Abstract

Studi ini mengevaluasi implementasi aplikasi Sistem Pelayanan Rakyat Sidoarjo (Sipraja) dalam meningkatkan pelayanan publik di Desa Tambak Kalisogo, Kecamatan Jabon, Kabupaten Sidoarjo. Menggunakan metode kualitatif deskriptif dan kerangka evaluasi William N. Dunn, data efektivitas, efisiensi, kecukupan, pemerataan, daya tanggap, dan kesesuaian dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Sipraja efektif dalam mempercepat pelayanan, menyederhanakan birokrasi, dan meningkatkan transparansi. Sipraja juga efisien dalam menghemat waktu, biaya, dan tenaga, meskipun terkendala oleh infrastruktur internet dan keterbatasan literasi digital, terutama di kalangan lansia. Pemerataan masih belum merata, dengan manfaat yang lebih besar bagi generasi muda dan usaha mikro. Daya tanggap relatif baik, didukung oleh fitur notifikasi dan verifikasi, tetapi inklusivitas masih terbatas. Kesesuaian menunjukkan bahwa Sipraja relevan sebagai inovasi layanan digital, namun memerlukan kebijakan pendukung seperti pelatihan literasi digital dan peningkatan konektivitas. Secara keseluruhan, Sipraja berkontribusi signifikan terhadap reformasi pelayanan publik digital di tingkat desa tetapi masih perlu diperkuat untuk memastikan inklusivitas dan keberlanjutan.

Abstract

General background: Food security is a national strategic issue and villages are crucial actors for local resilience. Specific background: Kendalpecabean Village started a food-security program in 2022 (post-COVID recovery) using village funds and infrastructure interventions (irrigation, pump houses) to mitigate flood-related crop failures. Knowledge gap: Despite budget allocations and infrastructure works, implementation obstacles remain in training, institutional coordination, and sustainable outcomes. Aims: This study analyzes program implementation using Edward III’s framework (communication, resources, disposition, bureaucratic structure). Results: Qualitative data (interviews, observation, documents) show effective communication and commitment (disposition), concrete infrastructure investments (~Rp 262,000,000 in 2024), but limitations in sustained training and full operationalization of LP2B (land protection) regulations. Novelty: Provides empirically grounded account of a village-level LP2B response combining engineering and institutional measures. Implications: Policy should pair infrastructure investments with capacity-building, clearer LP2B regulation, and institutional support to convert investment into reliable increased yields.

Abstract

Background: Waste management remains a pressing environmental issue in urbanizing rural communities. Specific Background: The Sumringah Waste Bank in Ngampelsari Village, Sidoarjo Regency, has operated for nearly a decade as a community-based recycling initiative. Knowledge Gap: Despite its longevity, participation levels remain low, limiting the program’s environmental and economic benefits. Aims: This study explores community participation across decision-making, implementation, utilization, and evaluation stages in the Sumringah Waste Bank management. Results: Using a descriptive qualitative approach through interviews, observation, and documentation, the findings show low involvement in decision-making, moderate participation in implementation by active members, limited benefit utilization, and minimal engagement in evaluation processes. Novelty: The study provides an in-depth local analysis of community-based waste management using Cohen and Uphoff’s four-stage participation framework. Implications: Strengthening education, institutional support, and transparent evaluation mechanisms are necessary to foster inclusive and sustainable waste management in rural Indonesia. Abstract

General Background: The aging population in Indonesia necessitates integrated community health initiatives to maintain elderly well-being. Specific Background: Sidodadi Village in Sidoarjo Regency implemented the Elderly Posyandu Program to improve elderly health status through preventive and promotive services. Knowledge Gap: However, studies focusing on its operational dynamics at the village level are still limited. Aims: This study aims to describe and analyze the implementation of the Elderly Posyandu Program and identify supporting and inhibiting factors. Results: The findings show that the program is relatively effective due to active community participation and committed health cadres, yet constrained by limited medical personnel and facilities. Novelty: The integration of Edward III’s policy implementation theory provides a systematic understanding of how communication, resources, disposition, and bureaucratic structure affect program performance. Implications: Strengthening cadre training, optimizing health infrastructure, and enhancing coordination among stakeholders are essential for program sustainability. Highlights: Cadre participation supports program success. Limited facilities reduce elderly service quality. Coordination and training need improvement.

Abstract

The Village Information Sistem is an effort by the central government to improve the information sistem at the village level. The purpose of this research is to analyze and describe concrete problems related to how the Implementation of E-goverment through the Village Information Sistem in the Perspective of Good governance. This research uses descriptive qualitative research methods. The descriptive qualitative method was used to collect as much information as possible about the Village Information Sistem. Data collection methods included observation, interviews, and documentation. The results of this study indicate that in the transparency indicator, there is still a sub menu that is not up to date regarding the use of the realization of funds from the allocated budget and important data related to village development is not available or the page is not found

Abstract

This research aims to find out, analyze, and describe the effectiveness of the application of the Social Welfare Information System - Next Generation (SIKS-NG) application in proposing social assistance. This research uses a qualitative descriptive method with data collection techniques through direct observation, interviews, and documentation. The informants in this study were determined by purposive sampling, namely the Keper Village SIKS-NG operator, Mr. Imam Sugiantoro as the Head of the Welfare Section. The results of the research adjusted to the theory of Richard M. Steers show that in the adaptation indicator there are still obstacles in the lack of training, system update problems, and technical constraints. In the goal achievement indicator, there is a mismatch between the data on beneficiaries proposed by the village and those that come down from the center. And the integration indicator shows that there is a lack of socialization related to this application so that community involvement in proposing beneficiaries is also lacking.

