Abstract

Indonesia, sebagai negara kepulauan terbesar di dunia, menghadapi tantangan besar dalam mengelola batas maritimnya yang luas, terutama terkait arus pengungsi ilegal. Studi ini menganalisis strategi pengamanan laut Indonesia secara komprehensif, dengan fokus pada modernisasi infrastruktur teknologi seperti sistem radar canggih, pemantauan berbasis satelit, dan drone untuk meningkatkan deteksi dan respons terhadap perlintasan ilegal. Selain itu, kerja sama regional melalui mekanisme ASEAN dan patroli gabungan dengan negara-negara tetangga memainkan peran penting dalam memperkuat pengawasan perbatasan. Studi ini juga menekankan pentingnya kebijakan terintegrasi untuk menangani pengungsi ilegal secara humanis tanpa mengorbankan kepentingan nasional. Dengan menggunakan metode Analytic Hierarchy Process (AHP), penelitian ini mengidentifikasi keamanan nasional sebagai prioritas utama, diikuti oleh penguatan infrastruktur dan kerja sama regional. Hasil penelitian menunjukkan bahwa pendekatan berbasis teknologi, kerja sama lintas negara, dan reformasi kebijakan yang kuat merupakan kunci untuk mengatasi arus pengungsi ilegal di wilayah maritim Indonesia. Indonesia, as the largest archipelagic country in the world, faces significant challenges in managing its vast maritime boundaries, particularly concerning the influx of illegal refugees. This study analyzes Indonesia's maritime security strategies comprehensively, focusing on modernizing technological infrastructure such as advanced radar systems, satellite-based monitoring, and drones to enhance detection and response to illegal crossings. Additionally, regional cooperation through ASEAN mechanisms and joint patrols with neighboring countries plays a crucial role in strengthening border surveillance. The study also emphasizes the importance of integrated policies to manage illegal refugees humanely without compromising national interests. Using the Analytic Hierarchy Process (AHP), the research identifies national security as the top priority, followed by infrastructure enhancement and regional collaboration. The findings indicate that technology-driven approaches, cross-border cooperation, and robust policy reforms are key to addressing the influx of illegal refugees in Indonesia's maritime domain.

Abstract

This study analyzes Indonesia's strategic deployment of the 2022 MotoGP Mandalika as an integrated sports-cultural diplomatic tool and examines its effectiveness in promoting tourism recovery and strengthening international relations in the postpandemic era. A qualitative research approach was employed, incorporating semistructured interviews with key stakeholders. Data triangulation was performed via primary interview data and secondary sources from August 2023-January 2025, and the impacts of the event were analyzed through the theoretical frameworks of soft power, sports diplomacy, and cultural diplomacy. The analysis revealed that the MotoGP Mandalika event successfully contributed to a 1.46% increase in regional GDP and generated an additional 4.5 trillion Indonesian rupiah in economic value. The integration of local cultural elements, including the participation of 300 SME groups and traditional performance, enhanced the event's diplomatic impact. The study identified effective multistakeholder collaboration among government agencies, international organizations, and local communities as a crucial success factor. The findings demonstrate that integrating sports and cultural diplomacy through international sporting events can effectively serve multiple national interests, from economic recovery to diplomatic relationship enhancement to national security. The successful implementation of MotoGP Mandalika provides a model for developing nations seeking to leverage sporting events for diplomatic purposes while promoting sustainable tourism development in the postpandemic era.

Abstract

Since 2014, the ongoing civil war in Yemen has resulted in a food crisis. About 20 million Yemenis are starving and 2 million of them are children. This article aims to lay out the situation of children's food security in Yemen and UNICEF's humanitarian assistance program in addressing the hunger and malnutrition experienced by Yemeni children due to the Yemen conflict. The concepts used to analyze are conflict, food security, and humanitarian assistance. The method used is qualitative with data collection techniques in the form of archival and document-based research and internet-based research. This article found that UNICEF has undertaken humanitarian assistance programs to address the hunger and malnutrition crisis caused by the civil war in Yemen. UNICEF works closely with local parties such as the Yemeni government and various international humanitarian organizations. UNICEF humanitarian assistance, includes: providing food supplies, medicines, vitamins and the construction of health centers.

