Abstract

The GeNose C19 has rised a discussion on Twitter. This study seeks to analyze and categorize topics and actors who have a significant role in spreading knowledge on the usage of GeNose C19 on Twitter between March 1st, 2020, and December 20th, 2021. The findings of this study include various topic, namely pertaining to its mechanisms and operations, superiority, marketing approval, user experience, and product comparison. Actors who played a significant role in spreading knowledge were players from the media, colleges, and government. In addition, state-owned companies play an important part in distributing technical knowledge to the public.

Abstract

Local governments in Indonesia have adopted e-government, but the maturity has not met the expected target. The distribution of the achievement of the SPBE index (as a representation of e-government maturity in the context of Indonesia) with a bare minimum “Good” predicate centered on the island of Java raises questions regarding the determinants of success. Existing studies and models on the determinants of e-government maturity mainly focus on local governments in developed countries. This study aims to explore the determinants in the context of local government in developing countries by proposing a new model using the Technology- Organization-Environment (TOE) Framework and assessing the model. The model comprises eight determinants reflecting three variables: technology, organisation, and environment, which can influence the level of e-government maturity in Indonesia. The assessment applies the PLS- SEM multivariate analysis method involving 383 district/city governments in Indonesia in 2021. The results show that the proposed model has adequate validity and reliability, indicating that technology factors (technology and electricity infrastructure), organisational factors (innovative, finance and HR capacity), and environmental factors (human capital, human development, and community welfare) have a significant positive effect on e-government maturity. However, the assessment shows that the model quality measurement is only 31.9% accurate, which is considered weak. Model refinement by strengthening the organisational and environmental variables is needed, and fit-model testing is suggested for further research.

Abstract

One of the Gunung Sewu Geopark's three main pillars, geointerpretation of landscape duality, is implemented by special interest tour guides who possess the knowledge and abilities necessary for the job site and who must be proficient in cave exploration methods and cave science. With the primary tourist attraction being a cave with a tunnel length of 1200 meters and an underground river, this study was conducted at the Cerme Cave Tourist Destination, specifically in Srunggo Village, Imogiri District, Bantul Regency, to observe how the Pokdarwis Cerme tour guide implements interpretation in tourism spaces. The research was conducted utilizing a logical approach and qualitative approaches. Data gathering methods included cave and surface area mapping, cave photography, participant observation, and semi-structured interviews. The research findings show that there are two tourism spatial zonings that are related to the content of geointerpretation, and the second finding is interpretation activities of geological objects that are mixed with local wisdom through the story of the spread of Islam by the Wali Songo in Cerme, which is believed to have occurred in the past by the local community. This tale has been passed down through generations and is part of the material given to guests by Cerme Cave tour guides. These beliefs impact the destination's toponymy, ornaments and places within the cave, as well as geointerpretation activities carried out in the Cerme Cave Tourist Destination's dual landscape.

Abstract

Pengendalian manajemen aset tetap berperan penting untuk mewujudkan efisiensi anggaran belanja modal. Penelitian ini bertujuan untuk melakukan evaluasi terhadap sistem manajemen aset tetap pada tingkat satuan kerja di Kementerian Keuangan berdasarkan salah satu standar manajemen aset internasional yakni Asset Management Landscape dan merekomendasikan inovasi kebijakan guna meningkatkan kualitas sistem manajemen aset tetap. Pendekatan yang digunakan dalam penelitian ini adalah mixed methods. Hasil evaluasi tingkat kematangan subjek manajemen aset terhadap empat belas subjek manajemen pada Asset Management Landscape yang menjadi fokus penelitian menunjukan bahwa subjek asset management planning dan maintenance delivery telah mencapai level competent, sedangkan dua belas subjek lainnya berada pada level developing. Berdasarkan interpretasi lebih lanjut terhadap tingkat kematangan manajemen aset, didapatkan tiga tingkatan subjek manajemen aset. Subjek manajemen aset yang berada pada tingkatan terbawah dari tiga tingkatan tersebut sehingga perlu menjadi perhatian utama dalam rangka meningkatkan kualitas sistem manajemen aset tetap pada tingkat satuan kerja di Kementerian Keuangan adalah data & information management, asset information strategy, management of change dan asset operation. Inovasi kebijakan yang direkomendasikan untuk meningkatkan kualitas empat subjek manajemen aset yang berada pada tingkatan terbawah adalah pengembangan sistem manajemen aset tetap dengan menggunakan Radio Frequency Identification (RFID). Penggunaan RFID dalam sistem manajemen aset tetap bermanfaat untuk meningkatkan aspek akurasi data dalam pelacakan aset tetap dan juga meningkatkan aspek pengamanan aset tetap.

