Abstract

Perkembangan Smart City di berbagai belahan dunia saat ini harus beradaptasi dengan kondisi yang baru akibat terjadinya pandemi COVID-19. Kota Yogyakarta merupakan salah satu kota yang proses perkembangan smart city nya harus beradaptasi pada kondisi tersebut. Tujuan penelitian ini adalah untuk mengetahui kondisi tipologi pelaksanaan Smart City dan mengidentifikasi faktor-faktor yang mempengaruhi tipologi pelaksanaan Smart City di Kota Yogyakarta di masa pandemi COVID-19. Penelitian ini menggunakan metode kualitatif. triangulasi sumber data dengan menggali kebenaran informasi tertentu melalui berbagai metode dan sumber perolehan data.  Pengumpulan data dilakukan melalui wawancara mendalam dan observasi data-data sekunder. Sedangkan pengolahan data dilakukan melalui reduksi data. Hasil penelitian menunjukkan bahwa kegiatan yang proses implementasinya lebih cepat di dominasi oleh kegiatan yang dilaksanakan secara daring, sedangkan kegiatan yang proses implementasinya terhambat didominasi oleh kegiatan yang menimbulkan kerumunan. Selain itu kegiatan-kegiatan hasil inovasi baru didominasi oleh kegiatan yang bertujuan untuk mengendalikan kasus COVID-19 beserta pemulihan ekonomi. Faktor yang  mempengaruhi kondisi pelaksanaan kegiatan Smart City di Kota Yogyakarta terbagi kedalam enam kategori yakni kategori masyarakat, kondisi pemerintah, kondisi kegiatan, kondisi infrastruktur serta faktor kolaborasi.  AbstractThe current development of Smart City must adapt to new conditions due to the COVID-19 pandemic. Yogyakarta is one of the cities whose smart city development process must adapt to these conditions. The purpose of this study was to determine the typology of Smart City implementation and identify the factors that influence the typology of Smart City implementation in Yogyakarta City during the COVID-19 pandemic. This study uses a qualitative method. triangulation of data sources by exploring the truth of certain information through various methods and sources of data acquisition. Data was collected through in-depth interviews and observation of secondary data. Data processing is done through data reduction. The results show that activities whose implementation process is faster are dominated by activities carried out online, while activities whose implementation process is hampered are dominated by activities that cause crowds. In addition, activities resulting from new innovations are dominated by activities aimed at controlling COVID-19 cases and economic recovery. The factors that influence the conditions of implementing Smart City activities in the city of Yogyakarta are divided into six categories, namely the community category, government conditions, activity conditions, infrastructure conditions and collaboration factors.

Abstract

Decentralization wet or the law on decentralization of development was one of the policies that had a significant effect on the development of Indonesia during the Dutch colonial period, including residential areas for Europeans. This study tries to reveal the pattern of development of Dutch colonial settlements in the city of Yogyakarta by using interpretative historical research methods on cartographic, architectural, and textual archival data that are relevant to the research theme. Based on the results of the analysis conducted by the researcher, it is known that the growth of the Dutch colonial settlement area in the city of Yogyakarta after the application of decentralization wet began with the emergence of residential areas supporting rail transportation facilities and followed by residential areas supporting public facilities. Furthermore, when transportation and public facilities are established, this will trigger the further growth of the Dutch colonial settlement area. From the results of the research, it is also known that there are three types of Dutch colonial settlements in the city of Yogyakarta based on the pattern used. The three types are open and semi-open settlement types which are intended for most Europeans, as well as closed settlement types which are intended for amtenaar (civil servants). The panel also found that the existence of an open space in the form of a garden or other function in the middle of the Dutch colonial settlement area was one of the factors that caused this area to be felt to have a higher and more luxurious degree compared to other residential areas because it could better guarantee the existence of better air circulation. better so that the houses around it are more comfortable to be lived.