Abstract

The Belt and Road Initiative is a global infrastructure development project initiated by China by building roads and railroads connecting Asia to Europe and the Indo-Pacific port line starting from Southeast Asia, South Asia, the Middle East, and Africa. One country with an important strategic position in this project is Iran, which geographically connects the BRI Southern Corridor (China-Central Asia-West Asia Economic Corridor), which connects Central Asia, Iran, Turkey, and the Balkan countries. This article explains Iran's foreign policy strategy regarding China's BRI based on Lovell's typology of foreign policy strategies (1970). Using a qualitative method, the findings of this article are that Iran is implementing a concordance strategy of foreign policy. Iran implements tactical objectives by exploiting tactical advantages, reducing tactical losses, increasing bargaining position, and strengthening deterrence. Iran also performs tactical strategies consisting of "declarations and commitments, promises and threats" and "demonstrations of capability". .

Abstract

Artikel ini bertujuan untuk menganalisis alasan Australia menyepakati Singapore-Australia Digital Economy Agreement (SADEA) pada tahun 2020. Dengan menggunakan perspektif teori liberalisme, penelitian ini mengkaji faktor-faktor yang mendorong Australia untuk meningkatkan kerja sama ekonomi digital dengan Singapura. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif melalui analisis mendalam terhadap studi pustaka yang relevan. Temuan penelitian menunjukkan bahwa Australia dan Singapura memiliki pertumbuhan ekonomi digital yang signifikan, didorong oleh berbagai sektor seperti e-commerce, fintech, dan layanan digital. SADEA merupakan langkah strategis untuk memperdalam kerja sama digital kedua negara, memperkuat integrasi ekonomi, serta meningkatkan daya saing di tingkat regional dan global. SADEA dapat menjadi instrumen penting bagi Australia dan Singapura dalam mengembangkan kerja sama ekonomi digital yang saling menguntungkan.

Abstract

Background: People's perceptions of the need for COVID-19 vaccine boosters are influenced by a variety of psychosocial, demographic, and informational factors. Indonesia and Philipines data might be show difference people’s perception to response the important of booster vaccinations. Purpose: This study aims to describe the differences between two difference population from two countries namely Indonesia and the Philipines. This is descriptive study with two datasets from respondents in Indonesia anad the Philipines. Methods: This research explore perceptions on vaccination and the willingness to get second shoots of covid-19 vaccination. A total 101 respondent from Indonesia and 400 respondents from the Philipines included in this study. Sample method was consecutive. Results: The result showed that 57% received covid-19 booster, while 43 43% have not received the Covid 19 booster vaccine. From the Philipines’data, 29% of respondents have received the Covid 19 booster vaccine, while 71% have not received the Covid 19 vaccine. Indonesian data shows that 76% think that booster vaccines can increase body immunity, extend the period of protection against the virus and help reduce the spread of the Covid 19 virus. Conclusion: Meanwhile, Filipino data shows various perceptions underlying the willingness to do the covid-19 booster vaccine, namely the existence of local government policies in providing vaccines as much as 93%, the adequacy of vaccine supply 76%, It is concluded that percentage of covid 19 booster participation among two countries quiet difference and the perception show based on people perception on resilience during pandemi and support from health care system.

Abstract

China and the UAE have established close bilateral relations strengthened by the Belt and ‎Road Initiative (BRI) first launched by President Xi Jinping in 2013. With the BRI, China aims to ‎implement its foreign policy based on various factors, objectives, and alternative strategies ‎that can be implemented. Using the Analytical Hierarchy Process (AHP) method combined ‎with questionnaire and interview methods, the researcher aims to determine the increase in ‎bilateral cooperation and infrastructure development as part of China's foreign policy ‎orientation towards the UAE through the BRI. This study found that national security is the ‎main factor behind China's foreign policy, and infrastructure development is a priority goal in ‎the existing factors. The alternative strategy that is a priority is the development of energy ‎projects, which is also supported by China's ambition in developing energy infrastructure and ‎the UAE as an oil and gas producing country and its commitment to producing renewable ‎energy.‎

Abstract

Stunting masih menjadi masalah kesehatan serius di Indonesia, dengan dampak jangka panjang terhadap tumbuh kembang anak. Untuk dapat mempercepat penurunan prevalensi stunting, pemerintah Indonesia bekerja sama dengan UNICEF melalui program Country Program Action Plan (CPAP) 2021–2025. Penelitian ini bertujuan untuk menganalisis bentuk kerja sama tersebut dengan menggunakan metode kualitatif dan pendekatan analisis tematik. Teori fungsi organisasi internasional dari Harold K. Jacobson digunakan untuk mengkaji peran UNICEF dalam kerja sama ini. Hasil penelitian menunjukkan bahwa UNICEF menjalankan fungsi informatif, normatif, pengawasan, dan operasional, namun tidak terlibat langsung dalam pembuatan peraturan. Melalui dukungan teknis, edukasi, evaluasi kebijakan, dan penyaluran dana sebesar US$150 juta, kerja sama ini terbukti memberikan kontribusi signifikan dalam upaya penurunan stunting. Kolaborasi multisektoral ini menjadi contoh penting peran organisasi internasional dalam pembangunan kesehatan anak. Stunting remains a significant public health issue in Indonesia, with long-term impacts on child growth and development.  The Indonesian government partnered with UNICEF through the Country Program Action Plan (CPAP) 2021–2025 to reduce the stunting cases to 14% by 2024. This study aims to analyze the nature of this cooperation using a qualitative method and thematic analysis approach. This article applies Harold K. Jacobson’s theory of international organization functions to examine UNICEF’s role. The findings show that UNICEF performs informative, normative, monitoring, and operational functions, though it does not directly engage in rule-making. Through technical assistance, education campaigns, policy evaluation, and financial support amounting to US$150 million, the cooperation has significantly contributed to reducing stunting. This multisectoral collaboration highlights the major role of international organizations in promoting child health development.

