Abstract

Companion Performance in Improving Village Development. Development Study in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. This study aims to describe the performance of Village Facilitators in increasing village development in Sido Rukun Village and Lubuk Bumbun Margo Tabir District, Merangin District, Jambi Province. The research was carried out through direct observation to the field to carry out data collection through interviews and supported literature reference sources related to analyzing data findings. The method used is descriptive qualitative. The researcher is directly involved in extracting information. Data analysis was done deductively by using Mitchell’s theory (1987) as an analysis knife to describe the performance of village facilitators, with indicators of Quality of Work, Promptness, Initiative, Capability, and Communication. The results showed that the performance of village facilitators in improving village development in Sido Rukun and Lubuk Bumbun Villages in Margo Tabir District, Merangin District, Jambi Province, if measured by Mitchell’s performance indicators, was considered quite good.

Abstract

This study aims to analyze the problem of how the delegation of authority and the model of delegation of authority that can be developed for the BPK in the implementation of auditing tasks for the management and responsibility of state finances using Koontz and Weihrich's theory regarding the seven principles for transferring authority. The research method used is a qualitative research design with a descriptive approach. The results showed that the transfer mechanism was not fully in line with Law Number 30 of 2014 concerning Government Administration. The obstacle in the implementation of the delegation of authority policy is that the policy design is not in line with the applicable regulations, and it requires commitment from policy makers and policy implementers to adjust policies and policy implementation with the development of laws and regulations and general principles of good governance. The model of delegation of authority suggested by this study in the implementation of auditing tasks for the management and responsibility of state finances is a comprehensive audit task mandate, so that the BPK executor, and examiners and experts outside the BPK perform audit duties for and on behalf of the BPK based on statutory regulations and general principles of good governance.

Abstract

This research aimed to analyze and evaluate the organizational effectiveness of Community and Village Empowerment office in West Sumba District, NTT Province. It involved 43 informants (17 from the PMD office, 2 from the inspectorate, 2 from Bappeda, 3 from the organization, 4 from the sub-district, 13 from the village, 1 from the District PKK, and 1 from the P3MD Professional Companion Staff). Data were collected using qualitative methods (qualitative interviews and qualitative document collection), with a case study research strategy. The collected data were analyzed using an interactive model. The implementation of the duties and functions of the PMD Office of West Sumba District, NTT Province has not been effective, of the 5 effectiveness criteria analyzed and evaluated, it was found that 4 criteria (production, satisfaction, adaptability and development) were still low, and 1 other criteria, namely efficiency was quite high, but did not have a positive correlation with the achievement of its performance.

Abstract

Penelitian ini bertujuan untuk merumuskan model organisasi yang efisien dan efektif bagi perangkat daerah dalam menyelenggarakan ururan pemerintahan yang menjadi kewenangannya. Penelitian dilakukan pada 5 (lima) provinsi yaitu Provinsi Jawa Barat, Bengkulu, Kalimantan Timur, Aceh dan Maluku, serta 6 (enam) kabupaten/kota yaitu Kab. Bogor, Kab. Panajam Paser Utara, Kab. Maluku Tengah, Kab. Aceh Besar, Kota Sabang dan Kota Bengkulu. Desain peneltian yang digunakan adalah penelitian lapangan melalui aplikasi model penyelenggaraan pemerintahan dengan teknik pengumpulan data melalui teknik pengumpulan data FGD terhadap kepala perangkat daerah penyelenggara urusan pemerintahan. Aplikasi model merujuk kepada model yang dikemukakan oleh Goldsmith dan Eggers yang mengembangkan 4 (empat) model yaitu: 1) hierarkhis; 2) kerjasama; 3) alih daya dari pihak luar; serta 4) berbasis pada jejaring (Goldsmith & Eggers, 2004). Model penyelenggaraan pemerintahan tersebut kemudian dikombinasikan dengan model organisasi menurut Stanford, antara lain struktur fungsional, divisional berdasarkan produk, divisional berdasarkan wilayah geografis, divisional berdasarkan proses kerja, divisional berdasarkan segmentasi pelanggan, struktur matriks, organisasi jejaring (network), struktur klaster (cluster); dan struktur organisasi ”life-form” (Stanford, 2007). Adapun besaran perangkat daerah ditentukan berdasarkan besarnya beban urusan pemerintahan masing-masing yang jumlah strukturnya ditentukan sesuai dengan model perangkat daerah setiap urusan pemerintahan.