Abstract

Berkembangnya teknologi dan informasi pada milenium ketiga saat ini menjadi perhatian pemerintah dalam menyesuaikan bentuk dan pengembangan layanan publik berbasis digital. Direktorat Jenderal Bea dan Cukai termasuk salah satu bagian yang tengah serius dalam menerapkan kebijakan pengembangan layanan berbasis digital, salah satunya dalam pengembangan sistem komputer pelayanan cukai berbasis digital. Penelitian ini memiliki  tujuan mengidentifikasi faktor-faktor yang mempengaruhi digitalisasi layanan cukai. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan data primer berupa wawancara, observasi lapangan, dan dokumentasi pendukung atas pelaksanaan digitalisasi layanan cukai yang melibatkan Tim Evaluasi dan Pengembangan Sistem Aplikasi di Bidang Cukai serta Tim Pengembang Sistem Aplikasi Cukai. Hasil analisis menunjukan bahwa terdapat beberapa faktor yang mempengaruhi keberlangsungan digitalisasi layanan cukai yaitu strategi, kepemimpinan, kapasitas SDM, dan budaya digital.

Abstract

The Application of smart cities to regency area has not been widely implemented or is a newplanning application. Concept that implemented to region of indonesia will give different result andeffect specifically to regency area that have different characteristic from another region. Variouschange that caused from the start of application in 2018 until present brought impact to society,regional and government. Case study of the application of smart city concept is process will lookdirectly at practice of smart city development with execution of the programs. The used method in theresearch is interview, observation, and data collection. The result will relate to the stage and processof growth, influence of factor, and the finding of changes that important in the development or willrelates to progress of direction and focus of implementation throughout the practice of smart cityprograms. Factors that important cannot be separated from the growth of smart city development.Various change will be happened to Kulon Progo Regency as one of the regions that encouragesapplication of smart city to brought benefit widely for government and society. The representation ofthe result is findings of revelation to the goal and the existing of development.

Abstract

This study presents an illustration of the Development of the Integrated Policy Network Model Harmonization of ATFM and A-CDM based on Higher Order Thinking Skills to find out how digital transformation in the innovation of ATM System implementation in Indonesia. This research is included in Soft System Methodolgy with the category of theoretical research practice or research interest. According to Checkland and Scholes (1990) and Checkland (1989) is a reflection on problem situations in the real world based on a certain methodology and intellectual framework. The results of the study are expected to show that the Development of the Integrated Policy Network Model Harmonization of ATFM and A-CDM is also determined by the HOTS (Higher Order Thinking Skills) of aviation personnel on the three main capabilities needed for the future, namely: analytical, critical, and creative. Personnel are expected to be able to recognize the complexities and possible problems that exist in the provision of aviation services to support Decision Making. And it is expected to be an input for the government and the highest leadership of an aviation industry as policy makers, in order to improve the Development of the ATFM and A-CDM-based Harmonization Network Integrated Policy Model HOTS. As a result of the HOTS study, according to Checkland & Scholes (1990), the Integrated Policy Network Model of Atfm and A-CDM Harmonization is an experience-based knowledge from HOTS based on the innovation of the application of the ATM System to influence the improvement of aviation personnel as the use of facilities and individuals in the organization through the Design Approach Soft System Methodolgy.

Abstract

This study investigates the role of trust in the acceptance of e-government technologies using a modified Unified Model of Electronic Government Adoption (UMEGA) that includes trust as a mediating variable. This study involved 107 respondents from six subdistricts in Bantul Regency, focusing on the use of the Disdukcapil Smart application in e-government citizenship administration services. The findings indicate that performance expectancy, effort expectancy, and perceived security, which are managed by e-government providers, are the determinants of trust. Meanwhile, social influence and privacy risk, which are not managed by e-government providers, are disregarded. Facilitating conditions like citizen-owned infrastructure ease the use of system. The study confirms that trust level influences public participation in bureaucracy, as shown by behavioral intentions in using e-government.

Abstract

The development of smart cities that have become a trend throughout the world, including Indonesia, requires a guideline in city development. Yogyakarta City is a city that has developed a smart city since the early 2000s which began with the existence of an information and complaint service unit (UPIK) as part of the implementation of open government. Active people in Yogyakarta City who access Jogja Smart Services (JSS) are only 6.5% of the total population, so it shows that human relations in the JSS application have not been carried out properly. The government through SNI 37122:2019 applies variables and indicators as well as data needs needed to assess the level achievement of smart cities. This paper aims to explain the availability of data and identify data that is not available in Yogyakarta City based on SNI 37122:2019 also how strategies to complete the data. The method used in this study uses a qualitative approach. The availability of data in the government of Yogyakarta consists of 118 data, data found elsewhere other than the city government is 13% and no data anywhere is 25 data. The strategy to enrich the data is through proper policies, technology infrastructure, and application development.

