Abstract

Changes in the development paradigm in the era of democratization and regional autonomy, from centralistic to participatory, provide more opportunities for community involvement at the local level starting from planning, implementation and evaluation. One form of community involvement in tourism is through the development of tourist villages. One of these tourist villages is located in the city of Padang Panjang, West Sumatra, named Kubu Gadang. In the development of tourism, the role of stakeholders consisting of government, society and the private sector will not be separated from it. The key player in the development of Kubu Gadang as a tourist village is the Padang Panjang City Tourism Office, the subject is the Pokdarwis Kubu Gadang community and the Kubu Gadang community because they are actors and hosts in the Kubu Gadang tourist village. The context setter is the District Head of East Padang Panjang and, the Village Head of Kelurahan Ekor Lubuk, and the crowd is the Padang Panjang Archive and Library Office, the media and the Bank. Forms of involvement occur during planning and use of meetings as a medium for engagement.

Abstract

This study examines electoral governance for voters with disabilities in simultaneous elections in 2015 that are still not optimal. This can be seen in the election of the Governor and Deputy Governor of West Sumatra Province in 2015 in Kabupaten Padang Pariaman. This research is a descriptive qualitative research using in-depth interview method, literature study and documentation study. The findings in this study are that election management is still not maximal towards the fulfillment of the rights of disability voters in Padang Pariaman Regency in the election of the Governor and Deputy Governor of West Sumatra Province in 2015. Rule applications are often ignored by election organizers. This can be seen from the stages of socialization that were not carried out by the election organizers in this case the Padang Pariaman Regency KPU to voters with disabilities. In addition, there are still TPS that do not have access to disability voters. This has an impact on the low number of participation of voters with disabilities in the simultaneous election in 2015. Existing regulations are not in line with the technical implementation in the field.

Abstract

General Election is a means of popular sovereignty that is held directly, publicly, freely, secretly, honestly and fairly (overflowing and fair). Law Number 7 of 2017 concerning General Elections as a product of legal politics does not place candidates who will fight in the Election of President and Vice President in 2019 in a fair and equal position. Incumbents benefit more so that they create ambiguous interests. Thus, substantial justice as part of real democracy tends to be ignored for the sake of power. This paper uses a literature study approach. This interest bias can be avoided by placing regulations equally and fairly. There needs to be a revision of Law No.7 of 2017 so that the incumbent who will run again as a presidential candidate or vice president resigns from his position. This is to safeguard the principle of justice in the 2019 electoral process and to keep ambiguous interests from being used to gain power.

Abstract

Kamari bedo is an expression in the Minangkabau language used to describe a difficult position. Whatever this woman chooses in living her life, it always does not benefit the woman, causing a dilemma for women in the unclear marital status. This article aims to examine the dilemma of women in the unclear marital status. This study also tries to see the structure that empowers women in a dilemma in the unclear marital status. This approach applies a gender approach with qualitative research methods—data obtained through interviews with Nagari Taram women. Through the analysis of women who have unclear marital status in Nagari Taram as one of the Minangkabau areas, the researcher found that kamari bedo women are empowered by structures: the obligation of the wife to her partner, limited social activities, the obligation to cover family problems, the obligation to protect children, and a negative view of widows. It is what makes the bedroom of a kamari woman experience a dilemma in the unclear marital status.

Abstract

This research was motivated by one of the objectives of PKH to create behavioral change and the independence of beneficiary families in accessing social education, health and welfare services. To achieve this change, PKH issued a program called the Family Development Session. Family Development Session is a community learning process to strengthen the increase in knowledge, public understanding of the importance of education, health and financial management for families so that they are free from poverty and can meet the needs of life independently. The purpose of this study is to describe the implementation and identify obstacles in the process of family-based social empowerment (Family Development session) in the district of Tigo Lurah. This study uses a qualitative approach with descriptive research type. Informants in this study were taken using a purposive sampling method. From the results of the study it was concluded that the family-based social empowerment (Family Development Session) of the Harapan family program in the Tigo Lurah sub-district was carried out through three stages, the first stage of awareness raising and behavior formation, the second stage of knowledge transformation, the third stage of capacity building. The obstacles of empowerment found in this research are that there is no good cooperation between the empowerment actors with the local government, no separate budget, lack of facilities and infrastructure and a lack of support from the leaders and the surrounding community.

