Abstract

The Child-Friendly City (KLA) Program in Banda Aceh City has faced various challenges, including child exploitation, violence, low access to education, limited facilities for children with disabilities, and obstacles to coordination between institutions. This study aims to analyze the implementation of special protection policies in the KLA Program in Banda Aceh City, identify supporting and inhibiting factors, and formulate strategies to overcome these obstacles. This study uses a qualitative method with an inductive approach. Data were collected through interviews, observations, and documentation, then analyzed using NVivo software for data exploration, coding, and interpretation. The implementation of special protection policies has gone quite well, but has not been optimal in reducing cases of violence and exploitation of children. Partnership support, clear regulations, and the level of public trust are supporting factors. On the other hand, obstacles such as sectoral egos, limited facilities and infrastructure, and low public awareness are still the main obstacles. The recommended strategies include optimizing the program, increasing coordination between parties, and educating the public about child protection.

Abstract

Problem/Background (GAP): Reviewing the organizational culture of the organizational culture carried out by employees in the implementation of administrative services in the field of investment, licensing, and non-licensing in an integrated manner, with the principles of coordination, integration, synchronization, simplification, security, and legal certainty. Objective: The purpose of this study is to aim to evaluate the performance of workers at the One-Stop Investment and Integrated Service Office (DPMPTSP) of Pati Regency, Central Java Province. Methods: This study used a qualitative approach. A case study on the One-Stop Investment and Integrated Service Office of Pati Regency, which explores the organizational culture at the DPMPTSP of Pati Regency. Result: Based on the results of this study showed: 1) Innovation and Risk Taking have been achieved, it is only necessary to increase innovation in providing services to the community; 2) Attention to detail has been achieved, it needs to be done again by the leader to embrace his subordinates; 3) Orientation to benefits has been successfully achieved; 4) Orientation to people has been successfully achieved; 5) Team orientation has been successfully achieved; 6) Aggressiveness has been achieved; 7) Stability has been successfully achieved, although there are obstacles, namely employees who are still lazy in doing their work. Conclusion: Organizational culture at the Pati Regency Investment and One-Stop Integrated Service Office has been running well, because it meets the indicators of organizational culture. In this study, there are supporting factors and inhibiting factors that have been analyzed through SWOT. Meanwhile, organizational culture strategies have been formulated and partly implemented well and need the latest innovations related to organizational culture strategies.

Abstract

This study aims to analyze the role of the North Sumatra Provincial Election Supervisory Agency (Bawaslu) in implementing the 2019 Election and formulate a more effective and contextual supervision model. This study uses a qualitative approach with a case study method. Data was collected through in-depth interviews, observations, and documentation from informants such as Bawaslu and KPU commissioners, academics, party administrators, and the public. The results of the study show that the role of Bawaslu has not been optimal due to various obstacles, including limited human resources, weak coordination between institutions, and a recruitment process that is not transparent and full of political interests. Election supervision tends to be administrative and formal, with no strict law enforcement measures. For this reason, the researcher offers a supervision model that integrates the role indicators, according to Biddle and Thomas, with the three types of Donnelly supervision and adds two important indicators: the quality and quantity of human resources. This model is expected to strengthen the professionalism and effectiveness of Bawaslu's supervision in overseeing democratic, honest, fair, and integrity elections and increase public trust in the region's election process.

Abstract

The September 18, 2024, earthquake in Garut Regency, West Java, Indonesia, highlighted the crucial role of subdistrict heads (Camat) in disaster management. This study explores their role in coordinating and collaborating with various stakeholders, identifying challenges, and evaluating their effectiveness. The research emphasizes the Camat's leadership in mobilizing resources, facilitating inter-agency coordination, and engaging communities to ensure a swift and effective disaster response. Findings reveal significant barriers, including bureaucratic inefficiencies and limited resources, but also highlight successful strategies employed by Camat to overcome these challenges. The study concludes with actionable recommendations to enhance disaster management practices in Indonesia's decentralized governance framework

