Abstract

The Rohingya crisis in Myanmar has drawn international attention due to gross violations of human rights, which have occurred in the conflict. This condition forces the Rohingya to flee from conflict areas in the attempt to seek protection from neighbouring countries including Indonesia. To deal with the refugees, the Indonesian government, alongside Muslim organizations, have taken immediate steps in tackling the crisis. However, behind the humanitarian solidarity lays a critical problem related to the religious sentiment toward the Buddhist community in Indonesia. The sentiment that tarnished the humanitarian principles and threatened Indonesian multiculturalism showed the versatile side of identity. To provide a better understanding of identity-based conflict, this article explored how a group’s sense of collectivity can easily turn into sentiment. By conducting multiple interviews with the representatives of Muslim Organizations and also collecting secondary data related to the Islam conservative agenda, this paper aimed to outline the paradox of Indonesian Muslim response toward the Rohingya’s refugees crisis. Using Ross’s theories of identity conflict and using Galtung conception of social conflict, the findings concluded that religious sentiment in Indonesia during the Rohingya’s refugee crisis are led by blind fanaticism toward certain religious beliefs that bitterly trample the nation’s sense of solidarity.

Abstract

One of the efforts to prevent the spread of Covid-19 is the Covid-19 vaccine. Everyone in the world has the right to access a Covid-19 vaccine, so governance is needed to guarantee that vaccine distribution is fair and equal. This article aims to discuss the regional governance of the COVID-19 vaccination program in Southeast Asia. Furthermore, the concept of regional governance and systematic literature study methods was used. The results showed that states in southeast asia have done bilateral cooperation with vaccine-producing eventough companies or states. On the scheme of regional governance, ASEAN becomes a fasilitator of vaccine distribution in order to guarantee that ASEAN members get the vaccine.

Abstract

Bandung Regency Government has implemented an information technology-based State Civil Servant (ASN) Performance Appraisal System, namely: Sabilulungan Employee Performance Appraisal System (SASIKAP) since 2018. This article aims to evaluate the implementation of SASIKAP in the last three years. The author uses the theory of policy implementation evaluation from William N. Dunn and qualitative methods for data collection and analysis. The results of this evaluation find that the implementation of SASIKAP policy has been effective; efficient; good enough in achieving goals and solving problems; rational alignment, responsive to developments, and appropriate in overcoming employee performance problems in Bandung Regency Government.

Abstract

Bandung Regency is a Regional Government that has the most State Civil Apparatus (ASN) in West Java Province which has a very low ASN Professionality Index (IP) is 27.85. In order to improve the competence of ASN, Bandung Regency implements a competency development policy based on Regent Regulation Number 63 of 2017. This article aims to analyze the policy implementation strategy by the Personnel Agency and Human Resources development (BKPSDM) in competency development in the Bandung Regency Environment. The research method uses descriptive qualitative. The data collected was obtained through interviews and observations. The author found that BKPSDM has implemented competency development policies with SWOT analysis with the results that BKPSDM Bandung Regency is in quadrant II, which is in a position between opportunities and weaknesses, so it is necessary to take a diversification strategy in implementing competency development policies.

Abstract

Jatinangor telah mengalami perubahan. Lahan pertanian telah berubah menjadi area perumahan, komplek, bahkan apartemen. Meski demikian, tidak sedikit dari tanah-tanah yang ada dibiarkan kosong, terbengkalai, dan tidak terurus. Selain tidak enak dipandang, tanah-tanah kosong dikhawatirkan menjadi sarang ular, banyak nyamuk, bahkan menjadi tempat pembuangan sampah secara sembarangan. Artikel ini bertujuan untuk memaparkan pemanfaatan tanah-tanah kosong di perumahan RW 12, Dusun Caringin, Desa Sayang, Kecamatan Jatinangor, Sumedang, sebagai upaya membangun perilaku ketahanan pangan dalam keseharian masyarakat lokal. Metode yang dipergunakan adalah eksperimen. Masyarakat memanfaatkan tanah-tanah kosong untuk ditanami dengan tanaman yang dikonsumsi sehari-hari, seperti sayuran, tanaman bumbu-bumbu, dan umbi-umbian. Hasil dari eksperimen ini memperlihatkan bahwa pemanfaatan lahan kosong akan memberikan beberapa manfaat bagi masyarakat berupa: terpeliharanya lingkungan dan adanya ketersediaan pangan segar.