Abstract

Child Protection Regulation in Indonesia believes the family as the main support system for children with various problems including HIV / AIDS. This policy is based on the view that places the family as the main institution of child protection. Because people with HIV / AIDS are still stigmatized, this is a family challenge to provide care for children with HIV / AIDS. The challenge is between telling the child's HIV / AIDS status to get broader support in care, by avoiding stigmatization. In this dilemma the questions that will be answered in this article are what are parents doing in caring for children infected with HIV / AIDS, how to avoid stigma from the social environment, what social structures are able to block and hinder the quality of care and care. This research uses a qualitative method based on case studies of 6 families with children infected with HIV / AIDS through the mother to child transmission pathway. This article shows that HIV / AIDS infection through mother-to-child transmission can also describe negative parental risk behaviors according to community moral standards. Parents try to hide the infection status of their children from other family members by moving from one place to another. This strategy of avoiding stigmatization does not affect health care and treatment even if their status is known by existing health care units. However, there is anxiety that their child's family will not get their rights to education, social relations and other social support needed for growth and development, if their HIV / AIDS status is opened. Thus the results of this study demanded the reengagement of the family as the main support system for the care and care of children with HIV / AIDS. The limitation of this study is that the children studied are infected from mother to child transmission, so children who are transmitted in other ways have not been revealed by this study.

Abstract

The Covid-19 pandemic has had a comprehensive impact on all aspects of people's lives. The government has launched the Disaster Resilient Village program 2014 in empowering rural communities to face disasters. When the Covid-19 pandemic struck in West Sumatra, this program was echoed again in the form of the Nagari Tageh Program. However, the government and the Nagari community still need strengthening in planning and implementing this program. This activity aims to assist the community and the Sumaniak Nagari Government in preparing a Nagari development plan that is responsive to the impact of the Covid-19 pandemic through strengthening community empowerment. This activity was carried out in 2020 with the stages of identifying problems and priority needs of the Nagari community in reducing the impact of the Covid-19 pandemic, identifying programs and activities to resolve these problems, and discussing program financing through the Nagari government budget. This activity has resulted in programs and activities that have been agreed by the community and the Nagari government to be implemented in 2021. The resulting development plan reflects a development plan that is responsive to community problems and needs and is participatory because it involves the community in its preparation. Through partnership activities with Unand, the team will become Nagari partners starting from the planning, implementation, monitoring, and evaluation stages of the Nagari Tageh development program so that Nagari Sumaniak is ready to face pandemics and other disasters in the future and become an Independent Nagari in all aspects of development.

Abstract

This study examines the existence of female commissioners to increase gender equality in the General Election Commission in West Sumatra. The existence of female commissioners as election organizers is not only a matter of equality with men, but also will play a major role in efforts to encourage female political participation by maximizing female participation in elections both as voters, election participants, and as election organizers. The main act women can take as election organizers at each stage is to ensure that female needs are considered and incorporated into programs or policies that are properly designed and implemented. The research method used in this research is qualitative emphasizing the gender aspect more precisely feminist research (feminism research). The results of the number of female commissioners as election organizers are still minimal quantitatively. And if you look at the composition of the current membership structure, this female commissioners is still very minimal due to the 30 percent quota has not been fulfilled so there is still discrimination and many obstacles and challenges are found to increase gender equality and female opportunities are limited in performing the tasks of elections. Most of these commissioners also feel there is still gender inequality. Challenges and obstacles such as social barriers in the form of Patriarchal Culture that still exist in Minangkabau society are still felt even though it is not as thick as in past times. In addition, stereotypes, marginalization, subordination, and the double burden also greatly affect the existence of female commissioners to increase gender equality.

Abstract

This study departed from the fact of one-way governmental communication shown by Biro Humas Sekretariat Daerah (Sekda) Provinsi Sumatera Barat. It was interesting to be learned because the model of public relations communication has changed and so much different from its old form. The regulation about governmental public relations has released since seven years ago, but Biro Humas Sekda Provinsi Sumatera Barat is still using one-way communinaction model. First, Biro Humas Sekda Provinsi Sumatera Barat could not operate public relations communication activity ideally according to the regulation caused by domination effect. It means that public relations is a arena in showing and struggling the power. Second, the domination caused Biro Humas Sekda Provinsi Sumatera Barat to keep away dominant coalition’s reputation from negative news. This situation made Biro Humas Sekda Provinsi Sumatera Barat has no thought in making modern public realtions. Third, pers industrial makes it more complicated. The dependency among public relations and mass media creates an endless cycle of regression. In case, Biro Humas Sekda Provinsi Sumatera Barat feels scared if negative news of coalition dominant deployed in mass media—so then be friends. Mass media needs income and has the main weapon to guarantee their needs met—negative news.

Abstract