Abstract

The implementation of digital transformation in the public sector has become increasingly essential, particularly in developing countries where governance challenges and citizen expectations are rapidly evolving. While existing studies have identified various success factors for digital transformation—such as leadership, technological infrastructure, and organizational readiness—most of these works treat transformation as a linear process, without differentiating between its distinct stages. Furthermore, current research is predominantly situated in national-level or developed country contexts, offering limited insight into how local governments in resource-constrained environments initiate and sustain transformation efforts.This study aims to address these gaps by identifying the key factors that influence both the initiation and development stages of digital transformation within local governments in a developing country setting. Using a qualitative case study approach, two departments within the local government of Surabaya in Indonesia, were examined. The findings reveal two distinct categories of influential factors: those that trigger the initial adoption and those that accelerate the transformation process. This staged perspective provides practical insights for policymakers and public managers in similar contexts, emphasizing the need for tailored strategies that align with each phase of the transformation journey.

Abstract

The concept of smart tourism is commonly applied to cities or towns, which use information and communication technology (ICT) to improve efficiency, traveler experience, and tourism destination management. However, this concept is often considered less relevant for regional areas with different characteristics. In addition, tourism today is no longer focused on a single location, but rather encourages a trend of development based on inter-regional linkages. In Sarbagita, Denpasar and Badung's tourism GRDP is higher, supported by a smart city masterplan, while Gianyar and Tabanan do not yet have one. This research aims to describe regional linkages in smart tourism in the Sarbagita Region. Through a qualitative approach, this research makes the theoretical framework a guide to see inter-regional linkages in smart tourism. The findings are inter-regional linkages in smart tourism in the Sarbagita Region, at the level of strategy, planning, and tourism policy, there are indirect linkages through strategy and promotion. At the service development level, the role of the private sector supports linkages through e-ticketing, QR codes, and tour packages. Tourism promotion linkages can be seen in government initiatives, such as participation in tourism exhibitions and the Bali regional tourism website. Accessibility is adequate but still limited to the local level.

Abstract

The Gerakan Menuju 100 Smart City (Movement Toward 100 Smart Cities) is an initiative launched in 2017 by the Ministry of Communication and Informatics of the Republic of Indonesia to accelerate the implementation of the smart city concept in one hundred cities and regencies across the country. A smart city is an urban management concept that utilizes digital technology to improve the quality of public services. This concept promotes a more efficient and responsive government, which is realized through smart governance. This study selects Makassar City as a case study to measure the maturity level of smart governance, based on the city’s participation in the national smart city movement. The objective of this research is to evaluate the implementation of the smart city program, particularly in the aspect of smart governance. The maturity assessment in this study applies a mixed-method approach to provide findings that accurately reflect current conditions, emphasizing the maturity aspects of smart governance related to public service delivery. Overall, the maturity achievement of smart governance in public services in Makassar City is at the integrated level, indicating that service systems are well-integrated but still have room for improvement—especially in enhancing online public services and expanding sensor coverage within infrastructure components—to elevate Makassar’s maturity level to the next stage, namely smart.

Abstract

The purpose of this study is to describe how the Provincial Smart-City Agency in Indonesia adapted agile practices. Implementing agile in conventional government is challenging because formal regulations dictate that a government entity operates by default. While agile approach demands a quick and effective response to shifting circumstances, its deployment frequently contrasts with the established bureaucracy. Considering practicing agile in government organizations, this paper asks how the Provincial Smart-City Agency adapts an agile approach to comply with the conventional government. This case study uses a qualitative method and NVivo software to organize and analyze data. Data were collected through internship observation from April to August 2022 and semi-structured interviews between June and September 2022. Data triangulation was used to validate the informants’ information. By describing the adaptation of agile practices in a provincial smart city agency, this paper expands knowledge on the adaptation of government organizations to implement agile concepts within a conventional bureaucracy that previous studies did not discuss. The result of this study contributes to agile adaptation practice to help government organizations start implementing agile practice by learning from the Provincial Smart-City Agency's success through six elements adapted to enable agility: the innovative structure of the organization, flexible working hours for non-permanent employees, workflow interaction, operational flexibility in the workplace, categorization of work into dynamic flexible tasks and routine repetitive tasks, and work location. These elements are affected by several factors, some of which arise from inherent characteristics of the agile components that influence the other components.

Abstract

In Indonesia, the Application-Based Taxis (ABT) operators argue that they are not required to undergo periodic testing, unlike in other countries. This research aims to address this issue by conducting a qualitative study using three approaches: regulatory review, comparison of policies from other countries, and in-depth interviews with ABT company officials and 100 drivers. The study found that 41% of drivers refused to follow the regulation, citing financial burdens. The study proposes that ABT vehicles undergo periodical testing for four years, repeated annually, similar to other countries. Random inspections of ABT vehicles on the road are also recommended to increase awareness of vehicle maintenance, with a focus on tire and brake condition. This study aims to improve the roadworthiness of ABT vehicles in Indonesia.