Abstract

Regional division as a decentralisation strategy in Indonesia has created new autonomous regions (DOB) with the hope of improving public services and community welfare, including human development. However, in practice, many DOBs have lagged behind in achieving the Human Development Index (HDI). This study aims to analyse the implementation of regional division policies in improving the HDI in West Bandung Regency, using the modified Van Meter and Van Horn model with the addition of a leadership dimension. The study employs a qualitative approach with a case study method, data collection through in-depth interviews, document analysis, and participatory observation. The findings reveal that the implementation of policies in KBB still faces various challenges, such as the lack of alignment between policy objectives and regional performance indicators, resource constraints, bureaucratic fragmentation, and weak capacity and motivation among implementing agents. The addition of the leadership element has proven to be a crucial variable in bridging the gap between central policies and local realities, as well as enhancing the effectiveness of cross-institutional coordination and communication. These findings contribute to the development of policy implementation theory by expanding the classical analytical framework. This research is relevant for policymakers, particularly in designing more adaptive, responsive, and context-based local policy implementation strategies.

Abstract

Based on Law Number 23 of 2014 regarding on Regional Government, it is stated that fire is one of mandatory affairs relating to basic services in the field of public order and community protection. One of the consequences of mandatory matters related to basic services is the Minimum Service Standards (called SPM) set by the government to provide guarantees that all citizens in Indonesia will receive a minimum basic services, including in the fire sector. The institutional form of regional fire service organization is an important aspect in supporting the effective implementation of regional government duties in carrying out mandatory affairs related to basic services. Therefore, organizational transformation is a necessity that cannot be avoided, considering the various factors that influence the organization are changing so rapidly. The purpose of this research is to find out how organizational transformation occurs, to find the determining factors and to formulate a model for organizational transformation of regional fire service organization. The research method used is a descriptive method with a qualitative approach with data collection through interviews, observations and documentations. This research analyzes and evaluates the organizational structure of regional fire service organization in Serang City, Banten Province. The research results show that the transformation has been analyzed using the 4R approach (Reframing, Restructure, Revitalization and Renewal). In principle, the process of organizational transformation of regional fire service organization in Serang City, Banten Province has been carried out. This can be seen from the changes in organizational form and structure that adapt to district needs. However, this transformation shows suboptimal because it is not based on the implementation of the organization's mission, application of rules and political will. Thus, an ideal organization has not yet been achieved. A regional apparatus organization that handles the mandatory affairs related to basic services, the nomenclature, structure, duties and functions of fire and rescue services should be in an independent agency at least with the type C model.

Abstract

Abstract Public Service Mall (MPP) is a place where activities or public service delivery activities take place for goods, services and/or administrative services to provide services that are fast, easy, affordable, safe and comfortable. Public Service Mall (MPP) is a bridge that connects and brings the government closer to its people. The purpose of this study is to determine the effectiveness of public service malls in the implementation of population administration services in Sumedang district. The theory used in this study is the theory according to Gibson (1996) about organizational effectiveness with 5 indicators namely Production, Quality, Efficiency, Flexibility, Satisfaction and Development. This research method is descriptive with a qualitative approach. The informants were determined in three ways, namely purposive sampling, snowball sampling and accidental sampling. The data collection techniques used were interviews, observation, documentation and data triangulation. Data analysis techniques were carried out by Data Reduction, Data Presentation and Data Verification. The results of the study show that the presence of Public Service Malls in the administration of population administration services is generally effective, although there are several elements that influence the achievement of effectiveness. This can be seen from the dimensions used in this study. The development aspect has not been carried out in a sustainable manner in terms of budget support and program activities. Abstract

