Abstract

The application of strategic planning style for regional development planning that has been started in Indonesia arises a question: can the style also be applied for urban spatial planning? Some literatures have provided theoretical concepts. in addition, some urban cases in the world have concluded two models of urban spatial strategic planning:  spatial plan goes hand-in- hand cohesively with the regional development strategic plan, and (2) regional development plan acts as umbrella for all other plans including spatial plan. Based on the assessment on these two models, two alternative models for the application of strategic planning for urban spatial planning in Indonesia are proposed.

Abstract

One of local government authorities is the implementation of land use planning. Due to implementation land use planning, controlling is needed as effort for the implementation is appropriate with the planning. According to Spatial Planning Act No.26/2007, land use control instruments are zoning regulation, permit, incentive and disincentive, and sanction. In Indonesia, zoning regulation is new instrument and only a few of city that have made and uses zoning regulation as land use control instrument. Local government has to create zoning regulation and uses it to control land use in their area. Comparative study is needed to learn from other countries that use zoning regulation as land use control instrument successful.United State of America and Singapore are relevant as cases study because of their success in using of zoning regulation. This study used a descriptive approach with literature sources. The results show that: (1) there is similarity between United State of America (USA) and Singapore in success using zoning regulation as instrument of land use control; (2) There is different type of land use control system. Most of cities in USA, except Houston City, use regulatory system. Inthis system, decision for a land use application is only based on zoning regulation. While Singapore uses discretionary system, the owner’s right to develop is controlled, not only by a zoning regulation, but also by a planning authority’s discretion. Abstract

Earthquake, tsunami and volcanic eruption are some of the various disasters that frequently hit in Indonesia. These disasters impact damage from small to large. These disasters also have a major impact on the balance of community lifes who are victims. Various efforts of reconstruction, rehabilitation and reconstruction are undertaken by governments, communities and various stakeholders. To succeed as expected, these efforts should be based an a spatial plan which is suitable and comprehensive. The spatial planning in disaster prone areas is indispensable in dealing with disasters before, during and after a disaster. Formulation and implementation of spatial plans are turned to face many problems such as limited and the loss of data due to disasters, as well as social and cultural conditions in disaster prone areas. To streamline the implementation of spatial plans and land use control need zoning regulation as a land use control instrument. Therefore, it is necessary to study the role of zoning regulation in the utilization of space and rebuilding in disaster areas prone.This study used a descriptive approach with literature sources. The results show that: (1) The Making of spatial plan on the basis of disaster mitigation in disaster prone areas is indispensable in dealing with disasters, before, during and after a disaster and should be complemented with zoning regulations, (2) The making of spatial plan and zoning regulations in the region after the disaster requires a special approach by modifying the normal procedure, and (3) zoning regulation as a land use control instrument control instrument guides the implementation of various activities related to disaster mitigation and need to be adjusted to the social, economic, cultural and characteristics of each disaster prone areas.Keywords : spatial plan, zoning regulation, disaster prone areas, disaster mitigation.

Abstract

The dynamic of land utilization is related to changes of land function. In this contect, the morphological study is impemented to uncover the changes in land functions in Kampung Luar Batang, Nort Jakarta, Indonesia. Kampung Luar Batang is a historical Kampung which was estabished by VOC in Batavia under the influence of existence of a Moslem missionary, Al-Habib Husein bin Abubakar Allaydrus, and accelerated by the its strategic geographical location close to urban economic centers, Historically, Luar Batang has been a place for laborers' settlement, VOC defense port, port of transit for migrants, pilgrimage center and rental dwelling that is surrounded by illegal housing. Each function was not chronologically appeared, but developed in multi-layered manner.In fact the historical meanings of Luar Batang were not obtained through in depth literature study, since the availability of references about the kampung is very limited. This study is an effort to uncover the physical elements of the kampung from historical perspective, based on the maps documentatin and empirical study. The graphical abstraction model presented at this paper is an attempt to clarify the dynamic of land utilization.Keywords : Morphology, Kampung bersejarah, Luar Batang.

Abstract

     Sulaa is one of the coastal villages in Baubau, most people work as fishermen and weaver, therefore the sea is a very important part of their lives. Local Government has reclaimed Sulaa coast as an effort to solve abrasion that was faced by Sulaa’s people every year. The reclamation has impact on the social, economic, and cultural community. This paper aims to show the variety of spatial changes of settlements and spatial behavior of people in the postreclamation of the coastal settlement. This research uses Phenomonology paradigm and inductive analysis methods. The main instrument is the researcher ownself with the hypothesis that a researcher can see the object in its context, observes directly and improves the awarness continuously.     This research showed there are spatial changes occured in post-reclamation of the coastal settlement, includes (1) a change in the spatial patterns and density of buildings, which is followed by a change in the orientation of the building and adjustment of space in their homes, especially the buildings in the area of reclamation;(2) spatial patterns of social, economic and cultural community tends to be oriented to the shore.Keywords: Spatial changes, post-reclamation of the coastal settlement, Sulaa.