Abstract

Sudan Selatan merupakan negara yang memiliki tingkat iliterasi tertinggi di Sub-Sahara. Menurut UNESCO, Sudan Selatan merupakan negara ke-3 di dunia dengan tingkat angka buta huruf orang dewasa terendah. Data ini membuktikan bahwa angka buta huruf di Sudan Selatan menjadi permasalahan yang memerlukan perhatian khusus. Tercatat 2,8 juta anak-anak berhenti sekolah disebabkan oleh kurangnya kemampuan guru dalam mengajar, fasilitas yang tidak memadai, kelaparan, konflik, perubahan iklim, pernikahan dini, kurangnya mobilitas dan alat bantu bagi siswa disabilitas. Isu ini mendorong pemerintah dan organisasi internasional untuk meningkatkan kualitas pendidikan melalui usaha menekan angka buta huruf di Sudan Selatan sebagai upaya implementasi SDG 4. Dengan menggunakan pendekatan kualitatif dan studi pustaka sebagai metode pengumpulan data, artikel ini ditulis untuk menganalisis peran UNESCO dalam menekan angka buta huruf di Sudan Selatan sebagai salah satu upaya implementasi SDG 4. Untuk memahami dan menjelaskan isu tersebut, penulis menggunakan konsep Sustainable Development Goals 4.6 dan konsep organisasi internasional. Berdasarkan studi ini, penulis menemukan bahwa UNESCO turut melakukan upaya melalui berbagai agenda dengan tujuan mendorong kualitas pendidikan di Sudan Selatan. Upaya UNESCO mendorong implementasi SDG 4.6 yang memiliki fokus terhadap peningkatan angka literasi dan numerasi masyarakat. South Sudan has the highest illiteracy rate in Sub-Saharan Africa. According to UNESCO, South Sudan has the world's third-lowest adult illiteracy rate. This statistic demonstrates that the illiteracy rate in South Sudan is a serious issue. 2.8 million children have dropped out of school owing to a lack of teaching skills, poor facilities, starvation, violence, climate change, early marriage, and a lack of mobility and assistive equipment for students with impairments. This problem urges the government and international organizations to enhance the quality of education in South Sudan by reducing illiteracy as part of the implementation of SDG 4. By using a qualitative approach and literature studies as data collection methods, this article was written to analyze UNESCO's role in reducing illiteracy in South Sudan as part of SDG 4 implementation. To understand and explain that issue, the authors use Sustainable Development Goals 4.6 concept and the international organization concept. Based on this study, the authors found UNESCO is also working to improve the quality of education in South Sudan through various programs. UNESCO's efforts to promote the implementation of SDG 4.6, which focuses on improving literacy and numeracy rates.

Abstract

In the transformation of global infrastructure, the emerging 5G technology has become the cornerstone of a digital revolution that has changed the way humans do business and interact with each other. Huawei is one of the Chinese technology companies that has made a name as a global leader in this technology. However, the existence of Public Private Partnership (PPP) between China and Huawei makes western countries, especially countries that join the Five Eyes intelligence alliance feel threatened, especially in their cyber security. This research aims to analyze the Five Eyes policy towards the public private partnership between the Chinese government and Huawei. This research uses the theory of cybersecurity and the concept of Public-Private Partnership as the research analysis framework. This research found that Huawei's launch of 5G technology supported by the Chinese government caused opposition from Western countries that are members of the Five Eyes intelligence alliance. Based on national security reasons, the launch of 5G technology by Huawei and the Chinese government is considered dangerous and is allegedly a strategy of the Chinese government to conduct espionage and other spying activities against countries in the world to fulfill the interests of the country. This triggered the imposition of a ban on Huawei's 5G technology in several countries, including the Five Eyes member countries.
