Abstract

This study aims to describe the relationship between economic growth and tourist arrivals and to examine their interconnection from an Islamic perspective. Time-series data indicate that the development of the tourism sector in Banyuwangi Regency contributes to the dynamics of regional economic growth. Prior to the pandemic, both economic growth and tourist arrivals showed positive trends, whereas during the pandemic, both experienced a sharp decline and subsequently increased again during the recovery period. These findings align with the tourism-led growth theory, which posits that tourism serves as one of the main drivers of economic activity through income generation and job creation. From an Islamic perspective, economic activities and tourism development must be oriented toward maslahah, justice, and sustainability, and carried out in a halal, ethical manner that avoids harm. The results of this study demonstrate that strengthening the tourism sector can serve as a development instrument compatible with the principles of maq??id al-syar?’ah, implying that economic growth should be assessed not only in material terms but also in terms of broader social welfare and public benefit. Thus, the integration of economic growth, increased tourist arrivals, and Islamic values provides a conceptual foundation for sustainable and equitable tourism development

Abstract

This study aims to analyze the digital literacy crisis in Islamic educational institutions amid the acceleration of global digital transformation. Using a literature review and critical theoretical analysis, the study explores various managerial factors influencing the implementation of digital technology in Islamic education, including digital leadership, internal policies, organizational culture, and evaluation systems. Data were collected from secondary sources comprising scholarly articles, academic books, policy reports, and national regulations relevant to education and digital transformation. The findings indicate that the digital literacy crisis is systemic in nature and is primarily caused by weak digital leadership, unclear policy directions, the absence of an institutional digital roadmap, and limited structured evaluation mechanisms. In addition, insufficient attention to pedagogical aspects, resistance within organizational culture, and unsustainable budget allocation further exacerbate the condition. This study concludes that strengthening digital literacy management through the integration of digital leadership into the organizational culture of Islamic educational institutions, accompanied by enhanced managerial capacity and the harmonization of technology with Islamic values, is a key strategy for ensuring sustainable digital transformation. Recommendations are addressed to leaders of Islamic educational institutions and policymakers to undertake managerial restructuring as a systematic effort to address the digital literacy crisis.

Abstract

This study aims to conduct an in-depth analysis of the digital divide in the implementation of educational technology at the elementary school level, using a case study of SDN 1 Jadimulya as a representative rural school with limited resources. This study used a qualitative approach with a case study design to gain a comprehensive understanding of the digital landscape, not only in terms of infrastructure availability but also the quality of technology utilization and the subjects' experiences. Data were collected through in-depth interviews with teachers and principals, observations of the learning process, and documentation studies, then analyzed thematically. The results indicate a digital divide at two main levels. The First Level Gap appears significant, characterized by limited physical infrastructure, unstable electricity supply, and weak internet connections that hinder the functionality of ICT devices. This condition is exacerbated by the Second Level Gap, namely the low digital literacy competency of teachers and students. The majority of teachers have not yet optimally mastered Technological Pedagogical Content Knowledge (TPACK), so the use of ICT tends to be substitutive and not pedagogically integrated. The impact of this condition is stagnant learning quality, low student learning outcomes, and increasing educational inequality between rural and urban schools. Therefore, this study recommends intervention policies focused on sustainable digital infrastructure development and structured teacher capacity-building programs to comprehensively address the digital divide.

Abstract

The rapid development of digital technology has brought significant changes to educational practices, but its implementation in Salafiyah Islamic boarding schools still faces various dynamics and challenges. This study examines the dialectic between traditionalism and digitalization, focusing on the obstacles to the development of educational technology at the Salafiyah Islamic Boarding School in Curah Kates, Jember. The purpose of this study is to analyze the influence of traditional values, institutional culture, and leadership perspectives on the acceptance and implementation of digital-based educational technology. Furthermore, this study aims to identify structural, cultural, and human resource factors that inhibit technological innovation in the Islamic boarding school education system. This study uses a qualitative approach with a case study design. Data collection was conducted through in-depth interviews, participant observation, and documentation studies involving Islamic boarding school leaders, ustadz (Islamic teachers), and students. Data analysis was conducted using interactive analysis techniques that include data reduction, data presentation, and drawing conclusions. The results show that resistance to digitalization is not solely caused by technological limitations, but also by concerns about preserving religious traditions, moral values, and pedagogical authority. This research provides theoretical and practical contributions to the development of Islamic education by proposing a strategy for harmonizing traditional Islamic boarding school values with contemporary digital innovation.

Abstract

Digital transformation in the education sector is the Indonesian government's strategic agenda in responding to learning challenges in the technological and post-pandemic era. Banyuwangi Regency, as one of the regions that is actively encouraging the digitalization of public services, is also implementing school digitalization policies through the use of online learning platforms, Learning Management Systems (LMS), and various digital education applications. However, the implementation of this policy has given rise to academic debate regarding its effectiveness in reducing inequality in access to digital learning between schools. This research aims to critically analyze the effectiveness of school digitalization policies in Banyuwangi in overcoming digital inequality through a literature review approach. The research method used is a literature study by examining national and international journal articles, government policy documents, institutional reports, and online publications that are relevant to the topic of educational digitalization and the digital divide. The results of the study show that school digitalization policies have great potential in increasing learning flexibility and educational management efficiency, but are not yet fully able to overcome digital inequality due to differences in infrastructure, teachers' digital literacy capacity, and students' socio-economic readiness. Therefore, a more inclusive and sustainable policy strategy is needed so that the digitalization of education is not only a symbol of modernization, but also a means of equal access and justice to education. Abstract

This study aims to analyze the forms of educational technology innovation and the obstacles faced by Islamic educational institutions in their implementation, from a managerial and implementation perspective. Digital transformation in madrasas and Islamic boarding schools (pesantren) is a crucial need in this era of technological acceleration, particularly to improve the quality of learning and the effectiveness of institutional management. However, the process of implementing technology does not always run smoothly because Islamic educational institutions have unique characteristics related to values, organizational structure, and resource readiness. This study used a descriptive qualitative approach to explore in-depth the understanding, experiences, and perceptions of teachers, education staff, and madrasah administrators regarding the implemented technological innovations, as well as the various obstacles that emerged during the implementation process. The data analysis techniques used refer to the Miles and Huberman model, including data reduction, data presentation, and conclusion drawing. Data were obtained through observation, in-depth interviews, and documentation related to the e-madrasah system, LMS, computer-based exams, and various digital practices used in learning and school management. The results indicate that educational technology innovation in Islamic institutions operates in two main domains. From a managerial perspective, the implementation of digital administration systems, digital literacy training for teachers, and the development of technology-based curricula play a significant role in improving the effectiveness of institutional governance. Meanwhile, from an implementation perspective, the use of blended learning, interactive media, AI-based applications, and digital learning platforms can improve the flexibility and quality of Islamic education. However, the technology adoption process still faces significant obstacles, such as limited internet infrastructure and devices, low teacher digital competency, resistance to change, budget constraints, and a lack of digital content aligned with Islamic values. These obstacles slow the innovation diffusion process, as described in Everett M. Rogers' model, particularly at the persuasion and implementation stages. Managerial strategies such as ongoing training, collaboration to strengthen infrastructure, development of an Islamic digital curriculum, and measurable technology use policies have been shown to help mitigate obstacles and strengthen the sustainability of technological innovation in Islamic educational institutions.   Keywords: Educational Technology, Madrasah, Innovation, Islamic Education Management, Innovation Diffusion