Abstract

Pencapaian tujuan Pemerintah Desa dalam penyelenggaraan pelayanan administratif belum efektif ditandai dengan adanya gejala kekurangpuasan masyarakat atas pelayanan administratif yang diselenggarakan oleh Pemerintah Desa. Berdasarkan fenomena tersebut maka disusun rumusan masalah penelitian yaitu mengapa Pemerintah Desa belum efektif dalam meyelenggarakan pelayanan administratif, dengan tujuan untuk menemukan faktor-faktor yang menentukan efektivitas Pemerintah Desa. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan induktif dan strategi grounded research.  Dalam metode penelitian kualitatif ini sumber data adalah para informan atau pihak yang memahami dan mengetahui permasalahan penelitian dengan metode snowball.Secara keseluruhan hasil penelitian menunjukkan bahwa penyelenggaraan pelayanan administratif belum tercapai dapat dilihat dari aspek kewenangan pengaturan dan pengurusan. Belum tercapainya tujuan tersebut berkaitan dengan beberapa faktor antara lain kepemimpinan, kewenangan, struktur organisasi, sumberdaya aparatur, keuangan, sarana dan prasarana, tatalaksana, serta budaya organisasi sebagai faktor internal, dan faktor kebijakan pemerintahan supradesa, pembinaan dan pengawasan, serta partisipasi masyarakat, sebagai faktor eksternal.

Abstract

This study discusses the influence of delegation of authority, budget allocation and leadership to the performance of sub-districts in Garut Regency, West Java Province, Indonesia. The study uses a quantitative approach by taking a sample of 286 respondents from a population of 1003 people. Data collection in this study using questionnaires. Data analysis techniques using SEM analysis. The magnitude of the influence of delegation of authority on sub-district performance reached 0.754 determined by the political will of the district head to delegate part of government authority to the sub-district head, the political will of the district head to make the sub-district the center of community service, regional technical institutions' delegation to delegate part of the technical authority that can be carried out by the district head, budget support and personnel to exercise delegated authority. The magnitude of the effect of budget allocations on a sub-district performance that reaches 0.651 is determined by comprehensive and disciplined, flexibility, predictability, honesty, information, transparency, and accountability. The amount of leadership influence on a sub-district performance that reaches 0.655 is determined by the guidance and direction given by the sub-district head, the behavior of the sub-district head's relationship with the sub-district apparatus, and the level of readiness of the sub-district apparatus.

Abstract

The Constitution Number 44 of 1999 concerning the Implementation of the Privileges of the Special Region of Aceh Province which defines Islamic Sharia as a demand for Islamic teachings in all aspects of life and Law Number 18 of 2001 concerning Special Autonomy in Aceh. Which is the basis for the implementation of the decisions of the Regional Government in general, in particular those that apply in Aceh are called Qanun. Qanun Number 6 of 2014 concerning Jinayat Law in its implementation is still not in accordance with the rules and has not answered the objectives of the policy. The purpose of this research is to find out and analyze the factors that influence the enforcement of Islamic law especially in the implementation of Qanun No. 6 of 2014 concerning Jinayat Law.Also to find out the strategies that can be done by the Central Aceh District Government so that the implementation of the Qanun is going well.The method used in this study is a qualitative method with a case study approach. This method is carried out through observation to obtain information about a problem,then to get an overview of an object of research. Data collection techniques in this study are observation, interviews and documentation. In this study, the authors used policy implementation theories from Van Meter and Van Horn (1975) and Bryson's strategy theory (1999).The results of the study show that the implementation of Islamic Sharia policy, especially in the application of Jinayat Law is not optimal yet.the problems faced were limited PPNS personnel to Satpol PP and WH, lack of supporting facilities and infrastructure, lack of budget allocation, lack of intense socialization to the public, and what needed to be done was to equip supporting facilities and operational activities and to disseminate them to public places, schools and so on.

Abstract

The phenomenon that is used as the object of research is the performance of Manpower Dines of Bekasi City. The purpose of the study was to discuss the influences of Policy Implementation, Leadership and Professionalism toward the Performance of of Manpower Dines of Bekasi City. The research uses quantitative research. The research sample was 242 respondents taken from a population of 667 people using the Krejcie Table. Data collection techniques using literature study, questionnaire and observation techniques. Data analysis using SEM analysis. The results of the study are as follows: The magnitude of the influence of Policy Implementation toward the Performance of Manpower Dines of Bekasi City reached 0.30, which was weak but significant. The magnitude of the influence of leadership toward the performance of Manpower Dines of Bekasi City reached 0.52, which is quite strong and significant. The magnitude of the influence of professionalism toward the performance of Manpower Dines of Bekasi City reached 0.33, which was weak but significant. The new concept that can be compiled from the discussion of the results of research on the influence of Policy Implementation toward the Performance of Manpower Dines of Bekasi City is Financial Governance of Regional Work Units. The new concept that can be compiled from the discussion of the results of research on the influence of Leadership toward the Performance of Manpower Dines of Bekasi City is Organizational Behavior Steering Leader. The new concept that can be compiled from the discussion of the results of research toward the influence of Professionalism toward the Performance of Manpower Dines of Bekasi City is Professional Appearance.

