Abstract

The establishment of tourist villages as a local development strategy has grown rapidly along with increasing awareness of the importance of community involvement in managing the tourism sector. Community-managed tourist villages serve not only as a means of economic development but also as an instrument for sustainable cultural and environmental preservation. However, this process poses legal challenges, particularly regarding the recognition and protection of community collective rights over local resources. The study aims to analyze the legal implications of the establishment of tourist villages on community collective rights, emphasizing the importance of participatory and equitable community-based governance. The method used is normative juridical research with a legislative and conceptual approach. The analysis was conducted on Law Number 6 of 2014 concerning Villages, Law Number 10 of 2009 concerning Tourism, and Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration Number 7 of 2023, which stipulates the priority use of village funds, including for the tourism sector. The research results indicate that despite the existence of a supporting legal framework, there is still a gap between normative regulations and implementation in the field. The lack of harmonization between national and local regulations, weak oversight of village funds, and the risk of commercializing village assets without community involvement are key challenges. Strengthening village regulations, establishing fair cooperation mechanisms, and active community involvement are needed to ensure that tourism villages truly become spaces for strengthening collective rights and village independence.

Abstract

The implementation of Good Corporate Governance (GCG) in improving the quality of Human Resources in Village-Owned Enterprises (BUMDes) is an important effort to strengthen organizational integrity, accountability, and performance at the local level. Although faced with constraints such as limited resources and resistance to change, effective GCG implementation can improve the transparency, responsibility, and independence of BUMDes. Strategies such as establishing a clear code of conduct, regular training, and building an independent oversight mechanism are necessary to overcome such obstacles. Successful implementation of GCG can provide great benefits in improving the quality of human resources and performance of BUMDes, and contribute positively to the development and welfare of rural communities. Qualitative research methods will be used to understand stakeholders' experiences, perceptions, and attitudes regarding the implementation of GCG in improving human resources in BUMDes.

Abstract

This study discusses the role and limitations of the Village Secretary’s authority in filling the vacancy of the Village Head position, which has become a crucial issue in village governance. Although the Village Secretary is the highest structural official after the Village Head, regulations governing the delegation of authority during a vacancy are still minimal and not explicit. The study uses a normative and empirical approach by analyzing laws and regulations as well as field practices in several villages. The results of the study indicate that the appointment of an Acting Village Head (Plt) by the regional government is the only legal mechanism that can provide full legitimacy to the authority of the Village Head. Delegating authority to the Village Secretary without an official legal basis risks triggering legal, administrative, and social conflicts, as well as potential legal liability. Therefore, clear regulations and firm procedures are needed, along with the development of village officials, to ensure that village governance continues to function effectively and accountably during the transition period of the Village Head position

Abstract

Abstract

This research analyzes the implementation of green economy in developing countries as an alternative development paradigm that integrates economic, social, and environmental aspects. The research methodology employs a qualitative approach with literature analysis from various primary and secondary sources. The results show that developing countries have significant opportunities in green economy through renewable energy investments, environmentally friendly technologies, and green job creation. Indonesia successfully attracted green investments worth US$1.6 billion in 2023, up 28% from the previous year. However, major barriers include limited initial capital, inadequate infrastructure, and human resource capacity constraints. South Korea demonstrated successful green economy transition by obtaining economic benefits of US$1.6 billion and creating 3,000 green jobs within five years. The research concludes that green economy implementation requires an integrative strategy including supportive fiscal policies, international partnerships, and institutional capacity strengthening to achieve inclusive and environmentally friendly development.

Abstract

This study aims to analyze the role of village websites in enhancing community participation in Batur Village, Getasan District, Semarang Regency. With a total population of 7,600, the research employed a simple random sampling method to select 100 respondents. Data were collected through a questionnaire that included questions regarding the level of access and use of the village website and participation in village activities. Data analysis was conducted using statistical tests, including Pearson Correlation Test and T-Test, to determine the relationship between website usage and community participation. The results showed a positive and significant relationship between the frequency of accessing the village website and the level of community participation, where respondents who actively used the website tended to be more involved in village activities, such as consultations and development programs. Comparative analysis also revealed significant differences between active users and non-active users of the website. Although the village website has significant potential to enhance participation, challenges such as a lack of community awareness and technological accessibility hinder its utilization. The study recommends that village officials be more proactive in educating the community about the importance of the website and providing relevant information to increase participation. Thus, the village website can serve as an effective means to enhance transparency and community engagement in the village development process.
