Abstract

Tradition is a series of values, to support life and culture. The residents of Ilath Village, Buruh Regency, have various traditions, including the seven likur night tradition. This tradition is carried out on the last 10th night of the month of Ramadan. This activity starts from the preparation stage to the implementation. The series of activities carried out starting from cleaning the house, road, grave, preparing ketupat jiwa, damar, collecting pieces of banana stems, praying together, and distributing ketupat jiwa which are distributed to widowers or widows, and orphans, and the residents of Ilath in general illustrates collective awareness. The implementation of the seven likur night tradition is marked by the burning of damar which is carried out after the Maghrib prayer. The light of the damar as a symbol of connectedness between residents, is also a symbol of welcoming a night full of blessings from other months. In addition to burning damar, residents also prepare and deliver ketupat jiwa to the Mosque after the Isya prayer, which will later be read a prayer together led by the Khotib after the Tarawih prayer. After the ketupat jiwa has been prayed for, the children and the gods also take part in distributing the ketupat jiwa to the widowers or widows, and orphans in the area.

Abstract

This research focuses on the involvement of community organizations (CSOs) in business activities in Makassar City, emphasizing the dynamics of power relations that develop outside the formal framework of the state. In daily practice, CSOs frequently conduct inspections, symbolic enforcement, and even intimidation against business actors despite lacking official government mandates, resulting in a shift in oversight functions to the informal realm. The aim of this research is to understand how CSOs can gain social legitimacy and exercise pseudo-authoritative authority in the public sphere. To address this, the research methods used include in-depth interviews with 18 informants and analysis of 21 relevant documents. The analysis shows that CSOs' authority is formed through informal socio-political networks that rely on three main factors: community support, closeness to security forces, and local media coverage that strengthens their symbolic legitimacy. This then results in pseudo-authority, a form of de facto authority that is accepted in certain social contexts even though it is not legally recognized. Further findings indicate resistance from business actors and community leaders who question the legality and economic impact of mass organization interventions, which are considered to have the potential to hamper the business climate and create uncertainty. However, the weak response from local governments actually emphasizes the gap in formal oversight mechanisms, opening up space for mass organizations to fill this role. This condition indicates that the authorizing environment is not institutional as it should be, but rather social, contested, and dependent on the dynamics of power relations at the local level. Thus, this study provides a picture of how the pseudo-authority practices of mass organizations are formed, accepted, and questioned in the context of urban social and economic governance.

Abstract

This study examines the impact of bureaucratic reform through merit system implementation on political elite behavior and patronage politics practices in regional government. Using a mixed-method approach combining quantitative analysis of 150 regional governments and qualitative case studies in five provinces during 2019-2024, this research investigates how civil service recruitment reforms influence transactional political practices. The study employs New Public Management theory, political patronage theory, and institutional change theory to analyze the transformation of elite behavior. Results indicate that merit system implementation significantly reduces political patronage practices (β = -0.627, p < 0.001), with stronger effects in regions with higher institutional capacity and civil society oversight. However, political elites adapt by shifting patronage mechanisms from recruitment to procurement and project allocation. The study reveals that successful bureaucratic reform requires simultaneous strengthening of transparency mechanisms, political accountability, and civil society participation. These findings contribute to understanding the complex relationship between administrative reform and political behavior change in decentralized governance systems.