Abstract

Kota cerdas telah diinisiasi sejak tahun 2017. Capaian kota cerdas perlu dievaluasi dalam pelaksanaannya. Penilaian kota cerdas perlu dilakukan untuk mengetahui tingkat perkembangan suatu kota dalam menerapkan konsep kota cerdas. Penilaian capaian tersebut dapat dilakukan dengan indikator kota cerdas yang telah distandarkan dengan SNI ISO 37122:2019. Indikator pada SNI tersebut berjumlah 80 indikator dengan kebutuhan data sebanyak 134 data. Penelitian ini menggunakan indikator SNI ISO 37122:2019 untuk mengetahui tingkat ketersediaan data yang dibutuhkan untuk menilai indikator kota cerdas di Kota Semarang, faktor yang mempengaruhi ketersediaan data, serta usulan strategi pengumpulan data. Metode yang digunakan dalam penelitian ini adalah evaluasi dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa ketersediaan data di Kota Semarang untuk mendukung penilaian indikator kota cerdas sudah cukup baik karena mencapai 54,47% dari kebutuhan data, sedangkan indikator yang dapat diukur sebanyak 43,75% dari jumlah indikator kota cerdas. Hal ini menunjukkan bahwa Kota Semarang sudah baik dalam menyediakan data untuk penilaian indikator kota cerdas, tetapi perlu menerapkan strategi yang tepat untuk memenuhi ketersediaan data untuk memenuhi syarat minimal jumlah indikator yang harus dilaporkan dalam penilaian indikator kota cerdas.

Abstract

Pelatihan dasar calon pegawai negeri sipil (Latsar CPNS) is basic training for newcomer civil servants that must be followed during the pre-service period. The coronavirus disease 2019 (COVID-19) outbreak has caused face-to-face learning in the classroom to be canceled, so the learning process in the training organization must be replaced with a learning process using massive open online course (MOOC) and learning management system (LMS) with a distance learning system. This study used a modified form of the unified theory of acceptance and use of technology (UTAUT) model framework. The core factors in the UTAUT framework called facilitating conditions, will be divided into two factors. The two factors are the availability of infrastructure and devices, and internet capability (IC). The respondents of this study are newly recruited civil servants at the Ministry of Transportation of the Republic of Indonesia with 400 respondents used in the analysis process. We found that performance expectation (PE), effort expectation (EE), social influence (SI), and self-efficacy (SE) affect student behavior (SB). In addition, SI and IC affect SE. Meanwhile, the relationship between infrastructure and device availability (IDA) with SE has an insignificant result. In improving Latsar CPNS services, training organizations should pay attention to several factors that can influence SB.

Abstract

Smart city pada kabupaten merupakan hasil adaptasi dari konsep smart city yang dibangun untuk kawasan perkotaan dengan mempertimbangkan karakteristik, potensi, dan kearifan lokal. Wilayah kabupaten dapat memiliki perbedaan karakteristik satu sama lain. Perbedaan tersebut membutuhkan generalisasi dan pendetailan penerapan konsep smart city pada karakteristik setiap kabupaten. Penelitian ini menggunakan pendekatan abduktif kualitatif dengan metode studi kasus untuk mengidentifikasi kekhasan penerapan konsep tersebut. Data diolah menggunakan analisis triangulasi dan komparasi terhadap penerapan konsep smart city antara Kabupaten Bantul sebagai studi kasus dengan penelitian sebelumnya yakni Kabupaten Kulon Progo dan Sukoharjo. Hasil penelitian menunjukkan bahwa tidak terdapat perbedaan signifikan terhadap penerapan konsep smart city pada wilayah kabupaten. Namun demikian, perbedaan terletak pada obyek yang didukung program inovasi smart city. Kabupaten pesisir memungkinkan pengembangan branding pariwisata pantai serta sistem peringatan dini dan mitigasi bencana tsunami, kabupaten fokus pertanian memungkinkan pengembangan pertanian dan ekonomi lokal berbasis pertanian, kabupaten penyangga kota memiliki infrastruktur TIK jaringan internet dan telekomunikasi lebih memadai pada area aglomerasi perkotaan dibandingkan di luar area aglomerasi perkotaan, dan kabupaten administrasi khusus memungkinkan pengembangan program inovasi smart city didukung dana khusus.