Abstract

The urgency of performance assessment in ASN management has led to innovations in employee performance assessment based on information technology. This article aims to describe the implementation condition of Sabilulungan Employee Performance Assessment System (SASIKAP) policy as a technology-based performance assessment instrument for the State Civil Service Apparatus (ASN), from various aspects such as policy, implementation and the environment. This is related to the phenomenon that there are still employees who do not fill out the application themselves, the inconsistency between individual work targets and organizational work targets and the lack of optimal performance monitoring and appraisal processes by appraisers. The authors use a descriptive qualitative method and examines the four locus of Regional Apparatus which have different characteristics and conditions in Bandung Regency Government. The authors found that: SASIKAP policy standards and objectives have been listed in the form of Bandung Regent Regulation Number 18 of 2019 and its technical guidelines; Human resources and infrastructure in Bandung Regency Government has supported the operationalization of SASIKAP; Communication between organizations and implementation activities is running properly; there is an executing agent that makes SASIKAP easier to operate; The economic, social and political environment supports the implementation of SASIKAP policies; and The implementation of SASIKAP policy has generally been responded positively by ASN within the Bandung Regency Government.

Abstract

The occurrence of the COVID-19 pandemic has created a global health hazard that not only threatens health aspects, but also has an impact on various aspects of the economy, social, education, culture, tourism and so on. As one of the efforts to overcome this, Indonesia and its sub-national entities need to realize synergized and coordinated health diplomacy in order to be able to ensure the health security of citizens. This research was carried out to analyze the paradiplomacy achieved by the Province of West Java and the Province of Sichuan-China in tackling COVID-19. Using a descriptive method, this study presents an analysis of how the Covid-19 Pandemic has become a global security issue that has an impact on various aspects of life, as well as Indonesia's health diplomacy efforts which are supported by the active role of local governments in pursuing para-diplomacy, especially para-diplomacy of West Java Province with the Province of West Java. Sichuan China. From the results of the analysis, it can be described the ways, efforts, and endeavors of the Province of West Java in seizing global opportunities, providing services to local residents, encouraging decentralization, and achieving personal interests.

Abstract

The article explains the change and continuity of Indonesian Foreign Policy toward Egypt post Husni Mubarak Administration. This issue is explored because after the administration of Husni Mubarak, Egypt experienced domestic political instability in the form of a government regime change in a short time, namely the election of Mursi as president through elections in 2011, the overthrow of Mursi, and the election of Al Sisi as new president in 2013 through elections. This article concludes that on facing some changes in Egypt post-Husni Mubarak, Indonesia did ‘the change and continuity’ in her foreign policy. The ‘change’ was done because of administration of Presiden Yudhoyono wanted to ensure the implementation of Indonesia's national interests, namely, the security of Indonesian citizens in Egypt, education programs, and the sustainability of Indonesia-Egypt trade relations. This change was motivated by bureaucratic advocacy and restructuring domestic agent on decision making of Indonesian government. The ‘continuity’ takes place in terms of Indonesia’s doctrine of foreign policy, namely ‘free and active policy’. 'Free policy’ was carried out impartially in the Egyptian conflict and ‘active policy’ was implemented by maintaining security, education, and trade cooperation with Egypt.

Abstract

Afghan refugees are currently the largest number of refugees in Indonesia. As a country that has not ratified the 1951 Refugee Convention, Indonesia does not have the right obligations and legal basis in dealing with refugee problems. Thus, Afghan refugees lose their basic human rights. Therefore, UNHCR and Indonesia must work together and share responsibilities in providing protection to refugees. The author uses the concept of refugees, international organizations and international cooperation to study secondary data that is collected and analyzed qualitatively. The data used relates to the condition of Afghan refugees in Indonesia, the role of UNHCR, and the collaborative process of UNHCR and the Indonesian government in handling Afghan refugees in Indonesia. This article finds that the work of UNHCR and the Government of Indonesia is carried out by adjusting actions through a policy coordination process and agreement on the scope of cooperation and setting an agenda that is in line with the objectives and programs to achieve temporary protection and empowerment of refugees. This cooperation results in the protection of the human rights of Afghan refugees, such as human rights at the shelter, other rights such as access to education for refugee children and transparency regarding the personal data of refugees registered in Indonesia for further empowerment solutions.

Abstract

The wave of migration of Rohingya refugees has come unstoppably in the waters of Aceh since late 2015. The violence that engulfs the Rohingyas in Myanmar, such as homicide and arson, has forced some Rohingyas to flee. They are trying to survive by moving to areas they consider to be providing protection. With less decent boats, the Rohingyas migrated to the coast of Thailand, Malaysia, to Indonesia. The Armed Forces of the Republic of Indonesia have sought to close the refugee entry into the territory of the Unitary State of the Republic of Indonesia in order to safeguard the security of foreign infiltration. Nevertheless, the Indonesian army continues to assist the refugees by providing food and water supplies to the boat. However, the urge of local and international community finally made the Indonesian government open the territory of Indonesia for Rohingya refugees. Why is the Indonesian government willing to accept Rohingya refugees? What is Indonesian policy towards Rohingya refugees? This article will describe the reasons and steps of the Indonesian government to handle the wave of migration of Rohingya refugees by the end of 2015 as a form of Government of Indonesia's policy towards Rohingya refugees.
