Abstract

The purpose of this study is to examine the mechanism of implementing payroll deductions for civil servants (ASN) in South Lampung in relation to zakat payment compliance in South Lampung Regency, as well as to determine whether the payroll deduction mechanism is in accordance with Islamic principles. This research employs a qualitative approach. The results of the study conclude that the implementation of payroll deductions, based on the circular letter from the Regent, has not had an impact on the zakat payment compliance of South Lampung ASN. Moreover, the payroll deduction mechanism does not yet align with the proper conditions for zakat payment. The payroll deduction for South Lampung ASN cannot be considered as genuine zakat, as not all civil servants in South Lampung receive a salary or allowance amounting to seven million rupiah, which is the threshold for professional zakat (zakat on income).

Abstract

Jakarta Islamic Index(JII) merupakan salah satu kelompok saham syariah yang terdapat di Bursa Efek Indonesia terdiri dari 30 saham yang dipilih dari saham-saham yang sesuai syariat islam, saham JII selalu mengalami fluktuasi nilai yang menggambarkan naik turunnya harga saham. Hal itu dipengaruhi oleh kinerja suatu perusahaan yang terdaftar di Jakarta Islamic Index (JII). Penelitian ini bertujuan untuk mengetahui pengaruh Inflasi, BI Rate dan Jumlah Uang Beredar Terhadap  Pergerakan Jakarta Islamic Index (JII) Tahun 2015-2024. Penelitian ini adalah jenis penelitian kuantitatif yang bertujuan untuk melihat pengaruh antar variabel. Populasi pada penelitian ini adalah saham syariah yang masuk kedalam Jakarta Islamic Index (JII) dan tercatat di Bursa Efek Indonesia tahun 2015-2024, sampel yang digunakan dalam penelitian ini adalah 30  saham syariah yang masuk kedalam Jakarta Islamic Index (JII), sumber data yang digunakan pada penelitian ini berupa data sekunder data keseluruhan Jakarta Islamic Index (JII) yang dipublikasikan oleh Bursa Efek Indonesia. Metode analisis data yang digunakan adalah metode analisis linier berganda, pengolahan data pada penelitian ini menggunakan alat analisis E-Views-10.  Hasil penelitian ini menunjukan bahwa Inflasi secara simultan berpengaruh tidak signifikan Terhadap Jakarta Islamic Index (JII) sedangkan BI Rate dan Jumlah Uang Beredar secara simultan berpengaruh signifikan Terhadap Jakarta IslamicIndex (JII). Hasil dalam penelitian ini juga menunjukan bahwa secara parsial Inflasi berpengaruh negatif dan tidak signifikan Terhadap Jakrta Islamic Index (JII) sedangkan BI Rate dan Jumlah Uang Beredar secara parsial berpengaruh positif dan signifikan Terhadap Jakarta Islamic Index (JII)

Abstract

The right to life is a non-derogable human right and constitutes a fundamental obligation of the state in all public policies, including public security. However, in the practice of handling mass demonstrations, the protection of the right to life often conflicts with a security paradigm that prioritizes stability and public order. This study aims to analyze the failure of state security policies in protecting the right to life of civilians by using the death of Affan Kurniawan during a mass protest operation as an entry point for analysis. This research employs a normative juridical approach through the examination of legislation, police regulations, and human rights literature. The findings indicate a significant gap between legal norms that guarantee the protection of the right to life and their implementation in crowd control practices. Civilian deaths in this context cannot be understood merely as individual incidents, but rather as preventable deaths resulting from the state’s failure to manage the risks associated with the use of force. The study highlights the need for a shift in security policy from a state-centered security approach toward a human security paradigm that places the protection of human life and dignity at the core of public security governance.