Abstract

The increasingly massive consumption of illegal paper, plastic and wood products contributes to increasing the potential for environmental damage. However, awareness of using environmentally friendly products is still low, including in government circles. In order to overcome these problems, the Provincial Government of South Kalimantan is the leading regional government that implements the Green Public Procurement (GPP) to align with sustainable development goals. However, the implementation of the policy is seen as still not optimal. This study intends to analyze the causes of the non-optimal implementation of GPP policies in South Kalimantan, which then formulates a model for implementing GPP policies. The qualitative research method was used by researchers with research data collected through interviews, observation and documentation studies techniques coding assisted by the Nvivo 12 program and combined descriptive analysis referring to the GPP framework theory from Akenroye, et.al. (2013) and Meter and Horn's (1975) policy implementation model theory. The study found that: 1) Policy implementation was not optimal due to the absence a road map in the policy action plan, lack of understanding and implementation of the GPP legal framework, low capacity of GPP regulatory and implementing authorities, lack of ecolabel environmentally friendly products, and lack of massive and intense socialization. IT DOESN'T MATTER; 2) The Sustainable GPP Policy Implementation Model is formulated by researchers as a model that emphasizes the alignment of policy implementation with environmental, social, and economic oriented sustainable development goals. The model consists of aspects. Researchers put forward suggestions: 1) academic suggestions, further research needs to develop the object of study and the theme of Green Public Procurement in the procurement sector of other environmentally friendly goods and services such as green building and green road construction; 2) practical advice, the Provincial Government of South Kalimantan needs to develop a comprehensive Standard Operating Procedure as a technical guide for parties related to the procurement of government goods and services in implementing sustainable GPP.

Abstract

Good Governance merupakan salah satu upaya pemerintah untuk mewujudkan suatu tata kelola kepemerintahan yang efisien dan efektif yang dapat diwujudkan melalui reformasi birokrasi. Birokrasi di Indonesia selama ini dinilai masih banyak dipengaruhi oleh kepentingan-kepentingan kelompok atau orang-orang tertentu. Dengan adanya reformasi birokrasi diharapkan dapat mengatasi permasalahan-permasalahan tersebut. Reformasi birokrasi dapat diwujudkan melalui penataan Organisasi Perangkat Daerah yang diatur dalam Peraturan Pemerintah Republik Indonesia Nomor 41 Tahun 2007 yang kemudian mengalami perubahan menjadi Peraturan Pemerintah Republik Indonesia Nomor 18 Tahun 2016 tentang Perangkat Daerah. Peraturan ini bertujuan untuk menciptakan suatu birokrasi pemerintahan yang miskin struktur tetapi kaya akan fungsi yakni dengan memberikan pelayanan yang maksimal kepada masyarakat dalam rangka menciptakan kesejahteraan pada masyarakat. Perubahan peraturan ini mengakibatkan adanya perubahan dan pengurangan struktur pada BKPPD Kota Bitung dengan tipologi C. Hasil Penelitian menunjukkan bahwa efektivitas organisasi BKKPD Kota Bitung dapat dikatakan belum efektif hal ini dapat dilihat dari produktivitas kerja, kepuasan kerja yang dirasakan pegawai serta sumber daya yang masih kurang. Selain itu juga adanya faktor-faktor yang memengaruhi efektivitas organisasi sebagaimana dikemukakan Richard M. Steers antara lain rentang kendali, ukuran organisasi, ukuran unit kerja, ketertarikan pada pekerjaan, serta komunikasi dalam organisasi. Sehingga dibutuhkan strategi untuk meningkatkan efektivitas organisasi sebagaimana yang telah dianalisis dalam ASOCA antara lain: (1) Meningkatkan kemampuan SDM melalui pendidikan dan pelatihan yang merupakan hasil kerja sama dengan pihak luar, (2) Peningkatan manajemen sistem kepegawaian yang berkualitas melalui inovasi-inovasi baru, (3) Memaksimalkan penyelenggaraan tugas dan fungsi dan pengawasan dalam bentuk reward dan punishment, (4) Memaksimalkan kemampuan dan kecerdasan berinovasi SDM untuk melahirkan strategi yang dibutuhkan dalam meningkatkan efektivitas organisasi BKPPD seiring dengan perkembangan teknologi yang didukung oleh tersedianya sarana dan prasarana, serta (5) Melakukan evaluasi jabatan pada struktur organisasi dalam rangka peningkatan jumlah SDM yang dapat menunjang penyelenggaraan organisasi secara efektif.