Abstract

Transport service development generally indicates some development problems and transport troubles in particular. This research analyses the development of rural transport services in Kemalang Sub-district, Klaten District, Central Java Province using qualitative research method and Case Study research approach. Primary data were collected by in-depth interviewing of 26 respondents, which was supported by secondary data from institutional survey. Transport service development was reviewed in three development stages; those are before 1990, 1990-2005 and 2005-2010. There have been alterations in the dominant transport service used during those three periods, from non-motorized private transport service to motorized public transport services, and then to private transport services of motorcycles. That development has led to positive changes in the character of transport services, such as the increase of transport service availability, flexibility and capability in solving nature’s restrictions, so that they promote mobility and accessibility. One negative change is the decrease of traffic safety.

Abstract

Recently, many planners apply collaborative planning theory in planning involving two or more parties, such as between government, private and community, including in the interregion cooperation. However, the theory has rarely been used to explain the interaction between regions in city border area, especially in the cases in Indonesia. This article discusses the case of cross-border service of water supply of the Local Water Company (PDAM-Perusahaan Daerah Air Minum) of Surakarta City into the urban border area of Sukoharjo Regency, based on collaborative planning theory. This article is written based on results of the research on the case using case study research method. The discussion concludes that the approach of collaborative planning theory used on the case is cooperative-accommodation approach. It is because PDAM of Surakarta City accommodate the cross-border region service as a reciprocal policy, as most of their water inputs come from their neighboring regions. In general, such an approach is in accordance with the need of the interacting regions, which one region needs supporting service to meet the need of their communities in water service, and another can fulfill the need based on its capacity. In this case, the concerned technical agencies, PDAM of every region interact each other directly in providing the service. The important thing, the interaction is in line with the prevailing cross-border region bureaucratic regulations and does not infringe the autonomy of every region.

Abstract

This research is motivated from the emerging of Smart City (SC) concept which lately has been implemented in Indonesian’s cities such as Jakarta, Bandung, and Surabaya as a mean to tackle city’s problems digitally. The use of Information and Communication Technology (ICT) becomes one of the SC characteristic which transformed into applications and websites. The main purpose of the research is to map the categorization of SC dimension based on the abundance of aplications and web sites for cities management. The explorative and qualitative approach was used as research method involving secondary data collection, categorization scheme, and pairing to Giffinger’s SC dimensions. About 338 SC’s innovation accounted from cities in Indonesia but only 109 registered as applications or websites. From those numbers, we then categorize into 14 typologies of applications/websites based on its methods in tackling urban problems. They are job related information, transport and traffic, education, citizen participation, environmental management, governance, bureaucracy/permission, staffing, health, energy management, disaster mitigation, criminality, entrepreneurship, and culture and tourism. As result, those categorizations are, in fact, more comprehensive than those of Giffinger’s six smart city dimensions by adding two more dimensions namely Smart Energy Management and Smart Disaster Mitigation. Despite the availability of the applications and websites related to them, the implementation is still limited.

Abstract

Historic-Religious Kampung refers to the historical urban kampung which has an artifact or tradition of religious ritual. This type of kam-pong is able to grow independently because of the spirit that comes from its religious tradition, which in turn generating the resident’s and migrant’s economic activities. Currently there is an argument that formalism and universalism of the physical forms and the demolition of urban kampung have alienated the local spirit and culture. The socio-spatial-economic approach on to the historic-religious kampung case presented here will be significantly contributing to the preservation of the local spirit (Genius Loci). This paper is based on the empirical study of historic-religious kampung Luar Batang (Jakarta, Indonesia) which hopefully will be able to uncover the relationships between the local spirit and spatial structure. Dialogues based on the comparative study with the other similar kampung have been carried out as an attempt to conceptually formulate the significant aspects that would be useful for consideration in environmental regulation planning and maturation process, especially for the historic-religious kampung settlements in urban areas in Indonesia and other similar contexts.

Abstract

Corridor of Malioboro Street has the potential to spatial utilization conflict. Spatial agents think and attempt to build a strategy in order to remain and be able to utilize spaces for activities, but by reducing risks of conflicts as minimum as possible. The question is how is the strategy to manage spatial utilization conflict that they build together? This research applied the approach of phenomenology naturalistic, the research finding shows that the spatial consensus concept built in spatial utilization. The spatial consensus built based on compromises and negotiation has been built in a long period of time. The agreement based on their own initiatives, the representative system was through the community and association boards, and using the third party as facilitator. The substance contained in spatial consensus concept is building the communication to deal with the utilization of space collectively and in the same or different period of time by still prioritizing the principle of togetherness, tolerance, and mutual understanding not to harm others and then called as local values used as the norms and institution to agree with collectively.
