score (PAS). Post-DPGAM implementation demonstrated a statistically significant improvement in the Composite Lecturer Performance Index (CLPI) from 63.5 to 76.8 (Cohen's d = 1.32, p < .001; difference-in-differences = 11.4 points). Unexpectedly, private polytechnics showed disproportionately lower transparency compliance than community colleges, challenging assumptions about institutional size and governance capacity. The model demonstrated strong construct validity (Cronbach's ? = 0.74–0.87) and acceptable model fit (CFI = .962, RMSEA = .048). These findings offer a theoretically grounded, empirically validated, and reproducible governance framework for policymakers and administrators in vocational higher education

Abstract

This study aims to design a new strategy to accelerate educational equity through local government. Using a qualitative-descriptive approach, it adopted data triangulation through document review, and in-depth semi-structured interviews with education office practitioners and education planning experts, which is selected purposively. The study lasted 79 days and used a thematic analysis to describe the data. The results: (1) Indonesian national education policy has long set principles for school siting to ensure accessibility; however, local governments still lack standardized procedural guidance for assessing and determining new school locations, resulting in implementation absurdities. (2) A new strategy to address educational inequity was formulated into 3 alternatives: (a) Establishing a local education policy as a standard operating procedure (SOP) for determining new school locations; (b) Multi-actor collaboration among local government, academics, and the community; (c) Creating a location selector application to assess the feasibility of proposed new school sites. The third alternative is special urgency, and it is the most prominent practical implication, because it offers substantial benefits for addressing educational inequity. Although focused on Subang Regency, the study is globally relevant given persistent educational inequity and structural constraints in many countries. Further research is recommended to develop the location selector application.