Penelitian ini memfokuskan untuk mendeskripsikan dan menganalisa Penerapan Aplikasi E-Samsat Dan Sipolin Kantor Cabang Pelayanan Pendapatan Daerah Kota Banjar. Dengan beberapa permasalahan minimnya kesadaran masyarakat Kota Banjar dalm membayar pajak kendraan bermotor, belum jelasnya mekanisme E-Samsat dan Sipolin dan kurangnya pengetahuan masyarakat tentang E-Samsat dan Sipolin. Tujuan dari penelitian ini ialah untuk menganalisis penerapan aplikasi E-Samsat dan Sipolin Kantor Cabang Pelayanan Pendapatan Daerah Kota Banjar. Penelitian ini menggunakan pendekatan deskriptif berdasarkan metode kualitatif. Dalam proses pengumpulan informasi, peneliti melakukan observasi, wawancara, dan menghimpun dokumen terkait penerapan aplikasi E-Samsat dan Sipolin di Kantor Cabang Pelayanan Pendapatan Daerah Kota Banjar. Hasil penelitian menunjukkan bahwa IT Principles berfungsi secara optimal sebagai pendorong dan pengarah (guiding principles) dalam berbagai usaha pemanfaatan IT di organisasi secara umum, khususnya E-Samsat dan Sipolin. Integrasi dan standarisasi dari Sistem aplikasi E-Samsat dan Sipolin Kota Banjar sudah sesuai dengan IT architecture decisions. IT infrastructure meliputi Prasarana dan fasilitas teknologi informasi yang berkaitan dengan jaringan, komputer, perangkat lain, dan perangkat lunak merupakan sekumpulan komponen yang diharapkan dapat mempercepat proses komputasi dan transmisi dalam waktu singkat dalam berbagai media. Proses pendaftaran efisien, aplikasi busseness needs pada sistem E-Samsat dan Sipolin yang dilaksanakan CPDPDP Wilayah Kota Banjar, dalam penerapannya memang membutuhkan kreativitas dan disiplin guna mewujudkan nilai baru bagi organisasi yang berdampak pada pelayanan prima pada masyarakat serta berkaitan dengan IT Investment and prioritization diketahui bahwa dalam penerapan E-Samsat dan Sipolin di CPDPDP Wilayah Kota Banjar, pelaksanaannya sudah menjalankan inisiatif yang perlu diprioritaskan. Kesimpulannya bahwa penerapan aplikasi E-Samsat dan Sipolin Kantor Cabang Pelayanan Pendapatan Daerah Kota Banjar sudah sesuai dengan aturan dan kebijakan dari pusat, namun masih memiliki kendala dalam ketersediaan anggaran. Abstract

The development of border areas constitutes a strategic national agenda that requires the involvement of multiple actors across different levels of government. The Aruk State Border Post (Pos Lintas Batas Negara/PLBN Aruk) functions not only as a symbol of state sovereignty but also as a potential driver of economic and social development for border communities. This study aims to analyze the implementation of collaborative governance in the development of the border area at PLBN Aruk and to identify the supporting and constraining factors affecting inter-agency collaboration. Employing a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis involving central and local government institutions, vertical agencies, and local communities. The findings reveal that collaboration has been formally established through inter-agency coordination forums; however, it remains largely administrative and has not yet evolved into substantive joint decision-making. Power asymmetries, regulatory fragmentation, and the limited meta-governance role of BNPP contribute to a functional implementation gap and partial institutionalization. This study concludes that governance at PLBN Aruk is in a transitional phase toward adaptive multilevel collaborative governance, which requires institutional strengthening, facilitative leadership, and integrated funding mechanisms to ensure sustainable border area development.

Abstract

The phenomenon that is used as the object of research is the performance of the Bekasi City Manpower Office. The purpose of the study was to discuss the effect of Policy Implementation, Leadership and Professionalism on the Performance of the Bekasi City Manpower Office. The research uses quantitative research. The research sample was 242 respondents taken from a population of 667 people using the Krejcie Table. Data collection techniques using literature study, questionnaire and observation techniques. Data analysis using SEM analysis. The results of the study are as follows: The magnitude of the influence of Policy Implementation on the Performance of the Bekasi City Manpower Office reached 0.30, which was weak but significant. The magnitude of the influence of leadership on the performance of the Bekasi City Manpower Office reached 0.52, which is quite strong and significant. The magnitude of the influence of professionalism on the performance of the Bekasi City Manpower Office reached 0.33, which was weak but significant. The new concept that can be compiled from the discussion of the results of research on the effect of Policy Implementation on the Performance of the Bekasi City Manpower Office is a new concept on Financial Governance of Regional Work Units; regarding the Leader of Organizational Behavior Steering; and about Professional Appearance.
