Abstract

The purpose of this study was to determine, analyze the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency. Qualitative descriptive research methods and data collection techniques through interviews, observation and documentation. Determination of informants is done by purposive sampling method. Data analysis techniques through data collection, data reduction, data presentation, drawing conclusions. The results of this study indicate that the socialization of the continuous voter data updating program of the General Election Commission of Sidoarjo Regency is by direct and indirect socialization. Direct socialization was carried out with the OPD regarding the ongoing voter data updating program of the General Election Commission of Sidoarjo Regency and carried out socialization in high schools (SMA) in Sidoarjo Regency. Meanwhile, indirect socialization is carried out using social media owned by the General Election Commission of Sidoarjo Regency.

Abstract

Implementation of Waste Management Policy at TPA Jabon District, Sidoarjo Regency. Garbage is something that is not used, not used, unpleasant or something that is thrown away that comes from human activities and does not happen by itself. The sources of waste include waste originating from settlements, waste originating from public places, waste originating from offices, waste originating from highways, waste originating from industry (industrial waste), waste originating from/plantations, Garbage originating from mining, waste originating from agriculture and fisheries. Therefore, management is needed to control it so that it does not have a negative impact on public health.This research is a qualitative descriptive approach, with two research locations, the first is the Sidoarjo Environmental and Hygiene Service, and the second is the Final Disposal Site (TPA) in Jabon. The focus of this research is based on the theory of implementation of Edward III with resource persons who can explain the conditions in the field. Data collection techniques were carried out by means of interviews, observation and documentation. The analytical techniques used in this study were collecting data, reducing data, and drawing conclusions.The results showed that the implementation of the Waste Policy at the TPA, Jabon District, Sidoarjo Regency in terms of communication between governments was not optimal due to the lack of commitment from the parties, lack of human resources, optimal disposition and optimal bureaucratic structure.

Abstract

This qualitative research study explores the role of the Ketapang Village Government in fostering the development of Village-Owned Enterprises (BUMDes) in the Tanggulangin subdistrict of Sidoarjo Regency, Indonesia. Employing a triangulation data collection method and utilizing Miles and Huberman's interactive analysis technique, the study identifies four key roles played by the Ketapang Village Government: regulator, dynamizer, facilitator, and catalyst. The results highlight the government's efforts in providing guidance, encouraging community participation, offering support through supervision and financing, and accelerating the village's potential development. The study reveals that supportive factors include the availability of facilities, specific policies on management, and guidance and supervision mechanisms, while a lack of environmental awareness, particularly in maintaining the cleanliness of the Affaour River, emerged as a significant challenge. These findings contribute to the understanding of effective governance in rural areas and hold implications for policymakers, researchers, and practitioners involved in rural development and community empowerment initiatives. Abstract

This qualitative study investigated the quality of administrative services in Desa Popoh, Wonoayu District, Sidoarjo Regency, Indonesia, addressing prevalent issues such as slow service delivery, uncertainty in completion timelines, unfamiliarity with procedural mechanisms, and perceived inadequacies in employee attitudes. Employing descriptive qualitative research methods, data were collected through interviews, observations, and documentation involving a service head and two service users. Findings revealed a relatively favorable assessment across indicators: Reliability, Responsiveness, Assurance, Empathy, and Tangibles, suggesting a reasonably good quality of service provision in the studied rural community. This study contributes insights into the factors influencing and hindering public service delivery, indicating a need for sustained efforts to enhance service efficiency and user satisfaction in similar settings. Highlights: Service Quality Evaluation: Investigated multiple indicators—Reliability, Responsiveness, Assurance, Empathy, and Tangibles—to assess the quality of administrative services. Abstract

This research investigates the complexities within public service delivery at the Buduran Sub-District Office in Sidoarjo Regency, identifying issues arising from intricate procedures and demanding requirements. The study aims to uncover and analyze factors impacting the improvement of public service performance, employing a SWOT analysis to identify internal and external environmental factors. The strategic identification of five critical issues emerges, including inadequate infrastructure, public unfamiliarity with service procedures, limited service personnel, suboptimal workforce competencies, and administrative disorder at the village level. Corresponding strategic responses are proposed, such as infrastructure enhancement, intensified public education on service procedures, capacity building for civil servants, specialized recruitment in service areas, and fortified coordination with village administrations. The implications suggest targeted strategies for policymakers and public service administrators to address these challenges, thereby elevating service quality and responsiveness to societal needs. Abstract

This study investigates the quality of Integrated Administrative Services (PATEN) in the Dlanggu sub-district office, Mojokerto Regency. Utilizing a descriptive research design with a qualitative approach, the performance of administrative service employees is analyzed. Data collected through interviews, observation, and documentation reveal that service speed is commendable, and employee politeness and friendliness are satisfactory. While some service quality indicators are met, the overall service quality in Dlanggu District is deemed good and reasonably optimal. The study identifies both supporting factors and constraints affecting employee performance. This research contributes to the understanding of integrated administrative services and suggests potential areas for improvement in Dlanggu District, providing insights applicable to similar contexts globally. Abstract

This qualitative study employs a descriptive approach and purposive sampling to investigate the effectiveness of village funds in Bluru Kidul Village, Sidoarjo District, Indonesia, utilizing Martani and Lubis' Effectiveness Theory. Despite positive strides in infrastructure development, challenges persist, particularly in the delayed repair of damaged roads leading to flood-related disruptions in community mobility. The village head plays a crucial role in fund management, and this research aims to shed light on the existing constraints. By exploring the gap between expectations and reality, our findings contribute to a better understanding of the complexities surrounding village fund utilization Highlight : Challenges in Road Maintenance: Despite successful infrastructure development, delayed repairs of damaged roads in Bluru Kidul Village contribute to flood-related disruptions, impacting community mobility. Abstract

This research employs a descriptive qualitative method to analyze the government's role in promoting gender perspective in development within Sidoarjo Regency, Indonesia. Utilizing purposive sampling, the study draws upon role theory by Soerjono Soekanto, focusing on active, participatory, and passive roles. Findings reveal that the Sidoarjo Regency Government effectively advocates and socializes gender mainstreaming, demonstrating an active role. The government engages in education and motivation, encouraging broad societal participation, exemplifying a participatory role. However, a passive role is observed in limited active involvement in socialization activities. Abstract

This descriptive qualitative study investigates the empowerment of the Community Protection Unit (SATLINMAS) in fostering security, peace, and order in Sidoarjo Regency. Employing purposive sampling, data collection includes interviews, observation, and documentation. Analysis involves data collection, reduction, study, and conclusion drawing. The findings reveal suboptimal empowerment of SATLINMAS, as evidenced by the absence of key indicators. This study underscores the need for enhanced empowerment strategies to strengthen SATLINMAS' role in creating a secure and peaceful environment in Sidoarjo Regency.