Abstract

Good archive management is one of the supports in public service activities to the community, ideally good archives are archives that are managed based on the principles of the National Archives of the Republic of Indonesia (ANRI). This study aims to create good archive management and in accordance with the standards of the Republic of Indonesia National Archives which affect the course of government activities in Kalidawir Village, Tanggulangin District, Sidoarjo Regency. The research method in this study is to use a qualitative method with a descriptive approach. Qualitative data were obtained through interviews and observations with village officials, then the data were analyzed using the stages of data reduction, data presentation, and verification or drawing conclusions. This research shows that archive management starting from archive management, archive storage, archive retrieval, archive borrowing, archive security, archive maintenance and archive depreciation in Kalidawir Village, Tanggulangin District, Sidoarjo Regency is not in accordance with the standards of the National Archives of the Republic of Indonesia. This is influenced by human resource factors related to the ability of archivists and awareness of village officials as well as inadequate infrastructure factors.Pengelolaan arsip yang baik merupakan salah satu penunjang dalam kegiatan pelayanan publik kepada masyarakat, arsip yang baik merupakan arsip yang dikelola dengan ideal berdasarkan kaidah Arsip Nasional Republik Indonesia (ANRI). Penelitian ini bertujuan untuk menciptakan tata kelola arsip yang baik dan sesuai dengan standar Arsip Nasional Republik Indonesia, yang mana hal tersebut berpengaruh terhadap jalannya kegiatan-kegiatan pemerintahan yang ada di Desa Kalidawir KecamatanTanggulangin Kabupaten Sidoarjo. Metode penelitian pada penelitian ini yaitu menggunakan metode kualitatif dengan pendekatan deskriptif. Data kualitatif diperoleh melalui Wawancara dan Observasi dengan perangkat desa, selanjutnya data dianalisis dengan tahapan reduksi data, penyajian data, dan verifikasi atau kesimpulan. Adapun dari penelitian ini menunjukkan bahwa pengelolaan arsip dimulai dari penataan arsip, penyimpanan arsip, penemuan kembali arsip, peminjaman arsip, pengamanan arsip, pemeliharaan arsip dan penyusutan arsip yang ada di Desa Kalidawir Kecamatan Tanggulangin Kabupaten Sidoarjo belum sesuai dengan standar Arsip Nasional Republik Indonesia. Hal tersebut dipengaruhi oleh faktor Sumber Daya Manusia yang berkaitan dengan kemampuan petugas arsip serta kesadaran aparatur desa dan faktor Sarana Prasarana yang kurang memadai.

Abstract

This study examines the crucial role of leadership in achieving organizational goals at the Food and Agriculture Office of Sidoarjo Regency. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation, and analyzed using the Interactive Data Model by Miles, Huberman, and Saldana. Findings show that effective leadership—particularly directive, participative, and supportive styles—significantly contributes to achieving organizational goals by providing direction, guidance, and support, involving subordinates in decision-making, and recognizing their performance. This research highlights the importance of appropriate leadership practices in enhancing organizational performance. Highlight: Leadership styles boost organizational performance: directive, participative, supportive. Data collected through observation, interviews, documentation; analyzed interactively. Abstract

The specific background of this study revolves around the implementation of a non-cash transaction program in Randegan Village in collaboration with BPR Delta Artha to enhance financial management through SISKEUDES. A knowledge gap exists in understanding the effectiveness of non-cash systems in improving transparency and accountability in village financial management. This research aims to describe and analyze the implementation of the non-cash system within the SISKEUDES application in Randegan Village, Sidoarjo Regency. Utilizing a qualitative, descriptive approach, data collection involved interviews, observation, and documentation. The results indicate that vertical and horizontal communication is effective, facilities for operating SISKEUDES and non-cash applications are adequate, employee disposition toward policy implementation is positive, and bureaucratic cooperation is strong. The novelty of this study lies in its exploration of the interplay between communication, resource management, and bureaucratic structure in implementing a non-cash system for village financial management. The implications suggest that effective implementation of non-cash systems in village financial management can enhance transparency, accountability, and overall governance. Abstract

Gowaslu's innovation in increasing the effectiveness of election supervision at the East Java Election Supervisory Board is a form of improving the quality of public services in election supervision through e-government to be effective and efficient. In addition, the creation of an e-government-based Gowaslu application that is used for reporting election violations. So that it makes the community and the East Java Bawaslu to be participatory in responding to it. However, there are still many people who do not know the Gowaslu application and its uses.
